Short answer: Human violence is neither purely innate nor purely learned. People have biological capacities and predispositions that can affect aggression, but development, relationships, observation, reinforcement, immediate situations, institutions and cultural norms all shape whether violence is expressed. Evidence for a capacity is not evidence that anyone is destined to become violent, and no credible universal percentage divides violence into “innate” and “learned” causes.
The answer is an interaction, not an either-or choice
“Is human violence innate or learned?” sounds like a choice between two explanations. The evidence does not support that choice. Biological processes, individual development, social learning, interpersonal relationships, immediate circumstances and wider cultural conditions can operate together. A person may have a temperament or biological sensitivity that changes risk, yet never act violently. Conversely, a person without an obvious biological vulnerability may become violent in a setting where aggression is modeled, rewarded or treated as normal.
A useful distinction is between capacity or predisposition and destiny. Research can identify mechanisms that make aggressive responses more likely under some conditions. It cannot turn those mechanisms into a prediction that a particular individual will commit violence.
The word aggression also needs care. In research, aggression can include behavior intended to harm another person, including forms that are not criminal or severely injurious. Violence generally refers to more serious physical force or threats, but the sources reviewed here do not establish one universal cross-disciplinary definition. A finding about general aggression therefore cannot automatically be treated as a finding about every form of serious violence.

What “innate” can mean in violence research
Calling something innate can imply several different claims: that humans evolved a capacity for aggression, that biology contributes to differences in risk, or that genes and brain systems determine violent behavior. Those claims are not equivalent.
Biological systems are legitimate research targets
Understanding and Preventing Violence, Volume 2: Biobehavioral Influences, a 1994 National Research Council review, surveys genetic contributions, brain structure and functioning, hormonal and neurological interactions, neurochemistry and related biobehavioral topics. Its importance is that it identifies biological domains worth studying. It does not show that one gene, hormone or brain feature makes an individual violent.
Biology can influence such things as arousal, impulse control, threat sensitivity, emotional regulation and responses to stress. These influences are probabilistic and develop within environments. The same biological tendency may produce different outcomes depending on caregiving, peers, opportunities, substance use, social rules and the consequences of prior behavior.

Evolution can explain capacity without prescribing conduct
The 2013 National Academies workshop summary Contagion of Violence discusses human capacity for both prosocial collective aggression and antisocial aggression, bringing evolutionary, cultural and neurobiological influences into the same account. This framing matters: a capacity that could have helped groups compete or defend themselves is not a command that every person will use violence. Human beings also evolved cooperation, empathy, communication, norm enforcement and conflict resolution.

A workshop summary is not a single decisive experiment, and evolutionary explanations can be difficult to test directly. They are best used to describe a broad human potential, not to label a person or justify the claim that violence is unavoidable.
How learning can shape violent behavior
Observation, consequences and reinforcement
Social-learning theory offers a specific pathway. A person observes behavior, notices what happens afterward and is more likely to repeat conduct that appears rewarded or unpunished. The National Research Council chapter “Causes and Consequences of Violence Against Women” (1996) describes this process in the scope of violence against women. It explains how observing models and consequences, combined with reinforcement, can sustain behavior.
This account does not mean every exposure causes violence. People interpret models differently, and learning is filtered through temperament, attachment, moral beliefs, institutions and the immediate situation. The chapter’s scope also matters: it addresses violence against women, not a complete theory of all human violence.

The American Psychological Association’s Commission on Violence and Youth, in its 1993 report, discusses early relationships, institutions, social and economic conditions and learned attitudes as relevant to youth violence. It also stresses that no specific exposure inevitably leads to violence. A child can encounter conflict or harmful models and still develop nonviolent strategies when supportive adults, stable relationships, effective boundaries and alternatives are available.

The 2018 Annual Review of Psychology article “Developmental Origins of Chronic Physical Aggression: A Bio-Psycho-Social Model for the Next Generation of Preventive Interventions” focuses specifically on chronic physical aggression. Its bio-psycho-social model follows development over time, rather than treating aggression as a fixed trait present at birth. Because its subject is chronic physical aggression, its conclusions should not be stretched to every form of violence.
Why the immediate situation matters
Long-term tendencies do not act in a vacuum. Anderson and Bushman’s 2002 review, “Human Aggression,” presents the General Aggression Model. In this framework, person-related factors and situational factors influence cognition, affect and arousal in the immediate episode. Those internal states shape how someone interprets another person’s action, what responses come to mind and whether an aggressive response is selected.
Person-related inputs can include learned beliefs, prior experiences, traits and physiological states. Situational inputs can include provocation, perceived threat, social cues, weapons, group pressure, stress and expected rewards. The model is a theoretical framework reviewed in 2002, not a final consensus that ends debate. Its practical value is showing how predispositions and learning can combine with circumstances at a particular moment.

What the evidence can and cannot tell us
It can support contributing factors
- Biological mechanisms are relevant research domains.
- People can learn aggressive scripts by observing conduct and its consequences.
- Development, relationships and social conditions can alter risk over time.
- Immediate situations can activate or suppress aggressive responses.
- Cultural norms and institutions can make violence more acceptable, more rewarded or more constrained.
It cannot produce a universal “innate percentage”
The reviewed sources do not provide a directly comparable percentage of violence that is innate versus learned. Such a number would require consistent definitions of aggression and violence, comparable populations, agreement about which biological and environmental pathways count, and methods that separate correlated causes across a lifetime. The literature here is primarily conceptual and review-based, not a measurement of one global split.

Heritability, when reported in a behavioral study, would not mean that a fixed share of an individual’s violence is genetic. Heritability is a population statistic that depends on the population and environment studied; it does not identify a “violence gene” or eliminate the role of context. The sources used for this article do not supply a universal heritability estimate, so none is presented as one.
It cannot turn group averages into individual predictions
A factor associated with higher average risk may have little predictive value for a particular person. Correlation does not establish that a factor caused the behavior, and a risk factor is not a sufficient condition. Responsible interpretation keeps the level and scope of each finding visible: youth violence, chronic physical aggression and violence against women are related but not interchangeable outcomes.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. Are humans naturally violent?
Humans are naturally capable of violence, but “naturally violent” is too broad if it means that violence is the default or unavoidable human condition. The same species displays cooperation, caregiving, reconciliation, rule-following and collective efforts to prevent harm. Whether aggression is expressed depends on developmental history, perceived goals and threats, available models, social sanctions and the alternatives a person can use.

Even within one person, behavior can vary sharply by setting. Someone may respond nonviolently in a supportive workplace and aggressively in a situation involving humiliation, group pressure or perceived immediate danger. That variability is consistent with an interaction model and inconsistent with a simple claim of fixed violent nature.

What prevention follows from this evidence?
If violence were an unavoidable biological program, prevention would have little room to work. The evidence instead supports multiple points for intervention, while avoiding guarantees about any single program.
- Strengthen early relationships: consistent, responsive caregiving and adults who model nonviolent problem-solving can shape development.
- Change learned incentives: reduce rewards for intimidation and provide credible, immediate reinforcement for cooperation and help-seeking.
- Teach alternatives: emotional regulation, communication, perspective-taking and conflict-resolution skills can expand the responses available in a heated moment.
- Improve settings: schools, families, workplaces and institutions can change norms, supervision, access to support and consequences for harmful conduct.
- Target risk without labeling people: prevention should address modifiable conditions rather than treating a biological or social marker as proof of future violence.
The APA Commission on Violence and Youth concluded: “The Commission overwhelmingly concluded, on the basis of the body of psychological research on violence, that violence is not a random, uncontrollable, or inevitable occurrence.” That sentence comes from the commission’s report published January 1, 1993. It is a conclusion about the body of research available to that expert commission, not a promise that every intervention works in every setting.
How to evaluate a claim about “innate” or “learned” violence
- Define the outcome. Ask whether the claim concerns general aggression, chronic physical aggression, youth violence, violence against women or severe criminal violence.
- Identify the level. Is the proposed cause biological, developmental, interpersonal, situational or cultural?
- Check the mechanism. Does the evidence describe predisposition, observation and reinforcement, immediate appraisal, or institutional norms?
- Separate contribution from inevitability. “Raises risk” is not the same as “causes” and neither means “guarantees.”
- Look for the population and date. A finding from a 1993 youth-violence synthesis or a 1996 chapter on violence against women has a defined scope and historical context.
- Reject false precision. If a source does not provide a comparable estimate, do not invent one to settle the debate.
Further reading for the competing perspectives
Human Aggression and Violence: Causes, Manifestations, and Consequences, edited by Phillip R. Shaver and Mario Mikulincer, is a 422-page hardcover published in August 2010. The publisher listing describes coverage of major theoretical perspectives and genetic, environmental, interpersonal and cultural determinants. It is useful background reading, but as a 2010 edited collection it should not be mistaken for a current evidence update.

Research supports a layered explanation: biology supplies capacities and predispositions; development and relationships shape them; learning supplies scripts and expectations; situations influence which response is selected; and cultural and institutional contexts alter the costs and rewards of violence. The strongest defensible conclusion is therefore not that violence is innate or learned, but that violent behavior emerges from interacting influences—and that those influences leave meaningful room for prevention.
