No—not as a universal VA requirement. The Department of Veterans Affairs says online identity verification is completed through an account provider such as ID.me, Login.gov, or CLEAR, and the available route depends on the provider and your circumstances. Some routes use a camera, uploaded identification images, or a selfie, while others offer video-call or in-person verification. A face or touch-unlock option used when signing in is also different from a requirement to use facial recognition when proving your identity.
What VA actually requires
VA.gov uses an identity provider to establish that an online account belongs to you. VA describes identity verification as a one-time setup process for an ID.me, Login.gov, or CLEAR account. The process often takes about 10 minutes, according to VA, but that is an approximate duration rather than a guaranteed completion time. See VA’s explanation of identity verification.
After that setup, signing in is a separate event. VA uses multifactor authentication (MFA) to confirm you during later sign-ins. A provider may offer a face or touch-unlock feature as one way to unlock a device or approve a sign-in. That option concerns authentication after the account has been established; it does not by itself make facial recognition a condition of VA identity proofing.

How the VA providers differ

What each verification route involves
ID.me
VA’s ID.me verification instructions describe more than one path. You may be able to use a smartphone or tablet camera, or use a computer to upload images of your identification. If self-service is not workable, VA also identifies a video-call route and in-person verification at participating UPS Store locations.
Before starting, check the current ID.me flow for the identification it accepts and for the equipment that path requires. A photo of an identity document is evidence from the document; VA’s guidance does not label every document photograph as facial recognition. Whether a selfie or other camera step appears depends on the route you enter.
Login.gov
VA’s Login.gov verification instructions explain the online process using accepted identification. If you do not have a suitable camera-enabled device, VA describes an in-person option at participating USPS locations. The in-person route is especially relevant if the obstacle is access to a phone or camera rather than an objection to a particular biometric step.

VA also publishes the question many users search for verbatim: “Can I get a Login.gov or ID.me account if I don’t have a mobile phone?” The answer and current alternatives are on VA’s mobile-phone guidance page. A lack of a mobile phone does not automatically mean that you must abandon online account creation, but the available route depends on the provider and your situation.

CLEAR
VA presents CLEAR as an optional pilot, not as a replacement that everyone must adopt. Its CLEAR sign-in page says setup uses a smartphone and describes signing in with a selfie. VA also states that your existing sign-in options are not changing. Using CLEAR for VA.gov is free, and VA says the choice does not affect your benefits or care.
Because this is a pilot, locations and instructions may change. If a CLEAR location or step is unavailable to you, use another provider route or an offline VA service instead of treating the pilot as mandatory.
Camera-free and in-person alternatives
There are two different questions to separate: whether you can complete an online flow with the equipment you have, and whether you want to use a selfie or other camera step. VA’s published options address the first problem directly. ID.me may provide a video call or participating UPS Store visit, while Login.gov may provide an in-person visit at a participating USPS location. Availability is provider-specific and may depend on your documents and circumstances.
- Start with VA’s current identity-verification overview and choose the account provider available to you.
- Read the provider’s current requirements before submitting anything. Confirm whether your identification is accepted and whether the selected route needs a camera, image upload, or smartphone.
- If the online route is not possible, look for the provider’s video-call or in-person option. Check the participating location information shown in the current VA or provider instructions.
- If you do not want an online account or cannot complete any provider route, contact VA by phone, mail, or in person to manage benefits and health care.
An in-person option is not guaranteed at every location, and a provider may change its participating sites or workflow. Treat the location and appointment details displayed in the current instructions as controlling rather than relying on an older list.

Why a selfie is not automatically “facial recognition”
Every camera-related step does not mean the same thing. A provider may ask for a picture of an identity document, a live video call, or a selfie. Those actions can serve different purposes, and VA’s pages do not characterize every image capture as facial-recognition technology. The safest interpretation is to describe exactly what the screen requests instead of assuming that a document photo, liveness check, or selfie has the same technical function.
Likewise, a device’s face-unlock feature is not proof that VA requires facial recognition. VA distinguishes one-time identity verification from the MFA methods used when you sign in later. If a face or touch unlock appears as an optional sign-in choice, you can evaluate it as an authentication preference rather than as a universal identity-proofing rule.
A practical way to choose a route
If you have a smartphone or tablet camera
You can review the self-service instructions for ID.me or the online Login.gov flow, or choose the optional CLEAR pilot if it is offered to you and its selfie-based process suits your needs. Read the provider’s current identification requirements first; possession of a camera does not guarantee that every document or route will be accepted.

ID.me’s VA-described options include using a computer to upload identification images. Login.gov may also present an online route based on its accepted-identification process. The screens and requirements differ, so follow the provider-specific instructions rather than assuming that one provider’s process applies to another.

If you have no suitable camera-enabled device
Check for ID.me’s video-call or in-person route and Login.gov’s participating USPS verification option. If no suitable location or route is available, VA’s phone, mail, and in-person service channels remain available for managing benefits and health care.
If you are concerned about facial images
Do not select a provider solely because another person found it easy. Compare the route actually available to you: the identification you hold, whether you can use a camera, whether a video call or in-person visit is offered, and whether you want an online account at all. VA does not publish a single provider as universally easiest because those factors vary by user.
Before you begin: a short preparation checklist
- Decide whether you need an online VA.gov account or can use phone, mail, or in-person service.
- Choose among ID.me, Login.gov, and, where offered, the optional CLEAR pilot.
- Gather the identification listed in the provider’s current instructions.
- Check whether your intended route needs a smartphone or tablet camera, a computer for image uploads, a video call, or an in-person visit.
- Use a current VA or provider page for participating UPS Store or USPS locations; availability can change.
- Keep the distinction clear: identity verification is the account setup step, while MFA and optional face or touch unlock concern later sign-ins.
If verification does not work
The provider asks for a camera you do not have
Stop before submitting incomplete information. Recheck the provider’s alternatives, such as ID.me video-call or in-person verification and Login.gov in-person verification at participating USPS locations. If those choices are unavailable, use VA’s offline service channels.
Your identification is rejected
Review the provider’s current accepted-document list and image instructions. VA’s general page explains that requirements vary by provider, so an item accepted in one flow may not be accepted in another. Do not substitute a different document based only on advice from an older webpage.

You cannot find an in-person location
Confirm that you are viewing the current provider instructions and that the location participates in the specific verification service. VA’s pages describe participating locations, not universal availability. If the route remains unavailable, contact VA through phone, mail, or an in-person facility.
You are unsure whether a prompt is optional
Read the provider’s wording carefully. CLEAR is described by VA as optional, and VA says existing sign-in options are not changing. A face or touch-unlock control may be an optional MFA method rather than part of the one-time identity-verification requirement.
What happens if you never create an online account?
Not having an ID.me, Login.gov, or CLEAR account does not end access to VA services. VA says you can manage benefits and health care by phone, mail, or in person. Those channels will not sign you into VA.gov, but they provide a way to conduct VA business when an online provider route is unsuitable.

VA’s published guidance does not make facial recognition a universal requirement for online identity verification. Some provider routes involve a camera, uploaded identification images, or a selfie; others describe video-call or in-person verification, and offline VA services remain available. Choose based on the provider’s current instructions and the route you can actually use, not on the assumption that every photograph or face-unlock option is the same technology.
