The publisher’s description of “more than 100 new items” is a content count covering vehicles, weapons, clothing, and cyberware; it is not an independent measurement of the expansion’s value. Game director Gabe Amatangelo called Phantom Liberty “the culmination of years of hard work on the part of all of our teams” in the publisher’s September 25, 2023 launch announcement.

Update 2.3 is important to the buying decision because it separates free ongoing support from the paid expansion. Buy the expansion separately if you already own the base game
Phantom Liberty is sold as an add-on for owners of the base game. Before upgrading, compare the current local price of the expansion with the price of the Ultimate Edition. Is Phantom Liberty worth adding?
Phantom Liberty takes place in Dogtown and is framed as an espionage thriller rather than a small cosmetic pack. Its package includes new characters, story missions, side quests, repeatable open-world activities, vehicles, weapons, clothing, cyberware, and the Relic skill tree. The publisher lists more than 100 new items in total.

For PlayStation and Xbox, the generation distinction is decisive rather than cosmetic. The last-generation versions remain listed for owners who want the older base game, but both platforms identify November 8, 2022 as the final patch date. If you already have a PS4 or Xbox One copy, you can still play the legacy base game where your hardware supports it. However, buying that version today is not a path to the current expansion or ongoing updates. Move to PS5 or Xbox Series X|S if those features are part of your plan.
PC requirements and graphics targets
CD PROJEKT RED’s support table covers the base game and Phantom Liberty from Update 2.0 onward. The non-ray-tracing targets provide a useful baseline:

If you want ray-traced 1440p or 4K, consult the current table for the exact GPU, CPU, and upscaling requirements rather than relying on the non-ray-traced figures above.
A solid-state drive is part of both published non-ray-tracing targets. Allow more free space than the stated 70 GB so the launcher can install updates without failing at the final step. The table describes the base game and Phantom Liberty from Update 2.0, so an older PC specification copied from an early launch listing may not describe the current software.
For a laptop or compact desktop, check the actual GPU model and power limit instead of relying on an integrated-graphics label or a processor family name. Also confirm that your operating system, driver, and storefront installation have room for patches. Before ordering a physical copy, verify that the box identifies the correct platform and says “Ultimate Edition.” For Switch 2, check whether language packs require an additional download; the publisher notes that some language data may be downloaded separately. For digital purchases, confirm the account region and storefront because licenses generally follow that platform’s store.
Physical stock is market-dependent, and a physical listing does not by itself prove that every language, bonus, or expansion is on the disc or card.
