Buffering can come from the internet service reaching your home, the modem, the router, Wi-Fi conditions, a device, or congestion—not just one faulty box. Compare a speed test at the modem, over Ethernet through the router, and over Wi-Fi near the router. Where performance drops helps narrow the cause, but does not by itself prove which device is defective.
What the modem and router each do
A modem connects your home to your internet service provider (ISP); a router shares that connection with your devices. Some ISP gateways combine both functions. As a result, “modem or router?” may not be a meaningful distinction if you have a single gateway device. Google explains the roles in its modem overview.
Buffering is a symptom: video data is arriving too slowly or inconsistently for playback. The cause could be upstream of your home network, inside it, or on a single device. A router cannot create speed that the internet connection does not provide, as NETGEAR Support notes.

How to locate the slowdown
Run the tests in sequence and compare results under similar conditions. Use the same speed-test service and device where practical, and note the time, connection type, and result. NETGEAR’s speed-test guidance distinguishes tests at the modem, through the router over Ethernet, and over Wi-Fi.

- Powerful Dual-Core 900MHz Processor – Handles multiple data streams simultaneously for reliable performance across your devices. Ensures smooth streaming, online gaming, and video conferencing without buffering or lag.
- Check more than one device. Test the affected device and another device. If only one buffers, investigate that device’s Wi-Fi or Ethernet connection and capabilities before blaming shared equipment. If several devices have trouble, continue with the network tests.
- Test directly at the modem, if your ISP setup permits it. Connect a computer to the modem with Ethernet and run a speed test. Follow your provider’s instructions before disconnecting the router; some connections may require specific setup or reconnection steps. If the result is still below what you expect, check for an outage and ask the ISP to investigate the service line or account.
- Test through the router over Ethernet. Connect the same computer by Ethernet to the router and compare the result with the direct-modem test. A substantial drop here points to the router, its configuration, the cable, or a port as an area to investigate. It is not proof that the router itself has failed.
- Compare Wi-Fi near the router. Run another test close to the router, using the same device. If Ethernet is materially faster, look at wireless conditions and the device’s Wi-Fi capability. If Wi-Fi and Ethernet are both slow, the issue may lie earlier in the connection or reflect congestion.
- Repeat at another time. Note whether performance changes during busy periods and whether downloads, streams, or other high-bandwidth activity are running. A slowdown at certain times can point to congestion rather than defective hardware.
These comparisons are diagnostic clues, not a guarantee that a speed-test result will match every streaming service. NETGEAR’s slow-connection troubleshooting guide, updated July 7, 2025, also recommends comparing devices and wired and direct-modem connections.
What the results suggest
| What you observe | Where to investigate |
|---|---|
| One device buffers, but others work normally | That device’s connection, Wi-Fi capability, or local performance. |
| Direct-modem speed is low | Check ISP outages, the service line, and whether the subscribed service is delivering the expected connection. |
| Direct-modem speed is good, but Ethernet through the router is much slower | Investigate the router, its settings or capacity, and the Ethernet cable and ports. |
| Ethernet is good, but Wi-Fi is slow near the router | Investigate wireless interference, band, router placement, or client-device capability. |
| Results vary with time or concurrent activity | Check household usage and possible peak-time or ISP congestion before replacing equipment. |
For cable-modem problems, activation, the cable line, splitters, firmware, and power cycling can also matter; NETGEAR lists these in its connection troubleshooting guidance. ISP equipment and procedures vary, so use the provider’s instructions for your service.

- CONNECT MORE DEVICES: Wi-Fi 6 technology communicates more data to more devices simultaneously using revolutionary OFDMA technology
- EXTENSIVE COVERAGE: Achieve the strong, reliable WiFi coverage with Archer AX1800 as it focuses signal strength to your devices far away using Beamforming technology, 4 high-gain antennas and an advanced front-end module (FEM) chipset
- OUR CYBERSECURITY COMMITMENT: TP-Link is a signatory of the U.S. Cybersecurity and Infrastructure Security Agency’s (CISA) Secure-by-Design pledge. This device is designed, built, and maintained, with advanced security as a core requirement.
Check Wi-Fi, cables, and congestion before buying hardware
Wi-Fi conditions
Distance, walls and other barriers, neighboring wireless networks, frequency band, and the device’s wireless capability can all affect Wi-Fi speed. Active devices also share available capacity. Test close to the router first; then consider whether its location or nearby sources of interference could explain weaker performance elsewhere. Google covers these factors in its slow-internet troubleshooting guide.
Ethernet cable and ports
A wired test can be limited by the cable or the Ethernet ports along the path, not just by the router or ISP. For internet speeds above 100 Mbps, Google recommends Cat 5e or Cat 6 Ethernet cable in its network troubleshooting guidance. A suitable cable helps make the comparison meaningful; it does not fix a slow service connection or faulty equipment.

- Improved Cooling Design: No heat ups, no throttles. A larger heat sink and redefined case design cools the WiFi 6 system and enables your network to stay at top speeds in more versatile environments.
Concurrent use and available service
Streaming, downloads, and other activity use shared bandwidth. The plan’s available speed and ISP congestion can also contribute to buffering even when equipment is working. Google’s speed examples are specific to its Nest and Google Wifi guidance: it describes 7 Mbps as enough for one HD stream while multiple simultaneous streams may buffer, and 25 Mbps as able to reliably support HD video on multiple devices. These are contextual examples, not universal requirements or guarantees for every service, device, or household. See Google’s internet-speed and connection guidance.

A restart is a reasonable first step, but it is not a diagnosis. Google’s modem restart instructions advise waiting for the internet indicator before retesting and contacting the ISP if modem problems continue. The FCC’s Consumer Guide likewise advises checking speeds, contacting the ISP about slow service or outages, and trying a router reboot.
