AI can make some software work cheaper, but it is not automatically a less expensive substitute for hiring developers. The right comparison is the total cost of delivering the same defined work to the same quality standard—including review, testing, rework, integration, and maintenance, not just the AI subscription or the time it takes to draft code.
What the evidence says about AI and developer productivity
Published results point in different directions, so there is no reliable universal percentage to apply to a project budget. The studies measure particular developers, tasks, tools, and workplaces; none establishes that AI is a specific percentage cheaper than hiring someone to deliver equivalent software.
A multi-company field study found more completed tasks
A pooled analysis of three randomized field experiments at Microsoft, Accenture, and an anonymous Fortune 100 company found a 26.08% increase in completed tasks among 4,867 developers who had access to an AI coding assistant (standard error 10.3%). The result varied across experiments; less experienced developers showed higher adoption and greater gains. This is evidence of a throughput effect in those settings, not a 26.08% reduction in project cost. (Microsoft Research, June 2025)
A small trial found experienced developers took longer
In a randomized trial involving 16 experienced open-source developers and 246 tasks in mature projects, allowing early-2025 AI tools increased completion time by 19%. Participants nevertheless estimated that they had worked about 20% faster. The result is specific to that sample, project context, and set of tools; it is a reason to measure performance on your own work, not proof that AI always slows developers down. (METR, July 12, 2025)

Perceived benefits depend on the work and the organization
Microsoft Research’s mixed-methods work, which surveyed more than 500 developers and included interviews and observations, reports that perceived benefits vary with task complexity, developer practices, and team adoption. Perceived usefulness is not the same as audited cost savings. (Microsoft Research, August 2025)
DORA’s 2025 report describes AI as an amplifier of existing organizational strengths and weaknesses. In practice, a team with clear requirements, usable documentation, and effective review may be better placed to benefit than one whose workflow already creates delays or defects. The report is an organizational finding, not a productivity coefficient for every team. (DORA / Google Cloud, 2025)
What to count in a fair cost comparison
Compare two ways of delivering the same scope—not an AI tool bill against a developer’s wage. Include costs through approved, usable software and account for what happens after it ships.

- Hiring or contracting: salary or contract fee, benefits and employer overhead where applicable, recruiting or onboarding effort, and the time required to give the developer project context.
- AI access: subscription or metered usage, plus setup, integration, training, and any infrastructure needed for the workflow.
- Human effort around the AI: time to define requirements and provide context, review generated work, test and validate it, correct mistakes, and approve deployment.
- Risk and ongoing ownership: governance, security checks, incident response, and the maintenance needed to keep the software working and changeable.
- Rework and quality effects: defects, review burden, failed changes, and later work needed to make the result reliable and maintainable.
IBM’s August 2026 cost analysis offers a practical checklist of expenses that may sit outside a visible tool bill. IBM is a vendor, so treat its list as a cost taxonomy rather than independent evidence that AI lowers costs. (IBM, August 31, 2026)

How to estimate developer cost without mistaking wages for a quote
For a U.S. reference point, the Bureau of Labor Statistics reported a median annual software developer wage of $135,980 in May 2025. This is an employee wage statistic, not the employer’s fully loaded cost, a contractor rate, or an estimate for a particular project. It is also U.S.-specific; use local compensation and benefits data for a decision in another market. (U.S. Bureau of Labor Statistics, Occupational Outlook Handbook)
To estimate the cost of a particular hire, start with the compensation basis that actually applies—salary, contract fee, or another arrangement—and add relevant benefits, overhead, onboarding, and project time. Then estimate the effort for the agreed scope, including review and maintenance. Do not treat a national median wage as though it were a complete bid.

When AI assistance is more likely to help
Bounded, repeatable tasks
Tasks with clear requirements and a straightforward way to check the result are easier to evaluate. Examples may include routine code changes or other narrowly scoped work, provided a qualified person can verify that the output meets the requirements. The key is not whether a task looks easy to generate; it is whether the complete result can be reviewed and accepted efficiently.

AI assistance is more plausible as a cost saver when the team can supply relevant context, has a disciplined workflow, and can review and test results without creating a bottleneck. If developers must spend substantial time finding missing requirements, fixing integration problems, or validating risky output, apparent drafting speed may not shorten delivery.

When hiring expertise remains central
Ambiguous work, high-complexity decisions, substantial domain requirements, and software with consequential security or operational risks need clear human ownership. Someone still has to determine what should be built, make architectural choices, check correctness, manage deployment, respond to incidents, and maintain the result. AI can assist with parts of that work, but a tool’s ability to generate code does not establish that the project no longer needs a responsible developer.
The practical choice is often not “AI or a developer.” A developer may use AI to assist with selected tasks while retaining responsibility for the software. Whether that arrangement saves money depends on the measured total effort and quality of the delivered work.
Run a small pilot before changing a budget or staffing plan
- Define representative tasks. Choose work that reflects the project, including routine items and any more complex tasks likely to affect cost.
- Set the acceptance bar. Specify what counts as complete, usable software, including relevant quality, testing, security, and maintenance requirements.
- Compare like with like. Where practical, compare similar tasks with and without AI assistance under the same requirements and acceptance criteria.
- Record all labor and spending. Track AI licenses or usage alongside time spent supplying context, reviewing, testing, validating, correcting, integrating, and maintaining the work.
- Judge approved delivery, not drafts. Compare time and total cost through accepted work, and note defects, rework, and review burden.
- Reassess when conditions change. Results may shift as tools, tasks, team practices, and costs change; repeat the comparison when those conditions materially change.
This pilot produces a local estimate rather than a universal answer. Use the actual AI plan or metered spend and local hiring costs, and make sure the comparison holds both approaches to the same quality bar.
