A VPN routes your internet traffic through servers run by its provider, so choosing one means deciding whom to trust—not simply choosing between “free” and “paid.” The 911 S5 botnet shows how a VPN app can be abused to turn users’ devices into residential proxies. It is a serious warning, not proof that every free VPN is malicious or that every paid VPN is safe.
What was 911 S5, and how did it work?
911 S5 was a residential proxy service built from compromised devices. A residential proxy makes internet activity appear to come from an ordinary home internet connection. In this case, customers could route traffic through victims’ devices and IP addresses, obscuring the activity’s real origin.
A joint FBI, Defense Criminal Investigative Service (DCIS), and U.S. Department of Commerce advisory says 911 S5 began operating in May 2014, was taken offline by its administrator in July 2022, and reappeared as Cloudrouter in October 2023. The agencies say malicious proxy backdoors were bundled with six VPN applications: MaskVPN, DewVPN, PaladinVPN, ProxyGate, ShieldVPN, and ShineVPN. In some cases, free, illegitimate VPNs were packaged with pirated games or software; after a download, the VPN and backdoor could be installed without the user’s consent. The U.S. Department of Justice (DOJ) says a court-authorized international operation disrupted the service. YunHe Wang was arrested on May 24, 2024, on charges related to alleged malware deployment and operation of the service. The indictment alleged a network of millions of residential Windows computers associated with more than 19 million unique IP addresses, including 613,841 in the United States. Those are allegations; defendants are presumed innocent unless proven guilty beyond a reasonable doubt. DOJ, May 29, 2024

The reported scale—and what the numbers mean
- The FBI, DCIS, and Commerce reported more than 19 million compromised IP addresses in over 190 countries. Their 2024 advisory
- The DOJ reported that the indictment alleged more than 19 million unique IP addresses, including 613,841 in the United States. DOJ, 2024
- The DOJ said U.S. government estimates linked 560,000 fraudulent unemployment-insurance claims to compromised IP addresses, with confirmed fraudulent losses exceeding $5.9 billion. It also reported more than 47,000 Economic Injury Disaster Loan applications originating from addresses compromised by 911 S5. These are agency figures, not a claim that every estimate represents a final adjudicated loss. DOJ, 2024
Does 911 S5 mean free VPNs are unsafe?
No. The case does not establish that all free VPNs are malicious, or that paying for a VPN makes it trustworthy. It does show why the app’s operator, installation source, permissions, terms, and business model matter.
In a March 12, 2026 advisory, the FBI warned that some free VPN services may enroll users’ devices in residential proxy networks without consent, sometimes through hidden or difficult-to-understand terms. A VPN also does not make you entirely anonymous. The Federal Trade Commission (FTC) explains that a VPN can route traffic away from your internet service provider or public Wi-Fi operator, but the VPN provider becomes a party you must trust. Some apps may intercept traffic, fail to encrypt all information, share data with third parties, or redirect traffic. Websites can still identify you through information you provide. Use these questions to evaluate a service before comparing price or speed. They are practical checks based on FTC guidance, not a formal certification or a ranking of providers.

- Who operates it, and how is it funded? Look for an identifiable operator and a clear explanation of how the service earns money. A “free” label alone does not explain the business model.
- What data does it collect or share? Read the privacy policy and terms for details about traffic, device information, sharing with third parties, and retention.
- Do the permissions make sense? Scrutinize requests for sensitive access that appears unrelated to VPN operation. The FTC advises checking app permissions.
- What does “encrypted” cover? Find out which traffic is encrypted and whether credible outside sources have assessed the claim. A VPN label does not prove that every kind of information is encrypted.
- Where did the app come from? Use an official, trusted app store and avoid VPNs bundled with pirated software. Keep the app, operating system, and device firmware updated, as the FBI advises.
- Does it fit your actual need? Decide whether you need a VPN for a defined purpose, such as protecting traffic on public Wi-Fi. Consider cost only after examining the provider’s trust and data practices; subscription fees do not prove safety.
The FTC recommends researching the app and developer, consulting credible outside reviews, checking permissions, and reading the terms and privacy policy. Its guidance dates to 2018 and explains general trade-offs; it is not a current audit or comparison of specific VPN providers. The official sources cited here do not establish a current “best VPN” or prove that paid services are safer as a class.

If you downloaded one of the named apps or suspect a proxy backdoor, treat the device as potentially compromised. Uninstalling the original app may not remove all malware: the FBI’s March 2026 advisory says malicious software can persist after the initiating app is removed. It says antivirus may sanitize a device and that reinstalling the operating system may be necessary if malware persists. FBI advisory, March 12, 2026

- Use current, trusted security guidance. Follow the FBI’s current advice, and consider help from a cybersecurity professional. The FBI’s case-specific 911 S5 page lists Windows process names and app labels to check, as well as attempted removal steps, but warns that it makes no warranty about their effectiveness. - Secure accounts from a device you trust. Contact account providers if needed, regain control of affected accounts, change passwords, and set alerts for suspicious logins or transactions, following FBI guidance.
- Report suspected victimization. The FBI directs suspected victims to report through the Internet Crime Complaint Center (IC3).
