Yes—usually. A typical 20,000mAh lithium-ion power bank is about 74Wh (20Ah × 3.7V), below the widely used 100Wh limit. You must carry it in cabin baggage or a personal item, never in checked luggage. Check the watt-hour (Wh) figure printed on your specific unit and the operating airline’s current policy before departure, because airlines and jurisdictions can impose stricter conditions.

Why a 20,000mAh pack is normally under the limit

Airlines and aviation authorities regulate spare lithium batteries by watt-hours (Wh), not by milliamp-hours (mAh) alone. Milliamp-hours describe charge capacity at a stated voltage; watt-hours account for both capacity and voltage.

The FAA conversion is:

Wh = volts × amp-hours

Convert milliamp-hours to amp-hours by dividing by 1,000. For a common 20,000mAh pack with a nominal internal voltage of 3.7V:

  • 20,000mAh ÷ 1,000 = 20Ah
  • 20Ah × 3.7V = 74Wh

That 74Wh result is below 100Wh. Actual products can use different cell voltages, capacities, or labeling conventions, so treat the printed Wh value or the manufacturer’s specification as the controlling figure. A label that clearly states 74Wh (or another value at or below 100Wh) is easier for airline and security staff to verify than mAh alone.

What the major aviation authorities require

The rules below describe the current baseline, but the airline operating your flight can be more restrictive. “Carry-on only” means the battery stays with you in the passenger cabin; it does not mean you may place it in a checked suitcase.

Battery or power-bank rating General rule Important qualification
Up to 100Wh Normally permitted in carry-on baggage Protect terminals and follow the airline’s quantity, storage, use and charging rules
101–160Wh May be permitted in limited circumstances with airline approval FAA guidance allows this range with approval; IATA’s 2026 passenger table specifically marks power banks over 100Wh as forbidden
Over 160Wh Not permitted on passenger aircraft Do not bring it to the airport

FAA guidance

The U.S. Federal Aviation Administration says spare lithium-ion batteries, including power banks and portable chargers, must be carried on and cannot be checked. Its passenger table treats batteries up to 100Wh as the ordinary limit, allows 101–160Wh only with airline approval, and forbids batteries above 160Wh on passenger aircraft. The FAA page was updated October 2, 2026.

IATA passenger guidance

The International Air Transport Association’s 2026 passenger guidance generally allows up to 100Wh in carry-on baggage. It says 100–160Wh can be allowed for some battery-powered devices with airline approval, while its table specifically lists power banks over 100Wh as forbidden. The same guidance limits passengers to two power banks and says they should not be placed in an overhead locker.

ICAO’s 2026 change

The International Civil Aviation Organization announced specifications effective March 27, 2026: passengers are limited to two power banks and may not recharge them during a flight. ICAO’s announcement states that “these devices will now be limited to two per passenger, and passengers will be prohibited from recharging them during flights.” Because this change is recent, check your operating carrier for how it is implemented on your route.

How to pack the power bank correctly

  1. Put it in cabin baggage. Place the power bank in a hand-luggage bag or personal item that will remain in the cabin. Never pack it in checked baggage.
  2. Protect the terminals. Keep the original retail packaging, cover exposed contacts with insulating tape, or use a protective pouch that prevents the terminals from touching metal objects. Loose contact with keys, coins or another battery can cause a short circuit.
  3. Make the label visible. Pack it where security or cabin crew can inspect the Wh rating without unpacking your entire bag. If the Wh marking is missing or unreadable, carry the manufacturer’s specification in an accessible form, although an airline may still refuse an unmarked battery.
  4. Remove it if your cabin bag is gate-checked. Before handing over a cabin suitcase at the gate, take out the power bank and keep it with you in a personal item or by hand. Spare lithium batteries cannot travel in the aircraft hold.
  5. Keep it reachable in the cabin. Follow IATA’s instruction not to store a power bank in an overhead locker. A seat pocket, personal item under the seat, or another location permitted by the crew keeps it visible and accessible.

Can you use or charge it during the flight?

Do not assume that a permitted power bank may be used freely. ICAO’s specifications effective March 27, 2026 prohibit passengers from recharging power banks during flight. That means do not plug the power bank into an aircraft USB port or power outlet to refill its own battery.

Airlines can also prohibit using a power bank to charge a phone, tablet or laptop while airborne, or can require the power bank to remain stored. The operating crew’s instruction controls on board. If the airline permits passenger use, keep the pack and cable where they can be seen and disconnect it if the crew asks. Never leave a charging setup unattended or route a cable where it could be caught or damaged.

How many power banks can one passenger take?

The 2026 IATA passenger guidance and ICAO specification limit passengers to two power banks. This is a count of separate spare power-bank units, not a calculation based on their combined capacity. A pair of 20,000mAh units would normally be about 74Wh each, but both still need individual terminal protection and must remain in cabin baggage.

What to do with a larger battery

Between 100Wh and 160Wh

Do not rely on the mAh label to establish eligibility. Calculate or verify the Wh rating, then contact the operating airline before travel. FAA rules permit 101–160Wh spare batteries only with airline approval, while IATA’s 2026 table forbids power banks over 100Wh. In practice, a power bank in this range can be rejected even when another type of battery-powered device might qualify under an approval process.

Over 160Wh

A battery above 160Wh is forbidden on passenger aircraft under the FAA limits. Do not attempt to disguise its rating, split its cells into another enclosure, or place it in checked luggage; neither action changes the battery’s classification.

Damaged, recalled or swollen batteries are not acceptable

Capacity is not the only safety test. Do not fly with a power bank that is swollen, punctured, cracked, leaking, unusually hot, recalled, or otherwise damaged. A pack that has been dropped and now has a distorted case should be treated as damaged even if it still charges.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If a power bank becomes hot, smokes, emits an unusual odor, or burns during a journey, alert cabin crew immediately. Do not put a smoking or burning lithium battery in a bag, overhead bin, lavatory, or other enclosed space. Crew members have procedures and equipment for an onboard battery incident.

Choosing a travel-ready 20,000mAh power bank

When comparing units, capacity alone is a poor travel filter. Use the following checklist before buying or packing:

Feature What to look for Why it matters at the airport
Wh label A clearly printed value at or below 100Wh Staff can verify the threshold without converting an ambiguous mAh claim
Airline acceptance Documentation that identifies it as a lithium-ion power bank and states the rating Supports inspection; the airline’s policy still controls
Carry-on storage Compact shape that fits a personal item or under-seat bag Reduces the chance of accidental gate-checking
Unit count No more than two power banks for the passenger Matches the 2026 IATA and ICAO limit unless your carrier is stricter
USB-C output Output suitable for your device, with an intact port and cable Prevents improvised adapters and loose connections in the cabin
Physical condition Undamaged case, buttons and ports; no swelling Damaged cells create a separate safety problem regardless of Wh
Terminal protection Built-in cap or a pouch/tape that prevents contact Meets short-circuit-protection expectations
In-flight policy Carrier rules on using or charging the pack ICAO prohibits recharging power banks in flight, and airlines can also prohibit use

Why airline and route checks still matter

“Allowed under the FAA” is not a universal boarding guarantee. Rules vary by airline, country, route, aircraft and date. A flight marketed by one carrier but operated by another can be subject to the operating carrier’s cabin-baggage policy. A connection can also expose you to a different national authority or airport screening rule.

Immediately before departure, check the operating airline’s dangerous-goods or battery page and its conditions for your itinerary. Look specifically for:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • the maximum number of spare power banks;
  • whether units must stay under the seat rather than in an overhead locker;
  • whether using a power bank to charge another device is prohibited;
  • whether the airline bans all power banks above 100Wh instead of accepting the 101–160Wh approval category;
  • special rules for international connections, regional aircraft or flights departing from a particular country.

Save the policy page or its key instructions offline in case airport connectivity is poor. If the carrier requires approval for a higher-rated battery, obtain that approval before arriving at the airport; a verbal explanation at the gate is not a substitute.

Common misconceptions about power banks on aircraft

Passenger confusion is widespread. On an IATA 2026 campaign page, 83% of surveyed passengers said they carry a phone, 60% carry a laptop and 44% travel with a power bank. Yet 50% incorrectly believed small lithium-powered devices may go in checked baggage, 45% thought power banks can go in the hold, and 33% were unsure about limits for larger batteries or spare power banks. Those misunderstandings explain why a correctly labeled 20,000mAh pack can still be delayed at screening if it is buried in checked luggage or lacks terminal protection.

“20,000mAh always equals 100Wh”

No. At the common 3.7V nominal cell voltage it is about 74Wh, but voltage and labeling vary. Use the printed Wh figure or a calculation based on the stated nominal voltage.

“Carry-on allowed means any cabin location is fine”

No. Keep the unit accessible, protect its terminals and follow the carrier’s storage instruction. IATA says not to place power banks in an overhead locker.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“If it is refused in the cabin, I can check it”

No. Spare lithium batteries and power banks are carry-on-only under FAA guidance. If the battery does not meet the cabin rules, it should not travel in checked baggage.

Airport-day decision checklist

  • Is the power bank’s printed Wh rating visible and at or below 100Wh?
  • Is it one of no more than two power banks?
  • Is the unit undamaged, not swollen, recalled or unusually hot?
  • Are its terminals protected from short circuits?
  • Is it inside your personal item or cabin bag, not checked luggage?
  • If your cabin bag is taken at the gate, have you removed the power bank?
  • Have you checked the operating airline’s latest policy for your route?
  • Will you avoid recharging the power bank during flight and follow crew instructions about using it?

Bottom line for a 20,000mAh power bank

A typical 20,000mAh, 3.7V lithium-ion power bank is approximately 74Wh and is generally permitted in cabin baggage. Pack it so the terminals cannot short-circuit, keep it out of checked luggage and overhead storage, remove it if a cabin bag is gate-checked, and carry no more than two unless your airline sets a lower limit. Verify the label and recheck the operating airline immediately before travel, particularly because the ICAO two-unit and no-in-flight-recharging specifications took effect on March 27, 2026.
