A reported $20,000 quote to replace a boiler and separate water heater with a combination boiler (combi) is not enough to establish that the price is fair—or that the conversion will pay for itself. The same homeowner was quoted $17,000 for a like-for-like boiler replacement, but had not obtained other bids. Those figures describe one case, not typical DC–Baltimore prices or proof that the combi option was an upsell. The Cool Down’s October 4, 2026 report and the homeowner’s original discussion provide the context.
What the two quotes do—and do not—tell you
The homeowner reported a $17,000 bid for a similar boiler and a $20,000 bid to remove both the boiler and water heater and install a combi. The quoted scopes differ, and the original poster had not yet collected other bids. These are reported estimates, not verified invoices or a survey of installed prices in the DC–Baltimore area.
The $3,000 difference therefore is not necessarily the combi’s equipment premium: it may include different removal, venting, piping, controls, permits, or other work. Without itemized proposals and details about the house, there is no sound basis to declare either price reasonable or excessive.

A combination boiler provides space heating and domestic hot water from one appliance. It can reduce the equipment footprint and may simplify some installations, but its hot-water output and installation requirements must fit the home. A household that regularly uses multiple showers or fixtures at once should ask contractors to explain the unit’s capacity under those conditions.

The trade-off is that the home relies on one appliance for both functions. The homeowner put the concern this way: “If one thing breaks, then you don’t have heat or hot water.” That describes the consequence of a combined-system outage, not evidence that combi boilers fail more often. The sources available here do not establish comparative repair frequency, repair costs, or service life for combis.
Why efficiency alone cannot prove the conversion will pay back
AFUE, or annual fuel utilization efficiency, describes how much of a boiler’s fuel becomes heat over a year. ENERGY STAR’s gas-boiler certification specification is 90% AFUE; its oil-boiler specification is 87%, effective January 2024. These are efficiency thresholds, not predictions of what a particular household will save. See ENERGY STAR’s boiler specifications.

The U.S. Department of Energy’s Federal Energy Management Program (FEMP) modeled a 90% AFUE residential gas boiler against an 84% AFUE model. In that example, the higher-efficiency boiler is cost-effective if its purchase premium is no more than $1,150. The calculation assumes a 20-year product life, specified operating hours, and natural gas at $0.961 per therm at federal facilities in July 2024. It is a modeled threshold under those assumptions—not a forecast for this homeowner, and not a calculation of the return on converting to a combi. Details are in DOE FEMP’s boiler guidance.

Combi-versus-separate-system comparisons add further variables. A DOE Building America report cautions: “These metrics cannot be compared directly; detailed laboratory and field monitoring is necessary to determine actual savings.” The report discusses potential footprint and venting advantages, but does not establish savings or a current installed-price benchmark for this home or region. Compare these alternatives using matching scopes
Ask contractors to quote the same basic options, and have each one identify what is included. A useful comparison might look like this:

| Use a separate heat pump water heater, where suitable | Can the home accommodate the equipment and installation conditions? What assumptions support the projected energy use and savings, and how does this option pair with the proposed boiler? |
For a heat pump water heater, DOE FEMP’s 2024 guidance estimates $2,500 in lifetime energy-cost savings for an ENERGY STAR residential model versus a less efficient electric storage model. That modeled estimate assumes typical use, a 13-year life, and federal electricity-price assumptions; it is not a local utility-bill prediction. Actual use and location matter. Get bids that make the price difference explainable
- Request several itemized proposals. Ask for bids based on comparable equipment and scope, rather than comparing a straightforward replacement with a conversion that removes a second appliance.
- Require a line-item scope. Have each bidder identify equipment, removal and disposal, venting, piping, controls, permits, commissioning, and warranty. Ask what is excluded.
- Ask for the sizing and performance basis. Request an explanation of the boiler’s sizing, the combi’s simultaneous hot-water capacity, and the assumptions behind any annual fuel-use or savings estimate.
- Confirm site-specific retrofit work. Ask how the proposal accounts for existing piping and emitters, the venting route, combustion air, and equipment location. Have a qualified contractor inspect these conditions rather than assuming the existing setup can be reused.
- Compare service and outage plans. Review the manufacturer’s warranty and ask about local servicing and what heating and hot-water service the home would have while a failed unit is repaired.
ENERGY STAR says to consider replacing a boiler when it is more than 15 years old, or when frequent repairs accompany rising bills. The reported boiler was described as old but still working; age alone does not establish that replacement is urgent. See ENERGY STAR’s replacement guidance.
