IPX9 has the highest water-protection numeral in the IEC 60529 levels covered here, but it is not automatically the best rating for every kind of water exposure. IPX9 tests high-pressure, high-temperature jets; IPX8 covers immersion under conditions agreed between the manufacturer and user. For a product expected to be submerged, the relevant immersion rating and its stated conditions matter more than the highest numeral alone.
What an IP rating tells you
IEC 60529, Degrees of protection provided by enclosures (IP Code), classifies how an enclosure protects against ingress. In a code such as IP68, the first numeral describes protection against solid objects and dust; the second describes protection against water. An X means that the corresponding numeral is not specified in the displayed code. It is not a protection level by itself.
The standard applies to enclosure protection for electrical equipment with rated voltage not exceeding 72.5 kV. IEC lists a consolidated publication identified as IEC 60529:1989+AMD1:1999+AMD2:2013 CSV; consult the IEC publication page for its publication lifecycle and applicable edition.

The water numeral describes the kind of exposure tested. These short descriptions summarize the European Commission Joint Research Centre’s table; they do not replace a product’s declared test conditions or use instructions.

The Joint Research Centre’s technical report summarizes these classes. The labels identify test exposures, not a blanket guarantee for swimming, salt water, steam, soaps, wear, or damage. Use “protected against the specified test” or “water-resistant” rather than assuming that a device is waterproof in every real-world condition.
Why IPX9 is not always more protective than IPX8
IPX7 and IPX8 concern immersion; IPX9 concerns high-pressure, high-temperature jets. The water classes are not simply a ladder in which each higher numeral covers every lower-numbered hazard. IPX9 has the highest water numeral in the levels summarized here, but that does not establish that an IPX9 product is better suited to immersion than one with an appropriate IPX8 rating.

IPX8 conditions are agreed between the manufacturer and user and must be more severe than the IPX7 conditions. There is no single depth or duration that applies to every IPX8 product. Check the manufacturer’s stated immersion conditions rather than inferring them from the code.
Do IPX7 or IPX8 include the lower water ratings?
Not necessarily. SGS cautions that IPX7 and IPX8 do not automatically confirm the lower water-protection degrees. A device’s declared immersion rating should not be treated as proof that it also passed tests for sprays, splashes, or jets. The SGS IP Ratings guide explains this qualification.

How to compare IP-rated products
- Match the rating to the exposure. Decide whether the product needs protection against drops, spray, splashes, jets, or immersion.
- Read the complete code. Check the exact water numeral or combination of numerals the manufacturer declares, rather than comparing only the highest number.
- Check immersion conditions for IPX8. Look for the manufacturer’s stated depth, duration, or other conditions; the code alone does not provide a universal specification.
- Review the use limits. Follow the product documentation and account for its condition. An IP code alone does not establish protection against every liquid, chemical, or form of wear.
