An IPTV reseller sells or arranges access to television delivered over Internet Protocol (IP) networks. IPTV describes how video is delivered—not whether a provider has permission to distribute the channels or programmes it offers. Before buying a subscription, identify the company you would be paying and look for independently verifiable evidence that it is authorized to serve your territory.
What does an IPTV reseller sell?
IPTV is television delivered through IP networks rather than solely through traditional broadcast or cable distribution. A reseller may market subscriptions, take payments, or arrange access to a service operated by another company. The reseller may not own the channels, programmes, or underlying streaming platform.
The European Union Intellectual Property Office (EUIPO) described an unauthorized business-to-business model in which packages of channels and facilities for setting up resale were sold to intermediaries. In that account, operators could also collect monthly payments directly from viewers. This describes one documented infringement model; it does not establish that every reseller works this way or that a current reseller’s panel is legitimate.
A reseller dashboard, channel list, or working stream does not by itself show who owns the distribution rights. The relevant question is whether the provider—and any reseller involved—is authorized to offer the particular content in your country.

How can you tell whether an IPTV subscription is legitimate?
Do not treat IPTV as either automatically legal or automatically unauthorized. The delivery method alone says nothing conclusive about licensing. Assess the provider, its content rights, and the terms of the transaction.
Check the company and contract
- Find the legal name of the company that will contract with you, its country, and a contact route beyond a private messaging account.
- Read the terms before paying. Check the subscription period, cancellation and refund rules, automatic renewal, and how recurring payments can be stopped.
- Confirm which payment methods are accepted and whether the payment recipient matches the contracting company.
Ask about content rights and availability
- Ask which channels and on-demand works are included and in which territories the service is available.
- Ask which entity has authorized the provider to distribute those works in your territory. Look for documentary evidence you can check independently; a claim in an advertisement or reseller panel is not proof on its own.
- Check the provider’s stated service terms and compare them with the content and locations it advertises.
Treat warning signs as prompts for more scrutiny
An unusually large channel lineup, a price that seems implausibly low, an unclear company identity, payment handled only through a messaging app, or directions to sideload unverified software warrant closer examination. None of these signs alone proves that a service is unlawful. Likewise, a reseller panel or a stream that works does not establish authorization.
The European Commission’s 2025 staff document on the Counterfeit and Piracy Watch List reports services identified by audiovisual-sector stakeholders. Those reports are time-bound allegations, not court findings or a general legal test. The document also notes that measuring a site’s popularity is difficult.

What does the evidence say about unauthorized IPTV?
EUIPO’s 2019 study estimated that, in the EU-28 in 2018, 3.6% of Europeans—13.7 million people—accessed unauthorized IPTV. It estimated unlawful provider revenue at EUR 941.7 million and average monthly user spending at EUR 5.74. These are historical estimates for the stated region and year, not current figures or estimates for all IPTV subscriptions.
The study documents direct paid subscriptions as well as wholesale packages sold to resellers within unauthorized IPTV business models. Those findings describe infringement patterns; they should not be applied to every IPTV provider or treated as proof about a particular service today.
What equipment do you need?
Equipment depends on the licensed service and the devices it supports. Viewers may watch through a compatible television, streaming media player, computer, or mobile device. A streaming media player is a hardware category, not a subscription or a source of content rights. The EUIPO study mentions set-top-box sales in the IPTV ecosystem, but it does not establish compatibility for current device models or services.

What should you compare before choosing a subscription?
Compare services that can demonstrate authorization for the content and territory you want. Then compare the practical terms that determine whether the subscription fits your household.
- Content and territory: which channels and on-demand titles are included, and where they can be watched.
- Total cost: the full price over the intended subscription period, including any recurring charges disclosed in the terms.
- Commitment and cancellation: contract length, renewal conditions, and how to cancel.
- Compatibility: supported devices and apps, plus any resolution or network requirements stated by the provider.
- Service and privacy: customer-support route, service terms, and how the provider describes handling account and payment information.
Which country’s rules apply?
Consumer, broadcasting, and copyright rules vary by country. A provider’s availability or terms in one jurisdiction do not establish its status elsewhere. This guide is informational, not jurisdiction-specific legal advice.
