Your iPhone and iCloud have separate storage pools. Putting photos in iCloud does not add capacity to the iPhone itself, and iCloud Photos normally keeps some photo data on the device. That is why an iPhone can report “Storage Almost Full” while your photo library is synchronized to iCloud.

The fix starts by identifying which pool is constrained. Check Settings > General > iPhone Storage for local capacity, then check Settings > [your name] > iCloud for cloud capacity. Only after you know which one is full should you change settings or delete anything.

Two storage pools, two different problems

An iPhone’s built-in flash storage holds iOS, apps, messages, downloads, caches and local copies of your data. iCloud storage is Apple’s separate online allocation for synchronized information and backups. Increasing iCloud capacity does not enlarge the physical storage installed in the phone.

Apple iPhone 14, 128GB, Midnight - Unlocked (Renewed)
  • This phone is unlocked and compatible with any carrier of choice on GSM and CDMA networks (e.g. AT&T, T-Mobile, Sprint, Verizon, US Cellular, Cricket, Metro, Tracfone, Mint Mobile, etc.).
  • Please check with your carrier to verify compatibility.
  • The device does not come with headphones or a SIM card. It does include a generic (Mfi certified) charging cable.
  • Tested for battery health and guaranteed to have a minimum battery capacity of 80%.
  • Device storage: Open Settings > General > iPhone Storage. The bar at the top shows used and available space, and the list below ranks apps and categories by local size.
  • iCloud storage: Open Settings > [your name] > iCloud. This view shows how much of your cloud allocation is used by Photos and other services and how much remains.

If the iPhone Storage screen is nearly full, an iCloud upgrade cannot create more local gigabytes. If iCloud is full, the phone may be unable to upload or finish optimizing the library even when the device has free space.

Why iCloud Photos still occupies space on the iPhone

iCloud Photos is synchronization, not a promise that the phone contains zero photo bytes. Apple describes the behavior this way: When Optimize Storage is turned on, full-resolution photos and videos are stored in iCloud, and, when needed, space-saving copies are stored on your device.

With optimization enabled, the phone can retain smaller versions, thumbnails, indexes and temporary files so the Photos app can display your library. It may also keep full-resolution items that you recently viewed or need immediately. Those files count against device storage. Videos, especially, can consume substantial space before the system replaces local originals with smaller copies.

Optimization is dynamic. It responds to available capacity and usage rather than applying a fixed reduction to every library. Apple does not publish a universal number of gigabytes that the setting will reclaim, so any estimate depends on the size of your library, the phone’s capacity and how you use it.

Turn on Optimize iPhone Storage

Use this setting when you want the complete library available through iCloud while allowing the phone to keep smaller local versions.

  5. Select Optimize iPhone Storage.

The alternative, Download and Keep Originals, deliberately keeps full-resolution files on the phone and therefore can use far more local capacity. Choose it only when you need originals stored offline and have enough device space.

After changing the setting, allow the phone to complete synchronization and optimization. The available-space figure may not change immediately, and it can fluctuate as you open photos, edit media or download new items. There is no Apple-guaranteed time or amount of space recovered.

What to do when iCloud itself is full

Optimization needs room in iCloud for the full-resolution library. Apple provides 5 GB of free iCloud storage (the allowance stated by Apple in 2026). A photo library, device backups and other iCloud data can exceed that allowance.

In Settings > [your name] > iCloud, inspect the usage breakdown before removing anything. If the allocation is full, choose a path that matches the value of your data:

  • Remove unneeded cloud data: Review items consuming iCloud space and delete only material you have verified is unnecessary. Deleting synchronized content can affect every device using the same account.
  • Make a computer archive: Transfer photos and videos to a computer or another independently controlled location first. Verify that the copies open correctly before deleting cloud items.
  • Upgrade to iCloud+: A larger recurring allocation can provide the room needed for the library and other iCloud services. The appropriate tier depends on your total usage; Apple’s settings screen shows the available options for your account and region.

Do not treat an iCloud upgrade as an instant device-storage upgrade. It can remove the cloud-capacity bottleneck, but the iPhone still has the same physical capacity and may continue to hold optimized copies, caches and other local data.

Find what is actually filling the iPhone

On Settings > General > iPhone Storage, wait for the category list to finish calculating. The largest entries—not assumptions about Photos—tell you where to concentrate effort.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Apps and their documents

An app’s entry can include the application itself plus downloaded documents, media and caches. Open a large entry to see its size and the available actions. iOS may recommend Offload Unused Apps, which removes the app while retaining its documents so you can reinstall it later. Use offloading for apps you do not need immediately; deleting an app can remove locally stored data that has not been synchronized elsewhere.

Messages and attachments

Long conversations with videos, photos and other attachments can be larger than the Photos category you are watching. Review the largest conversations or attachments from the storage screen and preserve anything important before removing it.

Downloaded and offline media

Video downloads, music, podcasts, maps and other offline files remain on the device until their app removes them. Check each app’s download or offline section rather than assuming iCloud Photos controls these files.

System data and caches

Temporary files, logs and caches can appear under System Data or within individual apps. Their size can change as the phone works. You cannot manage every cache as a separate file; focus first on identifiable large apps, downloads and attachments, then recheck the storage screen after cleanup.

Photos that are still local

If Photos is one of the largest categories, verify that Sync this iPhone and Optimize iPhone Storage are selected. A library that has not finished syncing, an iCloud allocation with no free space, or recently accessed originals can all explain a larger-than-expected Photos entry.

Choose a remedy based on the constraint

Situation Best first action Trade-off
iPhone storage is nearly full; iCloud has room Enable Optimize iPhone Storage and remove large local downloads, attachments or unused apps. You retain access to the library, but some originals may need to download when you are offline.
iCloud storage is full; iPhone has available space Review cloud usage, archive important photos to a computer, delete verified unneeded data, or upgrade iCloud+. Deleting synchronized data can remove it from other devices; an upgrade adds a recurring cost.
You need full-resolution originals offline Keep Download and Keep Originals, or maintain a verified computer archive. Full originals consume local capacity; an archive requires your own storage and backup plan.
You are unsure what is large Use the ranked list in iPhone Storage and inspect the largest entries before changing Photos settings. Some categories, especially System Data, cannot be reduced through one universal switch.

The amount recovered by optimization is not a guaranteed figure. It varies with library size, device capacity, viewing habits and other local content.

Deleting photos: understand synchronization first

iCloud is designed to keep personal information up to date across devices. In a synchronized photo library, deleting a photo is therefore a library decision, not a guaranteed local-only purge. The deletion can propagate to other devices using the same iCloud Photos library.

Before deleting:

  1. Identify whether the item is part of the synchronized iCloud Photos library.
  2. Make an independent copy on a computer or other storage if the photo or video matters.
  3. Open several copied files to confirm that the transfer succeeded and includes the needed resolution.
  4. Only then delete unneeded items, and review any recently deleted area or recovery option offered by the Photos app.

Deleting a photo from the phone to “free only phone space” is unsafe when you still need that photo in iCloud or on another device. Optimization is the non-destructive way to reduce local photo storage while preserving the cloud library.

Troubleshoot common outcomes

“I enabled Optimize Storage, but the number barely changed.”

Check the iPhone Storage ranking for a different culprit. A large video-download folder, message attachment collection or app cache may be consuming more space than Photos. Also check iCloud capacity; a full allocation can prevent the cloud side of optimization from completing. Finally, remember that recently viewed originals and space-saving copies still count locally, and Apple provides no guaranteed reclaim amount.

“Photos says synchronization is on, but iCloud is full.”

Free cloud space only after preserving important originals, or select an iCloud+ tier that accommodates the library. Until the cloud has capacity, new items may not upload and optimization cannot reliably move full-resolution originals to iCloud.

“The iPhone is full even though Photos is small.”

Use the ranked iPhone Storage list rather than changing photo settings repeatedly. Inspect the largest apps, downloaded media, Messages attachments and documents. Apply the action offered for each item—offload an unused app, remove an offline download or delete an attachment you have already preserved.

“I want to remove local copies without losing the library.”

Set Optimize iPhone Storage and leave synchronization enabled. Do not manually delete synchronized photos as a substitute; that removes library items rather than merely discarding local copies.

A practical maintenance routine

  1. Check Settings > General > iPhone Storage whenever a low-space alert appears.
  2. Check Settings > [your name] > iCloud separately so device and cloud problems are not confused.
  3. Keep Sync this iPhone enabled and use Optimize iPhone Storage when offline originals are not required.
  4. Review the largest non-photo categories first: apps, message attachments and downloaded media.
  5. Maintain an independent computer copy of irreplaceable photos before deleting synchronized items.
  6. Recheck both storage screens after cleanup; usage can change as apps rebuild caches or the Photos library synchronizes.

The key distinction

“Photos are in iCloud” describes where full-resolution originals are stored, not how much of the iPhone is empty. The phone still needs space for optimized copies, thumbnails, recently viewed originals and the rest of its apps and data. Measure the constrained pool, enable optimization only when iCloud has room, and clean the largest local categories identified by iPhone Storage. That approach resolves the full-storage warning without risking an accidental deletion of your synchronized library.
