IP spoofing is the act of forging the source IP address in a packet so it appears to come from another address. It can help attackers obscure a packet’s apparent origin or direct replies toward an unwitting victim, but it does not mean they have taken over the device whose address appears in the packet. The most effective prevention—source address validation and ingress filtering—takes place at network boundaries and is primarily the responsibility of internet service providers, hosting companies, and network operators.
What is IP spoofing?
An IP packet includes a source address field, which identifies where the packet claims to have come from, and a destination address. In IP spoofing, a sender puts a forged address in the source field. The receiving system sees that claim; the field alone does not establish who actually sent the packet.
CISA’s NICCS glossary describes spoofing as changing an incoming packet’s source address so it appears to come from a known, trusted source. The technique can be used in denial-of-service attacks, to exploit network or system weaknesses, or in attempts to gain unauthorized access. A forged source address is not authentication: systems that trust an address without additional checks can be vulnerable.
How does IP spoofing work?
Forging the packet’s source field
The sender constructs a packet with a source IP address that does not identify the sender’s actual network location. The packet is routed toward its destination, while replies may be directed to the forged address. The address owner may have had no involvement in sending the packet.

For example, the IETF’s RFC 2827 describes TCP SYN traffic with a forged source. A system responding to a SYN may send a SYN/ACK to the address shown as the source. If that address is unreachable or belongs to someone else, the reply goes there instead; a target may also reserve resources while waiting for a response. Varying forged addresses can make simple source-address filtering less effective.
Reflection and amplification
In a reflection attack, an attacker sends a request to a third-party service but forges the victim’s IP address as the request’s source. The service sends its reply to the victim, not to the attacker. If the replies are larger than the requests, the attacker can also amplify the traffic directed at the victim. CISA describes this pattern in its guidance on UDP-based amplification attacks.

What can IP spoofing be used for?
- Denial of service: Forged packets can contribute to traffic floods or make replies consume resources at a target. Reflection and amplification can direct traffic from third-party services toward a victim.
- Misleading apparent origin: The source field can point investigators toward an address whose owner did not send the traffic. Attribution requires evidence beyond the apparent source address, such as relevant network-side records and telemetry.
- Abuse of trust: If a system relies on a packet’s claimed source address as proof of identity or authorization, spoofing may help an attacker exploit that assumption. Address-based trust should not be treated as authentication.
IP spoofing is a technique, not a complete attack on its own. Not every distributed denial-of-service (DDoS) attack uses spoofed addresses; an attack can also use traffic from valid source addresses or compromised devices.

IP spoofing is not the same as taking over an IP address
Three different concepts are easy to confuse:
- IP spoofing: Forging the source address in an individual packet. It does not, by itself, give the sender control of the address owner’s device.
- Compromising a device: Gaining control of a computer, router, or server is a separate event. A forged packet does not prove that the apparent source device was compromised or involved.
- BGP prefix hijacking: Improperly announcing or accepting internet routing information to divert traffic for a network prefix. This concerns routing control, not simply the source field in a packet. NIST discusses both topics in its routing-security guidance, but its recommended controls differ: source validation such as ACLs and uRPF addresses spoofed packet sources, while RPKI and BGP origin validation address routing security.
For that reason, blocking the address displayed in one suspicious packet is not a reliable general solution. The displayed address may be forged, and the attack may use many addresses or valid ones.

How network operators prevent spoofed traffic
The strongest prevention controls check whether traffic is allowed to leave or enter a network with its claimed source address. They are usually deployed by ISPs, hosting providers, enterprise network teams, or other operators—not by installing a standalone app on an end-user device.
| Control | Where it is applied | What it checks or does | Scope and trade-off |
|---|---|---|---|
| Ingress filtering (BCP 38) | At a provider or network boundary | Drops traffic arriving from a customer network with source addresses that should not originate there. | Helps prevent forged traffic from leaving that network. It does not stop flooding sent from valid prefixes. RFC 2827, published in May 2000 and later updated by RFC 3704, describes the approach. |
| Access control lists (ACLs) | On network interfaces or boundary devices | Allow or deny packets according to configured source-address rules. | Rules must match the network’s legitimate address assignments and topology; incorrect rules can block valid traffic. |
| Unicast Reverse Path Forwarding (uRPF) | On routers, where supported and appropriately configured | Checks whether the route back toward a packet’s source is consistent with the interface on which the packet arrived. | Suitability depends on routing and topology. The correct mode and configuration require operator judgment. |
| DDoS traffic mitigation | At the affected network, hosting provider, or upstream provider | Can include remotely triggered black hole (RTBH) filtering, FlowSpec, stateful UDP inspection, traffic shaping, or rate limiting. | These measures mitigate or contain traffic; they do not all prevent source spoofing, and filtering may also affect legitimate traffic. |
NIST’s Special Publication 800-189 recommends source address validation using ACLs and uRPF and covers broader DDoS mitigation options. The appropriate configuration depends on the network. Operators should use current equipment and provider guidance rather than apply a one-size-fits-all filter.

What can a home user or organization do?
If you are a home internet user
- Use a reputable ISP and ask whether it filters outbound traffic with invalid source addresses.
- If your connection appears involved in spoofed traffic or a DDoS incident, contact your ISP. A consumer VPN, antivirus app, or home router setting is not a substitute for filtering at the provider boundary.
If you administer a business or hosted network
- Confirm your address ranges and network paths. Identify which source prefixes are legitimately assigned to each network and interface before deploying filters.
- Apply source validation at the appropriate boundaries. Work with your network provider or team to configure ACLs, ingress filtering, or uRPF according to the topology and routing behavior.
- Plan for DDoS mitigation separately. Establish how traffic can be shaped, rate-limited, filtered, or escalated to an upstream provider. Source validation reduces spoofing opportunities but does not prevent all DDoS attacks.
- Coordinate during an incident. Preserve relevant network records and contact your ISP, hosting provider, or security team. An apparent source address by itself is not proof of the sender’s identity.
What spoofing controls can and cannot do
Ingress filtering and source address validation reduce the ability of a network’s customers to send packets with implausible source addresses. When networks deploy them consistently, they make spoofed traffic harder to propagate. They cannot stop floods that originate from valid addresses, identify an attacker solely from a forged source field, or replace DDoS response and coordination with upstream providers.
