Short answer: Nebraska has the lowest 2024 statewide average electricity price among Iowa and its six neighboring states, at 9.07 cents per kilowatt-hour; Iowa is close at 9.34 cents. Iowa nevertheless may be the stronger all-around candidate when its documented data-center sales and use tax incentives, available infrastructure exemptions and central location are worth more than a small energy-price difference.

Water and policy certainty can change the result. Iowa generally requires a withdrawal permit at 25,000 gallons in a 24-hour period, Minnesota applies lower baseline water thresholds and enhanced review above 100 million gallons of annual consumptive use, and Wisconsin uses Great Lakes Basin thresholds based on 30-day averages. Illinois has a potentially large incentive program, but its agency says applications stopped being processed on July 1, 2026, following a gubernatorial directive. Statewide electricity averages are only a screening tool: a final decision needs a utility tariff, interconnection study, water-source analysis, discharge permits and written incentive eligibility.

Power costs: Nebraska and Iowa lead the statewide averages

The U.S. Energy Information Administration’s 2024 averages, released in 2025, put Nebraska and Iowa at the bottom of this comparison. The figures cover statewide retail electricity, not a data center’s delivered tariff or construction-ready capacity.

State 2024 average electricity price How to use the number
Nebraska 9.07 cents/kWh Lowest statewide average in this group; confirm the serving utility’s data-center rate and demand charges.
Iowa 9.34 cents/kWh Second-lowest statewide average; a useful screen, not a connection quote.
Missouri 11.06 cents/kWh Statewide average only; project economics depend on the local utility and transmission delivery.
South Dakota 10.87 cents/kWh Statewide average only; verify capacity, tariff structure and interconnection timing.
Minnesota 12.35 cents/kWh Higher average than Iowa and Nebraska; model any site-specific renewable, transmission or tax arrangements separately.
Illinois 12.21 cents/kWh Higher statewide average; the price does not reflect any project-specific incentive or congestion cost.
Wisconsin 12.72 cents/kWh Highest average in this set; obtain a utility proposal before ruling out a site.

These values are not data-center tariffs. They do not include a utility’s demand charge, time-of-use rate, power-factor adjustment, standby service, renewable contract, taxes, distribution upgrade or transmission cost. They also say nothing about whether a substation, feeder or regional transmission connection can deliver the required load on the project schedule. A site with a slightly higher statewide average can outperform a cheaper state if it has available capacity, a shorter interconnection queue or a more favorable large-load tariff.

What a power screen should request

  • A written tariff or indicative bill for the expected load shape, including energy, demand, standby and riders.
  • Available firm capacity at the proposed substation and the date that capacity can be delivered.
  • Interconnection-study requirements, network-upgrade responsibility and a schedule with milestones.
  • Voltage, redundancy and outage requirements for the intended data-center tier.
  • Options for renewable supply, storage or backup generation, with the utility’s treatment of each option.
  • Escalation clauses and the assumptions behind any long-term price forecast.

Ask the utility to quote the actual maximum demand and annual load profile rather than a generic commercial rate. A hyperscale campus that ramps in phases can have a different cost and queue position from a single building with the same ultimate megawatt target.

Water supply and permitting are not interchangeable

Cooling design determines more than water volume. Compare gross withdrawal, water consumed through evaporation, blowdown sent to a sewer or surface water, seasonal peaks and the reliability of the source. A closed-loop or air-cooled design may reduce withdrawals but can change electricity demand, equipment cost and heat-rejection performance. A permit threshold is therefore a screening trigger, not a prediction of a facility’s final water bill.

State Key withdrawal or consumptive-use trigger Other conditions that affect a project
Iowa A Water Use Program withdrawal permit is generally required at 25,000 gallons or more in a 24-hour period. Permits are generally valid for 10 years; Jordan Aquifer permits are limited to five years. Cooling blowdown discharged to surface water requires an NPDES permit, and sewer discharges must meet local pretreatment rules.
Minnesota A water-appropriation permit is generally required above 10,000 gallons per day or 1 million gallons per year. For proposed or additional data-center consumptive use above 100 million gallons per year, a 2025 law adds review of efficient fixtures and practices, recycling before discharge, reclaimed water, closed-loop systems, watershed restoration or replenishment and protection against water conflicts. An aquifer test may be required.
Wisconsin In the Great Lakes Basin, a general water-use permit applies at average withdrawals of at least 100,000 gallons per day over a 30-day period; an individual permit applies at 1 million gallons per day for 30 consecutive days. Basin rules, source location and discharge requirements must be checked together. The 30-day averaging approach is not equivalent to Iowa’s 24-hour trigger or Minnesota’s annual threshold.
Illinois, Missouri, Nebraska and South Dakota No comparable statewide data-center threshold is stated in the state guidance used for this comparison. Obtain the site-specific withdrawal, construction, discharge and local utility requirements from the relevant state and municipal authorities.

Iowa: the permit is tied to resource use, not the label “data center”

The Iowa Department of Natural Resources says it does not issue a permit for a data center as a facility; it permits the facility’s use of, or impacts on, natural resources. That distinction means a project may need several approvals rather than one data-center permit. A municipal-water customer may not appear as an individually reported withdrawal in public DNR records because municipal systems do not report each data center’s use directly. Public records can therefore understate how much a particular facility consumes.

For an Iowa site, document the municipal supplier or private well, the maximum daily withdrawal, the annual volume, treatment capacity, cooling chemistry, blowdown destination and emergency water arrangements. If water is discharged to a surface water, plan for the NPDES process. If it enters a municipal sewer, obtain the city’s pretreatment limits and sampling requirements before selecting cooling equipment.

Minnesota: lower baseline thresholds and a large-use review

Minnesota’s baseline permit triggers are lower than Iowa’s when measured on a daily or annual basis. The additional 2025 conditions apply when proposed or additional data-center consumptive use exceeds 100 million gallons per year. They direct the commissioner to examine efficiency, recycling, reclaimed supplies, closed-loop operation, watershed restoration or replenishment and conflicts with other users. A site that approaches the threshold should commission a water balance early, distinguish withdrawal from consumptive use, and allow time for an aquifer test if requested.

Wisconsin: Great Lakes Basin rules use averaging periods

Wisconsin’s thresholds depend on being in the Great Lakes Basin and use a 30-day average or 30 consecutive days, unlike Iowa’s single-day trigger. A project can therefore remain below an average while still having a significant peak, or exceed an average because of sustained operation. Confirm the basin boundary, source classification and any discharge authorization with Wisconsin regulators and the local water provider.

Iowa’s tax incentives are the most detailed in this comparison

Iowa’s Department of Revenue describes multiple routes rather than one single credit. Eligibility depends on investment size, construction or rehabilitation status, sustainable-design requirements, registration and annual reporting. The benefit can reach electricity and infrastructure categories that are major operating costs for a data center.

State or route Documented eligibility conditions Documented benefit and duration Policy status to verify
Iowa: highest-investment route Qualifying data centers must meet a six-year investment window, a 5,000-square-foot minimum, sustainable-design compliance, registration and annual reporting. Exemption for eligible computers, cooling and power infrastructure, backup fuel and electricity. The Department of Revenue describes this as a route associated with $200 million of investment. Confirm certification, qualifying-purchase definitions and current filing requirements before ordering equipment.
Iowa: $1 million route Lower-investment route for specified qualifying purchases. Refund of 50% of Iowa sales or use tax on specified purchases, capped at 5% of the sales price, for five years. Confirm which purchases qualify and whether the project’s ownership and registration structure meets the rules.
Iowa: new construction or rehabilitation route $10 million minimum for new construction or $5 million for rehabilitation. Benefit duration is tied to investment: 10 years for investments below $136 million and seven years for investments from $136 million to below $200 million. Confirm how the investment band is calculated and when the benefit period begins.
Illinois At least $250 million of capital investment over 60 months and 20 full-time-equivalent jobs paid at least 120% of county median wages. Potentially large package, subject to the program’s detailed statutory terms. The Illinois agency says a June 5, 2026 gubernatorial directive means applications would no longer be processed as of July 1, 2026. Treat availability as a live policy-risk item and obtain written confirmation.
Minnesota Electricity treatment changed after the historical exemption period. The Department of Revenue states that electricity for qualified data centers was exempt from sales tax prior to July 1, 2025. Model post-July 1, 2025 electricity under current law; do not rely on older exemption summaries.
Missouri, Nebraska, South Dakota and Wisconsin Not stated in the state guidance used for this comparison. Not stated; no comparable statewide schedule is established here. Request current terms from each state’s economic-development and revenue agencies, then obtain a project-specific determination.

How to read Iowa’s tiered structure

The Iowa routes reward different project sizes and forms of construction. A campus should not assume that spending enough to reach one threshold automatically qualifies every purchase or extends every benefit. Separate the capital budget into land, buildings, servers, networking, cooling, electrical equipment, backup fuel, utility work and professional services. Ask the Department of Revenue which categories are eligible, which entity must buy them and what records must be retained.

The six-year investment window and annual reporting make schedule control important. Delayed phases, a change in ownership or an equipment order placed before registration can affect eligibility. Build a compliance calendar covering registration, annual reports, invoices, exemption certificates, proof of sustainable design and any recapture exposure.

Illinois: a large package with immediate availability risk

Illinois illustrates why a nominally attractive incentive cannot be valued without policy certainty. The stated capital and job requirements are substantial, and the processing halt described by the agency means a project cannot assume that a new application will be accepted after the effective date. Require a written agency response before including the incentive in a board-approved pro forma. If the program later reopens, preserve the original requirements and the new application date separately; a legislative or administrative change could alter both.

Minnesota: do not carry forward an expired electricity assumption

The Minnesota Department of Revenue’s wording is explicitly historical: the electricity exemption applied prior to July 1, 2025. A financial model prepared from older data can therefore overstate savings. Use the current tax treatment for electricity, then separately model any local, construction or other incentive that is available to the specific project.

Which state is cheapest for a data center near Iowa?

On the EIA statewide averages alone, Nebraska is cheapest, followed closely by Iowa. That ranking answers only the first screen. It does not establish that a Nebraska site will have a lower delivered cost than an Iowa site because tariffs, demand charges, interconnection upgrades, congestion and construction schedules are location-specific.

Use a two-stage comparison. First, rank candidate utility service territories by indicative all-in power cost and available firm capacity. Second, add water, tax, land, labor, fiber, permitting time, reliability and policy risk. A difference in cents per kilowatt-hour should be converted into annual cost using the project’s modeled energy consumption, while demand and connection charges remain separate line items.

Does Iowa have enough power and water for a hyperscale data center?

The statewide data do not answer that question. Iowa’s low average electricity price and established incentive routes are favorable screening signals, but adequacy depends on a specific substation, transmission plan, generation mix, water source and cooling design. The absence of an individually reported municipal-water record also means public data may not reveal a nearby facility’s actual consumption.

A hyperscale site should not advance on a state-level promise. Require a utility letter identifying deliverable megawatts by phase, a water supplier letter identifying firm daily and seasonal capacity, a preliminary discharge path and a permitting schedule. If those documents cannot support the target load and cooling profile, a lower statewide price is irrelevant.

How much water can a data center withdraw before a permit?

The thresholds in this comparison are:

  • Iowa: 25,000 gallons or more in a 24-hour period generally triggers a Water Use Program withdrawal permit.
  • Minnesota: more than 10,000 gallons per day or 1 million gallons per year generally triggers a water-appropriation permit; a separate 2025 review applies above 100 million gallons per year of proposed or additional data-center consumptive use.
  • Wisconsin Great Lakes Basin: a general permit threshold begins at an average of at least 100,000 gallons per day over 30 days, with an individual permit at 1 million gallons per day for 30 consecutive days.

These are not interchangeable allowances. They use different time periods and, in Minnesota’s large-use rule, focus on consumptive use rather than simply water taken from the source. Peak demand, annual totals, source type and discharge destination still need to be documented.

A practical site-selection method

1. Define the load and cooling case

Set the initial and ultimate IT load, expected power-usage effectiveness, commissioning phases, redundancy level, backup runtime and cooling technology. Produce hourly and seasonal electricity and water profiles, not just an annual average.

2. Get utility evidence before valuing incentives

Request a tariff proposal, a capacity statement, interconnection milestones, upgrade estimates and outage terms from each candidate utility. Ask what changes if the campus doubles its load or adds a second building.

3. Build a water balance

List source water, treatment losses, evaporation, blowdown, sanitary use, fire protection, makeup water and reclaimed-water options. Mark daily peaks, annual totals and the portion that is actually consumed. Identify whether the source is municipal, groundwater, a surface-water intake or a reclaimed system.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

4. Map every permit and approval

For Iowa, check the Water Use Program, NPDES needs and municipal pretreatment rules. For Minnesota, test both baseline appropriation thresholds and the 100-million-gallon annual consumptive-use review. For Wisconsin, confirm Great Lakes Basin status and the applicable averaging period. Add building, air, fuel-storage, wastewater and local zoning approvals.

5. Obtain an incentive eligibility opinion

Give the revenue or economic-development agency a written project description, ownership chart, construction schedule, investment ledger and equipment list. Ask for the qualifying date, eligible purchases, reporting obligations, benefit duration and any recapture provision. Do not treat a marketing summary as an approval.

6. Score policy certainty

Separate enacted benefits from proposed changes, historical exemptions and programs that are not accepting applications. Illinois’ 2026 processing directive and Minnesota’s post-July 1, 2025 electricity treatment show why a current confirmation date belongs in the model.

7. Protect the decision contractually

Make land closing, major equipment orders and final investment approval contingent on utility capacity, water rights or supply, permits and written incentive eligibility. Include remedies for connection delays, unexpected upgrade costs and a change in the tax program.

Common mistakes that derail comparisons

  • Using a statewide average as a quote: retail averages do not include the project’s tariff or connection work.
  • Comparing withdrawal with consumption: evaporative losses and returned blowdown affect permits and operating cost differently.
  • Ignoring averaging periods: Iowa’s 24-hour trigger, Minnesota’s daily and annual tests, and Wisconsin’s 30-day rules measure different things.
  • Assuming municipal water is transparent: Iowa DNR may not show an individual data center’s use when the facility buys from a municipal system.
  • Counting a tax benefit before certification: an eligible category, registration date or reporting failure can change the result.
  • Carrying an old Minnesota exemption into a new model: the stated electricity exemption ended before July 1, 2025.
  • Budgeting Illinois incentives without a confirmation letter: applications were described as no longer processed from July 1, 2026.
  • Leaving discharge until the end: NPDES or pretreatment constraints can force a different cooling design or site.

Bottom line

Nebraska is the lowest-cost electricity screen in the EIA comparison, but Iowa is close enough that utility capacity, water reliability and tax treatment can outweigh the statewide price gap. Iowa has the clearest documented package for qualifying data centers, including electricity and infrastructure exemptions, while its water program requires careful analysis of daily withdrawal, municipal reporting and discharge. Minnesota demands earlier water planning and a current post-2025 tax model; Wisconsin requires Great Lakes Basin analysis; Illinois offers potential scale but uncertain availability after the 2026 processing halt. Select the site only after comparing delivered power, firm water, consumptive use, permits, incentive eligibility and policy certainty on the same project assumptions.
