To allow remote desktop connections on managed Windows devices, deploy the Windows Settings Catalog policy Allow users to connect remotely by using Remote Desktop Services and set it to Enabled. Assign the configuration profile to the device groups that need the setting. The policy makes eligible members of each device’s Remote Desktop Users group able to connect; it does not by itself grant access to every user or configure the firewall.
What the policy changes
This is a device-scoped Windows policy. When enabled, it allows members of the target computer’s Remote Desktop Users group to connect remotely through Remote Desktop Services. Separate access controls, including user-right assignments, can still affect who may sign in.
| Policy state | Effect on incoming connections | What happens to existing connections | Role of the device’s Remote Desktop setting |
|---|---|---|---|
| Enabled | Eligible members of the device’s Remote Desktop Users group can connect. | Not specified in Microsoft’s policy description. | The policy enables remote connections. |
| Disabled | New incoming connections are blocked. | Current connections remain active. | The policy prevents new connections. |
| Not configured | Determined by the target computer’s Remote Desktop setting. | Not specified in Microsoft’s policy description. | Microsoft says remote connections are disabled by default. |
Microsoft documents the setting in its Policy CSP – RemoteDesktopServices. The CSP node is ./Device/Vendor/MSFT/Policy/Config/RemoteDesktopServices/AllowUsersToConnectRemotely.

- In the Microsoft Intune admin center, go to Devices > Manage devices > Configuration, then create a new policy.
- Choose Windows 10 and later as the platform and Settings catalog as the profile type.
- Open Configuration settings, add settings, and search for Remote Desktop.
- Select Allow users to connect remotely by using Remote Desktop Services and set it to Enabled.
- Assign the profile to the device groups that should receive it. Review the configuration and create the profile.
- After devices check in, review the profile’s device and user check-in status, device assignment status, or per-setting status in Intune.
Microsoft describes this Settings Catalog workflow in Deploy Remote Help with Microsoft Intune. For this workflow, use the Settings Catalog rather than treating custom SyncML as a required step: the policy is ADMX-backed, and the CSP documentation’s special SyncML format applies to direct SyncML configuration.

Check Windows and edition compatibility
Microsoft lists this device policy for Windows 10, version 1703 and later, and the Pro, Enterprise, Education, and IoT Enterprise/IoT Enterprise LTSC editions. Its scope is device, not user. The policy maps to the Group Policy setting Allow users to connect remotely by using Remote Desktop Services at Computer Configuration > Administrative Templates > Windows Components > Remote Desktop Services > Remote Desktop Session Host > Connections. Microsoft lists the registry policy key as SOFTWAREPoliciesMicrosoftWindows NTTerminal Services and the ADMX policy name as TS_DISABLE_CONNECTIONS. See the RemoteDesktopServices Policy CSP for the current applicability details.
Prepare access and connectivity separately
Allow RDP through the firewall
Before relying on remote access, ensure the target device’s firewall allows Remote Desktop Protocol traffic. Enabling the Intune policy alone does not establish firewall readiness. Microsoft calls out this prerequisite in its Intune deployment guidance.

Control which clients and users can connect
Network Level Authentication is a separate control. Microsoft identifies Require user authentication for remote connections by using Network Level Authentication as a way to limit which clients can connect; enabling the main Remote Desktop policy does not configure it. The separate user-right setting Allow log on through Remote Desktop Services determines which users or groups can access a device’s sign-in screen through an RDS connection. Its CSP page lists support for Windows 11 version 22H2 with a specified update and later, and Windows 11 version 24H2 and later. Check the applicability shown in Microsoft’s UserRights Policy CSP.

- USB-C input allows for reversible plugging; offers complete compatibility with current computers and devices; compatible with Nintendo Switch
- Ready to use, right out of the box; no external power adapter needed
- Slim, compact size and lightweight aluminum housing for easy portability
Verify the result on a device
- In Intune, check that the profile was assigned to the intended device group and review its device or per-setting status after the device checks in.
- On the target Windows device, open Settings > System > Remote Desktop and confirm that Remote Desktop is enabled.
- If the policy is enabled but a connection still fails, check firewall allowance, membership in the target’s Remote Desktop Users group, separate user-right controls, and whether the connecting client meets any configured Network Level Authentication requirement.
These are distinct checks: a successful policy assignment does not by itself prove that the network path or an individual user’s access rights permit a connection.
