To roll out Conditional Access without unexpectedly blocking Outlook, first assign and verify Intune compliance policies, then test a narrowly scoped Conditional Access policy in report-only mode before enforcing it. The compliant-device requirement does not stop Intune enrollment; it can deny access to Outlook or other protected resources when a device is not recognized as compliant.
How enrollment, compliance, and Outlook access fit together
Intune enrollment and Conditional Access are separate steps in the access path. A user can enroll a device even when a Conditional Access policy requires compliant devices. After enrollment, Intune evaluates the device against its assigned compliance policy and reports a status. Conditional Access can use that status when deciding whether the device may access Exchange Online, Outlook, or other resources targeted by the policy.
Microsoft cautions that “Without a compliance policy created in Microsoft Intune, this Conditional Access policy won’t function as intended.” A policy requiring compliance is useful only when the intended devices receive compliance policies and their status is available to inform the access decision. See Microsoft’s Conditional Access guidance.

Build the rollout runway before enabling enforcement
1. Map users, devices, apps, and protected resources
Document the pilot users and groups, device platforms, Outlook clients, and resources the policy will target. Identify how each group enrolls and which compliance policy should apply to each platform. Treat enrollment as distinct from later access to protected resources.
2. Establish compliance-policy coverage
Create platform-appropriate compliance policies and assign them to the users or devices in scope. Check that pilot devices actually receive the intended assignment and can satisfy its rules. An assignment gap can leave Intune without the compliance result that Conditional Access needs.

- The 13.5" 2256 x 1504 screen provides a great movie watching experience
- 512 GB SSD is enough to store your essential documents and files, favorite songs, movies and pictures
- 8 Hours battery run time helps you stay unwired and work longer non-stop
Intune also has a tenant-wide setting for devices with no assigned compliance policy. Microsoft documents Compliant as the default, and recommends Not compliant when Conditional Access relies on compliance results so access is limited to devices confirmed compliant. This is a security-versus-availability choice: the default can allow an unassigned device to count as compliant, while the stricter setting can deny access until assignment and evaluation succeed. Check assignment coverage before changing it. Details are in Microsoft’s device compliance policy overview.

3. Set achievable rules and remediation expectations
Choose requirements users can meet on the platforms you support, and explain how they can correct a failed check. A grace period gives users time to remediate before consequences apply; choose its length according to the confidentiality and risk of the protected app or data, not a universal day count. Microsoft’s compliance-policy creation guidance covers policy creation and grace periods.

Compliance status depends on evaluation and device check-in, so do not promise that a change will appear instantly. Users can initiate a sync through Company Portal; supported Windows devices can request reevaluation after certain local state changes. Allow for the relevant check-in and evaluation cycle when planning tests and communicating with users.
4. Test the access decision safely
Once compliance policy coverage is in place, create the Conditional Access policy with an initial pilot scope. Exclude emergency access accounts to preserve a recovery route if the policy is misconfigured. Set the policy to Report-only first, inspect its impact, and use What If and audit-mode capabilities to validate scope and expected decisions.

Microsoft’s deployment guidance says: “Test out your Conditional Access policies using the What If and Audit Mode capabilities before fully assigning the Conditional Access policy.” In the pilot, confirm that a compliant test device can reach the intended Outlook service and that a deliberately noncompliant test case receives the intended result. This is a practical validation step; test outcomes depend on your tenant’s assignments, policy scope, client, and device state. See Microsoft’s policy setup guidance and deployment guidance.

5. Enforce in stages and monitor
After reviewing report-only results, enable enforcement for the pilot before expanding to additional groups. Monitor sign-in outcomes and compliance status, correct policy assignment or remediation problems, then widen scope in planned stages. Coordinate the groups assigned to compliance and Conditional Access policies, and account for policy check-in intervals.

Choose rollout settings based on their tradeoffs
| Choice | What it does | Tradeoff |
|---|---|---|
| Report-only or enabled enforcement | Report-only lets administrators review policy impact; enabled enforcement applies the access decision. | Report-only supports validation without applying the block. Enforcement provides the intended control but can deny access when scope or compliance state is wrong. |
| Pilot or broad assignment | A pilot limits initial users and devices; broad assignment reaches more of the intended population. | A pilot reduces initial disruption and surfaces issues. Broader scope increases coverage but also expands the impact of assignment and configuration errors. |
| Grace-period length | Sets the time available to remediate a compliance issue. | More time helps users resolve problems; less time reduces the window before access consequences. Match the choice to the protected data or app’s confidentiality. |
| Unassigned-device treatment | The tenant setting determines whether a device with no assigned compliance policy is treated as compliant or not compliant. | Compliant is the documented default; Microsoft recommends Not compliant when using compliance results with Conditional Access. The stricter choice can deny access until assignment and evaluation are complete. |
Why Outlook may be blocked after enrollment
Enrollment alone does not establish that a device is compliant, nor does it guarantee access to email. If Outlook access fails, check the sequence below before changing the policy or asking the user to enroll again.
- Verify policy assignment: Confirm the user or device received the intended platform compliance policy.
- Inspect the actual compliance status: Determine which rule failed, whether evaluation has completed, and whether remediation is required.
- Check the unassigned-policy setting: Confirm how your tenant treats devices that have no compliance policy assignment.
- Review Conditional Access scope: Verify the user, group, client, and resource targeted by the policy match the intended design.
- Review evaluation evidence: Check report-only results or sign-in evaluation details, then allow for the relevant device check-in and compliance-evaluation cycle.
Microsoft’s Conditional Access troubleshooting guidance specifically points administrators to compliance assignments and the treatment of devices without an assigned policy.
Keep Outlook platform-specific details in scope
Microsoft documents an example for protecting Exchange Online email on managed iOS devices with Intune compliance, Conditional Access, and the Outlook mobile app. It is an iOS scenario, not a universal recipe for every platform, Outlook client, or enrollment flow. Microsoft advises using nonproduction trial subscriptions when following that tutorial: Protect Exchange Online email on managed iOS devices.
Client type, platform, supported compliance rules, existing authentication policy, app-protection requirements, and group scope can all affect the final design. Validate the specific combinations used in your organization rather than assuming one successful iOS test proves every Outlook access path.
Confirm licensing before implementation
Microsoft’s compliance-policy creation guidance states that using Conditional Access with compliance policies requires Microsoft Entra ID P1 or P2. Confirm that your organization’s current licenses and entitlements cover the intended implementation before rollout.
