Interpretable AI and explainable AI overlap, but they answer different questions. In the NIST AI Risk Management Framework (AI RMF) 1.0, explainability concerns a representation of the mechanisms behind an AI system’s operation, while interpretability concerns what an output means in the context of the system’s intended function. Put simply: explainability addresses how the system arrived at an output; interpretability addresses what that output means to a person using the system.

That distinction matters when you select a model, design a user interface, investigate a failure, or give someone a way to challenge a consequential decision. Transparency is related but separate: it describes what happened. None of these characteristics, by itself, proves that a model is accurate, fair, safe, secure, or trustworthy.

The difference in one view

NIST’s terminology is the clearest practical starting point, although terminology varies across AI specialties. The framework says, “Explainability refers to a representation of the mechanisms underlying AI systems’ operation, whereas interpretability refers to the meaning of AI systems’ output in the context of their designed functional purposes.”

Characteristic Primary question What a useful result looks like Typical audience
Transparency What happened? A record of the data, event, decision, model version, or process. Operators, auditors, investigators, affected people
Explainability How did the system produce this result? A representation of relevant mechanisms, inputs, processing, and relationships. Developers, model validators, operators, auditors
Interpretability Why does this result mean what it means for the intended task? An understandable connection between the output and the system’s purpose or a person’s situation. Users, decision-makers, operators, affected people

NIST also summarizes the distinction this way: transparency can answer “what happened,” explainability can answer “how” a decision was made, and interpretability can answer “why” a decision was made and what it means or how it fits the user’s context. These are complementary qualities, not interchangeable labels.

What explainable AI means

Explainability is about exposing or representing the operation of an AI system well enough for a person to examine how an output arose. The explanation might describe which inputs were used, what transformations occurred, which rules or learned relationships mattered, and how the final output followed from those elements. The appropriate level of detail depends on the person receiving it.

NIST’s AI RMF says explanations should be tailored to a user’s role, knowledge, and skill level. A software engineer investigating a production error may need feature values, intermediate calculations, model version information, and logs. An operations analyst may need a ranked list of influential factors and a warning about missing data. A person affected by a decision may need a short, plain-language account of the main reasons and what information could be corrected.

What an explanation can support

An explanation is useful when it supports a real task rather than merely sounding plausible. NIST identifies uses including debugging, monitoring, documentation, audit, and governance. For example, a development team can use a mechanism-focused explanation to discover that a model is relying on a proxy for a sensitive attribute. An operator can use it to identify an unusual input or a data pipeline failure. An auditor can use records of model behavior and decision logic to examine whether controls were followed.

Explainability does not require that every internal parameter of a complex model be shown to every audience. It requires a representation that is meaningful for the purpose at hand. A technical explanation can be deep and diagnostic; a user-facing explanation can be shorter while still accurately describing the relevant process.

What interpretable AI means

Interpretability concerns the meaning of an output in the context of the system’s designed functional purpose. It asks whether a person can connect the output to the decision or action the system is intended to support.

Imagine a forecasting system that labels a machine “high maintenance risk.” An interpretable result would make clear what that label means operationally: perhaps the machine is expected to require inspection within a defined planning window, not that failure is certain. A medical triage score would be interpretable only when its scale, intended use, and recommended response are clear to the clinician or service operator. A content-moderation label would need to communicate what policy category it represents and what action follows.

NIST’s psychological foundations report describes interpretation as deriving meaning from a stimulus such as a model output. In practice, interpretation depends on context: the same numerical score can mean different things in different systems, populations, or workflows. An output may be easy to calculate yet difficult to understand or use correctly if its purpose, scope, or limitations are unclear.

Interpretability is not just simpler wording

Replacing a technical label with friendlier language does not automatically make a system interpretable. The explanation must preserve the output’s actual meaning, identify uncertainty where it matters, and fit the decision the user is expected to make. A probability of 0.8 is not the same as an 80 percent guarantee; a ranking is not a diagnosis; and a recommendation is not an instruction unless the system’s design gives it that role.

How the concepts work together

A system can be explainable without being useful to its intended audience, and it can be interpretable to a user without exposing enough mechanism for engineers to diagnose it. Stronger systems address both needs.

Illustrative loan-screening example

Suppose an automated lending workflow returns a “refer for review” result. An explainability-focused account might show that the result was driven by the applicant’s debt-to-income ratio, recent payment history, missing income documentation, and the model version used at the time. It could also show how those variables were weighted or how the case moved through the decision process.

An interpretability-focused account would explain what “refer for review” means in this workflow: the application is not a final rejection, a human review is required, and the applicant can provide specific documentation or correct inaccurate information. The user needs the result’s meaning and practical consequence, not an unexplained list of mathematical influences.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Transparency would add the factual record of what happened: when the application was received, which data sources were queried, which model and policy version ran, what output was generated, and what subsequent action occurred. Keeping these records makes later investigation possible, but a record alone does not explain the mechanism or meaning.

Why audience and context change the right explanation

There is no single explanation format that is optimal for everyone. Before designing one, identify the audience, the system’s purpose, and the consequence of an error.

Audience Information they may need Common failure if the format is wrong
Developer or model validator Model and data versions, input values, transformations, influential features, error cases, and reproducible logs. A polished summary hides a bug or data leakage.
Operator or domain professional Relevant factors, confidence or uncertainty, thresholds, exceptions, and the action associated with each output. The operator over-trusts a score or applies it outside its intended scope.
Auditor or overseer Documentation, access records, governance controls, performance evidence, and traceable decision history. The organization cannot establish whether the system was used as designed.
Person affected by an outcome Plain-language meaning, principal reasons, material limitations, and a practical way to correct information or contest an adverse result. The person receives technical detail but cannot understand or respond to the decision.

NIST specifically links explanation design to the user’s role, knowledge, and skill. OECD guidance likewise treats explanation as context-dependent and says information should help people affected by an AI outcome understand how it was reached and, where practicable, challenge an adverse result. This is a design objective, not a claim that every jurisdiction grants an identical legal right to a particular explanation.

Comparing AI systems in practice

When comparing two models or explanation methods, use the questions below instead of asking which system is simply “more explainable.”

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. What question does the method answer? Does it describe the system’s mechanisms and how the output arose, or does it clarify the output’s meaning for the intended task?
  2. Who will use the explanation? A developer, operator, auditor, and affected person may need different vocabulary, detail, timing, and delivery channels.
  3. What is the system designed to do? An explanation that is adequate for prioritizing routine maintenance may be inadequate for a high-consequence eligibility or safety decision.
  4. What happens after the output? State whether the output is advisory, triggers human review, starts an automated action, or records a classification only.
  5. Can a person contest an adverse result? Identify what information can be corrected, who reviews a challenge, and whether the process can reconsider the decision.
  6. What evidence shows the explanation is useful? Test whether the explanation supports understanding, debugging, monitoring, audit, or another defined task. A plausible narrative is not evidence that users understood the system correctly.
  7. What tradeoffs are introduced? Examine possible effects on performance, privacy, security, complexity, and cost before requiring a particular explanation format.

Common approaches and their limits

Different system designs can support interpretability and explainability in different ways. A relatively simple model may make its relationships easier to inspect, while a complex model may require additional explanation techniques or documentation. Neither category is automatically superior: a simple model that is poorly specified can mislead, and a sophisticated model with a carefully validated explanation process can be useful in a demanding task.

Model-level explanations

These describe how the system is built and behaves overall: its inputs, outputs, training or configuration choices, operating limits, and major decision pathways. They help developers, operators, and auditors understand the system as a component. Model-level material is necessary for governance, but it may not tell an affected person why one specific case received one specific result.

Individual-result explanations

These describe a particular output, such as the factors associated with a classification or the conditions that led to a recommendation. They are often more useful to a person handling a case, but they must be accurate for that case and should not imply a causal relationship the model does not establish. They also need safeguards against revealing confidential information or making it easier to attack a system.

Counterfactual or action-oriented explanations

In some workflows, people need to know what information or condition would have changed an outcome. Such guidance can improve contestability, but only if the suggested change is realistic, within the person’s control, and consistent with the system’s policy. A hypothetical change should not be presented as a guaranteed path to approval or as proof that the named factor caused the decision.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Tradeoffs and risks

Explainability is not free. OECD guidance notes that explanation requirements can affect accuracy or performance in some high-dimensional settings and can also affect privacy, security, complexity, and cost. The correct balance depends on the system and the consequences of its use.

More detail can expose personal data, confidential business rules, or security-sensitive information. A public explanation may need to be less detailed than an authenticated engineering record. Conversely, withholding too much information can make a harmful or incorrect decision impossible to investigate or challenge.

Explanation methods can also create false confidence. A fluent account may be a poor representation of the actual mechanism, and an influential-feature display may be misunderstood as a causal proof. Validate explanations against the system and the task they are supposed to support. Record what the method can and cannot establish.

DARPA’s Explainable Artificial Intelligence program stated a goal of producing more explainable models while maintaining a high level of learning performance and prediction accuracy. That is a program objective, not a guarantee that every explanatory method preserves performance. Treat any claimed tradeoff as an empirical question for the specific system.

A practical workflow for building or evaluating explanations

  1. Define the decision and its stakes. Write down the system’s designed purpose, who is affected, what action follows each output, and what harm could result from an error.
  2. Map the audiences. Separate technical, operational, oversight, and affected-person needs. Do not assume one explanation can serve all four.
  3. Specify the question each explanation must answer. Mark whether the requirement is transparency about events, explainability about mechanisms, interpretability about meaning, or a combination.
  4. Document the system boundary. Capture the model or rules, data sources, preprocessing, thresholds, human steps, model version, and time of use. This establishes what actually happened before interpretation begins.
  5. Design the explanation output. Use technical detail for diagnosis and audit, and plain-language meaning, consequences, uncertainty, and next steps for affected people.
  6. Test fidelity and usefulness. Check that explanations correspond to the system’s behavior and that intended users can complete their task without drawing unsupported conclusions.
  7. Test contestability. For consequential outcomes, verify that a person can identify material errors, submit a correction or challenge, and receive a review where the process allows it.
  8. Review tradeoffs. Assess performance, privacy, security, complexity, cost, and the risk that explanations reveal exploitable information.
  9. Monitor after deployment. Track changes in data, model versions, user behavior, explanation quality, and failure patterns. An explanation that was adequate at launch may become misleading after the system changes.

What these properties do not prove

NIST treats explainability and interpretability as characteristics that sit alongside other qualities of trustworthy and responsible AI. They do not establish validity or reliability, safety, security and resilience, accountability and transparency, privacy enhancement, or fairness. A system can provide an understandable reason for an inaccurate or discriminatory output.

Evaluate the complete system: data quality, validation, error rates, robustness, security controls, privacy protections, human oversight, governance, and the ability to correct or appeal outcomes. Explanations are one part of that assessment, not a substitute for it. See NIST’s overview of trustworthy and responsible AI for the broader set of characteristics.

How to phrase an explanation responsibly

  • State what the output is and what it is not. Distinguish a score, ranking, recommendation, flag, and final decision.
  • Name the relevant context, population, time period, and system version.
  • Separate correlation or model influence from proven cause.
  • Show meaningful uncertainty and known limitations rather than presenting a number as a guarantee.
  • Give the recipient a practical next step: verify data, seek human review, or use an established challenge channel.
  • Match technical detail to the recipient while preserving the underlying meaning.
  • Avoid revealing personal information about other people or security-sensitive implementation details.

Where the terminology is unsettled

The distinction used here follows NIST’s AI RMF 1.0 and related NIST work. Other researchers, vendors, and AI subfields may use “interpretability” and “explainability” differently, sometimes treating them as near-synonyms or assigning different technical boundaries. When a policy, contract, or technical paper uses one of these terms, define it explicitly and state the audience, purpose, and evidence expected.

Using NIST’s framing gives a practical vocabulary: transparency for what happened, explainability for how the system operated, and interpretability for what the output means in context. It is a useful framework, not proof of universal agreement.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Bottom line for choosing an AI system

Ask for both kinds of insight. You need enough explainability to investigate how the system produced an output and enough interpretability for the people using or affected by that output to understand its meaning and act appropriately. Add transparency so the event can be reconstructed. Then evaluate accuracy, fairness, safety, security, privacy, accountability, and contestability separately. An explanation is valuable when it improves a defined human task without creating unacceptable performance, privacy, security, complexity, or cost risks.
