Interoperability becomes infrastructure when multiple organisations depend on systems exchanging information reliably to carry out essential work—and keeping that exchange working requires shared rules, security, adoption, and ongoing stewardship. A connector that works between two products may be useful; a shared capability that services rely on across organisational boundaries is something more.

What does it mean for interoperability to become infrastructure?

The OECD defines interoperability as the ability of systems to connect and exchange information across organisations, levels of government, and borders, so information can flow where needed. In government, that can support joined-up services and the reuse of data. The OECD describes digital public infrastructure as shared systems—including digital identity, notifications, and data-sharing platforms—that institutions use to deliver services and exchange information. OECD, Digital Government Outlook 2026

Interoperability is often treated as a technical feature: two systems support the same format, interface, or protocol. That is part of the job, but it does not establish that people can use the connection, that they are permitted to exchange the data, or that anyone is responsible for maintaining the arrangement as systems change.

The infrastructure framing is a practical way to describe a dependency, not a formal classification with a universal threshold. Ask whether several organisations rely on the capability for core operations; whether connections are reused rather than built once for a single pairing; whether a failure or exclusion could disrupt work beyond one integration; and whether continued operation depends on shared governance and maintenance. The stronger the answers, the more the capability behaves like infrastructure.

What has to work together for interoperability to function as infrastructure?

A connection produces practical value only when technical compatibility is matched by the arrangements that make exchange safe, usable, and dependable. These dimensions form an analytical framework drawn from the OECD, NIST, and European Commission examples; they are not a formal scorecard issued by any one source.

  • Technical compatibility: Shared protocols, interfaces, formats, and semantic standards must let systems interpret exchanged information consistently.
  • Governance and accountability: Participants need agreed rules, clear ownership, and operational responsibility for the shared capability.
  • Access, privacy, and security: Organisations need to know who may exchange which data, under what conditions, and with what safeguards.
  • Adoption and coverage: The relevant organisations must actually connect and use the capability; a platform’s existence alone is not evidence of broad use.
  • Resilience and maintenance: The arrangement requires continued investment and adaptation as systems, needs, and security requirements change.
  • Portability and switching: Where services are involved, users may also need to move data and applications between services of the same type without compromising security.

The OECD makes the ongoing responsibility explicit: “Interoperability is therefore best understood as a system property – something that has to be actively maintained through governance, not achieved once through a technical integration effort.” That statement concerns public-sector digital infrastructure, but it captures why a successful initial connection is not the end of the work. Government: shared systems need broad use

The OECD reports that interoperability systems were in place in 30 of 36 OECD countries (83%). Of those 30 countries, 23 reported use across more than half of their central public institutions. These are country-level measures of system presence and reported institutional coverage; neither says that every institution is connected. OECD, Digital Government Outlook 2026

  • Access Point Mode - Supports AP Mode to transform your wired connection into wireless network, an ideal wireless router for home
  • Advanced Security with WPA3 - The latest Wi-Fi security protocol, WPA3, brings new capabilities to improve cybersecurity in personal networks

The report separately gives an average of 63% of public institutions connected to national data-interoperability systems across OECD countries. This institution-level average is distinct from the 23-of-30 country count: it should not be read as the same measure or as a figure for every OECD country. OECD, Digital Government Outlook 2026

The distinction matters operationally. A shared platform can exist without becoming a routine part of how institutions work. The OECD says adoption incentives, compliance with shared standards, and sustained investment are needed; otherwise, data sharing may be technically possible but rarely used. The figures describe public institutions in OECD countries, not interoperability adoption across all sectors or countries.

Electricity: architecture and economics are intertwined

NIST SP 1900-604 examines the economics of interoperability across five representative smart-grid architectural tracks developed by Pacific Northwest National Laboratory. Its scope supports treating grid interoperability as an architecture question with economic dimensions, rather than as a matter of connecting devices alone. The publication does not establish a universal dollar value for interoperability. NIST SP 1900-604, Economics of Interoperability in the Context of Smart Grid Architectures

Public safety: exchange also depends on permissions and policy

NISTIR 8255 describes the spread of messaging applications, sensors, and networked cameras among U.S. first responders. It frames the resulting interoperability challenges as technical, economic, and governance-related, and focuses on data-exchange standards, data-access controls, and data-sharing policy frameworks. A common data format alone cannot resolve who is allowed to share information or the conditions under which it may be used. Data-processing services: portability enters a defined legal framework

In the European Union, the European Commission’s February 23, 2026 study summary describes Article 35 of the EU Data Act as addressing what interoperability standards for data-processing services should deliver and which technical layers they should cover. The standards are intended to let services of the same type work together and to make data and applications portable without adversely affecting security. The Commission says providers will have twelve months to adapt once a relevant standard or open specification appears in the Union repository. This is an EU-specific regulatory program, not a global rule; its implementation details may evolve. What prevents an interoperability standard or platform from producing practical value?

A platform or standard can solve a compatibility problem without solving the operational problem around it. The common failure is to treat the technical connection as the whole system.

  • Organisations do not adopt it: If participants lack incentives or do not make the shared system part of routine work, the capability remains available but underused.
  • Implementations diverge: A standard has limited effect if participants interpret it differently or fail to follow agreed technical and semantic rules.
  • Access rules are unclear: Systems may be able to exchange data while permissions, policies, and safeguards remain unsettled.
  • Responsibility is fragmented: Without clear stewardship, no one may be accountable for resolving changes, failures, or disputes across participants.
  • Investment stops after launch: Shared systems require ongoing maintenance and adaptation; a one-time integration does not guarantee lasting interoperability.
  • Coverage is mistaken for presence: Counting a platform or standard does not establish which organisations are connected or whether they use it.

How can you tell whether a capability is infrastructure or just an integration?

For a practical assessment, examine the capability across its full lifecycle—not only at the moment two systems exchange a test message.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Identify the dependency: Which organisations and services rely on the exchange, and what work would be affected if it stopped?
  2. Check reuse and coverage: Is the capability shared across participants and repeated workflows, or does it serve a single pairing? Establish who is connected and who actively uses it.
  3. Verify meaning and permissions: Can systems interpret the information consistently, and are access, sharing, privacy, and security rules defined?
  4. Find the stewards: Who owns the standards and operating rules, handles changes, and is accountable when an exchange fails?
  5. Look for a maintenance plan: Is there sustained investment and a way to adapt the capability as systems and risks change?

If the dependency is shared and continuing, and reliable operation depends on coordination beyond the individual connection, it is reasonable to treat interoperability as infrastructure. That description also signals a responsibility: participants must maintain the governance, security, adoption, and investment that keep the capability useful.
