Use both viewpoints when the answer matters. A monitor inside your home or office can show whether the device, Wi-Fi, gateway, DNS, ISP-facing path, or an application is failing. An external monitor can show whether a public service is reachable from other networks and regions. Neither viewpoint proves a general Internet outage by itself. The most reliable diagnosis combines gateway checks, several independent Internet targets, DNS and application tests, and—when public reachability matters—an outside probe.

What local and external monitoring actually observe

The phrase the Internet is down can describe several different failures: one laptop losing Wi-Fi, a dead router, a broken DNS resolver, packet loss on the ISP path, a regional provider incident, or one website having an application problem. Monitoring is useful only when you know which part of that chain a measurement covers.

Local monitoring: evidence from inside one site

A local monitor runs on a computer, router, small server, or an agent installed on the network being investigated. It can compare several layers over time:

What’s actually slowing this PC down?

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Whether the device has Wi-Fi or Ethernet connectivity and a usable local address.
  • Whether the default gateway or router responds.
  • Whether the ISP-facing first visible hop responds and how much latency or loss appears.
  • Whether several unrelated Internet addresses respond.
  • Whether DNS names resolve and whether TCP, TLS, or HTTP requests complete.
  • Whether the local device, wireless link, or router reports restarts, signal changes, or errors.

This view is best for locating where a problem begins and for building a timestamped history of one household, branch, or office. It cannot, by itself, establish that other customers or regions are affected. If power, the LAN, or the outbound Internet link fails, the monitor may also lose its path to an alerting system. A local history is therefore strongest when the probe can retain data during an outage or report to an independently reachable service after recovery.

External monitoring: evidence from outside the affected network

An external service probes a public endpoint from another network. Depending on the service, probes may perform ping, TCP, TLS, HTTP(S), DNS, or route checks from selected cities, providers, or regions. This helps answer questions such as whether customers outside your office can reach a public website, whether an application failure is regional, or whether several networks see the same event.

An outside probe cannot inspect private Wi-Fi, a home gateway, an internal DNS server, or a device that is not publicly reachable. If the question is whether a household WAN is down, an on-site agent that reports through an independent path is required; a hosted monitor alone has no visibility into the private LAN.

Why one ping, speed test, or outage map is not enough

Reachability is only one dimension of a connection. Paessler describes useful monitoring as covering reachability, latency, jitter, bandwidth, DNS resolution, and application-layer response. A host can answer ping while its web server fails, and an IP address can be reachable while name resolution is broken. Conversely, a target may ignore ping while its HTTPS service works normally.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Probe results can also be misleading. A destination may rate-limit or filter ICMP, an intermediate router may decline to answer traceroute while forwarding traffic, and a route may change without an outage. One failed target therefore identifies a failed test, not necessarily a failed Internet connection. Compare multiple independent targets, protocols, and vantage points and look for a consistent pattern.

A speed test is a snapshot of throughput to one test system under particular conditions. It can miss short packet-loss bursts, DNS failures, Wi-Fi interruptions, or an application-specific outage. Keep its result as context, not as the verdict.

Local checks versus external monitoring

Decision axis Local checks External monitoring
Viewpoint Device, Wi-Fi, gateway, site path, and private resources Public endpoint viewed from outside, sometimes from selected networks or regions
Best at Locating local causes and building a history for one site Checking public reachability from other networks and spotting broader or regional patterns
Blind spot A full Internet or power outage can cut off its outbound alert path; one site cannot establish global impact Cannot inspect private Wi-Fi, LAN devices, or a local resolver unless an agent or probe is installed inside the site
Useful measurements Gateway ping, ISP first hop, multiple Internet anchors, DNS, TCP/TLS/HTTP, latency, loss, jitter, Wi-Fi and device state HTTP(S), TCP or ping reachability, DNS and route checks from external probes; only protocols supported by the service
History and alerting May be retained locally or sent to a central controller; buffering and outage-alert behavior must be confirmed for the implementation Usually centrally available; depends on probe cadence, service availability, and the notification path
Choose it when You need evidence about one local connection and can keep a probe running You need to know whether users outside your network can reach a public service or need independent vantage points

These are capability patterns, not a guarantee that every product offers every measurement. Check the documentation for the specific monitor, plan, probe type, and geography.

A layered diagnostic sequence for a live outage

Run the checks in order and record the time, target, result, and whether the problem is total loss, slowness, or limited to one application. Testing from an affected device and, if possible, a second device prevents a single computer from being mistaken for a site-wide failure.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Confirm the local link. Check the device’s Wi-Fi or Ethernet status, address, and default gateway. Test another device on the same network. If only one device fails, investigate its adapter, VPN, firewall, or local configuration before blaming the ISP.
  2. Test the gateway. Find the router address shown by the operating system and send repeated pings. On Windows, use ping -n 20 192.168.1.1; on macOS or Linux, use ping -c 20 192.168.1.1, replacing the address with your gateway. An unreachable gateway or dropped Wi-Fi indicates a problem at the device, wireless link, LAN, or router, but does not identify which component has failed.
  3. Compare the ISP path with several Internet anchors. Test the first visible hop beyond the router when you can identify it, then test multiple unrelated public IP addresses. A healthy gateway with simultaneous loss to several outside targets points beyond the local LAN, but it does not prove the ISP alone is responsible; upstream routing, filtering, or a shared destination can produce the same symptom.
  4. Test DNS independently. Resolve a hostname while the problem is present. Windows users can run nslookup example.com; macOS and Linux users can use dig example.com. Compare the configured resolver with a known independent resolver when appropriate. If direct IP connectivity works but names do not resolve, treat DNS as the immediate fault rather than calling the whole Internet down.
  5. Test the application at the protocol it uses. A web service needs a TCP, TLS, or HTTP(S) check, not just ping. For a header-only web request, curl -I https://example.com can show whether connection and HTTP response complete. A successful ping with a failed HTTPS request indicates an application, port, TLS, or path issue; a failed request to one service does not establish that other services are down.
  6. Capture route context without over-interpreting it. Use tracert 1.1.1.1 on Windows or traceroute 1.1.1.1 on macOS/Linux when a path comparison is useful. Save the output and timestamp. An intermediate hop that does not answer may simply filter or rate-limit diagnostic packets while forwarding traffic, so do not label that hop the failure without end-to-end loss that supports the conclusion.
  7. Preserve the incident record. Keep timestamps with the time zone, target names and addresses, loss, latency, jitter if available, DNS answers, route changes, modem or router events, and the recovery time. Repeated measurements give an ISP or IT team much stronger evidence than a single speed-test screenshot.
  8. Add an outside viewpoint when the question is public reachability. For a public-facing service, compare probes from more than one region or provider if the monitoring service supports it. For a household WAN, use an on-site agent that reports to an independent service or combine locally buffered logs with a separately powered alert path. A hosted monitor cannot see a private gateway without that inside probe.

Designing a local monitor that explains intermittent failures

Intermittent outages require a history that survives long enough to show the sequence of events. A useful local design measures one layer at a time rather than polling only a favorite website.

Use a measurement ladder

  1. Device and Wi-Fi state: record link up/down events, signal or association changes where the operating system exposes them, and adapter resets.
  2. Gateway: poll the router to separate a local-link interruption from an upstream failure.
  3. ISP-facing path: test the first reachable hop beyond the gateway when it is stable enough to identify.
  4. Independent Internet targets: use several unrelated addresses so a destination-specific block is not mistaken for a general outage.
  5. DNS: resolve names and retain success, failure, response time, and returned addresses.
  6. Application: test the actual TCP port and, for web services, TLS and HTTP response. Include a lightweight transaction only when it is safe for the service.

Choose the sampling interval according to the incident you need to catch: a short interval is useful for brief drops, while a longer interval reduces storage and alert noise for trend monitoring. Set separate alerts for gateway loss, broad external loss, DNS failure, and application failure so the notification describes the layer that changed.

Plan for the monitor’s own outage

A local probe that sends alerts over the same failed connection may be silent during the most important event. Prefer software that buffers measurements locally and synchronizes after reconnection. Paessler documents this distinction for its probes: remote probes can continue polling locally when the WAN link to the central server fails, while classic probes may show data gaps during a full outage and multi-platform probes can buffer and sync after reconnection. That behavior is specific to the documented implementation, not a universal property of local monitors.

For critical links, put the probe and networking equipment on reliable power and use an alert route that does not depend on the same LAN. A separately powered cellular path, an independent site, or a central controller reached by another connection can distinguish a silent probe from a healthy connection.

What external services add

Independent reachability and regional comparison

External probes are valuable when users, customers, or branches outside your network are the audience. If probes in several regions fail to reach the same public endpoint while unrelated services remain reachable, the pattern supports a service-side, provider-side, or regional investigation. If only one probe or one network fails, the evidence is narrower.

ThousandEyes describes its Internet Outages Map as tracking outages across ISPs, major application providers, public clouds, and edge networks. Its current page says the map covers 124 top SaaS applications as well as major consumer applications, uses telemetry from thousands of global vantage points, and updates automatically every five minutes. Those are vendor-stated scope and cadence figures that can change. The map defines a network outage event as 100% packet loss in the same autonomous system for a period, subject to an impact threshold; application events involve multiple vantage points unable to reach an application or receiving an error. Those are that service’s algorithmic definitions, not a universal definition of an outage.

Public checks are not private-network diagnostics

Paessler documents cloud ping and cloud HTTP sensors using cloud locations distributed across four continents for Internet-facing services. Such checks are intended for hosts reachable from the public Internet and are not suited to internal-only addresses. They can tell you how a public endpoint looks from those cloud locations, not whether a home router is powered on or a private resolver is working.

RIPE Atlas is a distributed measurement platform with probes and measurement types including ping, traceroute, TLS, DNS, NTP, and HTTP. Probe availability and selection change, so verify current counts and locations in its interface rather than assuming a fixed number of probes or a permanent sampling set.

Read availability claims literally

Uptime.com describes Network HTTP(S) checks from ISP-based probes and lets users select geographic locations and networks. Its Network HTTP(S) Check Basics article, updated August 28, 2026, says the check type will be available soon in Uptime.com accounts. Treat that as a documented forthcoming feature, not evidence that it is generally available now; confirm availability, regions, protocols, and plan limits before relying on it.

Choosing a proportionate setup

Your question Smallest useful setup What it can establish What remains unknown
Is one laptop or phone having trouble? Check its link state, gateway, DNS, and one application from that device; compare another device Whether the symptom is isolated to the device or shared by the LAN The wider ISP or regional condition
Does my home or office connection drop intermittently? An on-site probe measuring gateway, several external targets, DNS, and an application, with retained timestamps Where the failure begins and how often it occurs at that site Whether other networks are affected; ISP fault is not proven by local data alone
Can customers reach my public service? External HTTP(S) or TCP checks from more than one network or region Public reachability and the geographic scope of failures Private LAN and gateway conditions behind the service
Is there a broader provider or application incident? Several independent external vantage points plus a provider status source or outage map Whether failures align across networks, regions, or applications The exact root cause without provider or network logs
Do I need evidence for an ISP ticket? Layered local logs with timestamps, loss, latency, DNS results, routes, and recovery A reproducible pattern that support staff can correlate with their records Final responsibility; routing and target behavior can confound probes

For a one-off question, run the layered checks during the incident and save the outputs. Continuous monitoring becomes worthwhile when failures are intermittent, an SLA or public uptime matters, several sites must be compared, or you need evidence after the event has ended.

Using local evidence to discuss packet loss with an ISP

Present a concise timeline rather than a conclusion. Include the affected circuit or site, local time and time zone, devices tested, gateway results, first-hop results, multiple target results, DNS outcomes, application checks, packet-loss and latency values, route changes, and the exact start and recovery times. Explain whether all devices failed or only one, and whether the gateway stayed reachable.

A healthy gateway combined with simultaneous failures to multiple independent external targets is evidence that the fault is beyond the local LAN. It does not, by itself, identify the ISP: the failure could be in an upstream carrier, a shared route, filtering, or the targets themselves. Conversely, a failed gateway points to the device, Wi-Fi, LAN, or router path before the ISP link can be judged. Correlating your timestamps with modem logs and the provider’s network records is what turns measurements into a responsibility finding.

Examples of monitor implementations

Desktop history on one site

NetworkTests Monitor’s page labels a desktop application for macOS 12 or later, Windows 10/11 64-bit, and Ubuntu 22.04 or later or Fedora on x86_64 and arm64. It lists version 0.4.2 and free personal use in October 2026, and says measurements remain in a local database with report export. These are vendor claims, not independent test results. A local-only database is useful for privacy and post-outage analysis, but you must plan how alerts will leave the site and how data survives power loss.

Central monitoring with an on-site probe

A central controller with a remote probe can retain visibility into a branch while its WAN is unavailable. Confirm the probe’s buffering, synchronization, notification, and data-retention behavior. Do not assume that a product described as having remote probes behaves identically across classic and newer probe types.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Distributed public-service checks

For a public website or API, combine external HTTP(S), TCP, DNS, and—when needed—TLS checks from more than one region. Select a check that exercises the user-facing protocol. A ping-only monitor may show that a host is alive while the application is returning errors.

Bottom line

Local monitoring answers what is failing inside this site, and when? External monitoring answers can this public endpoint be reached from elsewhere, and is the pattern regional? Use a gateway check, multiple Internet targets, DNS, and an application test as the local foundation; add independent external probes when public reachability or broader impact matters. Interpret patterns across layers and vantage points, preserve timestamps, and treat every single probe as evidence—not a complete definition of an Internet outage.
