Intent-based networking (IBN) changes the operator’s interface from device instructions to declared outcomes. Instead of telling each switch, router, firewall, or controller which commands to run, a team states a result such as “keep voice traffic within the required latency and isolate guest devices from corporate systems.” The IBN system translates that statement into policy and coordinated configuration, then uses telemetry to check whether the network continues to deliver the result.
This does not eliminate networking expertise or operational responsibility. IT teams spend less time hand-writing repetitive device steps and more time defining feasible goals, reviewing the system’s proposed translation, governing automation, interpreting assurance evidence, and responding when reality diverges from intent.
What intent-based networking means
The Internet Engineering Task Force (IETF) defines intent as “a set of operational goals (that a network is supposed to meet) and outcomes (that a network is supposed to deliver) defined in a declarative manner without specifying how to achieve or implement them.” The full terminology is in RFC 9315: Intent-Based Networking – Concepts and Definitions, published in August 2022.

1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errors“Declarative” is the key word. An operator describes what must be true; the system determines how to make it true using policies, configuration, orchestration, and feedback. The implementation still exists at the device level, but the person entering the requirement does not have to enumerate every command or hop.

Intent is not merely a high-level API
A controller that accepts a shorter version of a command is not automatically an IBN system. RFC 9315 cautions that abstraction alone is insufficient when the user still specifies the implementation method. A practical test is this: can an operator state a service or network outcome while the system selects, coordinates, and manages the underlying changes? If the answer is no, the tool may be useful automation without being intent-based networking in the strict sense.
Intent versus imperative automation
Imperative automation says, in effect, “run these steps in this order.” A script might log in to a group of devices, create VLANs, apply access-control entries, adjust routing preferences, and verify command output. It can be highly repeatable, but the sequence and target settings are still prescribed by the operator or script author.
Intent says, “these users must reach these applications under these constraints.” The system is responsible for mapping that outcome to lower-level policy and coordinated actions. A team can use imperative scripts inside an IBN implementation; the distinction concerns the management model presented to the operator, not whether commands exist somewhere underneath.
Traditional management and IBN side by side
| Management concern | Traditional device-oriented approach | Intent-based approach |
|---|---|---|
| Primary input | Commands, templates, tickets, or scripts for particular devices | Declarative goals, outcomes, constraints, and priorities |
| Planning burden | People determine the sequence, target devices, dependencies, and syntax | The system translates the stated outcome into policy and coordinated actions; people review the translation |
| Change scope | Often managed device by device or through a pre-written workflow | Potentially coordinated across physical, virtual, and existing management systems, subject to the platform’s actual integrations |
| Validation | Often focused on whether commands succeeded or a change window completed | Compares observed behavior with the intended outcome and checks whether fulfillment worked |
| Operations after deployment | Monitoring and remediation may be separate activities | Assurance is part of the model: telemetry feeds continuing compliance checks and correction |
| Failure vocabulary | Syntax errors, failed tasks, unreachable devices, or misapplied templates | Unfulfillable or conflicting intent, failed translation, incomplete fulfillment, noncompliance, and intent drift |
| Human emphasis | Device syntax, sequencing, and manual correlation | Outcome design, policy review, governance, assurance analysis, and exception handling |
The table describes a management model, not a promise that every product marketed as IBN supplies every capability. Integration depth, supported protocols, telemetry quality, and rollback behavior must be verified for each implementation.
What changes for IT teams
Teams define outcomes instead of enumerating every operation
An intent statement should express the service behavior that matters, along with constraints such as users, applications, locations, security boundaries, availability targets, or acceptable performance. “Prioritize the video-conferencing service for remote offices during business hours, while keeping guest traffic isolated” is an outcome-oriented requirement. It leaves the system to decide which policy objects, queues, paths, and device settings are needed.
That shift raises the quality bar for requirements. Ambiguous goals, incompatible priorities, or impossible performance targets cannot be solved by changing syntax. Teams must resolve questions such as which users are included, what happens during congestion, which applications take precedence, and whether the requested behavior is feasible with current links and hardware.
Engineers review translation and blast radius
Fulfillment ingests the intent, derives policies and parameters, renders those abstractions into lower-level controls, and coordinates configuration. A responsible workflow exposes the proposed interpretation before activation whenever the platform supports it. Reviewers should be able to see affected sites and devices, policy dependencies, assumptions, and conflicts with existing intent.

This is a different review task from checking a line-by-line command list. The team still needs to understand the resulting configuration, but it also has to ask whether the system interpreted the business requirement correctly and whether an apparently small outcome request has a large operational blast radius.
Operations become a continuous loop
Deployment is no longer the end of the process. Assurance observes network behavior, assesses compliance with the intended behavior, evaluates whether fulfillment succeeded, and surfaces deviations. A network can satisfy an intent immediately after activation and become less compliant later because of a failed link, capacity change, policy conflict, software update, or manual modification. RFC 9315 calls this gradual loss of compliance intent drift.
For IT teams, this means dashboards, alerts, and incident procedures must connect measurements to the original goal. A green deployment result does not prove that the service will remain within its requirements tomorrow.
Automation receives stronger governance
Because one intent statement can trigger coordinated changes, access and change controls become more important. Teams need authenticated identities, authorization boundaries, validation rules, audit trails, approval paths, and a safe way to contain or reverse harmful changes. Automation reduces repetitive work; it does not remove the need for accountability.

RFC 9315 groups the model into two broad functions: intent fulfillment and intent assurance. In practice, the functions form a feedback loop rather than a one-time pipeline.
1. Capture and normalize the intent
An operator or an upstream system submits a desired outcome with scope, constraints, priorities, and ownership. The platform may normalize terminology into a model that can be evaluated consistently. Before accepting the request, it should identify missing information, contradictory constraints, or unsupported capabilities.
2. Determine a feasible plan
The system maps the goal to policies and implementation choices. This can involve selecting paths, segmentation rules, quality-of-service behavior, identity mappings, or security controls across multiple domains. The plan should account for the current topology, inventory, dependencies, and active policies rather than assuming every device is identical.

3. Render and coordinate changes
Abstractions are rendered into concrete controls for the relevant infrastructure. Coordination matters because a service outcome can cross physical and virtual networks, controllers, security systems, and existing management tools. A partial update can create an outage even when each individual device change is syntactically valid.

4. Activate with safeguards
Activation should honor the organization’s approval and maintenance policies. Useful safeguards include staged rollout, pre-change checks, rate limits, checkpoints, and a known fallback configuration. Authentication and authorization should apply both to the person submitting intent and to services that can modify the network on that person’s behalf.
5. Observe and evaluate
Telemetry supplies measurements such as reachability, latency, loss, utilization, path state, policy hits, and security events, depending on the platform and use case. Assurance evaluates those observations against the declared outcome, not merely against whether a command returned success.
6. Correct, escalate, or roll back
When measurements show noncompliance, the system may recalculate a remedy, raise an incident, or invoke an approved rollback. Automatic correction should be bounded by policy: a platform must not make increasingly broad changes while chasing an impossible goal. Human escalation remains necessary when the cause is ambiguous, the intent is contradictory, or the proposed remedy exceeds the approved scope.
A practical operating workflow for an IT team
- Write the outcome in service terms. Identify who needs access to what, under which performance and security conditions, and in which locations or time periods.
- State constraints and priorities. Record hard boundaries, preferred paths, availability requirements, maintenance windows, and what should happen when resources are scarce.
- Check feasibility before submission. Compare the goal with capacity, topology, device capabilities, licensing or integration limits, and existing policies. Mark assumptions explicitly.
- Submit through an authenticated workflow. Use role-based permissions and require the level of approval appropriate to the affected environment.
- Inspect the translation. Review the policies, devices, virtual systems, dependencies, and expected behavior the platform associates with the intent. Resolve ambiguity or conflict before activation.
- Stage and activate. Use a pilot site, canary group, or maintenance window when the change could affect production traffic. Confirm that checkpoints and rollback data are available.
- Verify the outcome. Test the user-facing behavior and inspect assurance measurements. A successful task execution is not sufficient evidence by itself.
- Keep monitoring tied to the intent. Define alert thresholds, ownership, and escalation for noncompliance and drift. Record exceptions instead of silently editing around them.
- Review changes and retire obsolete intent. Remove superseded goals, reconcile overlapping policies, and audit who changed the requirement and why.
Skills and responsibilities after the shift
IBN changes the distribution of work rather than making network engineering unnecessary. Teams still need to understand topology, routing and switching behavior, security boundaries, performance limits, failure modes, and the relationship between physical and virtual infrastructure.

- Network architects translate business and application requirements into outcomes that are measurable and technically feasible.
- Automation and platform engineers maintain models, integrations, policy rendering, testing, and release controls.
- Operations engineers interpret assurance evidence, distinguish drift from a bad requirement, and coordinate remediation during incidents.
- Security and governance teams define authorization, validation, audit, separation of duties, and rollback requirements.
- Service owners confirm whether the measured behavior actually meets the application’s needs.
These roles can exist in one small team or several larger teams. The important change is that someone must own the intent itself, not only the device configuration that happens to implement it.
Worked example: a segmented voice and guest service
Device-oriented request
In a traditional workflow, an engineer might identify every access switch, wireless controller, router, and firewall involved; create VLANs and trunks; add routing entries and access-control rules; apply quality-of-service markings and queues; then verify command output on each device. The exact sequence depends on topology and vendor syntax, so a topology change can require rewriting the workflow.

Outcome-oriented request
An intent statement could require that voice endpoints at specified offices remain isolated from guest devices, receive the required treatment during congestion, and reach approved call-control services with defined availability and latency limits. The system would map that requirement to segmentation, forwarding, quality-of-service, and security policies across the participating infrastructure.
What the team still reviews
Engineers must confirm that voice endpoints are identified correctly, the requested limits are achievable on the available links, emergency or administrative traffic is not blocked, and the generated policies do not conflict with existing segmentation. After activation, assurance must verify the actual voice-path behavior and detect degradation caused by a failed circuit or capacity change.
How to evaluate an IBN platform or program
Use the following questions during a technical evaluation. They are more informative than a product label or a demonstration of a single successful configuration.
| Evaluation area | Questions to ask | Evidence to request |
|---|---|---|
| Intent translation | Can the system explain how an outcome becomes policies and concrete changes? Does it expose ambiguity, conflicts, unsupported requests, and assumptions? | A rendered plan, conflict report, model documentation, and a test showing an intentionally incomplete requirement |
| Orchestration scope | Which physical and virtual domains, controllers, security systems, and existing management tools can it coordinate? | Supported integrations, version boundaries, dependency behavior, and a demonstration across the actual domains in scope |
| Assurance evidence | Which telemetry sources are used? How is compliance defined? What is the detection delay for a meaningful deviation? | Metric definitions, data-retention details, alert examples, and a test that introduces measurable drift |
| Safety and access | How are intent submissions authenticated, authorized, validated, logged, approved, rate-limited, and rolled back? | Role model, audit records, checkpoint behavior, fallback procedure, and failure-injection results |
| Operational fit | Can engineers review proposed changes, troubleshoot failed fulfillment, compare intended and observed state, and escalate exceptions? | Incident workflow, explainability views, APIs or exports, and integration with the team’s existing change process |
A platform that cannot explain its translation or show the evidence behind a compliance decision leaves the team with a new abstraction but the same uncertainty. Conversely, detailed explanations and controls do not guarantee that a particular implementation will meet every operational need; they are evaluation criteria, not automatic outcomes.

Unauthorized or compromised intent
An attacker or over-privileged account could submit a legitimate-looking goal that causes widespread changes. Restrict who can create, modify, approve, and activate intent. Protect service credentials, enforce least privilege, and retain tamper-evident audit records.
Ambiguous or conflicting goals
“Maximize performance” can conflict with “minimize cost,” and a broad availability requirement can conflict with a strict isolation rule. The system should surface the conflict instead of silently choosing a priority. Owners must resolve the business trade-off before activation.
Successful fulfillment with a bad result
A controller can apply every generated command while the service remains unreachable because the model was wrong, telemetry was incomplete, or a dependency was overlooked. Validate user-facing behavior and compare it with the declared outcome.

Intent drift
Drift occurs when a once-compliant network gradually diverges from its intended behavior. Causes include manual changes, topology or capacity changes, failed components, policy interactions, and software updates. Detecting drift requires continuous measurement and a defined response, not a one-time post-change check.
Over-aggressive remediation
Automatic correction can amplify an incident if the platform reacts to stale or misleading data. Bound remediation by scope and rate, require approval for high-impact actions, and provide checkpoints or a safe fallback. The IETF security considerations in RFC 9315 treat validation, authorization, tamper detection, abnormal-behavior detection, and rollback as design requirements to assess.
Common misconceptions
- “IBN means no one writes configuration.” Concrete configuration still has to be generated, applied, tested, and maintained; it is simply derived from a higher-level goal.
- “Any controller with an abstraction layer is intent-based.” If the operator still dictates the implementation steps, the system may be conventional automation with a different interface.
- “Assurance is just monitoring.” Monitoring supplies observations. Assurance relates those observations to the intended outcome and evaluates compliance and fulfillment.
- “Automation removes the need for change control.” The broader the automation scope, the more important authorization, review, auditability, and rollback become.
- “A successful deployment proves the intent is satisfied permanently.” Drift and changing conditions require ongoing assessment.
- “IBN guarantees savings or fewer incidents.” The available sources do not provide independent, quantified evidence for typical implementation effort, staffing changes, cost reduction, or incident reduction.
What the published evidence does and does not establish
The IETF specification establishes terminology, the fulfillment-and-assurance model, intent drift, and security considerations. A Cisco overview describes a workflow of translation, activation, and assurance and promotes simplified operations and proactive management; those benefits are vendor claims, not independent comparative measurements. A Cisco-hosted AvidThink primer explains the contrast between imperative command sequences and outcome-oriented intent at Intent-Based Assurance.

Results will depend on the quality of the intent model, integrations, telemetry, topology, governance, and the team’s operating discipline. Treat claims of universal replacement for existing expertise or guaranteed improvement as unproven unless a source supplies measurements for the specific environment.
When the change is worth pursuing
IBN is most compelling when a service outcome spans many devices or domains, changes regularly, and can be measured reliably. Repeated segmentation, quality-of-service, access, or compliance requirements are candidates because a single outcome can replace a large amount of coordinated manual work.
A smaller or highly static network may gain less from a full IBN program if the modeling, integration, and governance effort outweighs the repetitive work being removed. In that case, conventional automation plus strong monitoring may be the better intermediate step. The decision should follow the measurable problem—coordination overhead, drift, slow detection, or inconsistent policy—not the marketing label.
Decision checklist for IT leaders
- Can the team express its highest-value requirements as measurable outcomes with explicit constraints?
- Are the required physical, virtual, security, and management domains integrated well enough for coordinated fulfillment?
- Can the platform explain its translation and identify ambiguity before changes are activated?
- Will telemetry support meaningful compliance checks and timely drift detection?
- Are authentication, authorization, validation, approval, auditing, checkpoints, and rollback defined?
- Who owns each intent, its exceptions, its measurements, and its retirement?
- Can engineers troubleshoot a failed fulfillment without falling back to opaque device-by-device guesswork?
- What evidence, specific to the proposed environment, supports claims about effort, cost, reliability, or staffing?
The practical distinction is straightforward: traditional management asks people to prescribe implementation steps, while intent-based networking asks them to define the result and gives the system responsibility for translating and continuously checking it. The technical work does not disappear; it moves toward better requirements, transparent automation, and evidence-based operational control.
