Intel has reportedly outlined a 2028 Razor Lake-AX target of up to 700 platform TOPS for physical-AI and humanoid-robot workloads. That figure comes from reports of remarks by senior vice president Cho Min-sung, not from a published Intel product brief or transcript, so it should be treated as a roadmap target rather than a confirmed shipping specification.

What Intel reportedly said about Razor Lake-AX

Reports published on October 17, 2026, by VideoCardz and IT之家, citing the Korean outlet The Elec, describe a physical-AI roadmap presented in South Korea by Intel senior vice president Cho Min-sung. The reports place Nova Lake in early 2027 and Razor Lake-AX in 2028, with performance of up to 700 platform TOPS.

VideoCardz reproduced this attributed translation: “We plan to provide performance at the 700 TOPS level with the next-generation Nova Lake early next year and Razer Lake AX in 2028.” The wording is being relayed through secondary reports; an original Korean transcript, conference recording, or Intel-hosted event document has not been published in the available material. The statement therefore establishes an attributed goal, not a formal launch announcement.

How the reported figure compares with Panther Lake

Platform Reported or official AI performance Status Timing What is established
Panther Lake / Core Ultra Series 3 Up to 180 platform TOPS Official Intel specification Broad availability began in January 2026 Intel’s first client SoC built on Intel 18A; the figure is an aggregate platform maximum
Razor Lake-AX Up to 700 platform TOPS Attributed roadmap statement 2028 target Reportedly aimed at physical AI and humanoid-robot workloads; precision, test method and product configuration are not stated

Using the two stated peak values, 700 divided by 180 equals approximately 3.89. The headline’s 3.88× description is therefore a rough presentation of the same arithmetic, not a benchmark result. It does not prove that a Razor Lake-AX system will execute a particular model 3.89 times faster than a Panther Lake system.

What 700 platform TOPS actually means

TOPS means trillions of operations per second. “Platform TOPS” generally refers to a combined capability across processing engines such as the CPU, GPU and neural-processing hardware, rather than the output of one isolated core. Intel has not stated whether the 700 figure uses INT8, FP16 or another precision, and the reports do not specify whether it is a theoretical peak, a sustained rate, or a value measured under a defined workload.

Why the number matters for physical AI

Physical-AI systems must interpret sensor data, identify objects, estimate motion, plan actions and control motors with low latency. More local compute could allow a robot to run larger perception and planning models without sending every decision to a remote server. It may also support simultaneous camera, lidar, depth and force-sensor processing.

  • Get ultra-efficient with Intel Core Ultra desktop processors that improve both performance and efficiency so your PC can run cooler, quieter, and quicker.
  • Core and Threads 24 cores (8 P-cores plus 16 E-cores) and 24 threads. Integrated Intel Graphics included
  • Performance Hybrid Architecture Integrates two core microarchitectures, prioritizing and distributing workloads to optimize performance
  • Performance Unlocked Up to 5.7 GHz unlocked. 40MB Cache
  • Compatibility Compatible with Intel 800 series chipset-based motherboards

Those benefits depend on more than arithmetic throughput. Memory capacity and bandwidth, latency, power consumption, thermal limits, operating-system support, model libraries and real-time robotics software determine whether a robot can use the available compute continuously. A high TOPS ceiling can be valuable while still delivering little advantage if memory movement or software scheduling becomes the bottleneck.

Why it is not yet a performance benchmark

Two TOPS figures are comparable only when their precision, included engines, clock conditions, power envelope and workload are aligned. The current Razor Lake-AX claim supplies none of those details. It should not be interpreted as a validated 3.89× gain in application performance, battery life or robot speed.

Roadmap timing and product status

  1. October 9, 2025: Intel announced Panther Lake, branded Core Ultra Series 3, as its first client SoC built on Intel 18A. Intel stated up to 180 platform TOPS.
  2. October 14, 2025: Intel’s fact sheet repeated the 180-TOPS maximum and January 2026 sales timing.
  3. January 2026: Intel said broad Panther Lake availability would begin.
  4. Early 2027: The reported roadmap places Nova Lake in this period.
  5. 2028: Razor Lake-AX is reported as the later physical-AI target, with up to 700 platform TOPS.

Intel’s ARK database lists Panther Lake-derived Core Ultra models, including the Core Ultra X9 388H and other Q1 2026 parts. It does not currently contain a Razor Lake-AX entry. That absence is consistent with a future roadmap concept rather than a product available for configuration or purchase.

Which details remain unconfirmed

Before treating 700 TOPS as a specification, readers should look for an Intel product brief or primary transcript that answers these questions:

Rank #4
Intel Core i7-14700KF new gaming desktop processor, 20 cores (8 P-cores + 12 E-cores) - unlocked
  • Game Without Compromise. Play harder and work smarter with Intel Core 14th Gen processors
  • 20 cores (8 P-cores plus 12 E-cores) and 28 threads. Discrete graphics required

  • Compatible with Intel 600-series (with potential BIOS update) or 700-series chipset-based motherboards
  • DDR4 and DDR5 platform support cuts your load times and gives you the space to run the most demanding games
  • Which numerical precision or precisions produce the 700-TOPS figure?
  • Does the total combine CPU, GPU and NPU performance, and how is each block counted?
  • Is 700 TOPS a short-duration peak or a sustained figure at a stated power level?
  • What memory type, bandwidth and capacity accompany the compute engines?
  • What process technology, package design and thermal envelope will the part use?
  • Which operating-system, inference-runtime and robotics frameworks will be supported at launch?
  • When will silicon, development kits and finished systems actually ship?

The reports also mention possibilities such as large integrated graphics and wide-memory designs. Those implementation ideas remain unconfirmed and should be treated as rumor until Intel documents them.

What the roadmap means for buyers and robotics developers

For PC buyers, Panther Lake is the only platform in this comparison with an official Intel availability statement and published model listings. Razor Lake-AX should be treated as a planning signal for 2028, not as a product to select for a current system.

  • Game without compromise. Play harder and work smarter with Intel Core 14th Gen processors
  • 24 cores (8 P-cores plus 16 E-cores) and 32 threads. Integrated Intel UHD Graphics 770 included
  • Leading max clock speed of up to 6.0 GHz gives you smoother game play, higher frame rates, and rapid responsiveness
  • Compatible with Intel 600-series (with potential BIOS update) or 700-series chipset-based motherboards
  • DDR4 and DDR5 platform support cuts your load times and gives you the space to run the most demanding games

For robotics teams, the useful conclusion is that Intel is publicly associating a future client-oriented platform with physical-AI workloads and a much higher stated peak than Panther Lake. Procurement decisions should wait for measured robotics workloads, power data, memory specifications, software support and confirmed shipping dates. Until those appear, the 700-TOPS number is best used to track Intel’s direction, not to promise a robot’s real-world performance.
