Short answer: Intel’s Arc B580 is the strongest value choice for a new budget gaming PC when you want high raster performance, 12GB of VRAM and comfortable 1440p play. The GeForce RTX 4060 is the safer pick for demanding ray tracing and Nvidia’s software features. Radeon RX 7600 remains sensible when its local street price is substantially lower than the B580 or when you specifically prefer AMD’s driver and software ecosystem.

Those conclusions are price-sensitive. The figures below combine Intel launch claims with independent tests that used different games, CPUs, drivers and dates, so they are not universal FPS guarantees. Check your country’s live prices, stock, promotions and current driver versions before buying.

Best-value verdict by buyer type

Buyer priority Best starting point Why What to verify
Lowest-cost 1440p gaming with strong raster performance Intel Arc B580 12GB Its $249 recommended customer price, 12GB memory and independent raster/value results make it the leading option in the cited sub-$300 evidence. Local street price, motherboard support, Resizable BAR and current Arc driver support.
Heavy ray tracing or Nvidia-specific software GeForce RTX 4060 It was faster than B580 in TechSpot’s six-game 1080p ray-tracing average and is the lower-risk choice for buyers who prioritize Nvidia’s feature stack. Whether the price premium fits your budget and whether 8GB VRAM is sufficient for your games.
Cheapest acceptable 1080p card Radeon RX 7600 when discounted It can make sense if its street price is clearly below B580 and you favor Radeon software or already use an AMD platform. The actual discount: Intel’s launch comparison used $269 for RX 7600, but retail prices change.
Mixed raster and ray tracing in a particular title Compare the exact game results In GamersNexus’ stated Black Myth: Wukong mixed test, B580 was 6% ahead of RTX 4060, showing why one title can differ from an average. Resolution, preset, ray-tracing setting, upscaler and driver version.

What “best value” should include

Price per frame is only the first filter. A card that is inexpensive but needs a platform upgrade, runs out of VRAM at your target settings or loses badly with ray tracing can cost more in practice than its launch price suggests.

Raster performance

Rasterization is the conventional rendering workload used by most games. It is the clearest measure of how much frame rate you receive without ray-traced effects. For a 1440p-focused build, compare results at 2560×1440 rather than relying on 1080p averages; CPU limits can hide differences at lower resolutions.

Ray-tracing performance

Ray tracing adds physically modeled lighting, reflections and shadows, but it can reduce frame rate sharply. A buyer who enables these effects regularly should give the ray-tracing results more weight than a broad raster average.

Memory capacity

VRAM holds textures, geometry and render targets. Intel lists B580 with 12GB of GDDR6 and 20 ray-tracing units. The larger memory pool is useful for 1440p texture settings, although capacity alone does not guarantee higher FPS.

Upscaling and frame generation

Upscaling renders internally at a lower resolution and reconstructs a sharper output; frame generation inserts AI-created frames between rendered frames. Compare image quality, latency and game support rather than counting generated frames as equivalent to fully rendered frames. Intel’s launch material presents XeSS 2, second-generation ray-tracing engines and XMX AI engines as part of the B-Series value proposition; that is Intel’s vendor language, not an independent quality rating.

Platform and software cost

Arc performance depends more visibly on the rest of the PC than a simple specification table suggests. TechSpot found that an older Ryzen 5 5600 test system reduced B580’s relative advantage. CPU speed, Resizable BAR, graphics API behavior and driver support can all change the result. Include any motherboard, BIOS or platform work in the budget.

What the independent benchmarks actually show

TechSpot: six-game 1080p ray-tracing average

In TechSpot’s 2024 review, Arc B580 was 20% slower than RTX 4060 and 55% faster than RX 7600 in a six-game 1080p ray-tracing average. The result supports a clear split: B580 can be a major step above RX 7600 in this test set, but RTX 4060 remains the stronger option when ray tracing dominates your workload.

Because this is an average of six games at 1080p, it should not be read as a guaranteed percentage in every title or at 1440p. A different game mix, preset, API, driver or CPU can alter the ordering.

TechSpot: older-CPU value re-review

TechSpot’s 2025 re-review used an older Ryzen 5 5600 platform and found B580 delivered 17% better value than Radeon and 20% better value than GeForce in its stated analysis. The same coverage noted that the older CPU reduced B580’s relative advantage. This is a useful warning for owners of older systems: a card that leads on a modern test platform may look less compelling when the processor becomes the frame-rate limit.

GamersNexus: one mixed workload

GamersNexus reported B580 6% ahead of RTX 4060 in its stated Black Myth: Wukong mixed raster/ray-tracing test. This result does not contradict TechSpot’s average; it demonstrates that game engines and settings matter. Use a benchmark from the games you actually play whenever one is available.

Intel’s 1440p price-performance claim

Intel’s November 2024 media deck compared normalized 1440p performance across more than 40 games. It stated 132% performance at $249 for Arc B580 versus 106% at $269 for RX 7600. These numbers are Intel’s own comparison and include its chosen game suite and methodology. They are useful for understanding Intel’s intended value message, but they should not be combined mathematically with TechSpot or GamersNexus percentages.

How the cards differ at common gaming resolutions

1080p

At 1080p, a fast CPU can become the limiting factor, especially in esports and high-refresh games. That makes platform choice important: the GPU with the best specification may not produce the highest observed FPS on an older processor. TechSpot’s Ryzen 5 5600 re-review is direct evidence of this effect for B580.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

RX 7600 can be a rational 1080p purchase when its price is materially below B580. If the prices are close, the cited 12GB B580 configuration and TechSpot’s large lead over RX 7600 in the six-game ray-tracing average strengthen the case for Intel.

1440p

1440p is where B580’s 12GB memory and Intel’s positioning are most relevant. A $249 launch price paired with strong raster performance can produce an attractive cost-per-frame result, particularly in games that do not use heavy ray tracing. Keep settings realistic: ultra presets and ray-traced effects can overwhelm any card in this class, so use a sensible mix of high settings and upscaling.

Ray-traced 1440p

For a library built around ray-traced lighting, RTX 4060 is the safer recommendation despite B580’s memory advantage. TechSpot’s 1080p ray-tracing average already placed RTX 4060 20% ahead of B580; higher resolution generally increases the importance of both GPU throughput and upscaling quality. Confirm results in your specific games before paying a premium, especially because the Black Myth: Wukong result favored B580 in GamersNexus’ mixed test.

Platform checklist before installing Arc B580

  1. Check the processor. Identify whether your CPU can feed the card at your target resolution and refresh rate. An older Ryzen 5 5600-class system may narrow the advantage seen in newer test platforms.
  2. Verify motherboard and firmware support. Confirm the board’s current BIOS and graphics settings support the features Intel lists for the card. Resizable BAR is specifically relevant to Arc performance; check that it is available and enabled on your platform.
  3. Confirm the operating-system and driver path. Download the current Arc driver from Intel before swapping cards, then remove the old driver if your existing installation is unstable. Driver support and API behavior are part of the performance result, not an afterthought.
  4. Check power and physical fit. Compare the exact board partner card’s power connector, recommended power supply, length, thickness and case clearance. These details vary by model and are not established by the reference specifications above.
  5. Benchmark your own games. Record FPS and frame-time behavior in two or three games you play most. Test with the same resolution, preset, ray-tracing setting and upscaler when comparing cards.

Choosing between B580, RTX 4060 and RX 7600

Choose Arc B580 when

  • You are building or upgrading a budget PC for 1440p raster gaming.
  • The B580 is near its $249 launch positioning or otherwise offers the lowest cost per frame locally.
  • You value 12GB of VRAM for texture-heavy games.
  • Your motherboard and CPU can provide the platform features Arc benefits from.
  • You are willing to keep drivers current and check game-specific behavior.

Choose RTX 4060 when

  • Ray tracing is a major part of your game selection.
  • You depend on Nvidia-specific software features or a familiar Nvidia workflow.
  • The local price premium is acceptable for the performance and feature priority you have.
  • Your chosen games match the workloads where RTX 4060 leads, rather than the isolated title where B580 was ahead.

Choose RX 7600 when

  • Its street price is substantially lower than B580, not merely a few dollars lower.
  • You prefer Radeon drivers and software integration.
  • Your target is primarily 1080p raster gaming and your games do not require the additional VRAM headroom you want from B580.
  • You have checked current reviews for the exact games and settings you use.

How to calculate value at the checkout

Use the complete local purchase price, not the launch MSRP alone. Start with the card price, then account for any required motherboard or power-supply change, shipping, taxes and a possible game bundle only if you would have bought that game anyway.

Next, compare performance at your actual resolution. A simple calculation is:

cost per frame = total purchase cost ÷ average FPS in your target game set

Use the same test scenes and settings for every card. Keep separate calculations for raster and ray tracing; combining them into one average can hide the workload you care about. Also record 1% lows or frame-time spikes when a game feels uneven, because a higher average FPS is not automatically smoother.

Finally, recheck stock and promotions in your country on the day you order. The cited launch and review prices are historical reference points, and a temporary discount can reverse the ranking.

Ignoring CPU limits

If changing GPUs barely changes FPS at 1080p, the processor or game engine may be limiting performance. Test at 1440p or raise visual settings to expose the GPU workload before concluding that one card is slower.

Buying on VRAM alone

B580’s 12GB capacity is a meaningful advantage for some 1440p workloads, but it does not eliminate differences in ray-tracing throughput, drivers or upscaling quality. Balance capacity against the features you actually use.

Comparing unlike settings

Do not compare a native-rendered result with one using an upscaler or frame generation and call the difference raw GPU speed. Record native, upscaled and generated-frame results separately.

Forgetting price volatility

A launch MSRP is not a permanent street price. Check multiple local retailers, warranty terms, stock status and return policies; if B580 is unavailable or heavily marked up, RTX 4060 or RX 7600 may become the better purchase for your budget.

Bottom-line recommendation

For most new budget gaming PCs targeting 1440p, buy the Intel Arc B580 12GB if its local price remains competitive and your platform supports it properly. It combines the cited $249 launch positioning, 12GB GDDR6 and strong independent value evidence. Select GeForce RTX 4060 instead when ray tracing and Nvidia software features matter more than maximum raster value. Select Radeon RX 7600 only when its real street-price discount or your Radeon preference outweighs B580’s performance and memory advantages.
