Yes, you can start a fresh Windows 11 installation without a USB drive when Windows or its recovery environment still works—but that is not always the same as Microsoft’s booted, partition-level clean-install procedure. Use Reset this PC with Remove everything and Cloud download for the simplest no-USB wipe, or run Windows Setup inside the existing installation and select Nothing. If the PC cannot boot and has no usable recovery environment, Microsoft’s documented clean-install route still requires bootable installation media such as a USB drive or DVD.
What “without a USB” can mean
There are three different outcomes people call a “clean install.” Choosing the right one prevents a destructive reset from being mistaken for a true booted installation.

Microsoft describes Setup run from the current operating system and installation started from bootable media as separate workflows in Ways to install Windows 11. Mounting an ISO and launching setup.exe can remove everything from the existing installation, but it does not create the same booted environment as starting from installation media.

Answer these questions before downloading anything:
#1 Best Overall
- Less chaos, more calm. The refreshed design of Windows 11 enables you to do what you want effortlessly.
- Biometric logins. Encrypted authentication. And, of course, advanced antivirus defenses. Everything you need, plus more, to protect you against the latest cyberthreats.
- Make the most of your screen space with snap layouts, desktops, and seamless redocking.
- Widgets makes staying up-to-date with the content you love and the news you care about, simple.
- Stay in touch with friends and family with Microsoft Teams, which can be seamlessly integrated into your taskbar. (1)
- Does Windows start? If yes, all three no-USB paths may be available. If not, only a working recovery environment can provide a built-in reset; otherwise you need another bootable route.
- Do you need to keep files and programs? Use an offered 26H2 update. Both Nothing and Remove everything are intentionally destructive.
- Are you fixing instability or deliberately erasing the computer? A cloud reset refreshes Windows without requiring partition management. Setup with Nothing is an in-Windows reinstall. A booted media install is the documented route when you need full disk and partition control.
- Must the result be specifically 26H2? Check the version after any reset or reinstall. Cloud download supplies a fresh, updated copy, but Microsoft’s reset instructions do not promise a selectable 26H2 image.
- Do you have a second recovery option? Before erasing a working system, make sure you can reach your backups and obtain bootable recovery media if the no-USB attempt fails.
This decision prevents the most common mistake: selecting a reset because it is convenient, then discovering that it did not provide the exact release or partition-level wipe you expected.
Check whether 26H2 is available before reinstalling
Windows 11, version 26H2 is being expanded over time. Microsoft can place a safeguard hold on a device with a known compatibility issue, so a computer that does not see the offer immediately is not proof that 26H2 is unavailable generally. Check Settings > Windows Update, install any offered prerequisites, and review the device-specific information in the Windows 11, version 26H2 update history page.
Microsoft says 24H2, 25H2, and 26H2 share a common core. For eligible 24H2 and 25H2 systems, 26H2 can be enabled through the package described in KB5121794. That is an update path, not a wipe or clean installation.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesAvailability can differ between two otherwise similar PCs because rollout is staged and safeguards are device-specific. Do not bypass a hold by forcing an image unless you understand the compatibility risk and have a separate recovery plan.
Back up before choosing a destructive option
Remove everything and Setup’s Nothing choice delete your personal files, installed applications, and settings. Treat either action as irreversible unless you have a separate copy.
- Copy documents, photos, browser exports, project folders, and any other irreplaceable data to cloud storage or an external drive.
- Make sure the backup can actually be opened from another device before starting the reset.
- Record application licenses, two-factor recovery codes, and any configuration you will need to recreate the system.
- Keep the computer connected to power. A reset or reinstall can restart the machine several times.
- Confirm that you know the sign-in details for your Microsoft account and any organization account needed after setup.
- If device encryption or other security features protect your files, retain any recovery information required to access the backup.
Microsoft lists external hard drives and cloud storage as possible backup destinations in Back up your Windows PC. You do not need to buy a drive if an existing drive or a suitable cloud backup already contains your data. An optional external hard drive is useful only when you need additional backup capacity; it is not required for a no-USB reset.
Option 1: Install the 26H2 update and keep your files
Use this route when your objective is to move an eligible Windows 11 installation to 26H2 rather than erase it.

- Open Settings > Windows Update.
- Select Check for updates and install the 26H2 feature update if Microsoft offers it.
- Restart when prompted and allow the update to complete.
- If your organization manages updates, use the approved management channel and the prerequisites in Microsoft’s KB5121794 enablement-package guidance.
This process is designed to preserve your existing installation. It does not remove applications, repartition the disk, or provide the clean slate associated with a booted installation. If Windows Update does not offer it, check rollout and safeguard information instead of assuming that a reset will install 26H2.
Option 2: Reset Windows 11 from the cloud without a USB
Reset this PC is the most straightforward built-in fresh-start method when Windows can still run or its recovery environment remains available. The Cloud download choice obtains a fresh Windows copy with the latest updates according to Microsoft’s Reset your PC instructions.
Steps to use Remove everything and Cloud download
- Open Settings > System > Recovery.
- Next to Reset this PC, select Reset PC.
- Choose Remove everything. This deletes personal files, applications, and settings from the Windows installation.
- Choose Cloud download. Windows downloads a fresh copy instead of relying only on the files already stored on the computer.
- Review the displayed reset settings and confirm that the selected option matches your backup and erasure requirements.
- Start the reset and leave the computer connected to power until the Windows setup process returns.
Cloud download is not a guarantee that you can select a particular feature-release image. Microsoft’s reset guidance does not promise a user-selectable 26H2 image, so check the installed version after setup and use Windows Update to apply any eligible feature or quality updates.
What the reset does—and does not do
Remove everything removes personal files, applications, and settings. It is appropriate when you are handing the PC to another person, troubleshooting a badly damaged installation, or deliberately starting over. It is not a backup utility, an edition-conversion tool, or a guarantee of a particular feature release. Keep the device online for the download and do not interrupt the process once the reset begins.
What happens to activation and the Windows edition?
Resetting does not give you permission to change editions. Reinstall the edition that matches the device’s license. Microsoft explains digital-license behavior and troubleshooting in Activate Windows. A digital license linked to the device generally reactivates online after installation; a major hardware change can require additional activation troubleshooting.
Option 3: Reinstall from an ISO while Windows is running
This method is useful when Windows starts but you want to replace the current installation without creating a USB drive. Obtain Windows installation media through Microsoft’s official installation options, open or mount the ISO in Windows, and run setup.exe.
Procedure
- Back up your files and verify that the ISO and the existing Windows edition are appropriate for the device.
- In File Explorer, open the downloaded ISO so Windows mounts it as a virtual DVD drive.
- Open that drive and run
setup.exe. - Proceed through the Windows Setup screens until you reach the choice of what to keep.
- Select Change what to keep, then choose Nothing.
- Read the warning that personal files, applications, and settings will be removed, confirm, and start the installation.
Microsoft’s reinstall-with-installation-media guidance documents the destructive effect of the Nothing choice. Because Setup is launched from the existing Windows environment, this is an in-Windows reinstall—not the booted, partition-level clean installation described for installation media.
When this route is not available
If Windows cannot start and no recovery environment is usable, you cannot depend on a mounted ISO: there is no running operating system in which to mount it and launch Setup. Microsoft’s reviewed clean-install instructions start the computer from installation media. In that situation, you need a bootable USB, DVD, or another supported bootable recovery path.

Can an ISO produce a true clean install with no media?
Not according to the Microsoft procedures covered here. An ISO opened inside Windows can start Setup and let you select Nothing, but it does not turn the PC into the booted installation environment used for a traditional clean install. The documented booted workflow uses installation media, with Microsoft’s media-creation instructions covering bootable USB or DVD options in Create installation media for Windows.
Do not delete partitions or attempt an improvised boot configuration simply to avoid a USB drive. If the machine is already non-bootable, preserve your backup and obtain a supported bootable route instead. A no-media procedure is practical only while Windows or its recovery environment can still execute the reset or Setup program.
After setup: verify the result and rebuild carefully
- Press Windows key + R, enter
winver, and press Enter. Check the displayed Windows version and build. - Open Settings > System > About and verify the edition, processor architecture, and installed version.
- Return to Settings > Windows Update, select Check for updates, and install remaining updates offered for the device.
- Open Settings > System > Activation and confirm that Windows is activated.
- Restore your backed-up files, reinstall applications from their legitimate installers, and re-create only the settings you need.
- Reconnect printers, storage, and other peripherals one at a time so a problematic device or driver is easier to identify.
If the version shown is not 26H2, the reset or reinstall completed but did not install that feature release. Check Windows Update eligibility and safeguard information rather than assuming the installation failed. A successful reset can still produce a supported Windows version other than the one you expected.

Troubleshooting the no-USB choices
26H2 does not appear in Windows Update
Rollout is staged and compatibility safeguards can temporarily block an offer. Review the 26H2 update-history page for current release-health information and wait for the device to become eligible. Do not treat an absent offer as evidence that an ISO or reset will provide a guaranteed 26H2 image.

A no-USB reset depends on a working Windows installation or recovery environment. If neither is available, the reviewed Microsoft instructions do not establish a supported media-free clean-install procedure. Use a bootable recovery or installation method, such as USB or DVD, before attempting to erase the disk.
Windows activates with the wrong edition
Check the edition shown under Settings > System > About and reinstall the edition associated with the device’s license. For activation errors after a hardware replacement, follow Microsoft’s troubleshooting steps in Activate Windows.
You are using an ARM-based PC
Windows Update Assistant is an update tool, not a clean-install utility, and Microsoft says it does not run on ARM-based PCs. Use the Windows Update or reset paths that Microsoft supports for the device instead of treating Update Assistant as a workaround. Its scope is described on the Windows Update Assistant page.
Important files disappeared
Remove everything and Nothing are intentionally destructive. If a file was not included in an independent backup, stop writing new data to the drive and use a qualified data-recovery process; neither reset option preserves files by design.
The download or reset is interrupted
Keep the computer on reliable power and avoid forcing a shutdown while Windows is applying the reset. If the process returns to Windows, verify the version and activation before repeating anything. If it leaves the PC unable to boot, the no-USB assumption no longer applies; use a supported bootable recovery or installation method.
Windows 11 lifecycle detail to keep in mind
Microsoft’s September 22, 2026 update notice says Windows 11 24H2 Home and Pro editions reach end of updates on October 13, 2026. That date applies to those editions and release, not automatically to every Windows 11 edition. Check the current lifecycle information for your exact edition before deciding whether an in-place update is sufficient. The notice is published at September 22, 2026—KB5124010.
Choose the correct path
- Need to preserve files and apps: use the offered 26H2 update; do not select Nothing or Remove everything.
- Want a fresh Windows copy and can still access recovery: use Reset this PC > Remove everything > Cloud download, after making a verified backup.
- Windows runs and you specifically want an in-Windows reinstall: run Setup from the mounted ISO and select Nothing, understanding that it is not a booted clean install.
- The PC will not boot: do not rely on an ISO mounted from nowhere; obtain bootable installation or recovery media.
- You require a guaranteed, selectable 26H2 image: neither Cloud download nor the general reset instructions promise that choice. Verify the resulting version and apply Windows Update afterward.
The practical answer is therefore conditional: a no-USB reset or in-Windows reinstall is supported when Windows or recovery remains usable, while a true booted clean installation still needs bootable media under Microsoft’s documented process.
Frequently Asked Questions
Can I install Windows 11 without a USB?
Yes, if Windows starts or its recovery environment remains usable. Use Reset this PC with Remove everything and Cloud download, or run Setup from a mounted ISO and choose Nothing. These are not the same as booting Microsoft’s traditional clean-install environment. If the PC cannot boot and recovery is unavailable, you need bootable media or another supported bootable path.
How do I reinstall Windows 11 without losing files?
Use the 26H2 update offered in Settings > Windows Update, not Remove everything or Setup’s Nothing option. The update path is designed to preserve personal files and applications. Still keep a separate backup because every major installation change carries risk.
How do I factory-reset Windows 11 from the cloud?
Open Settings > System > Recovery, select Reset PC, choose Remove everything, then choose Cloud download. Confirm the displayed options only after verifying your backup. Cloud download obtains a fresh Windows copy with the latest updates, but Microsoft does not promise that you can select a particular 26H2 image.
Can I clean install Windows 11 from an ISO?
You can mount an ISO while Windows is running, launch setup.exe, and select Nothing to remove files, apps, and settings. That is an in-Windows destructive reinstall. It is not the booted, partition-level clean installation Microsoft documents for installation media.
Will Cloud download install Windows 11 26H2?
Not necessarily. Cloud download fetches a fresh copy with the latest updates, but the reset guidance does not guarantee a user-selected feature release. After setup, check winver and Windows Update to see which version the device received and whether 26H2 is offered.
Do I need to buy an external hard drive?
No. Microsoft lists an external hard drive and cloud storage as possible backup destinations. Use an existing drive or cloud backup if it contains a verified copy of your files. Any backup device is optional; it is not a requirement for the no-USB reset itself.
Will Windows activate after a no-USB reinstall?
Reinstall the same Windows edition associated with the device’s license. A digital license linked to the device generally reactivates online. A significant hardware change can require activation troubleshooting through Microsoft’s activation guidance.
Can I use Windows Update Assistant for a clean install?
No. Windows Update Assistant is an update tool, not a clean-install utility, and Microsoft says it does not run on ARM-based PCs. Use Windows Update for an eligible upgrade, or Reset this PC when you need a fresh start and recovery is available.
What if 26H2 is missing from Windows Update?
Microsoft is expanding availability over time and may place a safeguard hold on devices with known compatibility issues. Review the 26H2 update-history and release-health information for the device. An absent offer does not prove that the release is unavailable everywhere or that a reset will install it.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →The Bottom Line
Use the least destructive path that matches your goal. Choose the 26H2 update to keep files and apps, Reset this PC > Remove everything > Cloud download for a no-USB fresh start, or mounted-ISO Setup with Nothing for an in-Windows destructive reinstall. Verify the resulting version and activation afterward. If Windows and recovery both fail, Microsoft’s documented true clean-install process still requires bootable installation media.
