You can reinstall Windows without a USB drive or DVD if Windows or the Windows Recovery Environment (Windows RE) is accessible: use Reset this PC. For a less disruptive repair on supported Windows 11 devices, try Fix problems using Windows Update. If the PC cannot start Windows or recovery, Microsoft’s documented clean-install process requires bootable installation media; an ISO file alone is not a documented substitute.
Choose the right no-media option
“Format Windows” can mean repairing Windows, reinstalling while keeping files, erasing personal data, or installing onto a blank drive. The right option depends on what you want to keep and whether the PC can reach Windows or Windows RE.

These are the conditions Microsoft documents; feature availability depends on Windows version and device condition. Microsoft’s recovery options distinguish reinstalling through recovery from installing from bootable media.
Reset Windows from Settings without a USB drive
- Back up important files. If device encryption is enabled, find your BitLocker recovery key before resetting. Microsoft lists these precautions in its Reset your PC guidance.
- In Windows, open Settings > System > Recovery > Reset PC.
- Choose Keep my files to retain personal files, or Remove everything to remove them. Either reset choice removes apps and settings.
- Choose Cloud download to download a fresh Windows copy, or Local reinstall to use files already on the PC. Local reinstall may not include the latest updates.
- Follow the on-screen prompts and let the reset complete. The display may stay black for an extended period, occasionally more than 15 minutes. Do not manually restart the PC during this stage; interrupting the reset can cause it to fail.
Cloud download needs an internet connection. Neither reset choice requires a USB drive or DVD.

If Windows will not load, try Windows RE
If the PC cannot reach the desktop but Windows RE is available, open Troubleshoot > Reset this PC in the recovery environment and choose the same keep-or-remove and cloud-or-local options. This still relies on the recovery environment being accessible; it is not a way to start a clean install on a PC with no working Windows or recovery path.
Repair Windows 11 while keeping apps, files, and settings
When offered, Fix problems using Windows Update reinstalls the current Windows 11 version to repair system files and components while preserving apps, files, and settings. Open Settings > System > Recovery, then select Reinstall now under that heading. Keep the PC connected to power and the internet while it runs. Microsoft says this option may be missing on some devices and on versions earlier than Windows 11 with the 2022 annual update; it is not a universal feature. When a USB-free clean install is not available
A reset is not the same as a clean install onto a blank or unbootable drive. Microsoft’s installation-media instructions describe a bootable USB drive, while its Windows 11 installation guidance describes running Setup from an existing Windows session to upgrade, or booting from installation media for a fresh copy.

An ISO is a file, not a bootable replacement by itself in the documented no-media steps. Microsoft describes using an ISO with a virtual machine or burning it to a DVD. The available guidance does not establish a general ISO-only clean-install method for a computer that cannot boot Windows or Windows RE. If neither environment works, Microsoft’s documented fallback is recovery or installation media; device-specific manufacturer recovery options may differ.
