Innovation workshops and hackathons can bring people together to tackle a defined challenge, but an event is only a starting point—not a guarantee of adoption, lasting collaboration, or financial return. The strongest plans match the format to the goal and decide in advance who will assess, fund, and carry promising work forward.

What are innovation workshops and hackathons?

Open innovation is a broader approach than either format: the U.S. Government Accountability Office (GAO) defines it as using tools and approaches to harness ideas, expertise, and resources from outside an organization to address an issue or achieve specific goals. It can include public challenges and other forms of external engagement, not just events. See GAO’s 2016 report on federal open innovation.

In this article, an innovation workshop means facilitated group work on a challenge, from developing ideas to planning implementation. The term does not imply one standardized method or a working prototype. A hackathon is typically a time-bounded, collaborative event focused on developing a solution or prototype. A 2025 mapping of student hackathon studies describes many as intensive 24–48-hour events, but that is a characterization of the studies reviewed—not a requirement for every hackathon. The mapping also describes their use in educational, entrepreneurial, and social problem-solving contexts.

Which format fits the goal?

Choose based on the work you need participants to do and what the host can support afterward. A workshop may suit exploration, learning, or planning; a hackathon may suit collaborative development when a challenge and the necessary expertise can be brought together. Neither label guarantees a particular output.

Decision factor Innovation workshop Hackathon
Useful focus Exploring a challenge, developing ideas, or planning next steps Collaborative development toward a solution or prototype
Time structure Varies with the facilitation plan; no single duration is established Often time-bounded; the student-literature mapping describes intensive events typically lasting 24–48 hours, not a universal rule
Possible outputs Ideas, plans, learning, or working relationships Prototypes or projects, as well as learning and relationships
What the host must be able to do Clarify the challenge and decide what to do with the group’s findings Provide an actionable challenge and assess whether selected work can be developed or adopted

This is a practical comparison, not a validated scoring tool. Before choosing, check the purpose, staff and technical capacity, decision authority, participant access, expected outputs, time horizon, and measures of success. GAO’s practices and the varied methods in the student review support considering these factors; they do not establish one best format. The student review is available at Frontiers in Education.

Where are these events used in the United States?

Federal agencies and public engagement

GAO’s October 2016 report examined 15 open-innovation initiatives at six selected agencies: the Departments of Energy, Health and Human Services, Housing and Urban Development, and Transportation; the Environmental Protection Agency; and NASA. Its historical examples included public engagement connected with Hurricane Sandy recovery, asteroid detection, and highway project delivery. NASA’s Asteroid Data Hunter challenge began in 2014. The Federal Highway Administration’s Every Day Counts ideation initiative began in 2009, with selected ideas implemented by teams drawing on federal, state, local, and industry expertise. These examples describe initiatives covered by the 2016 report, not their current status.

Civic problem-solving

A peer-reviewed study of 19 subnational U.S. civic hackathons identified three kinds of outcomes: digital prototypes; public engagement and relationship building; and greater government awareness of open data and open innovation. In those cases, engagement and relationship-building outcomes predominated over prototype production. The authors discuss public value in terms of substantive outcomes, democratic accountability, and procedural legitimacy, while noting constraints including early adoption and limited external participation. The findings are specific to the studied cases, not a result that can be assumed for every civic hackathon. See the study in Public Management Review.

Education and student programs

A 2025 systematic mapping reviewed 37 primary studies of student hackathons that met its quality threshold, drawing on literature from 2014–2024. Within those included studies, 48.6% were categorized as educational or curricular, 32.4% as thematic or specialized, 13.5% as civic or social, and 5.4% as academic research. These percentages describe the review’s sample, not the distribution of all U.S. hackathons. The review identifies design thinking, agile methods, and challenge-based learning among commonly used frameworks.

It groups outcomes into tangible results—such as prototypes, projects, minimum viable products, and products—and intangible results, including soft skills, business ideas, and entrepreneurial skills. Evaluation measures in the reviewed studies included participant counts, satisfaction, lessons learned, socio-educational impact, and skills development. The authors found methodological diversity and no consensus on standardized frameworks.

Research partnerships and wider innovation efforts

A 2026 experience report proposes a sequence for using repeated hackathons in collaborative ICT research: define challenges before the event, develop collaboratively during it, then refine work iteratively afterward. Its authors report technical outcomes and sustained collaboration in the particular project they studied; that project-level account does not establish a universal effect. The report was published July 11, 2026, in ACM Transactions on Software Engineering and Methodology.

The National Academies’ 2023 workshop proceedings discuss conditions for innovation and collaboration across sectors and disciplines. In remarks recorded there, Regina Dugan—then President and CEO of Wellcome Leap and a former DARPA director—described a model involving an ambitious but testable goal, a diverse team, a strong program director, and fast iteration. The proceedings capture workshop discussion and participant views, not a controlled evaluation of workshop formats. Read the National Academies proceedings.

What benefits can participants and hosts expect?

Potential benefits depend on the challenge, participants, and follow-through. The available U.S. evidence supports looking beyond the number of prototypes when judging value.

  • Outside expertise: Open-innovation approaches can bring ideas, knowledge, and resources from beyond the host organization to a defined problem.
  • Engagement and relationships: The civic-hackathon study found these outcomes alongside prototypes, and they predominated in its 19 cases.
  • Early development: Hackathons can produce prototypes or projects, though a prototype is not the same as a tested or adopted solution.
  • Learning: Student studies report skill development and other intangible outcomes in addition to tangible work.
  • Awareness: Civic events in the U.S. study helped raise government awareness of open data and open innovation.

What are the risks and limitations?

GAO’s recommended practices point to common design and delivery risks, but they are not a quantified ranking of how often problems occur. A program can falter when its format does not fit the goal or the host’s capabilities, when goals and measures are unclear, or when recruitment fails to reach the people needed. Weak engagement during the event can also limit what participants contribute.

Another risk is treating event-day activity as the result. Without decision authority, implementation resources, and a route to evaluate and develop selected work, an idea or prototype may not progress. Communities can also disperse if there is no reason or plan to stay connected. For civic events, limited external participation may constrain whose needs and expertise are represented; the U.S. case study notes this as a limitation.

Long-term claims need particular care. A 2023 multidisciplinary review of hackathon literature from 1999–2022 points to sparse longitudinal evidence on outcomes and participant careers. The student mapping calls for more research on project sustainability and long-term impact evaluation. The sources do not establish a general return-on-investment figure, the causal long-term impact of U.S. corporate hackathons compared with equivalent non-event work, or that every prototype is adopted or every event creates lasting relationships. See the CHI multidisciplinary review.

How do you organize an innovation workshop or hackathon?

GAO’s 2016 report lays out seven practices for federal open-innovation initiatives. They offer a useful planning sequence for other settings, though their application should fit the host and challenge.

  1. Select a suitable approach. Choose a workshop, hackathon, or other engagement method that serves the purpose and matches the host’s capabilities.
  2. Define goals and measures. State what participants are being asked to accomplish and how the host will judge progress.
  3. Identify and engage stakeholders. Determine whose expertise or affected perspective is needed, then involve relevant partners.
  4. Plan recruitment and implementation. Decide who will invite participants, how they will be reached, and what will happen to promising work after the event.
  5. Engage participants during delivery. Provide support and opportunities to contribute throughout the process, not just at the opening and closing.
  6. Collect, assess, and report data. Gather information relevant to the stated goals and make results available to the appropriate audience.
  7. Sustain useful communities. Keep relationships active when participants and partners have a meaningful reason to continue working together.

These practices come from GAO’s review of selected federal initiatives, rather than a claim that following a checklist guarantees success.

How can organizations sustain innovation after an event?

Make follow-through part of the event design. Before participants arrive, identify who can make decisions about proposed work and what capacity exists to develop it. During the event, record ideas and the reasons behind decisions. Afterward, assign owners and set milestones that reflect the goal—such as further development, testing, implementation, or a decision not to proceed.

Evaluate the outcome that matters for the specific program. Attendance may describe reach, but it cannot by itself show whether a prototype advanced, participants learned, a public relationship improved, or a project continued. Report what was achieved and what remains unresolved, then maintain participant connections where they support future work. This approach follows GAO’s emphasis on implementation planning, measurement, reporting, and sustaining communities; it is guidance synthesized from those practices, not a separately tested formula.

For educational, civic, and research programs, also decide how to check whether projects and outcomes persist beyond the event. The reviews identify this as an area needing stronger long-term evaluation, rather than an outcome that organizers can assume.
