For a contractual hedge against measured U.S. consumer-price inflation, Treasury Inflation-Protected Securities (TIPS) are the more precise tool. The U.S. Treasury adjusts TIPS principal with the non-seasonally adjusted Consumer Price Index for All Urban Consumers (CPI-U), pays interest twice a year, and promises at maturity to return at least the original principal. Gold has no CPI formula or scheduled cash flow, but it can serve as a market-priced store of value when investors are worried about currency confidence, money creation, or broader monetary debasement.
Neither asset is universally “better.” TIPS fit a known dollar liability and a defined holding period; gold fits an investor who accepts price volatility in exchange for exposure to a real asset with no issuer’s repayment promise. The choice depends on which risk you mean by debasement, how long you can hold, and whether you need income or a maturity value.
What “currency debasement” means in this comparison
Currency debasement is the erosion of a currency’s purchasing power or credibility. Consumer-price inflation is one measurable expression of that erosion, but it is not the whole concept. The CPI-U tracks a statistical basket of goods and services. Currency concerns can also show up in asset prices, exchange rates, interest-rate expectations, or a loss of confidence in monetary policy before they appear proportionally in that basket.
That distinction explains the different roles of TIPS and gold. TIPS are designed around a specified U.S. index. Gold is a globally traded commodity priced by markets, so its response depends on real interest rates, the dollar, investor demand, central-bank activity, economic stress, and expectations about future inflation. Gold may react to a currency-confidence shock that produces little immediate CPI inflation, but it can also fall or stagnate while CPI is rising.

How TIPS protect against inflation
The contractual CPI-U adjustment
TIPS are marketable U.S. Treasury securities. Treasury adjusts their principal using the non-seasonally adjusted CPI-U, the Consumer Price Index for All Urban Consumers published by the U.S. Bureau of Labor Statistics. The coupon rate is fixed when the security is issued, but each interest payment is calculated on the inflation-adjusted principal. Interest is paid every six months.
When CPI-U rises, the principal used for future interest calculations rises. When CPI-U falls, the principal can decline. At maturity, Treasury pays the adjusted principal if it is above the original amount; if the adjusted amount is equal to or below the original amount, Treasury pays the original principal. TreasuryDirect summarizes this as: “The principal (called par value or face value) of a TIPS goes up with inflation and down with deflation.”
What the maturity floor does—and does not—guarantee
The floor is a maturity promise on principal, not a guarantee that every TIPS purchase produces a positive real return. Your result depends on the price you pay, the bond’s real yield, the inflation path, and whether you hold it until maturity. A TIPS bought above its original principal can still deliver a disappointing result after accounting for its purchase price and taxes.

A TIPS has a market price that changes with real interest rates, expected inflation, time remaining, and overall Treasury-market conditions. If real yields rise, existing TIPS can lose market value even when CPI inflation is high. Selling early converts the contractual maturity promise into a market-price outcome.

CPI-U is an index, not your personal budget
TIPS protect against changes in CPI-U, not every household’s actual expenses. A retiree who spends heavily on medical care, rent, insurance, or a particular energy mix may experience a personal inflation rate above or below the index. TIPS can still provide valuable broad inflation exposure, but the hedge is only as close as the CPI-U basket is to the spending it is meant to fund.
The return drivers you must evaluate
- Real yield at purchase: This is the return implied after inflation if the bond is held to maturity, before taxes and implementation costs.
- Purchase price: The same maturity can produce a different result for investors who buy at different market prices.
- Holding period: Matching maturity with a planned liability reduces the need to sell during an unfavorable rate environment.
- Inflation path: Principal adjustments follow CPI-U over time; a short burst of inflation and a sustained trend can affect cash flows differently.
- Tax setting: Treasury notes that TIPS principal adjustments can be taxable in the year they accrue, even though the corresponding cash is generally received at maturity.
- Liquidity: Treasury’s rules summary notes that TIPS liquidity may be lower than that of conventional Treasury securities.
How gold hedges—and fails to hedge—currency debasement
Gold has no contractual CPI link
Gold does not adjust a principal balance by CPI-U, pay a coupon, or promise a maturity payment. Your return comes from the price at which you can sell, less the costs of owning and transacting. The result depends on the form of ownership: physical metal can involve dealer premiums, bid-ask spreads, storage, insurance, and custody; a fund or account can involve management or custody fees and the operating rules of that vehicle.
Because the price is set by a global market, gold can respond to changes in currency confidence, money-supply expectations, geopolitical risk, central-bank purchases, and real interest rates. Those forces can support gold even when current CPI is moderate. They can also overwhelm inflation considerations and send gold lower during periods when investors prefer cash or higher-yielding assets.
What the long-run figures show
The World Gold Council reports that, since 1971, gold outpaced both U.S. and world CPI. In its 2025 edition of Gold’s key attributes – Return, using data through 31 December 2024, it found that gold rose an average of 8% per year in U.S. years when inflation was between 2% and 5%.

Another World Gold Council comparison, covering 1971–2023 in U.S. dollars, calculated an 8% annualized compounded gold return versus 4% U.S. CPI and a 4.4% return for three-month U.S. Treasury bills. These are historical comparisons, not a like-for-like TIPS total-return series and not a forecast. The figures use the LBMA Gold Price PM benchmark and are published by an organization representing the gold industry, so its interpretation should be read in that context.
Why gold can disappoint as a short-term inflation hedge
The World Gold Council’s analysis of Q1 1971 through Q4 2020 found that changes in U.S. CPI explained only 16% of variation in gold prices. It described the linear relationship as weak. In practical terms, gold can underperform CPI for years, rise before inflation appears, or fall during an inflationary period if other market forces are stronger.
That weak short-term relationship is not a contradiction of gold’s long-run record. A long horizon can reward an asset that preserves value across monetary regimes, while a specific one- or two-year period can be dominated by interest rates, the dollar, or investor positioning. Past performance does not establish which asset will perform better in the next inflation episode.

TIPS versus gold: the decision factors
| Decision axis | TIPS | Gold |
|---|---|---|
| Link to consumer inflation | Contractual adjustment to U.S. CPI-U. | No contractual CPI link; the market price can lead, lag, or diverge. |
| Cash flows | Fixed coupon rate applied to adjusted principal; interest paid every six months. | No coupon or maturity payment; return depends on sale price. |
| Principal protection | At maturity, Treasury pays adjusted principal or original principal, whichever is greater. | No issuer guarantee or maturity floor. |
| Currency-debasement exposure | Directly addresses measured U.S. consumer-price inflation, not every monetary or asset-price change. | May respond to money-supply growth, currency devaluation, or confidence shocks, but the response is uncertain. |
| Time horizon | A maturity can be matched to a known liability; early sale exposes you to market prices. | No maturity, but the price path can be volatile and the CPI relationship may be weak over practical periods. |
| Main implementation issues | Real yield, purchase price, duration, CPI-U fit, accrued-adjustment taxation, and liquidity. | Ownership form, premiums and spreads, storage or custody, fund fees, liquidity, and volatility. |
Which is a better hedge against currency debasement?
Choose TIPS when the liability is in U.S. dollars and CPI linkage matters
TIPS are the stronger match when you are planning for a known U.S.-dollar expense, can select a maturity near the date of that expense, and want a defined relationship to CPI-U. A retiree funding future spending, for example, can evaluate a TIPS maturity by its real yield, price, tax location, and ability to hold through maturity. The security’s contractual adjustment is more predictable than hoping a market commodity will track the same inflation measure.

This does not make TIPS a complete purchasing-power guarantee. Your spending may differ from CPI-U, taxes can reduce the after-tax result, and selling before maturity can produce a loss. It does mean the inflation component is specified in the security’s terms rather than inferred from a historical price relationship.
Consider gold when the concern is broader than CPI
Gold is more relevant when your concern is a loss of confidence in fiat currency, monetary expansion, or a monetary shock that could affect assets and exchange rates before consumer prices respond. It has no issuer promising repayment, so it does not depend on a government’s ability to make a scheduled payment. That independence is the attraction for some investors.
The trade-off is uncertainty. Gold can generate no scheduled income, can be expensive to buy and sell, and can underperform inflation for a prolonged period. Treat it as a diversifying real-asset exposure rather than a mechanical CPI substitute.

Use both only for distinct jobs
An investor may use TIPS for a liability-matching sleeve and gold for a separate diversification or monetary-confidence sleeve. That is not automatically safer: the two assets have different risks, and adding gold does not remove TIPS duration, tax, or CPI-basket risk. Any allocation should be sized around the loss you could tolerate and the date on which the money is needed.

How to evaluate TIPS before buying
- Define the liability. Write down the currency, approximate spending date, and whether the relevant risk is broad CPI-U inflation or a personal expense category that may behave differently.
- Match the horizon. Compare a maturity that is close to the date you need the money. A maturity match can reduce the chance that you must sell because of an unfavorable real-rate move.
- Record the real yield and price. Do not look only at the coupon rate. The coupon is fixed, while the price you pay determines the yield and total return.
- Model deflation and inflation. Confirm how principal and semiannual interest would behave if CPI-U falls, remains low, or rises sharply. Remember that the original-principal floor applies at maturity.
- Check the tax location. Treasury says accrued principal adjustments can be taxable in the year they occur. Determine whether your account and jurisdiction create a cash-flow problem or a different treatment.
- Assess liquidity needs. If you might need the money early, include the possibility of a market-price loss and the fact that TIPS liquidity may be lower than that of conventional Treasury securities.
How to evaluate gold before buying
- State the job gold must perform. Decide whether you want protection against CPI, a broader currency-confidence risk, portfolio diversification, or a long-term store-of-value thesis. Those goals can produce different choices and position sizes.
- Select the ownership form. Physical metal, a fund, and a custody account have different fee, access, counterparty, storage, and liquidity profiles. Compare the rules of the specific vehicle rather than treating “gold” as one identical product.
- Calculate the round-trip cost. Include the purchase premium or spread, selling spread, storage, insurance, custody, and any ongoing fund or account fee. A price increase must overcome these costs before it becomes an investor return.
- Set a volatility limit. Gold can diverge from CPI and can experience substantial market moves. Decide in advance how much decline you could tolerate without selling at the wrong time.
- Use a defined review period. Judge the position over the horizon for which it was purchased. A short interval may say more about real rates and the dollar than about long-run purchasing power.
- Check tax and reporting rules. Treatment varies by country, account type, and ownership form. Obtain current local guidance before assuming that a gold gain or distribution receives a particular rate.
Taxes, liquidity, and measurement pitfalls
Accrued TIPS inflation can create a timing mismatch
With TIPS, principal growth can be recognized for tax purposes before you receive that growth in cash. This “phantom income” issue is especially important in a taxable account when inflation is high and the maturity date is far away. The exact result depends on the applicable tax rules and account structure; Treasury’s warning is the reason to model cash taxes separately from investment returns.
Do not compare unlike numbers
A gold spot-price return is not the same measure as a TIPS total return. A proper comparison would need a stated purchase date, maturity or sale date, reinvestment treatment for TIPS coupons, taxes, fees, and the exact gold implementation. The historical World Gold Council figures are useful context, but they do not establish a head-to-head result for any particular investor.
Liquidity is a feature with a price
Gold may be sellable whenever a market is available, but the price can move sharply and the transaction spread can be meaningful. TIPS have a maturity value defined by Treasury, yet an investor who needs cash before maturity must accept the market price at that time. “Liquid” and “protected” are different properties; evaluate both.

- Assuming gold always rises with inflation. Historical association is imperfect; U.S. CPI changes explained 16% of gold-price variation in the World Gold Council’s 1971–2020 analysis.
- Calling the TIPS floor a guaranteed profit. It protects original principal at maturity, not the real value of every purchase price and not an early sale.
- Ignoring the CPI-U mismatch. Your personal inflation rate can differ materially from the index used for TIPS adjustments.
- Using the coupon as the TIPS return. The fixed coupon applies to adjusted principal, while purchase price and real yield determine the investor’s outcome.
- Ignoring implementation costs for gold. Premiums, spreads, storage, custody, and fund fees reduce returns even when the quoted gold price rises.
- Treating currency debasement and CPI as synonyms. A currency can lose confidence or purchasing power through channels that are not immediately captured by consumer prices.
- Extrapolating industry analysis as a guarantee. The World Gold Council’s historical findings and interpretation come from a gold-industry organization; they are not an official forecast.
Geography and index scope
The mechanics described here apply to U.S. Treasury TIPS and the U.S. CPI-U. Other countries issue inflation-linked bonds tied to different national indices, adjustment conventions, coupons, tax rules, and maturity guarantees. A non-U.S. investor must examine the local security and currency exposure rather than assuming that U.S. TIPS provide a hedge for local inflation.
Gold is globally traded, but your result is still affected by the currency in which you buy and sell, local taxes, import rules, dealer spreads, and custody arrangements. A dollar-denominated gold history cannot be transplanted directly into every investor’s currency.
A practical decision rule
If your primary question is, “How can I tie a future U.S.-dollar liability to measured consumer inflation?” start with TIPS and analyze maturity, real yield, price, tax treatment, and the possibility of holding to maturity. If your primary question is, “How can I own an asset that might retain value when confidence in fiat money weakens?” gold addresses that broader thesis, but only with acceptance of uncertain timing, no income, market volatility, and ownership costs.
The cleanest conclusion is conditional: TIPS are the more precise CPI hedge; gold is the less precise but broader store-of-value and currency-confidence hedge. Neither guarantees purchasing power in every circumstance, and historical gold returns cannot determine which asset will win in the next period of debasement.
