Choose an industrial heat pump when you have a dependable low-grade heat source and your process can use the resulting temperature. Choose an electric boiler when you need higher-temperature or high-pressure steam, cannot fully de-steam the process, or need a dispatchable complement to a heat pump. The right answer starts with your actual steam conditions and hourly load, not with a generic efficiency claim.
Map the plant’s heat sources and sinks, check the required pressure, temperature and steam quality, then compare total installed and operating cost under your electricity, fuel, tariff and grid conditions. A hybrid heat pump, electric boiler, existing boiler and thermal store can be a better fit than either technology alone.
What each technology actually does
Industrial heat pump
A heat pump uses electricity to move heat from a lower-temperature source to a higher-temperature sink. A suitable source can be process waste heat, wastewater or another recoverable stream. The machine does not create all of the delivered heat from electricity; it upgrades heat that would otherwise be rejected. Its performance depends on the source temperature, required delivery temperature, flow rate, fouling, operating hours and the design of the entire recovery system.

Electric boiler
An electric boiler converts electricity directly into steam. It is comparatively straightforward to connect to an existing steam header and can respond quickly to changing demand, subject to the boiler, controls and electrical connection being correctly sized. The IEA’s 2025 Renewables for Industry executive summary describes electric-boiler steam capabilities up to 350 °C and around 70 bar. Those figures are an industry-level range; the pressure vessel, water treatment, controls and certification for a specific installation must be checked separately.
Because an electric boiler makes heat rather than recovering it, it normally needs more purchased electricity for the same useful heat than a heat pump. Its advantages are the ability to meet conditions that are too hot or high-pressure for many heat-pump arrangements, to cover peaks and backup duty, and to preserve steam where the process still needs it.
Start with the process, not the equipment
Before requesting quotations, establish what the process actually needs. A plant that labels its entire thermal system as steam may have low-temperature duties that can be served by recovered hot water, while a smaller set of operations may still require steam.
Record the delivered conditions
- Measure header pressure and temperature, and record pressure and temperature at each important end use.
- Specify steam quality requirements, including dryness, contamination limits and any direct-contact restrictions.
- Separate base load, normal load, start-up load and peak load. Record hourly demand over representative production days and seasons rather than relying on a boiler nameplate.
- Identify whether the process needs saturated steam, superheat, a controlled condensing temperature or simply a hot surface. These are different design requirements.
- Document allowable interruptions, ramp rates and redundancy requirements. A system that is efficient at steady load may not be adequate for a batch start or a rapid production change.
Look for de-steaming opportunities
Test whether each duty can use hot water, thermal oil or direct heat without reducing product quality. Steam remains valuable because condensation transfers latent heat at nearly constant temperature. The US Department of Energy (DOE) describes its use in papermaking, chemicals, petroleum refining and food processing. DOE also reports that steam represented about 30% of US process heat in the 2018 Manufacturing Energy Consumption Survey (MECS). That is a historical US statistic, not a current global share.
Keep steam for operations that genuinely need its temperature profile, cleanliness or controllability. Reducing the steam load before sizing a heat pump or electric boiler can lower both equipment capacity and electrical-infrastructure cost.
Map heat sources and sinks
A heat pump case depends on a usable source. Make a source-and-sink map with temperatures, flow rates, operating hours and physical location.

Questions for every potential source
- What is the source fluid and is it clean enough for a heat exchanger?
- What are the minimum, normal and maximum temperatures and flow rates?
- How many hours per year is the source available, and does its availability track the process heat demand?
- How far is the source from the proposed heat-pump room, and what pipe, pump and insulation work is needed?
- Will fouling, corrosion, contamination or seasonal variation reduce heat recovery?
- What is the consequence if the source disappears during a production run?
Questions for every sink
- What delivery temperature and pressure are required at the point of use?
- Can the sink accept hot water instead of steam, or does it require steam quality that only a boiler can provide?
- What is the temperature lift between the source and sink under the coldest and hottest operating conditions?
- Can several sinks be combined to increase annual utilisation?
Recoverable heat that is intermittent, too cold, too distant or badly matched to the load may not support the expected annual performance. A smaller, steady heat-pump duty paired with an electric boiler for peaks can be more practical than sizing the heat pump for the maximum theoretical recovery.

How the options compare
| Screening axis | Industrial heat pump | Electric boiler |
|---|---|---|
| Primary function | Moves heat from a source to a higher-temperature sink | Converts electricity directly into steam |
| Typical strategic fit | Continuous recoverable heat and a process that can use the delivered temperature | Higher-temperature or high-pressure steam, retained steam duties, peaks or backup |
| Published temperature context | IEA says large-scale units are well established up to 150 °C | IEA describes steam generation up to 350 °C and around 70 bar |
| Purchased electricity per unit of useful heat | Lower than an electric boiler when the source and lift allow the assumed performance | Higher than a heat pump in the IEA comparison assumptions |
| Source requirement | Requires a suitable, available low-grade heat source | Requires electricity, feedwater treatment and a suitable steam system |
| Capital and installation | IEA says equipment and installation costs are substantially higher in its comparison | May have lower equipment and installation cost than a heat pump, but electrical connection and steam-system work remain site-specific |
| Flexibility | Best when operated steadily against a matched source and sink | Can be dispatched for peaks, backup or periods of low electricity prices |
| Main limitation | Temperature lift, source availability and integration can reduce output or economics | Electricity demand and tariffs can dominate operating cost |
The IEA’s regional energy-input comparison used 350% heat-pump efficiency and 98% electric-boiler efficiency. These are analytical assumptions, not tested values or universal guarantees. A real heat pump can perform very differently as the source temperature, sink temperature and part-load condition change.
Check temperature and pressure before making an efficiency comparison
Temperature and pressure are screening criteria, not procurement guarantees. If your process needs conditions near or above the established heat-pump range, ask whether the heat pump can meet them directly, whether a secondary steam generator is required, or whether an electric boiler should provide the final temperature lift.
For an electric boiler, verify the required steam pressure, flow, turndown, ramp rate, water chemistry, blowdown arrangement, relief protection and electrical fault level. For a heat pump, verify source-side flow, sink-side temperature, refrigerant and compressor operating envelope, defrost or icing risks where relevant, noise, heat-exchanger approach temperatures and safe operation during source interruptions.
Compare total cost of heat, not efficiency alone
Use a site-specific levelised cost of useful heat. A simple screening expression is:

Calculate the annual useful heat
Sum the measured useful heat delivered to the process for each operating interval. Do not use boiler nameplate capacity as annual output. Include start-up, seasonal and maintenance periods, and state whether the calculation covers only the new equipment or the whole integrated system.
Apply the energy assumptions transparently
For an illustrative comparison using the IEA’s analytical assumptions, electricity required for a heat pump would be approximately useful heat divided by 3.5, while electricity for an electric boiler would be useful heat divided by 0.98. Replace both assumptions with the manufacturer’s guaranteed performance at your actual source and delivery temperatures before approving investment.
Include costs that are often omitted
- Equipment, heat exchangers, pumps, water treatment, controls, buildings and installation.
- Steam-header modifications, condensate return changes, insulation and safety systems.
- Electrical switchgear, transformers, protection, metering and the utility connection upgrade.
- Fixed and variable maintenance, spare parts, refrigerant management where applicable and operator training.
- Electricity energy charges, demand charges, time-of-use tariffs, taxes and levies.
- Fuel cost, efficiency, maintenance and carbon charges for any retained boiler.
- Thermal storage, backup capacity, commissioning downtime and financing assumptions.
The IEA’s levelised-cost analysis excludes grid-connection costs because they are uncertain, even though they can be a major site barrier. Add a utility quote and a schedule for the connection upgrade to your own model; do not treat the IEA result as a delivered project price.

Heat pump plus electric boiler
Use the heat pump for the steady, recoverable portion of the load and the electric boiler for high-temperature steam, peaks, start-up or backup. This avoids oversizing the heat pump for a short-duration maximum and preserves steam service where de-steaming is not technically acceptable.
Heat pump plus existing fuel boiler
An existing boiler can cover periods when electricity is expensive or the heat source is unavailable. This improves resilience but leaves fossil-fuel operation and its associated emissions unless the backup fuel is also decarbonised. Controls must define dispatch priority, minimum boiler load, warm-up time and the conditions that trigger fallback.
Electric boiler plus thermal storage
A storage vessel can let the plant make heat during lower-price hours and discharge it during expensive or constrained periods. Size storage from the measured load profile and dispatch window, then account for standing losses, charging and discharging limits, space, water treatment, pressure classification and control complexity.

In an IEA model of Germany using 2024 assumptions, an electric-boiler and gas-boiler hybrid had a 15% lower levelised heat cost than all-gas operation. The result depended on the model’s prices, taxes, carbon costs, load profile and storage assumptions, and it excluded grid-connection costs. It should be treated as an example of how dispatch can change economics, not as a forecast for another country or plant.

Electricity supply and emissions
Electrification does not automatically mean zero emissions. Define the emissions boundary: generation, transmission, on-site fuel use, refrigerants and any backup operation. Compare the marginal or contracted carbon intensity of electricity with the fuel displaced by the heat pump or electric boiler.
A heat pump generally reduces purchased electricity per unit of useful heat when its source and lift are favourable, but the climate result still depends on the electricity supply and on whether recovered heat would otherwise have been used elsewhere. An electric boiler can be valuable for flexibility or high-pressure service while still having substantial electricity-related emissions on a carbon-intensive grid.
The IEA’s 2025 industry overview notes that industry accounts for about 30% of global energy consumption, most of it supplied by fossil fuels. That is broad context for industrial decarbonisation, not a plant-specific prediction of savings.
A practical plant-screening procedure
- Define the service. List every steam user, its pressure, temperature, quality, flow and operating schedule. Mark duties that can be converted to hot water or another medium.
- Build the load profile. Use interval measurements to separate base, normal, peak, start-up and seasonal demand.
- Inventory heat sources. Measure temperature, flow, contaminants, availability and distance for process exhaust, wastewater and other recoverable streams.
- Match sources to sinks. Calculate the required temperature lift and identify whether direct heat recovery, a heat pump, an electric boiler or a combination is technically possible.
- Check delivery conditions. Obtain written operating envelopes for pressure, temperature, steam quality, turndown and ramp rate from qualified designers and equipment suppliers.
- Check electrical capacity. Confirm spare transformer, switchgear and protection capacity. Obtain the utility’s connection cost, lead time, fault-level requirements and tariff structure.
- Model dispatch. Test steady operation, time-of-use pricing, demand charges, source outages, storage and retained-boiler operation using hourly data.
- Price the complete project. Include civil work, heat exchangers, piping, controls, water treatment, grid upgrades, commissioning, maintenance, downtime and financing.
- Set the emissions boundary. Compare electricity carbon intensity, displaced fuel and residual backup operation under the same accounting method.
- Stage the decision. Start with a measured pilot or detailed design study only when the source, sink, connection and operating assumptions are documented. Specify performance guarantees at the actual temperatures and loads.
Common failure modes and how to avoid them
Sizing from a nameplate
A boiler rated for the plant’s maximum steam flow may run far below that level most of the year. Oversizing a heat pump or electric boiler increases capital cost and can worsen part-load operation. Use interval demand and define the capacity that must be firm, the capacity that can be flexible and the capacity that can remain on backup.

Ignoring the temperature lift
Heat-pump performance falls as the gap between source and sink grows. A source temperature recorded at the process outlet may not be the temperature available at the heat exchanger after fouling, piping losses and approach temperatures. Model minimum source conditions, not just the average.
Leaving the grid upgrade until the end
An electric boiler can require substantial new electrical capacity, and a heat pump may also need a significant connection. Obtain the utility study early and include its cost and schedule in the investment case.
Counting a hybrid saving without its assumptions
Dispatch savings depend on hourly electricity and fuel prices, taxes, carbon charges, storage size, load shape and boiler availability. Recalculate the result with your own tariffs and production schedule.
Forgetting steam quality and safety
Pressure-rated equipment, relief protection, water chemistry, blowdown, condensate handling and controls are part of the system. A heat source that supplies enough energy is not automatically a compliant steam supply.
Treating electrification as automatically renewable
Document the electricity contract and the accounting method. Retained fossil backup can materially change annual emissions even when the electric unit supplies most of the heat.
Which configuration fits common plant situations?
| Plant situation | Likely first screen | Why | Critical check |
|---|---|---|---|
| Continuous wastewater or process heat, moderate delivery temperature | Industrial heat pump | High utilisation and a matched source can reduce purchased electricity | Source continuity and actual sink temperature |
| High-pressure steam remains essential | Electric boiler, possibly with heat-pump preheating | Direct steam generation covers conditions many heat pumps cannot | Pressure, electrical connection and tariff cost |
| Variable production with large peaks | Heat pump for base load plus electric boiler or existing boiler for peaks | Avoids sizing the heat pump for short-duration demand | Ramp rate, controls and backup reliability |
| Existing boiler and volatile electricity prices | Hybrid with dispatch controls and optional storage | Allows electric operation in favourable hours while retaining resilience | Hourly price spread, carbon cost and residual fuel use |
| Little recoverable heat and limited grid capacity | Process-efficiency and de-steaming study before equipment selection | Neither technology has a strong basis until the load and infrastructure are improved | Measured load, source map and connection feasibility |
Decision rule
Select an industrial heat pump when a measured, dependable source can be upgraded to a temperature the process can use, the plant can accommodate the integration work, and the lower electricity requirement outweighs the higher capital cost. Select an electric boiler when the process needs steam conditions beyond the practical heat-pump envelope, when steam cannot be eliminated, or when fast, flexible and backup capacity has high value.
If both conditions apply, design the system around roles rather than a winner-takes-all choice: heat recovery for the steady load, electric or existing boiler capacity for high-temperature and peak service, and storage where the tariff and load profile justify it. Approve the project only after the measured load, source availability, equipment guarantees, grid costs, dispatch model and emissions boundary agree.
