Wait until trick-or-treaters are home, then inspect every treat before anyone eats it. The FDA says to examine commercially wrapped candy for an unusual appearance or discoloration, tiny pinholes, and tears in wrappers, and to throw away anything suspicious. Commercial packaging is a useful screening rule, not proof that a piece is safe.

During the same sort, check the candy itself for abnormal color, mold, or an off odor; read labels for allergens; and remove choking hazards that are unsuitable for the child’s age. Do not taste-test, repair, or rewrap a questionable piece.

What the FDA recommends

The FDA’s Halloween Food Safety Tips for Parents gives parents a simple sequence: children should wait to eat their treats until they are home, and adults should inspect the haul first. Its specific warning is: “Inspect commercially wrapped treats for signs of tampering, such as an unusual appearance or discoloration, tiny pinholes, or tears in wrappers.”

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

That advice has two important parts. First, inspection happens before eating, not while the child is walking between houses. Second, the package and the food both matter. The FDA also advises consumers to avoid food that is discolored, moldy, has an off odor, or otherwise looks unusual. If a treat raises a concern, the instruction is to discard it rather than experiment with it.

The FDA does not publish a Halloween-specific tampering rate in this guidance. Its broader page, Food Tampering, An Extra Ounce of Caution, says deliberate tampering intended to cause major disease outbreaks is rare, particularly in the United States, but that general statement is not a numerical estimate for Halloween candy.

Set up the inspection before opening anything

A calm, repeatable process is more reliable than a quick glance through a pillowcase. Keep the candy together until an adult can sort it, and use a clean, well-lit area so package edges and the candy surface are easy to see. Bright light is a practical way to improve visibility; it is not a separate FDA requirement.

  1. Bring the entire haul home. Have children wait before eating treats while they are out. This keeps the inspection in one place and prevents a questionable item from being consumed before an adult sees it.
  2. Spread items out. Put the treats where you can see each package separately. Do not rely on the top layer of a bag or on a quick shake that leaves wrappers hidden.
  3. Start with the outside. Look at the seal, seams, folds, and any clear film. Compare the wrapper’s appearance with other pieces of the same product when several are present.
  4. Examine the food after the package check. If a wrapper is already open or the candy is visible, check color, surface, odor, and any sign of mold before deciding what to keep.
  5. Separate items that need a second decision. Keep questionable pieces away from the treats that have passed your initial screen. This prevents a doubtful item from being returned to the approved pile by mistake.
  6. Finish with the child-specific checks. Read ingredient and allergen information, then remove products that pose a choking risk for that child’s age or abilities.

The process is a practical screen, not a laboratory examination. A clean-looking wrapper cannot establish that every possible hazard is absent, so the decision rule should remain conservative: if a piece is suspicious, throw it away.

Wrapper signs that deserve rejection

Tears, openings, and broken seals

A tear or opening changes the package from a sealed commercial product into an item with an uncertain history. The FDA specifically names tears in wrappers as a sign to watch for. Do not try to press the material closed, tape it, or place the candy in a new wrapper. Those steps can hide the original condition without proving the food is safe.

Tiny pinholes

Small holes can be easy to miss, especially in shiny or patterned film. Inspect the entire wrapper rather than only the front label. Hold the piece under the available light and look at seams, corners, and folds. A pinhole is a reason to discard the treat, even when the candy inside appears normal.

An unusual wrapper appearance

Use the surrounding pieces as a visual reference. A wrapper that looks markedly different in color, printing, shape, or condition from the same type of candy merits caution. The FDA’s wording is intentionally broad: an unusual appearance is enough to trigger closer scrutiny and, when the concern remains, disposal.

Evidence of pest damage

The FDA’s laboratory method for chocolate, sugars, and related products notes that holes, tears, and pest damage can be relevant findings when examiners assess packaging. That document, MPM V-4. Chocolate, Sugars, and Related Products, describes technical examination procedures rather than a household test. For a parent sorting candy, visible chewing, gnawing, or other package damage should be treated like any other compromised wrapper: isolate and discard the item.

Signs on the candy itself

Discoloration or an abnormal surface

After a package has been opened, or when the candy is exposed through damaged film, look for color or texture that seems out of place. The FDA’s Halloween guidance includes discoloration among the signs of possible tampering, while its general consumer advice also warns about food that looks unusual. There is no reliable home rule that turns an abnormal-looking piece into an acceptable one, so do not serve it simply because the change is small.

Mold

Visible mold is a discard decision. Do not scrape the surface, break the candy apart, or keep an unaffected-looking portion. The FDA’s consumer advice lists mold as a reason not to eat food.

Off odor

An odor that is unusual for the product is another reason not to use it. Smell is not a safety certification: a normal odor cannot prove that a candy is free of every hazard. It is one screening observation alongside the wrapper and appearance checks.

Other unexplained changes

Any combination of unusual color, texture, residue, odor, or package condition should move the treat to the discard group. Do not taste a small piece to “check” it. Tasting exposes the child or adult to the very item under question and does not establish that the remainder is safe.

What you observe Sorting action Basis for the action
Tear, opening, or damaged seal on the wrapper Discard the treat The FDA lists tears as a possible sign of tampering.
Tiny pinhole in the wrapper Discard the treat The FDA specifically identifies tiny pinholes as a warning sign.
Wrapper or candy has an unusual appearance or discoloration Discard the treat Unusual appearance and discoloration appear in the FDA Halloween guidance.
Visible mold or an off odor Discard the treat FDA consumer advice says not to eat food that is moldy or has an off odor.
Package is intact and the candy looks normal Continue with label and age checks An intact package passes the initial screen but does not replace inspection or suitability checks.
Treat is not commercially wrapped Do not accept or eat it The FDA advises against treats that are not commercially wrapped.

Commercial wrapping: a screening rule, not a guarantee

The FDA uses commercially wrapped treats in two related instructions. Children should not accept or eat treats that are not commercially wrapped, and parents should still inspect commercially wrapped treats for tampering signs. Those statements are compatible: factory packaging helps identify a sealed, labeled product, but it does not eliminate the need to examine the seal and the food.

Commercial packaging also gives you information that a loose or homemade item may not provide, such as an ingredient panel, allergen statement, product identity, and a visible wrapper to inspect. If those details are missing, unreadable, or inconsistent with the item, do not assume the treat is acceptable. The FDA Halloween page does not endorse a particular brand, package size, or certification; the relevant distinction is whether the treat is commercially wrapped and whether its condition is normal.

Check allergies after the tampering screen

Once a piece has passed the package and food-appearance checks, read its label for the child who will eat it. A wrapper can be intact and still contain an ingredient that child must avoid. Keep products with unclear, missing, or unreadable ingredient information out of that child’s portion.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do not infer allergen suitability from the candy’s name, color, or shape. Use the package label available for that individual product. If a label cannot be checked, the practical choice is to set the item aside rather than guess.

Check age-related choking hazards

The FDA’s Halloween guidance calls out gum, peanuts, hard candies, and small toys as examples of choking hazards for very young children. Screen the entire haul with the child’s age and development in mind, not just the items that look suspicious. A perfectly sealed candy can still be unsuitable because of its shape, hardness, or size.

Remove an unsafe item before handing over the approved treats. Keep small toys and similar objects separate from food so they are not mistaken for candy during distribution. The FDA examples are not an exhaustive list; they illustrate why the age-suitability check belongs in the same routine as wrapper inspection.

What not to do with a questionable treat

  • Do not taste-test it. Sampling cannot prove that the rest of the piece or package is safe.
  • Do not repair the wrapper. Tape, glue, or a second wrapper can conceal damage without resolving the concern.
  • Do not reclassify it because the candy looks normal. A normal-looking center does not erase a tear, pinhole, or other package warning.
  • Do not mix it back into the approved pile. Keep doubtful pieces separate until they are discarded.
  • Do not rely on a “commercially wrapped” label alone. The FDA specifically tells parents to inspect those products.
  • Do not use a technical laboratory procedure as a home clearance test. The FDA’s laboratory method is written for trained examination of chocolate, sugars, and related products, not for certifying an individual Halloween treat in a kitchen.

What to do when you find a problem

For an individual suspicious piece, follow the FDA Halloween instruction and throw it away. Record or photograph the package only if you need information for a later complaint; do not keep the candy for a child to inspect or taste.

If you believe a commercial product was deliberately tampered with, the appropriate reporting path depends on where and how you obtained it. The FDA’s general tampering guidance says a concern noticed at a store can be raised with the store manager. For a suspected incident involving a product already brought home, it discusses contacting local police. Those directions are situation-dependent, so follow current instructions from the relevant local or agency authority rather than assuming one universal Halloween hotline.

When reporting, preserve useful identifying information if it can be done safely: the product name, lot or package code, where it was obtained, and what you observed. Do not handle a suspicious item more than necessary, and keep it away from children and the rest of the food.

What visual inspection can—and cannot—tell you

Visual inspection is effective for finding the specific warning signs the FDA lists: unusual appearance or discoloration, tiny pinholes, tears, and other obvious abnormalities. It is also a practical way to identify mold or a visibly abnormal candy before anyone eats it.

It is not a guarantee that a treat is free of every chemical, biological, or physical hazard. The consumer guidance does not claim that looking at a wrapper proves safety, and the laboratory method is not a household certification test. Treat the inspection as a conservative filter: normal condition allows you to continue to label and age checks; any unexplained concern ends with disposal.

Handling common sorting situations

One damaged piece in an otherwise normal bag

Separate the damaged piece and discard it. Continue inspecting the remaining pieces individually rather than assuming the entire bag is compromised or, at the other extreme, assuming the damaged wrapper is harmless because its neighbors look normal.

A wrapper that looks different but is sealed

Compare it with other pieces of the same product. If the difference remains unexplained or the appearance is unusual, place it in the discard group. An intact seal does not override the FDA’s warning about unusual appearance.

A treat with no readable label

Do not give it to a child who needs allergen information. Set it aside from the approved treats; the missing information is a suitability problem even if the wrapper has no visible tear.

A small toy mixed with the candy

Remove it from the food pile and assess it for the child’s age. The FDA specifically includes small toys among choking hazards for very young children.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A child wants to eat before sorting is complete

Keep the haul together until an adult finishes the inspection. The FDA’s sequence is to wait until home and inspect before eating, so a child should not select pieces from an unsorted bag.

A concise household checklist

  • Bring all treats home before eating.
  • Sort in good light with an adult present.
  • Inspect seams, folds, and the full wrapper surface.
  • Discard tears, openings, pinholes, pest damage, and unexplained unusual appearance.
  • Discard candy that is discolored, moldy, has an off odor, or otherwise looks abnormal.
  • Reject items that are not commercially wrapped.
  • Read labels for each child’s allergen restrictions.
  • Remove gum, peanuts, hard candies, small toys, and other age-inappropriate choking hazards.
  • Never taste-test, repair, or rewrap a suspicious item.
  • Use the situation-specific reporting route if you suspect deliberate commercial tampering.

Following this order keeps the decisions separate: package integrity first, candy condition second, then allergy and age suitability. That makes it less likely that a familiar brand, an attractive wrapper, or an excited child will cause a questionable treat to be overlooked.
