India plans to launch its National Electricity Data Sharing Framework during October 2026, Power Secretary Pankaj Agarwal said on 17 October. The July draft proposes machine-readable datasets, secure APIs and consent-based access, but adoption is currently voluntary and a final notification or live national portal had not been confirmed at the time of the statement.
India’s power ministry is preparing a common digital rulebook for electricity-sector data. The proposed framework is intended to replace disconnected, siloed information systems with standardized data definitions, machine-readable files and secure interfaces for authorized users.
What is planned and when
October is a target, not a confirmed go-live date
Business Standard reported on 17 October 2026 that Power Secretary Pankaj Agarwal said the ministry planned to launch the National Electricity Data Sharing Framework during October. The draft on which the plan is based was released in July 2026.
The available statement does not establish that a final Ministry of Power notification, a functioning national portal, a definitive compliance timetable or named implementation partners had been issued by that date. Utilities and data users should therefore treat October as the government’s announced target rather than proof that every proposed service is already operational.

- Various Monitoring Parameters: The power meter plug can monitor the power (W), energy (kWh), volts, amps, hertz, power factor, cost, minimum and maximum power (W), cumulative days and time of your appliances. By switching 7 display modes, you can easily know the various parameters while the appliance is working. The home energy monitor can also calculate and display how much power your appliance uses and how much electricity bill it cost in cumulative time
- Upgraded LCD Display: With large screen size 2.36 inch x 1.85 inch, clearer monitor backlit, our electrical usage monitor can display the data clearer and more visible no matter day or night. 180°full wide viewing angles is great for reading and recording the data in any angles. No need to stand on the front of the display and bend over to read the numbers
- Adjustable Backlight Time: Our upgraded watt meter has 5 options of backlight time. The default backlight time duration is 10 minutes(bL-0). If you want to change the backlight time, you can press and hold "UP" and "DOWN" button at the same time to enter backlight time setting, then press "UP" and "DOWN" to select the backlight time (bL-0 =10 minutes, bL-1=1 hour, bL-2=4 hours, bL-3=8 hours, bL-4=always on), finally press the "COST" to save the backlight time settings
- Overload protection: When the power of the appliance exceeds the overload power, the LCD will display “OVERLOAD” to warn the user. All the buttons will quit working and can only be workable when you lower or remove the load power. The default overload power is 3680W and is adjustable from 0 to 3680W. In general, you need to set the overload power to 1800W before using. Just press the "function" button for more than 3 seconds to enter the setting
- Data Memory Function: The wattage meter will record your power consumption data when you remove it from socket, or remove appliances from the electricity monitor. You can directly see the last data when you use it next time. This function can also automatically save the data when there is a sudden power failure
What the draft is designed to do
The Centre for Energy Regulation at IIT Kanpur describes the proposal as a system for “secure, structured and non-discriminatory sharing of and access to electricity sector data” for planning, operation, regulation and research. It would give data producers common formats and classifications while allowing approved users to obtain information through controlled digital channels.
Entities covered by the proposal
- Generating companies, including captive power plants
- Transmission and distribution licensees
- Load-despatch centres
- The Central Electricity Regulatory Commission and state electricity regulatory commissions
- The Central Electricity Authority, Central Transmission Utility, state transmission utilities and Grid-India
- Power exchanges, over-the-counter platforms, qualified coordinating agencies, aggregators and renewable-energy management centres
- Electricity trading licensees and other market participants
Data categories in scope
The draft covers operational, planning, financial, technical, reliability, asset and market-related information. Sharing would remain subject to the Digital Personal Data Protection Act and other applicable laws, so inclusion in a category would not automatically make every record public.
How access could work
Two proposed national structures
An analysis of the draft by Energy Watch describes two national components:
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problems- National Electricity Data Centre (NEDC): the proposed central structure for organizing and managing sector data.
- National Electricity Data Portal (NEDP): the proposed user-facing portal through which datasets and controlled access services could be provided.
Utilities could build their own portals or connect to the NEDP. Regulatory commissions are expected to allow prudent implementation costs in utilities’ annual revenue requirements, according to the draft analysis.

Public data versus controlled data
The proposal uses a two-tier model. Energy Watch says the draft identifies more than 60 indicative public datasets, while a second tier would require registration and know-your-customer checks.
| Access tier | How access is described | Examples |
|---|---|---|
| Public datasets | Published for general access in standardized, machine-readable form | Coal stocks, outage reports, plant load factors, aggregate distribution losses, market prices and volumes, reliability indices and subsidies |
| Access-controlled data | Available to registered users after identity or organizational checks | Unaggregated smart-meter intervals and other information requiring tighter controls |
The draft’s proposed participation model is voluntary for utilities and other covered entities. That means the framework, as described in July, is not yet a universal mandatory disclosure regime. The final notification could clarify whether any categories, interfaces or reporting duties later become compulsory.
How smart-meter and personal data would be protected
Smart-meter information illustrates the distinction between openness and privacy. Energy Watch’s analysis says de-identified interval data could be made public when aggregated, while unaggregated intervals would be access-controlled.

These controls are intended to prevent an electricity dataset from revealing an individual household’s routine, location or consumption pattern while preserving useful statistics for system planning and analysis. The proposal does not make personal or commercially sensitive information automatically open merely because it is held by a power-sector entity.
What would stay outside the public scope
The draft analysis identifies information that would remain protected because disclosure could create security or market risks. Examples include cyber-defence protocols, strategic telemetry, data about defence installations, vulnerabilities in transmission corridors and power-exchange bids submitted before market clearing.
Keeping those records outside the public tier is separate from the framework’s broader goal of standardization. A common data architecture can define who is allowed to see a sensitive dataset without publishing the underlying content to everyone.

Security before systems go live
The draft analysis links cybersecurity obligations to the Ministry of Electronics and Information Technology, the Ministry of Power, the National Critical Information Infrastructure Protection Centre and CERT-In. It describes vulnerability assessment and penetration testing before hosting infrastructure is placed into service.
For a utility, compliance would therefore involve more than uploading spreadsheets. It could require data classification, access management, API security, audit trails, testing of the hosting environment and procedures for responding to incidents. The final rules will determine which controls apply to each dataset and participant.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. Why the ministry is tying the framework to AI and infrastructure growth
Agarwal said the ministry wants artificial-intelligence applications to move beyond pilots and produce benefits for consumers. Reliable, consistently formatted data is a prerequisite for forecasting demand, detecting outages, optimizing dispatch, identifying losses and monitoring service quality.
The need for timely data is becoming more urgent as large digital facilities expand. Electricity demand from data centres is projected to rise from 1.6 GW to 26 GW over the next six years, according to the Business Standard report. That increase would make real-time monitoring and execution more complex, particularly where demand is concentrated in a small number of network areas.

Other figures presented at the CEA event
| Indicator | Reported figure | Time frame or qualification |
|---|---|---|
| Installed power capacity | Targeted to rise fourfold | By 2037 |
| Non-fossil share of capacity | From 55% to 84% | Future target cited at the event; the report does not specify a separate target year in this comparison |
| Per-capita electricity consumption | 4,380 units | Expected level, described as three to four times current consumption |
| New capacity additions | More than 70 GW | Expected during 2026–27 |
| Nuclear capacity requirement | ₹15 lakh crore for 91 GW | Investment estimate for additions by 2047 |
| Nuclear Energy Mission target | 100 GW | By 2047; about 22 GW is expected by 2031–32 |
| Current nuclear fleet | 8.78 GW across 24 reactors | About 3% of the capacity mix, as reported at the event |
| Pumped-storage target | 100 GW | By 2035–36, with estimated investment of ₹5–6 lakh crore |
| Pumped-storage potential | More than 325 GW identified | About 7 GW operational, 16 GW under construction, 9 GW at detailed-project-report stage and 75 GW at survey or investigation stage |
Central Electricity Authority Chairman Ghanshyam Prasad summarized the storage case this way: “Pump storage delivers 6 to 10 hours of storage at lower cycle efficiencies along with inertia of frequency regulations, black start capability from an asset that can serve for 100 years.” These expansion plans increase the value of common operational data because planners must coordinate generation, networks, storage and demand across a much larger system.
What the proposal means for different users
Utilities and system operators
They would need to map existing records to common classifications, decide which fields can be published, establish consent and access processes, and connect either a local portal or the NEDP. The voluntary status in the draft gives organizations flexibility, but early adopters would also shape the practical standards used by the rest of the sector.
Researchers, developers and market participants
Standardized files and secure APIs could reduce the cost of combining data from different states and institutions. Public datasets would support broad analysis, while registration-based access would provide a route to more granular information without exposing protected records.

The direct consumer benefit is expected to come from better planning and operations rather than from a public database of individual meter readings. More consistent outage, reliability and service-quality information could help regulators and utilities identify weak areas, while privacy controls limit exposure of household-level usage.
What to watch after the announcement
- A final Ministry of Power notification defining the framework’s legal status
- Publication of the NEDC and NEDP operating architecture
- The definitive list of public and registration-only datasets
- Rules for consent, retention, audit logs and de-identification of meter data
- Deadlines, if any, for utilities and market institutions to participate
- Technical standards for APIs, cybersecurity testing and interoperability
Until those details are issued, the July draft and the secretary’s October target describe the direction of travel, not a fully enforceable national data service.
