India has an estimated 198 million kilolitres of fermentation capacity across 17 states, but that is not 198 million kilolitres of smart-protein capacity. A study by GFI India and Sathguru Management Consultants maps a varied industrial base and identifies possible routes to scale biomass and precision fermentation. Whether any particular plant can support food production depends on its equipment, food-grade status, utilisation, downstream processing and commercial terms.
What the capacity estimate means—and what it does not
GFI India, working with Sathguru Management Consultants, estimates approximately 198 million kL of fermentation capacity in selected manufacturing segments across 17 states. The mapped base includes bioethanol, distilleries, breweries, wineries, probiotics, biopharma, contract development and manufacturing organisations (CDMOs), and enzyme production. The estimate combines public information, company disclosures, industry interactions and modelling where direct facility information was unavailable. The study describes it as indicative, not company-certified, government-sanctioned or commercially verified capacity. GFI India’s study overview and methodology cautions that investment, manufacturing and other commercial decisions require independent checks at facility level.
Fermentation capacity measures potential infrastructure for growing organisms or producing biological ingredients; it does not show that tanks are idle, food-grade, compatible with a protein process, or available to a new producer. The useful finding is therefore an opportunity map: India has assets and regional ecosystems that might support smart-protein scale-up, but converting that potential into production requires site-specific engineering and business decisions.

How existing facilities could support different protein processes
Biomass fermentation
Biomass fermentation grows microorganisms—such as fungi, yeast or bacteria—as the protein-rich product itself. The study identifies food-oriented fermentation facilities, including probiotics, yeast, wineries, breweries and distilleries, as possible candidates for adaptation or use of idle capacity. Compatibility still depends on the organism, process conditions, contamination controls, product handling and any required downstream processing.

Availability is a key constraint. The study estimates breweries and distilleries operate at roughly 80–90% utilisation. That is an estimate, not audited plant data, and it means a nominally suitable facility may have little spare production time. The report assesses that engaging even a fraction of relevant estimated idle capacity might meet current market demand; this is a potential assessment, not a demonstrated supply result.
Precision fermentation
Precision fermentation uses engineered or selected microorganisms to produce a specific target ingredient, such as a protein. CDMOs and biopharmaceutical manufacturers may offer controlled bioreactors, process-development experience and downstream purification. The study estimates their utilisation at around 50–60%, suggesting that some capacity could be less heavily used than in breweries and distilleries.
Pharmaceutical capability does not automatically confer food-production approval or make a site commercially accessible. A producer would need to verify food-grade requirements, process compatibility, cleaning and segregation arrangements, scale, purification capability, regulatory obligations and contract terms. The study presents these facilities as candidates to investigate, not ready-to-book food manufacturing capacity.

Why the largest category is not the easiest to convert
Bioethanol accounts for more than 85% of the estimated mapped capacity. Its scale makes ethanol sites relevant to discussions about industrial infrastructure, feedstock supply chains and utilities, but the study specifically cautions that retrofitting non-food-grade ethanol facilities for smart-protein production may not be commercially feasible.
Instead, it identifies co-locating a new food-grade fermentation plant at an established ethanol site as a potentially more promising route. A new facility could benefit from existing industrial infrastructure, access to feedstock supply chains, utilities and talent without assuming that an ethanol plant’s process equipment can be converted directly for food production. The relative economics would still need to be assessed for each location and project.
Where the mapped clusters are concentrated
The study identifies 21 fermentation clusters across 17 states. Approximately 55% of mapped cluster capacity is concentrated in the six largest clusters. It highlights Bengaluru, Pune-Solapur, Surat-Bharuch and Sangareddy-Medak for manufacturing diversity and broader ecosystem potential.

Cluster strength can matter because a project may need more than fermenters: suppliers, technical staff, utilities, feedstocks and downstream processing all affect scale-up. But a regional advantage is not proof that a specific facility is suitable or available. The study does not provide a verified site ranking or facility-level commercial offers.

A company evaluating an existing plant or a co-location option should turn the national estimate into a facility-level due-diligence exercise. The key questions follow the differences between the two processes and the constraints the study identifies:
- Process fit: Is the proposed product made by biomass fermentation or precision fermentation, and can the site’s equipment, operating conditions and controls support that process?
- Food-grade status: Does the facility meet the requirements for food production, or would upgrades, separation or a new build be necessary?
- Real availability: What is actual utilisation by equipment and time period, rather than estimated sector-wide utilisation? Is capacity contractually available?
- End-to-end capability: Are upstream operations and downstream purification or processing available at the required scale?
- Economics of the route: Does retrofit make sense, or would a greenfield food-grade facility co-located at an industrial site be more viable?
- Location and supply: Can the site access suitable feedstocks, utilities, industrial infrastructure, talent and relevant manufacturing partners?
- Commercial access: What are the facility’s terms, quality requirements, timelines and willingness to manufacture for a third party?
These checks prevent the headline capacity figure from being mistaken for a production forecast. They also clarify whether an existing facility, a CDMO relationship or a co-located new build is the more plausible route.

Government support signals development, not commercial deployment
India’s BioE3 policy—Biotechnology for Economy, Environment and Employment—is the government framework for high-performance biomanufacturing. A DBT-BIRAC smart-protein call dated March 25, 2025 covers fermentation-derived, plant-based and cell-culture proteins, with priorities including production efficiency, safety, affordability and scalability. The DBT-BIRAC call sets out the programme’s scope.
In a Rajya Sabha reply published July 23, 2026, the Department of Biotechnology reported nine supported smart-protein projects spanning fermentation-derived and single-cell proteins, plant-based proteins and cell-culture proteins. The projects target sustainable, scalable technologies, including indigenous protein sources, extraction and texturisation, and improvements to nutritional, functional, sensory and commercial attributes. The reply describes development activity; it does not establish that these projects have reached market or commercial production. The government’s BioE3 implementation reply also reported more than 2,000 proposals received across BioE3 thematic areas and more than 270 projects recommended for funding, then at various implementation stages.
Shared infrastructure is another part of the scale-up picture. The same reply reported 17 facilities funded under the first call for bioenablers. BioE3 bioenablers are intended to provide start-ups, SMEs, industry and academia access to pilot- and pre-commercial-scale facilities. DBT provides grant-in-aid to academia; BIRAC supports start-ups and academia through grant-in-aid, and SMEs and industry through co-funding and royalty sharing. These mechanisms can help build capability, but are not proof that a particular facility is operating or that a project will succeed.

A separate announcement on March 19, 2026 said a foundation stone had been laid for a dedicated BioFoundry at the National Agri-Food Biotechnology Institute (NABI) in Mohali. The planned facility has an outlay of about ₹42 crore over two years and is described as including large-scale fermenters, upstream and downstream processing, and high-throughput experimental platforms for scale-up, pre-commercialisation and technology transfer. The announcement describes a facility being established, not one confirmed as operational. The PIB announcement on the NABI BioFoundry records the project status and planned capabilities.
The practical outlook
India’s mapped fermentation base gives smart-protein developers several avenues to investigate: food-oriented plants for biomass fermentation, CDMOs and biopharma manufacturers for potentially relevant precision-fermentation capabilities, and new food-grade facilities co-located at established industrial sites. Each route has a different bottleneck, from high utilisation to food-grade requirements or retrofit economics. The reported capacity is a useful sign of industrial potential, but only facility-level verification can establish how much of it can become safe, technically suitable and commercially viable protein production.
