There is no evidence-backed “best” or universally cheapest Asian location for technology investment. India, Singapore, Malaysia, Viet Nam, Indonesia and China can each be the better choice for a particular project, but the answer changes with the activity, customer geography, required roles, infrastructure, supply chain and regulatory model. Compare the complete operating footprint—not a single wage, tax rate or incentive—against the market you need to reach.
This guide gives you a practical framework for comparing those locations. It separates software and digital services from electronics production, data infrastructure and regional headquarters; distinguishes all-sector investment statistics from technology evidence; and shows which questions must be verified before you commit capital.
Define the investment before comparing countries
A location decision becomes misleading when “technology investment” covers several different businesses. A software engineering centre, an electronics factory, a cloud or data facility, and a regional sales headquarters consume different inputs and face different rules. Write a one-page operating brief before collecting country data.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteSoftware engineering and digital services
List the engineering, product, design, support, sales and management roles you need; the languages and time zones they must cover; expected hiring volume; security and compliance requirements; and whether staff will build a product, deliver outsourced services or support your own customers. A large graduate population is not proof that the senior machine-learning, platform, cybersecurity or product talent you need is available in the target city.

Electronics design and manufacturing
Specify the bill of materials, process technology, quality standards, tooling, testing, component suppliers, export routes, power reliability and expected production volumes. Labor cost matters, but supplier density, logistics and technology spillovers can determine whether a plant is viable. NITI Aayog’s comparison of Thailand, Malaysia and Viet Nam treats labor-cost competitiveness, targeted incentives, supplier networks, logistics efficiency and technology spillovers as interconnected location factors rather than separate advantages. NITI Aayog, Emerging Electronics Powerhouses
Data infrastructure
Define the required power load, latency, redundancy, cooling, connectivity, land, permitting, data-residency commitments and customer locations. A site that is attractive for software hiring may be unsuitable for a power-intensive facility, while a compact regional hub may offer connectivity and regulatory advantages without being the lowest-cost place to employ large teams.
Regional headquarters or customer-facing expansion
Identify the markets that executives, sales teams and support staff must serve; the legal entity and ownership model; invoicing and tax requirements; travel and work-permit needs; and where contracts, data and customer decisions will be made. A regional base is valuable only if it improves access to customers and partners, not merely because it has a high trade-to-GDP ratio or a prominent investment-promotion campaign.

Use one comparison model for every candidate
Collect country and city evidence in the same units, for the same period and for the same operating footprint. The following framework prevents a low headline wage or an attractive incentive from masking a higher total cost or a poor execution environment.
| Axis | What to compare | How to use the result |
|---|---|---|
| Total operating cost | Compensation by role and seniority; premises; power; connectivity; equipment; supplier logistics; taxes; compliance; recruitment; immigration; management overhead | Build a multi-year model for the actual team, facility and legal structure. Do not substitute a national wage or incentive for a full cost calculation. |
| Talent | Skills by role; seniority; hiring speed; competition; retention; language; labor law; visas and mobility | Map each required role to specific cities or clusters. Price imported specialists and onboarding time where local supply is thin. |
| Market access | Domestic customers; trade links; digital-services rules; foreign-entry conditions; data-transfer and localization obligations | Separate selling into the country from using it as a regional base. Confirm rules for the exact product, data and customer segment. |
| Sector ecosystem | Suppliers; electronics clusters; cloud and data infrastructure; research partners; logistics; local firms | Match the location to the activity. A manufacturing network and a software talent hub are different assets. |
| Policy and execution | Investment approval; ownership; permits; tax treatment; incentives; labor rules; political and operational risks | Treat incentives as conditional and time-limited. Obtain written confirmation from the relevant authority and local counsel. |
Normalize the period and the footprint
Use the same currency, inflation assumption, exchange-rate convention and planning horizon. Separate one-time costs—incorporation, fit-out, equipment, relocation and training—from recurring costs. Model at least a base case, a slower-hiring case and a higher-wage or lower-utilization case. City-level rent, power and compensation can differ more than national averages, so a country score is only a screening tool.

Score evidence, not impressions
Give each criterion a weight tied to the project. A data facility may weight power, fiber and permitting heavily; a customer-support centre may weight language coverage, hiring velocity and labor-law flexibility; an electronics plant may weight suppliers and logistics. Record the source date and whether a number is measured, forecast, announced or promotional. A score without evidence quality is false precision.
What investment patterns actually show
UN Trade and Development’s World Investment Report 2025 identifies India, Malaysia, Indonesia, Singapore, Viet Nam and China as the six Asian economies accounting for more than 60% of announced digital greenfield investment in developing economies. This is a concentration finding, not a ranking of destinations and not a prediction that an individual project will succeed. UNCTAD also describes a shift from information-and-communications-technology manufacturing toward digital services and solutions, including higher-value segments such as artificial intelligence. These are all-sector flows, not technology-only figures. UNCTAD said India remained South Asia’s largest FDI recipient in 2024 despite a slight decline. The numbers show where capital has been announced or invested; they do not reveal your likely salary bill, approval time, data obligations or customer conversion rate. UNCTAD, Developing Asia: Mixed picture for foreign investment in 2024
How to interpret announcements
- Announced greenfield projects indicate investor intent and sector concentration, but projects can be delayed, resized or cancelled.
- FDI flows cover all sectors and may include reinvested earnings, mergers or financial transactions rather than new technology capacity.
- Venture funding measures financing activity, not the availability of production talent, affordable premises or reliable infrastructure.
- Investment-promotion claims describe a policy offer; they do not replace a binding approval, cost quote or customer analysis.
Compare total cost instead of headline wages
No harmonized, all-in comparison establishes that India is the cheapest technology destination against every Asian alternative. A defensible model starts with the exact roles and then adds every cost required to operate.
Build a role-level compensation model
Price base pay, employer social contributions, bonuses, benefits, recruitment fees, severance exposure, overtime and expected annual increases for each role and seniority. Use the same job descriptions in every city. A lower salary can disappear when a location requires scarce specialists, longer searches, higher turnover or imported managers.

Add the physical and digital footprint
Include rent and fit-out, backup power, connectivity, cloud and colocation charges, hardware shipping, insurance, security, local IT support, travel and equipment replacement. For manufacturing, add tooling, yield loss, testing, warehousing, customs, freight, supplier quality and working capital. For data infrastructure, model electricity tariffs, demand charges, cooling, grid connection, land, permits and redundancy rather than using office rents.

Budget incorporation, legal advice, accounting, payroll, tax filings, licenses, audits, cybersecurity controls, data-transfer assessments, labor-law compliance and local management. Quantify the time of headquarters staff and the cost of delays. A location with a lower nominal wage but a six-month permitting delay may cost more than a higher-cost site that can start on schedule.
Use ASEAN wage evidence carefully
The OECD’s ASEAN investment review finds substantial variation in wages and skill composition. It reports that foreign firms pay an average wage premium of 33.7% in ASEAN, compared with 22.0% in OECD economies. The country observations use each country’s latest available World Bank Enterprise Survey, with observation years ranging from 2016 to 2025. This is a regional labor-market finding, not a current technology-sector salary comparison or an estimate of your labor bill. OECD Review of Investment Policies in ASEAN
Treat incentives as a conditional scenario
Model the business without incentives, then show the benefit only after confirming eligibility, investment thresholds, duration, local-content or employment conditions, reporting duties and clawback provisions. Incentives can change with budgets and policy priorities. Obtain written terms from the responsible authority before using them in a board-level return calculation.
Compare talent by role, city and hiring channel
Talent is not a national population statistic. Build a demand map listing every role, required seniority, language, certification, work pattern and start date. For each candidate city, test the reachable labor pool, competing employers, compensation, recruiting channels, retention and time to productivity.

Separate available talent from attainable talent
A résumé database may show many engineers while the market has few staff with the specific combination of distributed systems, regulated-industry experience, product leadership or advanced AI skills you require. Ask recruiting firms and prospective employers for evidence on time-to-fill, offer acceptance, attrition and salary movement. Distinguish local hires from people who could be relocated legally and quickly.
Plan for advanced-skill shortages and mobility
The OECD notes gaps in AI knowledge and skills across ASEAN ecosystems. Advanced roles may require cross-border movement, but mobility can be constrained by requirements to demonstrate a lack of suitable local labor, application procedures and limits on permitted stays. Include immigration counsel, permit lead times and contingency hiring in the launch plan. OECD Digital Trade Review of ASEAN, AI chapter
Use Singapore’s programs as an infrastructure example, not a ranking
Singapore’s Infocomm Media Development Authority says its TechSkills Accelerator placed more than 21,000 locals in technology jobs. IMDA also reports that Singapore expanded data-centre capacity by more than 300 megawatts. These figures illustrate public investment in workforce development and infrastructure; they do not establish that Singapore has lower labor costs or more suitable talent than India or another location. IMDA, Annual Report & Singapore Digital Economy Report 2025
Interpret AI funding separately from operating capability
OECD reports that Singapore received US$12.7 billion, or 80% of ASEAN AI venture funding from 2015 to 2024, while Indonesia received US$1.6 billion. This measures venture-funding concentration, not total AI talent, operating cost, infrastructure capacity or suitability for a specific project. Use it to identify financing and startup-network signals, then validate hiring and delivery capability directly. OECD Digital Trade Review of ASEAN, AI chapter
Break market access into four separate questions
“Access to Asia” can mean domestic sales, regional distribution, digital exports or a legal base for management. Score each dimension independently.

1. Domestic customer scale
Estimate the customers you can actually serve: target industries, purchasing power, procurement rules, channel partners, language and sales-cycle length. A large population is not automatically a large addressable market for an enterprise product or specialized service.
2. Regional connectivity and trade integration
OECD’s ASEAN digital-trade review reports that Singapore’s trade-to-GDP ratio is more than three times GDP and that digitally traded goods and services represented 45% of its exports in 2022. Malaysia’s digital-trade share was 11% in 2022. These measures describe trade integration and digitally traded exports; they are not estimates of customer demand or a guarantee of market access. OECD, Digital Trade Review of the Association of Southeast Asian Nations
3. Digital-services restrictions
OECD describes Singapore as having ASEAN’s least restrictive telecommunications-services environment, while noting that restrictions remain. Malaysia is also among the less restrictive members for digital services. Viet Nam’s telecommunications restrictions are comparatively high, while its computer-services position is described as mid-range. These are sector-specific indicators, not a blanket legal conclusion. Check licensing, foreign ownership, cross-border contracting and competition rules for the exact service. OECD, Digital Trade Review of ASEAN, AI chapter
4. Data transfer and localization
Map where personal, financial, health, government or industrial data may be stored and processed; which transfers need consent or approval; and whether customers require in-country hosting. A regional cloud architecture may reduce latency but increase compliance cost if data must remain in a particular jurisdiction. Obtain a country-specific legal opinion before signing customer contracts.
Singapore’s regional-base proposition needs testing
Singapore’s Economic Development Board presents the country as a business base for access to high-growth Southeast Asian markets. Treat that as an investment-promotion agency’s positioning. Test it against your actual customer locations, distribution partners, tax structure, data obligations and ability to sell from the proposed entity. Singapore EDB, Digital Technology
Match the shortlist to the sector
| Project type | Evidence and questions that matter most | Common comparison error |
|---|---|---|
| Software and digital services | Role-level talent, seniority, retention, language, delivery time zones, security controls, data rules, office and connectivity costs | Choosing a country from average wages or graduate totals without validating the actual hiring pool. |
| Electronics production | Component and contract-manufacturing clusters, quality systems, tooling, logistics, power, customs, incentives and technology spillovers | Relocating an assembly line based on labor cost while importing most components and absorbing higher freight or yield costs. |
| Data infrastructure | Power availability and price, grid connection, fiber routes, cooling, land, permits, redundancy, latency and data residency | Using office-rent or software-labor comparisons to select a power-intensive facility. |
| Regional headquarters | Customer access, treaty and tax analysis, ownership, executive mobility, banking, legal services, language and regional connectivity | Assuming a highly connected economy automatically provides access to every neighboring market. |
India versus the alternatives: a decision process
Do not ask which country wins in the abstract. Ask which candidate passes the project’s non-negotiable gates and then produces the strongest risk-adjusted economics.
- Write the operating brief. Define activity, customers, headcount, facility, data, launch date, service levels and exit or expansion options.
- Create the role and asset list. Include seniority, languages, equipment, power, suppliers, permits and imported specialists.
- Choose comparable cities or clusters. Avoid comparing a capital-city talent market with a low-cost industrial zone without modeling relocation, travel and management implications.
- Collect primary evidence. Request salary bands, rent and power quotes, connectivity terms, supplier lead times, permit checklists, ownership rules and incentive conditions.
- Build three cost cases. Show base, downside and delayed-start scenarios over the same period. Keep one-time and recurring costs separate.
- Run a talent validation sprint. Advertise representative roles, obtain recruiter pipelines, test compensation, measure time-to-fill and identify which jobs require visas.
- Review market-access constraints. Confirm licensing, customer contracting, data transfers, localization, customs and foreign-entry conditions for the exact product.
- Stress-test execution. Model wage inflation, turnover, power interruption, supplier disruption, currency movements, policy changes and an inability to hire imported specialists.
- Verify before signing. Reconfirm current rules and incentives with government authorities and local counsel. Retrospective FDI data and policy announcements cannot substitute for a project-specific approval.
Questions to answer in the investment committee paper
- What proportion of the total five-year cost comes from people, facilities, power, compliance, logistics and management?
- Which three roles are hardest to hire locally, and what is the legal and financial fallback if they cannot be filled?
- Can the proposed entity sell to each target market, or is it only a delivery or holding base?
- Where will customer and employee data be stored, processed and transferred?
- Which suppliers, cloud regions, research partners and logistics routes are within the required service levels?
- Which assumptions rely on a temporary incentive, an announced project or an old survey observation?
- What evidence would cause the company to stop, phase or relocate the investment?
Bottom-line decision rule
India should not be selected merely because it is perceived as low-cost, and Singapore should not be selected merely because it is highly connected. Malaysia, Viet Nam, Indonesia and China may be stronger for particular supplier networks, customer bases, talent niches or infrastructure needs. The defensible choice is the location that meets the project’s legal and operational gates, has verifiable role-level talent and infrastructure, reaches the intended customers, and remains viable after incentives and optimistic hiring assumptions are removed.
