India is preparing a technology-led examination overhaul after paper leaks and cheating allegations, with computer-based testing (CBT), larger question banks and tighter identity and security controls at its centre. Education Minister Pralhad Joshi has not announced a single date for every exam to move online. The most prominent proposed change is a phased shift of NEET-UG, which remains the country’s largest major pen-and-paper entrance test.
What the government has announced
Union Education Minister Pralhad Joshi said the government is redesigning examinations to make them more transparent and less vulnerable to leaks, impersonation and organised cheating. “We are making it more technology driven, making it more transparent, all those loopholes, we are plugging it now,” Joshi said in an interview reported by Moneycontrol.
The announcement describes a reform programme rather than a universal switch date. Existing policy work, parliamentary recommendations and the National Testing Agency’s own plans point toward more computer-based delivery, but no exam-by-exam launch calendar has been published for every affected test.

Will NEET become computer-based?
NEET-UG is the main examination specifically identified for a CBT transition. Most major National Testing Agency entrance examinations already use computers, including JEE-Mains, UGC-NET and CUET. NEET-UG is the major pen-and-paper outlier, handling more than 22 lakh students, so the parliamentary committee has recommended moving it to CBT through a phased plan.

A phased move means the government would need to expand and test capacity before making computer delivery universal. The recommendation does not establish a confirmed first CBT sitting, and candidates should continue following the official NEET information bulletin for the year in which they plan to apply.
How computer-based delivery could change exam security
CBT changes where risks occur; it does not eliminate the need for physical security and oversight. NTA planning documents say computer delivery can reduce exposure to printed-paper logistics, impersonation and paper leakage while supporting faster marking and score reporting. It can also make randomised forms, repeat testing and more flexible scheduling practical.

The wider anti-cheating framework
The Public Examinations (Prevention of Unfair Means) framework covers more than leaked question papers. It addresses answer-key leaks, tampering with answer sheets or computer systems, manipulation of examination processes, fake websites and admit cards, and organised unfair means.

The government says 35 of 46 expert-committee recommendations have been implemented. Measures listed by the government include:
- Aadhaar-based biometric authentication and AI-enabled face authentication.
- Multi-layer frisking and CCTV surveillance at examination locations.
- Signal jammers where required to deter unauthorised communications.
- Grievance mechanisms for candidates and examination stakeholders.
- Restructuring of the National Testing Agency.
These controls show why digitisation alone is not the policy response. Physical venue security, identity assurance, legal penalties, complaint handling and organisational accountability remain part of the same system.
How NTA plans to build and check question banks
NTA’s described test-development pipeline begins with indexed question banks. Algorithmic random selection can create multiple test forms, while AI and software-assisted tools may help generate questions. Human experts still review items, and the process includes multiple checks, differential-item-functioning analysis and post-test statistical analysis.

Differential-item-functioning checks are intended to identify questions that behave unusually for comparable groups, which can signal a wording or fairness problem. Post-test analysis can flag anomalous response patterns and item performance before scores are finalised. These methods improve quality control, but they depend on qualified psychometricians, secure software and transparent governance.

The parliamentary committee says roughly 1.2 crore students sit NTA examinations each year. It recommends substantial investment in government-owned CBT capacity, including 1,000 secure government centres and at least one test centre in every district. It also calls for support for school and college IT laboratories.
That capacity matters most for candidates in Tier-2 and Tier-3 cities, rural regions and marginalised communities. A candidate should not have to travel hundreds of kilometres, pay for private coaching-centre equipment or compete for a weak internet connection simply because an exam moved online.

Reliable delivery also requires backup power, tested local networks, accessible machines, trained invigilators, replacement equipment and procedures for interruptions. A national shift cannot be considered fair until these arrangements work outside large metropolitan centres.

The committee records a 41% vacancy rate among NTA’s 39 sanctioned positions. It also says implementation of the Radhakrishnan committee’s 101 recommendations is ongoing. Expanding CBT while strengthening the agency will require specialist staff in psychometrics, examination security, digital infrastructure, data analytics and logistics.

That would give authorities a shared record of suppliers barred for security or delivery failures instead of allowing a problematic contractor to reappear in another examination cycle.

What changes for students now
- Do not assume an immediate universal switch. The policy direction favours more CBT, but official notices still determine the format of each examination.
- Watch the relevant information bulletin. For NEET-UG, JEE, CUET, UGC-NET and other tests, rely on the year’s notification for the confirmed mode, centres, identity requirements and help-desk process.
- Prepare for either format until a notice changes it. Continue practising subject content and timed answering; if CBT is announced, add on-screen navigation, scrolling, review-marking and mouse or keyboard familiarity.
- Check travel and accessibility details early. A computer-based format may change the available cities, reporting rules or accommodation process, particularly for candidates outside major urban areas.
- Use official grievance channels when something goes wrong. Preserve the centre name, session, time and any acknowledgement number rather than relying on informal social-media reports.
What remains undecided
The available policy statements do not confirm that every examination affected by recent controversies will move to CBT, nor do they set a universal implementation date. The committee’s recommendation is explicitly phased and tied to secure infrastructure, district coverage and access safeguards. The practical timetable will therefore depend on procurement, centre readiness, staffing, accessibility testing and the government’s final decisions for each exam.
For students, the immediate lesson is straightforward: expect tighter identity checks and more technology in the examination system, but treat CBT as a proposed direction until the official notification for a particular test says otherwise.
