The India–New Zealand free trade agreement is scheduled to enter into force on 20 October 2026. For businesses shipping goods between the countries, the practical changes are product-specific tariff preferences, formal proof of origin, and customs-facilitation commitments—not an automatic tariff cut or guaranteed clearance time for every shipment.
What customs rules change on 20 October?
The agreement introduces preferential tariff treatment for qualifying goods and sets out customs-facilitation measures. The start date is established by New Zealand’s commencement order and was announced by India’s Ministry of Commerce after both countries completed their domestic processes. As of 13 October 2026, the date is still forthcoming. New Zealand’s commencement order and India’s announcement confirm the timing.
A preference depends on the tariff line, the date the preference applies, the product’s origin, and any applicable quota or conditions. Exporting from New Zealand by itself does not make a product eligible. A tariff preference also does not replace separate import approvals or product-safety requirements.
How to check the tariff for a product
New Zealand’s tariff outcomes for exports to India are set at the national tariff-line level, using eight-digit lines. Aggregate estimates describe the agreement as a whole; they do not tell a business what duty a particular shipment will face. New Zealand Trade and Enterprise (NZTE) cautions: “Do not price, contract, delay a shipment or claim a preference using a headline tariff figure alone.” NZTE’s FTA guidance and Tariff Finder direction explain the product-level check.

Except for standard USB webcams (which use USB data only), they are not compatible with HDMI/DisplayPort cables, video-capable USB-C hubs, or docking stations with video output.
- Convert USB-A Ports to USB-C: Designed to connect USB-C earphones, cables, flash drives, card readers, and other USB-C accessories to standard USB-A ports. Plug-and-play with no drivers or software required.
- Aluminum Alloy Housing: Built with a sturdy aluminum alloy shell that aids in heat dissipation and protects against daily wear and scratches. Designed to maintain a stable and secure connection.
- Compact & Travel-Friendly: The ultra-compact design allows the adapter to stay plugged into your device without blocking adjacent ports or adding bulk, reducing wear and tear on your original USB ports.
- 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.
- Identify the product description and confirm its HS classification.
- Check the relevant Indian eight-digit tariff line and the preferential rate that applies on the shipment date.
- Check whether the rate is phased in over time or subject to a quota, seasonal window, minimum import price, or other product condition.
- Confirm that the goods meet the agreement’s origin rule and that you can provide the required evidence.
- Check separately for Indian import, registration, testing, certification, biosecurity, food-safety, marking, or labelling rules that apply to the product.
For uncertain classification or origin, seek shipment-specific advice from New Zealand Customs or a customs adviser. For food and primary products, MPI may also be relevant. NZTE says detailed preference-claim procedures should be confirmed through implementation guidance; the available guidance does not establish a complete Indian customs filing sequence.
What the headline tariff figures mean
Official summaries give several useful measures of the agreement, but they describe different things. The figures below are broad outcomes, not a substitute for checking a product’s tariff line and conditions.

| New Zealand exports to India | More than half of New Zealand exports will be tariff-free on day one, rising to over 80% once fully phased in. | New Zealand Ministry of Foreign Affairs and Trade (MFAT) agreement summary, accessed 13 October 2026. |
| India exports to New Zealand | 100% of India’s exports to New Zealand become duty-free from entry into force. | India’s Ministry of Commerce & Industry, Press Information Bureau, 2026; this is not the tariff outcome for New Zealand exports to India. |
| New Zealand exports to India | NZ$2.03 billion in exports in the year ended December 2025. | MFAT, 2026 webpage; this is an export-value figure, not a tariff rate. |
The different New Zealand export figures use different summary descriptions. Neither gives the rate for a specific product. A product’s tariff line, phase-in schedule, and any quota conditions determine the applicable result.

Goods must meet the agreement’s product-specific origin rule. Imported inputs do not automatically disqualify a finished product, but the relevant rule must be satisfied. New Zealand’s implementing regulations refer to Chapter 3 and Annexes 3A, 3B, and 3C of the FTA. The implementing regulations identify those origin provisions.

At entry into force, NZTE says New Zealand exporters need a Certificate of Origin from an authorised certifying body: “When the NZ–India FTA enters into force, New Zealand exporters will need a Certificate of Origin issued by an authorised certifying body.” The agreement allows approved-exporter self-declaration, but that scheme is not initially available. Confirm current Customs guidance before relying on any later change. NZTE’s FAQ covers the initial certificate requirement.
Can exporters self-certify origin?
Not under the initial process described by NZTE: a New Zealand exporter needs a Certificate of Origin issued by an authorised certifying body. Although the agreement allows approved-exporter self-declaration, NZTE says that option is not yet available at entry into force. Check later Customs guidance for any update before using a different method.

Will customs release goods within 48 hours?
MFAT’s agreement summary describes a commitment for India Customs to release all goods within 48 hours and to endeavour to release perishable goods and express consignments within 24 hours. The distinction matters: the 24-hour period is an endeavour, not a guaranteed deadline. Neither commitment guarantees the clearance time of an individual shipment. MFAT’s agreement summary also outlines advance rulings, electronic import documents, a Single Window, and Authorized Economic Operators as facilitation provisions.
Which goods may have extra conditions?
The agreement includes quota arrangements for apples, kiwifruit, albumins, and certain mānuka honey. Depending on the product, relevant conditions can include quota allocation, seasonal windows for apples and kiwifruit, minimum import prices, or mānuka honey certification. Check those conditions alongside the tariff line; a preferential rate does not mean unlimited quota access or automatic product approval. NZTE’s FTA guidance identifies these product-specific considerations.

More generally, products may face separate import rules, including biosecurity and food-safety requirements, registration, testing, certification, marking, or labelling. Confirm the rules that apply to the particular goods before dispatch; the tariff preference alone does not establish that goods are approved for sale. NZTE’s guidance directs exporters to relevant agency information.
