For most commercial workloads, Mumbai–Navi Mumbai is India’s default primary data-center region. It has the country’s largest concentration of capacity, international cable and carrier access, cloud availability and experienced operators. Hyderabad is the best expansion-friendly metro alternative, Delhi NCR is strongest for northern users and government-facing systems, and Bihar—particularly Patna—is better suited to state workloads, edge deployments or a carefully engineered secondary/disaster-recovery site than to a like-for-like replacement for the major metros.
The right choice depends on more than city names. Compare carrier diversity, power energisation, available colocation capacity, user latency, land and operating costs, cooling constraints, skilled staff, incentives, approval timelines and physical separation from your primary site.
India’s data-center market has expanded, but capacity remains concentrated
India’s national data-center capacity grew from about 375 MW in 2020 to around 1,500 MW by 2025, according to the Press Information Bureau in 2026. Invest India reported more than 130 operating data centres and over 1,180 MW of IT-load capacity in 2025, concentrated in seven major cities that include Mumbai–Navi Mumbai, Delhi NCR and Hyderabad. This concentration matters because a mature cluster normally offers more carriers, cloud on-ramps, contractors, replacement parts, trained engineers and competing operators.

The Telecom Regulatory Authority of India (TRAI) counted 133 colocation data centres and 516 cloud service providers in its August 2022 baseline. The same material noted a lack of data centres in hinterland states such as Bihar. That does not make a smaller state unusable; it means a buyer must validate each dependency instead of assuming metro-level redundancy.

National Informatics Centre describes government facilities this way: “The National Data Centres form the core of e-Governance Infrastructure in India by providing services to various e-Governance initiatives undertaken by the Government of India.” Government hosting requirements can therefore make location, sovereignty, procurement and support arrangements as important as raw rack capacity.
Quick comparison: what each region is best at
| Region | Best-fit workload | Strengths | Key trade-offs |
|---|---|---|---|
| Mumbai/Navi Mumbai | Primary region for national, hyperscale, cloud and financial-services workloads | India’s deepest data-center and telecom ecosystem; more than 25% of national capacity; strong international connectivity | Higher land and operating costs, power-connection competition and concentration risk |
| Hyderabad | Enterprise or cloud primary site; companion to Mumbai for geographic redundancy | Mature metro ecosystem, skilled labour and generally more expansion headroom than Mumbai; hosts an NIC national data centre | Validate site-specific carrier routes, utility redundancy and local approvals |
| Delhi NCR | Applications serving northern India, government and regulated users | Proximity to the national-capital enterprise and public-sector ecosystem; major cluster including Noida and Gurugram | Power, fibre, land and approvals vary materially between Delhi, Noida and Gurugram |
| Bihar/Patna | State-government systems, local edge services, lower-cost secondary or disaster-recovery deployments | State Data Centre, STPI Tier-III-standard facility and IT-policy incentives | Smaller commercial ecosystem; carrier diversity, staffing, utility redundancy and procurement lead times require proof |
How to evaluate a location before signing a contract
1. Carrier and fibre diversity
Ask each operator for physically diverse entrances, not merely two service providers using the same duct or building. Request route maps, meet-me-room details, cross-connect lead times and the number of independent long-haul paths to your users, cloud regions and internet exchanges. A second carrier is not genuine redundancy if both circuits fail at the same road cut, duct, exchange or building entry.
Mumbai–Navi Mumbai usually offers the broadest choice because telecom and data-center operators have clustered there. Hyderabad and Delhi NCR also have substantial carrier markets, but the exact building and submarket determine resilience. For Patna, make route diversity a gating requirement: obtain written confirmation of separate fibre paths, restoration targets, last-mile ownership and escalation coverage before treating a site as production-grade.
2. Power reliability and time to energise
Compare utility feeds, substation distance, sanctioned load, generator autonomy, fuel contracts, UPS topology, maintenance windows and the time required to obtain additional megawatts. “Available power” can mean a powered shell, a live connection with spare capacity or only a future promise; put the definition in the contract.
Reliable power is essential for uninterrupted data-center operation. Smaller hosting rooms and remote sites should size rack UPS systems around the actual IT load, bypass arrangements, battery-runtime target, generator start sequence and cooling restart profile. Verify electrical ratings and runtime for any UPS product rather than relying on a nominal VA figure.
Mumbai’s demand and land constraints can make new connections competitive. Hyderabad may provide more room for phased expansion. Delhi NCR conditions differ between Delhi, Noida and Gurugram, so a regional label is not a substitute for a utility study. Patna projects should include longer procurement and energisation contingencies until the utility schedule is documented.
3. Colocation, cloud and operational capacity
Count the capacity you can actually contract: powered racks, committed kW, expansion space, cloud on-ramps, internet transit, remote hands and certified maintenance staff. National totals do not guarantee an available cage or a suitable density at your preferred site.

Mumbai–Navi Mumbai’s share of more than 25% of India’s capacity supports the widest operator and service ecosystem. Hyderabad is a credible primary region and a practical companion to Mumbai. Delhi NCR provides a large northern cluster, while Patna has a smaller pool and may require a hybrid design using local infrastructure plus off-site cloud or colocation services.
4. Latency to your users
Place latency-sensitive systems near the largest user population and test from real access networks, not from a single office connection. Measure round-trip latency, jitter, packet loss and peak-hour behaviour to application tiers, databases, identity services and payment gateways.
- Choose Mumbai/Navi Mumbai when users and partners are distributed nationally or when international and financial-service connectivity dominates.
- Choose Hyderabad when a central-southern footprint, expansion capacity and a mature metro environment matter more than being on the western coast.
- Choose Delhi NCR when most traffic originates in northern India or when government and national-capital relationships are central to the workload.
- Use Patna for local or state traffic when a nearby edge meaningfully improves response time, but keep critical dependencies resilient outside the city.
5. Land, rent and operating cost
Mumbai generally carries higher real-estate and operating costs than emerging markets, and competition for suitable power and land can increase total project cost. Hyderabad is often attractive for expansion because a mature ecosystem can coexist with more development headroom. Delhi NCR pricing and availability depend heavily on the specific submarket. Bihar can offer a lower-cost basis, but savings disappear if you must fund private fibre, imported spares, extra on-call staff or long-distance support.
No directly comparable public rack-price or energy-price table establishes an apples-to-apples winner across all four regions. Obtain operator quotes using the same assumptions: committed kW, rack density, PUE, cross-connects, remote hands, taxes, setup fees, SLA credits, minimum term, power overage rates and disaster-recovery connectivity.

6. Cooling water and environmental constraints
Request the facility’s cooling design, water source, annual consumption, treatment process, ambient design conditions and restrictions on water use. A site using air-cooled or hybrid systems may have a different risk profile from one dependent on significant make-up water. Confirm how heat waves, water interruptions, humidity and environmental permissions are handled in the operating plan.
7. Skilled operations workforce
Ask how many facilities engineers, network technicians, security staff and vendor specialists are available on each shift; where the escalation team is located; and how quickly replacement parts and contractors can arrive. Mumbai, Hyderabad and Delhi NCR offer deeper labour pools. Patna can work when the operator has a documented staffing and training model, supported by remote experts and stocked spares.
8. Incentives and approval friction
Incentives should be valued only after eligibility, timing and claw-back conditions are confirmed. Bihar IT Policy 2024 requires at least 25 direct jobs and that 50% of those employees be domiciled in Bihar for benefits. It also provides an additional 10% incentive for eligible projects outside Patna and Danapur municipal areas. Treat those figures as policy conditions, not an automatic discount: confirm the current implementing rules, application process, qualifying investment and evidence required.

Region guide: strengths, risks and sensible deployment patterns
Mumbai and Navi Mumbai: the default primary region
The Government of India identifies Mumbai–Navi Mumbai as the country’s largest data-center hub, with more than 25% of national capacity. Coastal cable access, carrier concentration, cloud connectivity and a large specialist workforce make it the strongest default for hyperscale, financial-services, SaaS and nationally distributed applications.

Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →The same concentration creates risk. A single metro, utility corridor or interconnected supplier base can become a correlated failure domain. Land and power-connection competition raise cost, and high demand can lengthen delivery schedules. If you select Mumbai, place critical components in separate buildings or campuses where possible, document independent utility and fibre paths, and pair the region with a genuinely distant recovery site.
Hyderabad: expansion-friendly metro alternative
Hyderabad is repeatedly identified as a major Indian data-center hub and hosts a National Informatics Centre national data centre. It is a credible primary region for enterprise and cloud workloads and often the most practical companion to Mumbai for geographic redundancy. Buyers usually choose it when they want a mature ecosystem, strong connectivity and skilled labour with more room for phased expansion than Mumbai.
Do not assume every Hyderabad facility has the same resilience. Check the campus’s utility feeds, carrier entrances, water strategy, local flood and heat assumptions, expansion dates and the operator’s ability to provide remote hands during a regional incident.
Delhi NCR: northern reach and public-sector proximity
Delhi NCR—including Noida and the wider Gurugram market—is a major northern cluster. It is compelling for applications whose users are concentrated in northern India, for government and regulated workloads, and for organisations that need proximity to the national-capital enterprise and public-sector ecosystem.

Power availability, fibre routes, land prices, building standards and approval processes can differ across municipal and state boundaries. A facility in NCR can reduce user latency while still requiring a second region outside the same northern hazard and utility footprint.
Bihar and Patna: viable for targeted, not generic, use
TRAI’s material describes a clear shortage of data centres in hinterland states such as Bihar, so Patna does not currently match the commercial depth of the three major metros. It nevertheless has meaningful infrastructure. STPI lists a Tier-III-standard Patna facility measuring 6,165 square feet, and Bihar operates government hosting through its State Data Centre.

That makes Patna credible for Bihar government applications, local edge caching, branch or regional services, lower-cost secondary capacity and selected disaster-recovery designs. Before using it for a primary commercial platform, validate at least two independent carriers, utility and generator redundancy, cooling performance, 24/7 staffing, hardware replacement logistics, security accreditation, incident response and procurement lead times. A small local site can be valuable even when databases, identity services or backups remain in a larger metro.

Primary in Mumbai, recovery in Hyderabad
This pairing combines Mumbai’s ecosystem depth with meaningful geographic separation and a second mature operating market. Replicate data according to the application’s recovery-point objective (RPO), and test failover rather than merely keeping an empty contract. Confirm that the two providers do not share critical upstream carriers, cloud dependencies or management credentials.

Repair common Windows errors and clear accumulated junk for a smoother, more stable PC - no reinstall needed.Free scan · no reinstallPrimary in Hyderabad, recovery in Mumbai
Use this pattern when Hyderabad offers better expansion economics or when the operating team is based there, while Mumbai supplies broad external connectivity and a large recovery ecosystem. Keep recovery capacity sized for the actual failure scenario, including network throughput, licenses, DNS changes, security controls and staff availability.
Delhi NCR primary with a southern or western recovery site
This is appropriate for northern user populations and government-facing workloads. Select a recovery region outside the same NCR utility, flood and fibre-risk envelope; Mumbai or Hyderabad are candidates depending on latency, compliance and application dependencies.
Patna as an edge or secondary site
Use Patna when proximity to Bihar users, state systems or a lower-cost standby footprint has clear value. Keep independent backups and a tested recovery path in a larger metro until Patna demonstrates carrier, power and support resilience under your own service-level objectives. A Tier-III-standard room does not by itself prove that your end-to-end architecture is Tier III.
A procurement checklist for comparable bids
- Define peak and average IT load, rack density, growth rate, RPO, recovery-time objective and user-latency targets.
- Request two or more bids per region with identical assumptions for committed kW, PUE, cross-connects, remote hands, taxes, setup fees, minimum term and SLA credits.
- Obtain utility documents covering sanctioned load, dual feeds, generator capacity, fuel autonomy, UPS maintenance and energisation dates.
- Obtain fibre route maps and written diversity statements for building entry, meet-me-room and long-haul paths.
- Inspect cooling, water, fire suppression, physical security, access logs, environmental monitoring and spare-parts storage.
- Verify staffing by shift, escalation ownership, contractor response times, background checks and replacement-hardware logistics.
- Check state and municipal approvals, tax or employment incentives, data-residency obligations and procurement timelines.
- Run latency, packet-loss and failover tests from representative user networks before production migration.
- Write exit, portability and data-erasure terms into the contract, including assistance if the facility misses expansion or availability commitments.
Decision framework
| If your priority is… | Start with… | Conditions to verify |
|---|---|---|
| Maximum ecosystem depth and international connectivity | Mumbai/Navi Mumbai | Cost, power lead time and separation from a second site |
| Metro maturity plus expansion headroom | Hyderabad | Campus-specific carriers, utility redundancy and cooling |
| Northern users, government or NCR relationships | Delhi NCR | Exact submarket, fibre routes, power and approvals |
| Bihar-local performance or a lower-cost standby | Patna/Bihar | Carrier diversity, 24/7 support, utility resilience and recovery testing |
| Two-region resilience | Mumbai plus Hyderabad, or Delhi NCR plus a distant metro | Independent providers, credentials, carriers and tested replication |
Bottom line
Select Mumbai–Navi Mumbai for the broadest commercial capability unless cost, expansion or concentration risk points elsewhere. Choose Hyderabad when you need a mature alternative with room to grow, and Delhi NCR when northern latency or public-sector proximity dominates. Choose Bihar deliberately for state, edge or secondary purposes—and only promote it to a critical primary role after the site proves carrier, power, staffing and recovery requirements with contract-level evidence.
