Index each PDF page as its own retrievable record, and attach that record to an immutable document identity. A useful citation should tell a reader which PDF version to open and where to find the result—ideally with both the page’s physical position and its displayed label. A page number without a document version can point to the wrong content after a bundle is replaced.
What makes a PDF page citation durable?
A citation is durable when it resolves to the same document bytes that were indexed and identifies a page within that document. Store a stable bundle or document ID, preferably alongside a content hash, with every extracted page record. Keep the original PDF or a durable reference to it so retrieval can resolve the citation against the indexed version.
This document-identity design is an engineering recommendation, not a requirement stated by the cited platform documentation. Anthropic’s current API documentation specifies 1-indexed page numbers for PDF citations, while plain-text citations use 0-indexed character positions and custom-content citations use 0-indexed block positions. Which page number should an index store?
Keep two coordinates when available: the physical position in the PDF file and the page label a reader sees. They answer different questions. Physical position unambiguously identifies a page in a particular PDF; a displayed label helps the reader match the citation to the viewer or printed page.

The coordinates can differ. A document may have Roman-numeral front matter (i, ii, iii) before the page labeled 1, or appendix pages labeled A-8. W3C’s PDF17 technique describes the importance of matching the numbering shown in viewer page controls to the document’s page numbering: W3C PDF17.

How to build a page-level PDF text index
- Identify the source. Assign a stable bundle or document ID and, where practical, compute a content hash. Retain the original PDF or a durable object-store reference.
- Extract pages independently. Store each page’s extracted text with the document identity and physical page position. PDF.js documents a page-oriented workflow: load a document, then retrieve a page with
getPage(1). This makes it possible to preserve page association during extraction and indexing: PDF.js examples. - Preserve labels and extraction context. Read and store PDF page labels when available. Also record the parser version and whether OCR was used; these details help diagnose changes in later reprocessing.
- Return a resolvable citation. Include the stable document reference, physical page position, and displayed label when available. If the original version is unavailable, say so rather than silently opening a replacement PDF.
- Check extraction coverage. Identify pages with little or no extracted text and route them through OCR when appropriate for the use case.
What text extraction can miss
Ordinary PDF text extraction does not necessarily capture everything a reader can see or inspect in a file. The PDF Association notes that vectorized text may evade normal extraction, annotations may be separate from page content and skipped, and document metadata may not be processed. OCR can recognize some vectorized text, but it does not automatically handle skipped annotations or metadata. - Use direct extraction when page text is represented in an extractable form.
- Consider OCR for image-like or vectorized page content that produces little or no extracted text.
- Define separate coverage rules for annotations, bookmarks, metadata, and embedded files. Do not assume that page-text extraction includes them.
How to format the citation shown to a reader
A practical citation can display the human-friendly page label while retaining the physical position and document identity behind the link. For example: “Support manual, version [document ID], page A-8 (PDF page 14).” The bracketed phrase here is descriptive prose, not a template to copy; in a real system, populate the citation from stored identifiers. Link the citation to the retained indexed PDF version when possible.
If a bundle has been replaced, do not resolve an old page coordinate against the new file. Retrieve the indexed version, or explain that the cited version is unavailable. A replacement file may have different page order, labels, or content even if its filename is unchanged.

Decide what belongs in the index
Page-level text is a useful retrieval unit, but it is not a complete inventory of PDF content. Set explicit scope for OCR and for non-page-text structures such as annotations, bookmarks, metadata, and embedded files. Store enough extraction metadata to distinguish “this page had no extractable text” from “this page was not processed.”
