There is no universal “build” or “buy” winner for a bank. The practical choice is usually a portfolio: proprietary models for a few differentiating or highly controlled uses, external APIs or models where speed and scale matter, and hybrid designs for everything between. The right decision depends on the use case, data sensitivity, supervisory expectations, internal capability, supplier concentration and the bank’s ability to monitor, change or exit the system.
External sourcing does not remove the bank’s responsibility for outcomes, and building internally does not remove model, cyber, privacy or operational risk. Compare the full life-cycle cost and control profile before selecting an architecture.
“In-house versus third-party” is not one architectural choice
A bank can develop a model itself, commission another firm to develop one, run a third-party model in its own environment, call a cloud API, or combine these methods. Different use cases can justify different choices. A fraud-screening model, an employee search assistant and a customer-facing credit explanation may have very different tolerance for latency, data movement, explainability, concentration risk and change.

That pattern supports a use-case portfolio rather than a single bank-wide answer.

What “in-house” can mean
In-house may mean training a model from the ground up, adapting an existing model with bank data, or operating a model and its surrounding controls with the bank’s own staff. Those are materially different commitments. Full proprietary general-purpose AI development requires funding for data preparation, secure compute, specialist engineers, evaluation, maintenance and monitoring. Internal ownership of code does not automatically provide better data quality, safer behavior or lower operating cost.
What “third-party” can mean
Third-party AI ranges from a hosted application programming interface (API) to an open-source model downloaded and operated by the bank, a model installed on bank-controlled infrastructure, or a system developed by an external contractor. A hosted API may give rapid access to capability while exposing the bank to provider outages, contract limits, model changes and concentration risk. A model running on premises may improve control over data flows but still require the bank to patch, secure, evaluate and operate it competently.
How banks are actually deploying general-purpose AI
The EBA’s Autumn 2024 Risk Assessment Report gives an indication of reported approaches among respondent banks. The categories overlap, so the percentages must not be added together or read as market shares. They describe reported deployment approaches, not comparative cost, safety, quality or success.

| Reported GPAI approach | Approximate share of respondent banks | What the figure does—and does not—show |
|---|---|---|
| Third-party cloud API | 56% | Commonly reported approach; not evidence that APIs are cheapest or safest. |
| Third-party open-source model or system | 43% | Shows use of open-source systems; does not identify who maintains or validates them. |
| Third-party on-premises deployment | 21% | Indicates local deployment by a third party; does not prove effective operational control. |
| Proprietary model or system development | 18% | Reported internal development; not a return-on-investment measure. |
| Outsourced model or system development | 18% | External development work; does not transfer accountability for use. |
For AI more broadly, the same report records approximately 59% proprietary development, 33% outsourced development, 40% third-party open-source systems, 39% cloud API deployment and 37% third-party on-premises deployment. These broader figures are also approach-specific and overlapping; they should not be interpreted as mutually exclusive choices.

Cost: compare total ownership, not a model price
No reviewed source provides a like-for-like total-cost or return comparison between internal development and external AI services for banks. The EBA identifies financial and technical resources as a major challenge for proprietary general-purpose AI, while cloud APIs are valued for flexibility and scalability. A low API unit price can therefore coexist with a high governance or exit cost, and an expensive internal programme may be justified for a capability that differentiates the bank.
Cost categories to put in the business case
| Cost area | In-house or bank-operated exposure | Third-party exposure |
|---|---|---|
| Build and integration | Recruiting or retaining machine-learning, data, security and platform staff; building pipelines, evaluation harnesses and interfaces. | Subscription, usage or project fees; integration work; customisation and migration effort. |
| Compute and storage | Capital or reserved capacity, power, cooling, networking and capacity planning. | Variable consumption charges, minimum commitments and provider egress or storage fees where applicable. |
| Data preparation | Permissioning, cleansing, labeling, lineage, retention and secure training environments. | Redaction, tokenisation and transfer controls before data leaves the bank; possible duplicated storage. |
| Assurance | Independent validation, red-team testing, bias and performance testing, audit evidence and regulatory reporting. | Vendor due diligence plus bank testing of the service, its interfaces and its outputs; contractual audit costs. |
| Operations | 24-hour monitoring, incident response, patching, model refreshes, capacity and staff cover. | Provider operations reduce some tasks but do not remove local monitoring, access management or incident handling. |
| Change and exit | Internal migration and replacement still require engineering time and data portability. | Retrieval, re-testing, parallel running, contract termination, data deletion and replacement-provider costs. |
Model the useful life of the system, not just the first deployment. Include staff turnover, security upgrades, changing regulatory requirements, expected volume growth, service-level penalties, parallel operation during migration and the cost of validating a replacement. State assumptions for request volumes, latency, retention and availability; otherwise two options cannot be compared fairly.
Risk and control dimensions that decide the trade-off
Use the same questions for every option. A supplier’s marketing description is not a control assessment, and internal ownership is not proof of control.

Data security, privacy and confidentiality
- Identify every data element sent to a model, including prompts, attachments, logs, feedback and telemetry.
- Specify processing locations, retention, deletion, subcontractors, administrator access and whether customer content can be used for provider training.
- Apply classification rules before data reaches an external endpoint. Highly confidential data may require local processing, strong redaction or a non-generative alternative.
- Test prompt-injection, data-exfiltration and insecure-plugin paths. A private network connection does not make unsafe model behavior safe.
Local deployment can reduce uncontrolled data movement, but it does not eliminate insider access, malware, weak identity controls or insecure model artifacts. A cloud service can provide mature infrastructure controls, yet the bank remains responsible for deciding what information is disclosed and how outputs are used.

Control over model behavior and change
Ask whether the bank can inspect the model version, system prompts, safety settings, training or fine-tuning data, retrieval sources and release schedule. A hosted service may change a model without the bank changing its code. Require advance notice where feasible, version pinning or testing windows, rollback procedures and a way to detect behavioral drift. For an open-source model, inspect the actual license, provenance, update cadence and security response rather than assuming that “open” means supported.
Performance, validation and explainability
Define acceptance tests using representative, legally usable data. Measure accuracy, false positives, false negatives, calibration, latency, refusal behavior, hallucination rates and performance across relevant customer groups. Keep a versioned record of test data, prompts, thresholds and approval decisions. For high-impact decisions, provide a human review path and an explanation appropriate to the decision; a model’s confidence score is not automatically an explanation.
Skills and operating capacity
The EBA notes that on-premises third-party deployment can offer greater control but may be difficult where internal technical skills and resources are limited. Count the people required to secure the infrastructure, evaluate updates, investigate incidents, maintain data pipelines and support users. If the bank cannot staff those functions, nominal ownership may create a control gap rather than independence.

Third-party AI requires a managed relationship lifecycle
U.S. interagency third-party risk guidance describes five stages. Treat them as a continuous control cycle; signing a contract is not the end of the assessment, and outsourcing does not transfer the bank’s responsibility.
- Planning. Define the business outcome, risk appetite, data classification, criticality, recovery objectives, jurisdictions and an exit scenario before contacting suppliers.
- Due diligence and selection. Assess financial and operational resilience, security architecture, model documentation, testing evidence, subcontractors, incident history, data use, intellectual-property terms, support and concentration exposure. Test the service with bank-representative cases.
- Contract negotiation. Cover permitted data, retention and deletion, confidentiality, audit and information rights, incident notification, service levels, model-change notice, version access, regulatory cooperation, subcontracting, liability, portability and termination assistance.
- Ongoing monitoring. Track availability, latency, output quality, drift, incidents, access, material changes, control attestations and concentration. Reassess when the use case, data or provider changes.
- Termination. Maintain a tested migration plan, export required data and configurations, revoke access, verify deletion, preserve records and validate the replacement before shutting down the old service.
For a provider-hosted model, ask specifically how the bank will reproduce an investigation after the provider changes the model. If the answer depends on information the contract does not guarantee, the bank has an evidentiary and exit risk.
What current U.S. and European guidance does—and does not—say
United States
The Office of the Comptroller of the Currency’s 2026 revised model-risk guidance addresses model development and use, testing, validation and monitoring, governance and controls, and vendor and third-party products. Its model scope is framed around complex quantitative methods grounded in statistical, economic or financial theories. It expressly excludes generative and agentic AI because those technologies are novel and rapidly evolving. The bulletin is risk-based, not enforceable or prescriptive, and is expected to be most useful for models supporting significant business lines, operations, services and functions. Do not present it as a generative-AI-specific mandate.
The 2023 U.S. interagency third-party guidance is a risk-management framework for supplier relationships. It does not make a bank less accountable because a model is hosted or developed by another party.

European Union
ECB Banking Supervision’s 2026–28 priorities call on banks to align digital and AI strategies with opportunities and risks, establish governance and risk controls, and address cyber and provider-concentration vulnerabilities. The EBA’s AI material reports that banks weigh scalability, cost, security and compliance control, internal skills, resources, data quality and privacy when selecting an approach. These supervisory priorities do not prescribe one deployment pattern for every use case.
Cross-sector risk perspective
The BIS Financial Stability Institute’s 2024 analysis describes AI as capable of amplifying existing model-risk and data-privacy problems. It also identifies hallucination and anthropomorphism risks in generative AI, together with governance, expertise, data governance and third-party-provider concerns. This is an institutional analysis, not a binding rule, but it is a useful checklist for risk committees.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Choose by use case, not by ideology
| Use-case characteristic | Often favors a bank-operated or tightly controlled design | Often favors an external or hybrid design |
|---|---|---|
| Highly confidential data or strict locality requirements | Local inference, private infrastructure or heavily controlled retrieval with minimal data movement. | External service only when contractual, technical and jurisdictional controls are demonstrably adequate. |
| Critical decision or customer-rights impact | Greater ability to inspect versions, retain evidence, set thresholds and keep human approval. | Specialist components may be used, but bank validation, monitoring and override remain mandatory. |
| Rapidly changing capability and uncertain demand | Can be slower and require large upfront capacity. | API or managed service can provide flexibility and scalability; budget for usage and exit. |
| Distinctive proprietary data or process | Internal adaptation may protect differentiation and control the improvement loop. | External development can accelerate delivery if rights, documentation and portability are secured. |
| Limited specialist staff | Operating a local model may exceed safe capacity. | Managed infrastructure can fill capability gaps, while the bank retains governance and assurance. |
| Need for multiple providers or fallback | Portable interfaces and open formats reduce dependence. | Use more than one provider only when the added operational and validation burden is justified. |
A hybrid portfolio should be governed as one technology estate. Maintain an inventory of models, providers, data flows, owners, criticality, jurisdictions, versions, validation status and retirement dates. Report concentration by underlying provider and cloud dependency, not just by application name.
Implementation patterns that preserve optionality
If the bank builds or operates the model itself
- Approve a named business owner, model owner, data owner and independent validation function.
- Separate development, testing and production access; log prompts, outputs, administrative actions and model versions according to retention policy.
- Use reproducible training and evaluation pipelines, signed artifacts and documented rollback points.
- Run security testing, adversarial testing and outcome monitoring before expanding the user population.
- Budget for patching, retraining, hardware refresh, specialist cover and eventual replacement from the first approval.
If the bank uses a cloud API
- Classify prompts and attachments at the gateway; block restricted data by default and redact where justified.
- Pin an approved model version when possible and route all calls through an auditable control layer.
- Set quotas, timeout behavior, fallback responses and a service-health kill switch.
- Test provider updates against a fixed regression suite before production rollout, or isolate them behind a staged release.
- Keep a second implementation or manual process for critical functions and rehearse migration.
If a third-party model runs on premises
- Confirm that local hosting actually covers the bank’s threat, licensing and support requirements.
- Assign responsibility for patches, vulnerability disclosure, model updates, hardware failures and incident response.
- Measure whether internal teams can sustain capacity, monitoring and validation after the implementation project ends.
- Document how the bank will obtain fixes and model artifacts if the supplier exits the market.
Common failure modes and corrective actions
- Comparing subscription price with engineering salary only. Add assurance, security, data preparation, operations, downtime, migration and retirement costs.
- Treating “private cloud” as automatically private. Verify data paths, administrator access, retention and subcontractors rather than relying on a label.
- Assuming open source has no supplier risk. Identify maintainers, license obligations, patch timelines, provenance and support ownership.
- Letting a provider change the model silently. Require change notices, version controls, regression tests and rollback or suspension rights.
- Leaving exit until termination. Test export, replacement, deletion and parallel running while the service is healthy.
- Delegating accountability to a contractor. Keep internal ownership of intended use, data permission, validation, customer treatment and incident decisions.
- Deploying a pilot without production controls. Define success, failure thresholds, human escalation, logging and a stop authority before real customer data is used.
A practical decision record for each AI use case
Before approval, record the answers below in a form that risk, technology, compliance and business teams can all review:
- What decision or task is being supported, and what harm follows from an incorrect or unavailable output?
- Which data enters the system, where is it processed, how long is it retained, and who can access it?
- Which approach—proprietary, cloud API, on-premises third party, open source, outsourced development or hybrid—best fits the risk and why?
- What evidence supports performance, security, fairness, privacy and resilience claims?
- Who can approve a model or provider change, suspend use, investigate an incident and communicate with customers or supervisors?
- What is the five-year ownership cost under realistic volume and staffing assumptions?
- How quickly can the bank operate manually or move to another implementation, and what must be preserved to do so?
- What concentration does this add to the bank’s existing providers, regions and critical services?
The approval should expire or trigger reassessment when the model, provider, data, user population, jurisdiction or business purpose changes materially.
Bottom line for bank decision-makers
Build internally when the bank needs distinctive capability, tight control or a durable improvement loop and can fund the specialist skills, infrastructure and assurance. Use a third party when speed, elasticity or specialist capacity outweighs the cost of dependency—but require strong data controls, transparent change management, monitoring and a tested exit. Operate a third-party model locally only when the bank can actually sustain the security and engineering responsibilities that local control creates.
The defensible strategy is a governed portfolio: classify use cases, compare life-cycle cost and risk, limit concentration, validate outputs continuously and preserve the ability to change course.
