IMS is the GST Portal’s invoice-action workflow; GSTR-2B is the read-only period statement of input tax credit (ITC). In IMS, a recipient can accept, reject or keep eligible supplier records pending. Those choices determine how the records are treated in the relevant GSTR-2B and what is auto-populated in GSTR-3B. GSTR-2B itself is not an approval of every credit: it reflects system information, while the recipient remains responsible for checking the CGST Act and reversing ineligible amounts.
IMS and GSTR-2B in one view
The two systems are connected, but they answer different questions:
- IMS asks: “What should I do with this supplier-reported record?”
- GSTR-2B asks: “What ITC does the system show for this return period after the relevant supplier records and recipient actions are processed?”
IMS is interactive. GSTR-2B is a statement that the recipient can view or download but cannot edit. A record can be visible in GSTR-2B even when no one clicked an IMS action, because an untouched record is treated as deemed accepted when the statement is generated. Conversely, a record kept pending is held out of that period’s GSTR-2B and GSTR-3B until a later period, subject to the applicable time limits and record-type restrictions.

What the Invoice Management System (IMS) does
IMS is a recipient review queue
The GST Portal describes IMS as a facility for recipients to act on records saved or filed by suppliers in Form GSTR-1, GSTR-1A or the Invoice Furnishing Facility (IFF). The recipient reviews the supplier’s document and, where the workflow permits, chooses an action. IMS is therefore an operational control point between a supplier’s filing and the recipient’s ITC statement.

IMS is not a complete purchase ledger. Some documents do not enter the recipient-action workflow at all, and the system does not replace the recipient’s own invoice, receipt, tax-payment and eligibility checks.
Actions available in IMS
| IMS action | Effect on the relevant GSTR-2B | Effect on GSTR-3B auto-population | Important qualification |
|---|---|---|---|
| Accept | The record appears in the ITC Available section. | The related tax amount is auto-populated as eligible ITC. | System treatment does not establish that every legal condition for claiming ITC is met. |
| Reject | The record is shown as rejected and is excluded from the recipient’s ITC flow. | It does not auto-populate as ITC. | Use only after checking the discrepancy; rejection can remove a genuine credit from the workflow. |
| Pending | The record is left out of that period’s GSTR-2B. | It is left out of that period’s GSTR-3B auto-population. | It remains in IMS for later action, subject to the section 16(4) deadline and restrictions on which documents may remain pending. |
| No action | The record is treated as deemed accepted when GSTR-2B is generated. | It follows the accepted-record treatment in the generated statement. | The GST Portal says acting on every record is not mandatory. |
When rejection is appropriate
The GST Portal advises caution before rejecting. Rejection is intended for a document that does not pertain to the recipient or is so materially wrong that a supplier credit note or debit note cannot address the problem. A simple mismatch in a date, value or classification may require supplier correction rather than rejection. Keep an internal record of the reason and supporting evidence for every rejection.
What pending means
Pending is a timing choice, not an approval. It withholds the record from the current statement while the recipient investigates a mismatch or waits for clarification. Pending treatment is unavailable for some categories, including original credit notes and certain credit-note or invoice amendments. A pending record must also be monitored against the statutory section 16(4) time limit; postponing a decision does not extend that limit.

What GSTR-2B does
A read-only, period-based ITC statement
GSTR-2B is an auto-drafted statement generated for each registered person from information furnished by suppliers in their respective GSTR-1, GSTR-1A and GSTR-5, together with ITC received through GSTR-6. It is designed to help the taxpayer take the appropriate ITC into the relevant sections of GSTR-3B.
Because GSTR-2B is read-only, the recipient cannot add a missing supplier document, alter a tax amount or rewrite the underlying filing inside the statement. Corrections normally require the supplier to amend or file the relevant document, after which the system can reflect the change in the applicable period.
Available and unavailable sections
The statement separates amounts that the system treats as available from amounts it marks as not available under specified checks. That classification is useful for reconciliation, but it is not a complete legal opinion. The GST Portal expressly warns that other legal situations can make ITC unavailable even when the system has not marked it unavailable. The recipient must self-assess and, where necessary, reverse or otherwise handle the amount in GSTR-3B.

IMS versus GSTR-2B: detailed comparison
| Comparison point | IMS | GSTR-2B |
|---|---|---|
| Primary purpose | Review supplier-reported records and take a recipient action. | Show the period’s auto-drafted ITC information for return preparation. |
| Nature | Interactive workflow. | Read-only statement. |
| Records in scope | Specified supplier records saved or filed in GSTR-1, GSTR-1A or IFF, subject to workflow rules. | Relevant supplier and other statement inputs, including specified GSTR-5 and GSTR-6 information and documents that bypass IMS. |
| Recipient action | Accept, reject or keep pending where permitted; no action becomes deemed acceptance at generation. | View or download; the recipient cannot add or change supplier documents in the statement. |
| Effect on GSTR-3B | Determines whether an in-scope record is included, excluded or deferred in the auto-population flow. | Provides the figures used while preparing the relevant GSTR-3B sections. |
| Timing | Actions can continue until GSTR-3B is filed for the period. | Draft statement is made available on the 14th of the subsequent month under the applicable cut-off dates. |
| Legal status | A workflow decision, not a final determination of eligibility. | System-reported availability, not a blanket legal entitlement. |
How an IMS action changes ITC
Accept: included in the ITC flow
When a recipient accepts an in-scope record, the record is included in the ITC Available section of the relevant GSTR-2B. Its tax amount is then auto-populated in GSTR-3B as eligible ITC. Before reporting it, the recipient still has to confirm that the transaction satisfies the CGST Act and that no restriction, reversal or business-use issue applies.
Reject: removed from auto-population
A rejected record is shown as rejected and does not auto-populate into GSTR-3B as ITC. Rejection is consequential: if the recipient rejects the wrong document, the amount will not flow through the normal auto-population path. Review the supplier GSTIN, invoice number, date, taxable value, tax amounts and whether the purchase actually belongs to the recipient before confirming.
Pending: deferred to a later period
A pending record does not appear in the current GSTR-2B and is not included in the current GSTR-3B auto-population. It stays available in IMS for a later decision. The recipient should maintain a pending register with the document number, reason, owner and next review date. That control is particularly important near the section 16(4) deadline.
No action: deemed acceptance at generation
The GST Portal states that a recipient is not required to act on every record. If an in-scope record is untouched when GSTR-2B is generated, it is treated as deemed accepted for that generation. “No action” therefore does not mean “excluded”; it follows the accepted treatment unless the recipient changes the action before filing the return and recomputes the statement.
Timing: the 14th, recomputation and sequential generation
Monthly timeline
- Supplier reporting: Suppliers save or file records in the relevant return form or IFF.
- IMS review: The recipient reviews available records and takes permitted actions.
- 14th of the subsequent month: The draft GSTR-2B is made available under the applicable cut-off dates.
- After the draft: The recipient may continue to take actions or change an existing action until GSTR-3B is filed.
- Before filing GSTR-3B: If an action was taken after the 14th, or an earlier action was changed, recompute GSTR-2B so the statement reflects the latest decisions.
- Return filing: Use the recomputed statement as an input while preparing the relevant GSTR-3B sections, then apply the separate legal eligibility review.
GSTR-2B generation is sequential. The next period’s statement is generated only after the previous period’s GSTR-3B has been filed. A delayed prior-period filing can therefore affect when the next statement becomes available.

Taxpayers under the Quarterly Return Monthly Payment (QRMP) scheme do not receive GSTR-2B for the first two months of the quarter. Their statement is generated quarterly. The same general action and recomputation logic applies, but the review calendar must be aligned with the quarter rather than a monthly statement.

A practical IMS-to-GSTR-3B procedure
- Collect the purchase-side evidence. Keep the invoice, goods-receipt or service-completion evidence, purchase register and payment or accounting records available before deciding an action.
- Open the relevant period in IMS. Log in to the GST Portal, select the recipient’s IMS records for the period and identify documents requiring review.
- Match the supplier document. Compare the supplier GSTIN, document number and date, taxable value, tax components and recipient details with the purchase register and source invoice.
- Classify the discrepancy. Decide whether it is a genuine document, a supplier-amendment issue, a document belonging to another recipient, or a legal-eligibility issue that cannot be resolved by an IMS action.
- Choose the permitted action. Accept a matching record, reject a record that clearly does not belong or is irreparably wrong, and keep a record pending only where pending is allowed and additional review is justified.
- Document the decision. Save the reviewer, date, reason and supporting file. This is especially important for rejections and pending items.
- Check the draft GSTR-2B. On or after the 14th, compare the statement with the IMS decision log and purchase register. Investigate records that are missing, duplicated or unexpectedly classified.
- Recompute after changes. If you act after the 14th or change a prior action, use the portal’s recompute function before preparing GSTR-3B.
- Apply legal filters. Remove or reverse amounts that fail the CGST Act’s conditions even if they appear in ITC Available.
- Prepare and file GSTR-3B. Use the final statement as a controlled input, not as a substitute for the eligibility review.
Records that may bypass IMS
Not every amount in GSTR-2B corresponds to an IMS action. The GST Portal FAQ identifies material categories that may flow directly to GSTR-2B or otherwise bypass recipient action, including:
- Records reported in GSTR-5 and GSTR-6.
- Import documents received through ICEGATE.
- Reverse-charge mechanism records.
- Records treated as ineligible under section 16(4) or applicable place-of-supply rules.
- Amounts connected with Rule 37A-related reversals.
For these categories, looking for a missing accept or reject button is not a reliable reconciliation method. Reconcile the source category and the applicable system treatment instead.
Why GSTR-2B availability is not legal eligibility
System checks are limited
GSTR-2B reflects specified system checks and supplier information. It cannot know every fact that controls ITC, such as the recipient’s use of the purchase, documentary evidence held outside the portal, a statutory restriction not captured by the automated rule or a later business adjustment. The taxpayer must apply the CGST Act independently and reverse or otherwise account for ineligible credit in GSTR-3B.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →The section 16(4) time limit
As a general rule described in CBIC Circular No. 237/31/2024-GST, ITC for an invoice or debit note cannot be taken after 30 November following the end of the relevant financial year or the date of furnishing the relevant annual return, whichever is earlier. This is a statutory deadline, not a portal processing target.
The circular discusses the retrospective insertion of sections 16(5) and 16(6) for specified cases. Historical transactions must therefore be checked against those statutory exceptions rather than being judged only by the general deadline sentence. A pending IMS decision does not, by itself, create an extension.
Worked examples
Example 1: Matching invoice accepted
A supplier reports an invoice in GSTR-1. The recipient matches the supplier GSTIN, invoice and tax amounts to its books and accepts it in IMS. The amount appears in ITC Available in the relevant GSTR-2B and is auto-populated in GSTR-3B. The recipient still checks the CGST Act conditions before claiming it.

Example 2: Invoice for another entity
An invoice appears under the recipient’s GSTIN but belongs to a group company. The recipient rejects it after preserving evidence of the mismatch. It is shown as rejected and does not auto-populate as ITC. The recipient should also ask the supplier to correct the underlying filing.

The tax amount and supplier identity look plausible, but the recipient is waiting for confirmation that the service was received and relates to the business. If the document type permits pending treatment, the recipient keeps it pending. It is omitted from the current GSTR-2B and GSTR-3B, then reviewed in a later period before the section 16(4) deadline.
Example 4: No action before generation
A valid-looking record is left untouched. When GSTR-2B is generated, the record is treated as deemed accepted and follows the accepted-record treatment. If the recipient later decides it should not be claimed, it must change the action, recompute the statement and adjust the return before filing GSTR-3B.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Reconciliation controls that prevent avoidable errors
- Use three columns: supplier-reported record, IMS action and final GSTR-2B treatment. This separates an action error from a statement-timing issue.
- Track late changes: Flag every action taken after the 14th so recomputation cannot be missed.
- Separate “not in IMS” from “not in GSTR-2B”: Bypass categories and timing differences can explain the first without indicating a portal failure.
- Review no-action records: Deemed acceptance means untouched records can enter ITC Available; silence is not an exclusion instruction.
- Age pending items: Sort by financial year and section 16(4) cut-off, not only by supplier or invoice value.
- Reconcile reversals: Check Rule 37A-related and other reversal items separately instead of treating all GSTR-2B lines as new eligible credits.
- Retain evidence: Preserve the invoice, correspondence, action rationale and return-period statement supporting each material decision.
Common mistakes and how to correct them
“Everything in ITC Available can be claimed”
Why it fails: The section is system-generated and does not test every statutory condition.
Correction: Perform the separate CGST Act review and reverse or exclude amounts that fail it.
“I must click accept on every invoice”
Why it fails: The GST Portal treats an untouched in-scope record as deemed accepted at GSTR-2B generation and says action on every record is not mandatory.

Implementation dates and what they mean
IMS actions became available on 14 October 2024. The first IMS-based draft GSTR-2B covered October 2024 and was available on 14 November 2024. These are implementation dates from the GST Portal, not measures of usage, error rates or ITC outcomes.
Decision checklist before filing GSTR-3B
- Have supplier records been matched to the purchase register?
- Are rejected records supported by a clear reason?
- Are pending records permitted for that document type and monitored against section 16(4)?
- Were all post-14th or changed IMS actions followed by GSTR-2B recomputation?
- Have bypass categories such as imports, reverse charge and GSTR-5/GSTR-6 been reconciled separately?
- Have system-available amounts been tested against the CGST Act’s eligibility and reversal rules?
- Has the prior period’s GSTR-3B been filed so that sequential generation of the next GSTR-2B is not held up?
The practical distinction is simple: use IMS to decide how in-scope supplier records should flow, use GSTR-2B to see the period result, and use the law—not either screen alone—to decide the ITC that can finally be reported.
