A reliable U.S. import checklist is product-specific: identify the SKU, classify it under the HTSUS, verify origin and trade treatment, prepare the correct entry documents, check marking and other-agency rules, calculate current landed charges, and assign responsibility. No generic list can determine the duty rate, permit, or classification for an unspecified faucet, sink, cabinet, countertop, fitting, finish, or appliance.

What this checklist covers

Use this workflow for each shipment and each materially different SKU imported into the United States. Customs treatment depends on facts including materials, construction, function, manufacturing operations, country of origin, value, and shipping method. CBP’s guidance on requirements for specific goods is available at What are the requirements to import specific goods into the United States?.

The checklist helps a distributor create a defensible file; it does not replace a classification ruling, agency determination, or shipment-specific advice.

1. Build a complete product record before ordering

Start with a record that an import specialist could use without guessing. CBP’s new-importer guidance asks importers to be ready to explain the product, origin, manufacturer, composition, use, and pricing or payment information (Tips for New Importers and Exporters).

  • Read Before You Buy — No Video Output: These adapters support charging and USB 2.0 data transfer, but cannot transmit video signals. Except for standard USB webcams (which use USB data only), they are not compatible with HDMI/DisplayPort cables, video-capable USB-C hubs, or docking stations with video output.
  • Convert USB-A Ports to USB-C: Designed to connect USB-C earphones, cables, flash drives, card readers, and other USB-C accessories to standard USB-A ports. Plug-and-play with no drivers or software required.
  • Aluminum Alloy Housing: Built with a sturdy aluminum alloy shell that aids in heat dissipation and protects against daily wear and scratches. Designed to maintain a stable and secure connection.
  • Compact & Travel-Friendly: The ultra-compact design allows the adapter to stay plugged into your device without blocking adjacent ports or adding bulk, reducing wear and tear on your original USB ports.
  • 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.

Required fields for every SKU

  • Commercial name and a plain-language description of what the item does.
  • Materials and composition by component, including coatings, finishes, plastics, alloys, glass, stone, wood, or textiles.
  • Construction and operating features: assembled or unassembled, powered or non-powered, plumbing or electrical connections, and included parts.
  • Intended use and the setting in which it will be installed or sold.
  • Manufacturer’s legal name and address, seller, buyer, and actual country of manufacture.
  • Unit price, assists, discounts, currency, payment terms, and any other value information relevant to customs valuation.
  • Product drawings, photographs, technical data sheets, bills of materials, manuals, and model or part numbers.

Keep the same model number and description across the purchase order, invoice, packing list, entry data, and internal system. A vague description such as “bathroom goods” makes classification and examination harder.

2. Determine the correct HTSUS classification

All goods imported into the United States are subject to the Harmonized Tariff Schedule (HTSUS), which contains the tariff and statistical provisions for traded goods (Harmonized Tariff Schedule – General Information). Classification determines the applicable duty provisions and can affect quota, trade-program eligibility, restrictions, and reporting units.

How to research a classification

  1. Define the article’s objective characteristics, materials, principal function, degree of processing, and condition at import.
  2. Search the current HTSUS and read the heading, subheading notes, chapter notes, legal definitions, unit of measure, and statistical suffix.
  3. Apply the General Rules of Interpretation and any relevant section or chapter notes; do not select a code solely because a supplier or online listing uses it.
  4. Compare plausible headings using the legal product description and supporting specifications, not visual similarity alone.
  5. Record the chosen code, reasoning, source date, unit of measure, and any unresolved assumption in the SKU file.

When a material uncertainty could change duty, restrictions, or reporting, use CBP’s CROSS rulings database and consider a written ruling request. Preserve the technical evidence submitted with the question. CBP’s importer guidance and entry resources explain these avenues (Tips for New Importers and Exporters).

3. Verify country of origin and tariff treatment

Origin is a manufacturing and legal analysis, not simply the supplier’s address or the country from which the shipment departs. Document where each significant operation occurred and whether processing in more than one country changes the origin result.

Check these consequences

  • General duty rate and any additional tariff provisions tied to the HTSUS number.
  • Quota, safeguard, antidumping or countervailing, embargo, and other origin-sensitive measures where applicable.
  • Eligibility for a preference or trade program, including required documentation and origin rules.
  • Whether the invoice, packaging, product, or entry data must show a particular origin statement.

Do not assume a preferential rate or exemption from a supplier’s country statement. Confirm that the classification and origin facts satisfy the current program requirements at the time of entry. The CBP requirements page and HTSUS information explain why both elements must be checked (requirements for specific goods; HTSUS general information).

4. Assemble the entry and shipment file

Before cargo moves, identify the entry type, importer number, filing route, carrier or freight-forwarder data, and the party responsible for each submission. Formal-entry requirements and current procedures can change; confirm them with CBP or the broker handling the shipment. See Filing a formal entry (for goods valued at $2500 or more).

Core documents

  • Commercial invoice with seller, buyer, accurate description, quantities, prices, currency, country of origin, and transaction terms.
  • Packing list showing cartons, marks, weights, dimensions, and SKU-level quantities when available.
  • Bill of lading, air waybill, or other transport document.
  • Purchase order, contract, and payment or valuation records when needed to support the declared value.
  • Product specifications, classification rationale, ruling, origin records, and agency documents.
  • Power of attorney and importer identification information for a broker, if one is used.

A formal entry may require a customs bond. Bond type, entry timing, filing method, and release conditions depend on the shipment and importer; do not rely on a generic value threshold or an old checklist.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

5. Confirm country-of-origin marking

Review marking separately from the entry declaration. CBP’s published importing guidance describes English-language country marking that is conspicuous, legible, and durable where required, along with consequences for noncompliance and possible exceptions (Importing into the United States). The document carries an older revision indicator, so verify the current rule for the specific article before production.

Marking review

  • Determine whether the article, its container, or both must be marked.
  • Check placement, size, permanence, and readability after normal handling and installation.
  • Test whether a statutory exception applies and retain the evidence supporting it.
  • Make sure the marked origin matches the origin analysis used for the entry.
  • Inspect a production sample before the shipment is packed; correcting marks after arrival can be expensive.

6. Screen for other government agencies

Customs release does not prove compliance with every U.S. product rule. Ask whether the particular SKU triggers requirements administered by the Food and Drug Administration (FDA), Environmental Protection Agency (EPA), Department of Transportation (DOT), Consumer Product Safety Commission (CPSC), Federal Trade Commission (FTC), Department of Agriculture (USDA), or another authority. CBP’s Importing – Licenses/Permits page and its specific-goods requirements guidance are useful starting points.

This is a screening list, not a claim that every kitchen or bath product needs a permit, certification, test, or special label. For each agency that could plausibly apply, record the trigger, responsible party, required filing or certification, document owner, and release impact. Obtain product-specific advice before shipment when the composition, intended use, claims, or installation method creates uncertainty.

7. Calculate current landed import charges

Build a shipment-level estimate from current facts rather than reusing an old spreadsheet. Include customs duty, any applicable additional tariffs or taxes, merchandise-processing or other user fees, broker charges, bond costs, transportation, storage, inspection, and correction or redelivery risk. CBP states that charges depend on the commodity, entry type, and transport mode (Duty, Taxes and other Fees required to import goods into the United States).

Minimum calculation fields

Field What to document
Customs value Transaction value and any additions or adjustments supported by records
HTSUS treatment Classification, unit of measure, base rate, and applicable additional provisions
Origin treatment Country, preference claim or exclusion, and evidence
Entry costs Bond, broker, filing, inspection, storage, and transport-related charges
Agency costs Testing, certification, permits, relabeling, or remediation if triggered
Timing assumption Rate and fee source date, because tariffs and fees can change

Present the result as an estimate with its date and assumptions. A quote that omits a possible agency or marking cost is not a complete landed-cost decision.

8. Define importer and broker responsibility

A licensed customs broker can prepare and file entries, communicate with CBP, and help research classification or documentation. The importer of record still owns the accuracy of the entry and payment of applicable duties, taxes, and fees. CBP states: “Remember, even when using a broker, you, the importer of record, are ultimately responsible for the correctness of the entry documentation presented to CBP and all applicable duties, taxes and fees.” See Tips for New Importers and Exporters.

Broker due diligence

Compare Questions to ask
Product experience Has the broker handled the materials, functions, and ports involved in your goods?
Classification support Will it explain the legal basis, maintain ruling research, and escalate uncertainty?
Filing and bond scope Which entry types, bonds, modes, and ports are covered?
Agency coordination How are FDA, EPA, DOT, CPSC, FTC, USDA, or other questions identified and handed off?
Controls and visibility Who reviews invoices, sends entry summaries, tracks deadlines, and corrects errors?
Fees and escalation Are brokerage, bond, exam, storage, correction, and after-hours charges transparent?

Verify that anyone conducting customs business on your behalf is properly licensed, and define in writing which decisions remain with your company. CBP’s permits guidance provides the starting point for license and broker questions (Importing – Licenses/Permits).

9. Check intellectual-property and distribution rights

Before importing branded faucets, fixtures, tools, appliances, or accessories, confirm that the supplier is authorized to sell the goods into the intended market. CBP warns that contractual restrictions involving trademarks and copyrights can affect distribution and that some goods may be seized when imported contrary to exclusive distribution rights (requirements for specific goods).

10. Create an exception and escalation path

Stop the shipment or hold the SKU when a required fact is missing, two classifications remain plausible, origin evidence conflicts, marking is absent, or an agency trigger is unclear. Ask the relevant port or import specialist for help and consider a binding CBP ruling when the issue is material. CBP’s entry guidance is available at Filing a formal entry.

  • Commercial description, photographs, drawings, samples, and complete bill of materials.
  • Manufacturing flow by country and the proposed origin analysis.
  • Invoice, valuation method, shipping mode, and intended entry type.
  • Candidate HTSUS classifications and the legal reasoning for each.

Operational checklist before cargo release

  1. Product record is complete and matches the invoice and packing list.
  2. HTSUS code, unit of measure, duty treatment, and reasoning are recorded.
  3. Origin and any preference claim are supported by manufacturing evidence.
  4. Entry type, importer number, bond, filing route, and deadlines are confirmed.
  5. Commercial invoice, packing list, transport document, and agency paperwork are ready.
  6. Country marking has been reviewed and inspected on a production sample.
  7. Other-agency screening is documented, including “not applicable” decisions.
  8. Landed-cost estimate uses current rates and lists its assumptions and date.
  9. Broker authority, license status, scope, fees, and escalation contacts are documented.
  10. Brand authorization and distribution restrictions have been cleared.

Keeping the checklist current

Tariff rates, user fees, entry procedures, agency requirements, and marking interpretations can change. Recheck the official CBP pages before each materially different shipment, after a product redesign, when the origin changes, or when a new trade measure is announced. The HTSUS and CBP guidance should be treated as live references, not a one-time spreadsheet lookup.

For repeated imports, assign an owner for each SKU record, version the classification and origin analysis, retain entry and correction history, and schedule a periodic review with the broker or qualified trade professional. That process turns a checklist into an auditable control rather than a document that is forgotten after the first shipment.
