Blackberry rust, the fungus Phragmidium violaceum, was deliberately and illegally introduced into Australia in the summer of 1983–84 by a person or people who were never identified. The fungus did not wipe out blackberry: it defoliated plants, weakening them and limiting their spread and reproduction. The episode became a striking turn in a much longer argument over how to control a plant that had been cultivated for food and hedges before it was condemned as a weed.

What happened in the illegal release?

In the summer of 1983–84, someone secretly introduced blackberry rust into Australia with the intention of killing blackberry plants. The historical account does not identify the person or people responsible. The first reported find was near Yarram in southeast Victoria in February 1984; specimens were located within days in the Dandenong Ranges and Melbourne’s eastern suburbs.

The fungus was Phragmidium violaceum. Its effect was less absolute than the apparent aim: rust caused defoliation, weakening blackberry and reducing its capacity to spread and reproduce, but it did not kill plants outright. It was a biological control agent, not an eradication mechanism.

Why was blackberry a target?

Australian settlers had cultivated blackberry from the 1840s, valuing its fruit and its use as a hedge. By the late 1880s, however, it was causing agricultural concern. Authorities began declaring it a noxious plant: Victorian shires did so in 1894, the declaration extended across Victoria in 1908, and Queensland followed in 1911. The issue later came to be understood as environmental as well as agricultural.

Those labels did not capture every way people and wildlife encountered the plant. Blackberry could provide habitat for native animals, cover for livestock, pollen for bees, and food for people and birds. That mix of harms and benefits made its status contested, even as official efforts to control it grew.

How did the illegal release intersect with official policy?

Researchers and government agencies were investigating blackberry rust as a possible biological control before 1983. Quarantine and safety concerns delayed approval. After the unauthorized introduction, authorities proceeded through official channels: controlled releases were made in Victoria in 1991 and New South Wales in 1992.

Approach Timing and oversight What it sought or did
Secret introduction Summer 1983–84; illegal, with the responsible person or people unknown Intended to kill blackberry; the rust instead weakened plants through defoliation.
Official biological control Controlled releases in Victoria in 1991 and New South Wales in 1992, after earlier quarantine and safety review Used the rust through government channels; the historical account does not establish an eradication outcome.

The contrast is not simply between a successful shortcut and a slow bureaucracy. The illegal release anticipated an approach authorities later pursued, but it bypassed quarantine and safety review. In 1984, Minister for Primary Industry John Kerin described the purpose of legislation as resolving “equitably conflict concerning any biological control program on the basis of public benefit.” That language reflects the question at the heart of biological control: who bears the risks, and who decides that a proposed intervention serves the public?

Why does the story remain complicated?

Historian Simon Farley’s 2026 article in History Australia places the episode in the context of the rise of invasion ecology in the 1980s, Australia’s history of biological control, and settler-colonial ideas about belonging and civilisation. The language used to condemn blackberry could be forceful. In 1976, senior Victorian government bureaucrat G.B. Hoatson called it an “insidious, dominant plant”, an “evil plant”, and a “cancer of the land.” Those are rhetorical descriptions, not neutral scientific classifications.

Other accounts preserved a more personal relationship with the plant. In 1991, Canberra Times columnist Veronica Angus wrote, “The problem for me is that I have always viewed blackberries as anything but noxious,” recalling food and memories of foraging. Her perspective illustrates why the plant’s history cannot be reduced to a straightforward story of a weed and its eradication: blackberry could be a problem for land management and also a source of food and habitat.

What the historical record does—and does not—establish

The documented story establishes the fungus’s identity, the deliberate but unauthorized introduction, the first reported Victorian finds, the long history of official concern about blackberry, and later sanctioned releases. It does not establish who carried out the illegal release, a measured national level of control, or blackberry rust’s present-day distribution, regulatory status, or effectiveness. The episode is therefore best understood as a history of contested intentions and oversight, not proof that the fungus killed blackberry or solved the weed problem.
