The Institute of International Finance (IIF) reported that global debt exceeded $365 trillion in the first half of 2026, with emerging markets accounting for most of the increase. The headline needs a qualification: the available report does not verify a statement by the IIF’s chief executive about these findings. The figures below are findings attributed to the IIF’s Global Debt Monitor, not a CEO quotation.

What did the IIF report about global debt?

The IIF’s September 23, 2026 publication listing puts global debt above $365 trillion in H1 2026. The total covers borrowing by governments, households, financial companies and non-financial companies in more than 100 mature and emerging economies, according to contemporaneous reporting on the monitor. IIF Global Debt Monitor · South China Morning Post report

The total is a nominal stock of debt across sectors, not a measure of government debt alone. It also does not say how much is immediately due, who holds each obligation, or whether a borrower can repay it. Those questions require information about debt maturity, income, interest rates and the borrower’s capacity to raise revenue.

The increase was large, but slower than a year earlier

Reporting on the monitor says global debt rose by more than $10 trillion in H1 2026, less than half the $21 trillion added in H1 2025. Emerging markets accounted for the bulk of the latest increase. These figures describe the change in the all-sector global total; they do not imply that debt fell in any particular country or sector. South China Morning Post report

Why the CEO framing needs care

The figures are attributable to the IIF monitor. The available material does not establish a direct statement by the IIF CEO about the September 2026 release, so there is no verified CEO quote to repeat. Search results naming Tim Adams as IIF president and CEO in background material do not, on their own, establish his current role or connect him to a statement about this monitor.

Why debt can rise while the debt ratio is contained

The IIF says higher inflation helped contain debt ratios even as the nominal debt stock grew. A debt-to-GDP ratio compares a debt measure with the size of an economy’s output. When nominal GDP rises, including because prices rise, the ratio can be restrained even if the dollar amount owed increases.

That is not the same as a shrinking debt stock or stronger repayment capacity. Inflation can raise the denominator of a ratio; it does not, by itself, establish that governments, households or companies can comfortably meet principal and interest payments. IIF Global Debt Monitor

How the IIF total differs from the IMF government-debt figures

The IMF’s April 2026 Fiscal Monitor addresses a narrower measure: global gross government debt relative to GDP. It reports that this ratio was nearly 94% in 2025 and projects it could reach 100% by 2029 on current trajectories. These are government-debt ratios, not dollar totals for government, household and corporate debt combined. IMF Fiscal Monitor, April 2026

Measure What it covers Reported figure and date
IIF global debt stock Government, household, financial and non-financial corporate debt across more than 100 mature and emerging economies More than $365 trillion in H1 2026; IIF publication listing dated September 23, 2026
IMF global gross government debt Government debt relative to GDP Nearly 94% of GDP in 2025; projected at 100% by 2029 on current trajectories in the IMF’s April 2026 Fiscal Monitor

The measures answer different questions: the IIF figure describes the scale of debt across sectors, while the IMF ratios describe government borrowing in relation to economic output. Treating them as competing estimates of the same total would be misleading.

Why debt-service costs matter more than the headline alone

Debt becomes a fiscal strain when the cost of servicing it absorbs resources needed for other priorities or when borrowers struggle to refinance or repay. The IMF’s April 2026 Fiscal Monitor identifies elevated borrowing costs and debt-service burdens as pressures on fiscal room. It also says interest payments in the world’s poorest countries have reached historically high levels relative to revenue. IMF Fiscal Monitor, April 2026

For a government, interest relative to revenue can be more revealing about budget pressure than a global debt stock or a debt-to-GDP ratio alone. For households and companies, the equivalent assessment would depend on income or cash flow, interest costs and repayment schedules. The figures cited here do not provide a country-by-country breakdown of those burdens.

What to take away from the report

  • Global debt exceeded $365 trillion in H1 2026, according to the IIF; the figure includes four broad borrower sectors.
  • Emerging markets accounted for most of the increase, while the reported first-half rise was less than half the increase in H1 2025.
  • Inflation helped contain debt ratios, but a moderated ratio does not mean the nominal debt stock fell or repayment became easier.
  • The IMF’s nearly 94% and projected 100% figures concern government debt as a share of GDP, not the IIF’s all-sector dollar total.
  • Debt-service burdens and interest costs relative to government revenue help show whether borrowing is squeezing fiscal capacity.
