Short answer: first determine whether your iCloud quota or your device’s internal storage is full. Then make and verify a separate copy of anything important, inspect recommendations and old backups, and only afterward remove unwanted cloud data. Deleting synced photos or files can remove them from every device using the same Apple Account, while options such as Optimize Storage generally free device space—not iCloud space.
This order matters because Apple says a full iCloud account can stop device backups, prevent new photos and videos from uploading to iCloud Photos, and stop iCloud Drive and other iCloud apps from staying current across devices. The menu names below can differ slightly by iOS, iPadOS, or macOS release.
1. Check which storage is actually full
iCloud storage and the storage built into your iPhone, iPad, or Mac are separate quotas. A warning about one does not automatically mean the other is short of space. Apple explains the distinction in its iCloud-versus-device-storage guide.

Check your iCloud allocation
- On an iPhone or iPad, open Settings, tap [your name], then tap iCloud.
- Review the colored category bar and open Manage Account Storage (the wording can vary by operating-system version).
- On the web, sign in to iCloud.com and open the account-storage controls if they are available for your account.
The largest categories are commonly iCloud Photos, iCloud Drive, device backups, Messages, Mail, and app data. The free iCloud allocation is 5 GB according to Apple’s current support guidance; paid tiers and availability vary by country and can change, so check the upgrade screen for your account.

Check local device storage separately
- On iPhone, open Settings > General > iPhone Storage.
- On iPad, open Settings > General > iPad Storage.
- On a Mac, use the system storage view in macOS to see local files, applications, and downloads.
Apple’s device-storage instructions are at Manage storage on iPhone. Removing a downloaded file from the device, offloading an app, or deleting a local cache can make room on that device without reducing the iCloud account’s usage. Conversely, deleting an iCloud item can reduce the cloud total while leaving other local data unchanged.
| Storage type | Where to inspect it | What consumes it | What normally frees it |
|---|---|---|---|
| iCloud storage | Settings > [your name] > iCloud > Manage Account Storage | Backups, iCloud Photos, iCloud Drive, Messages, Mail, and app data | Removing cloud data after you have preserved it, reducing backup contents, or increasing the iCloud+ tier |
| Device storage | Settings > General > iPhone Storage or iPad Storage | Installed apps, downloaded media, local photo copies, caches, and system data | Deleting or offloading local content, removing downloads, or using space-saving settings |
2. Preserve important files before changing anything
Do not treat synchronization as an independent backup. If a photo or document is synchronized, deleting it in one place can propagate the deletion elsewhere. Apple advises making a copy or archive before removing content. Use a computer, another storage service you control, or an optional portable external drive that is compatible with your particular device and computer.
- List what must survive. Include irreplaceable photos and videos, documents, tax or work files, voice recordings, messages with required attachments, and any device data you could not recreate.
- Export or download a copy. Download originals rather than space-saving previews when the application offers that choice. For files in iCloud Drive, copy them to a local folder or another storage location. For photos, export or download the originals to a computer or compatible archive drive.
- Verify the copy. Open representative files from the destination, including several photos, a video, a document, and any format that is especially important to you. Check that folders, filenames, and dates are present and that large files open completely.
- Keep the archive separate during cleanup. Do not place the only copy in a folder that is still synchronized with iCloud and then delete that folder. If the archive is on removable media, eject it safely and keep it disconnected while you test deletions.
- Work in small batches. Remove one category or a small group, recheck the storage bar, and confirm that the wanted archive still opens before continuing.
If you cannot make a verified copy, stop before deleting. Freeing a few gigabytes is not worth risking the only copy of valuable material.

Review “Recommended for You”
On iOS or iPadOS 17 and later, Apple may show a Recommended for You area in iCloud storage management. It can surface large photos, large files, or old backups for review. The feature, path, and labels depend on the operating-system version, so regard each suggestion as a review queue rather than an instruction to delete everything it lists.

Open each recommendation, identify the owner and date, and compare it with your verified archive. Dismiss or keep anything you still need. Recommendations can save time, but they do not know whether a personal document has legal, financial, or sentimental value.
Audit device backups
- In Settings > [your name] > iCloud > Manage Account Storage, open Backups (the exact label can differ).
- Identify which devices created the backups and when each one last completed.
- Open the current device’s backup to inspect the apps included and the amount attributed to each app.
- Remove an old backup only when you are certain the device has been replaced, erased, or independently archived.
Turning off backup for an app removes that app’s information from iCloud Backup. Deleting a device backup also turns off iCloud Backup for that device, so you must deliberately enable it again if you want future backups. Apple states that an iCloud backup may be retained for up to 180 days after you disable or stop iCloud Backup in the specific situation described in its guidance; that does not mean every backup you manually delete can be restored for 180 days. Read Apple’s current iCloud storage-management instructions before confirming a deletion.
A backup is different from synchronized data. Removing an old backup does not delete current iCloud Photos or iCloud Drive items, but it does remove the recovery snapshot represented by that backup. If an app contains data that is not synchronized elsewhere, leave its backup enabled until you have another verified copy.
4. Handle photos with the synchronization warning in mind
When iCloud Photos is enabled
iCloud Photos is a synchronization service. Apple’s rule is explicit: when you delete a photo or video on one device, it also deletes on other devices signed in with the same Apple Account and using iCloud Photos. Therefore, do not delete from the Photos app merely to remove one local copy.

Before deleting an unwanted item, confirm that the original is in your separate archive. Then delete only the items you have chosen, allow the change to synchronize, and inspect the storage status again. Keep the archived originals outside the synchronized library so a later cleanup cannot remove both copies.
Recently Deleted is not a guaranteed safety net
Under normal conditions, deleted photos and videos can remain in Recently Deleted for 30 days. Apple warns, however, that when the account is over its iCloud storage limit, deleted photos and videos may be removed immediately and may not be recoverable. Treat the 30-day period as a normal-condition feature, not as permission to delete without a backup. If an accidental deletion occurs, check Recently Deleted promptly; if the account was over its limit, recovery may not be available.
What “Optimize Storage” actually does
With Optimize Storage enabled, the full-resolution originals remain in iCloud while the device keeps smaller, space-saving versions as needed. Apple describes this behavior in Manage your photo and video storage. It can solve an iPhone or iPad capacity warning, but it does not reduce the iCloud Photos allocation because the originals are still stored in iCloud. You still need to remove photos or videos from the synchronized library—or increase your iCloud capacity—to lower the cloud total.

When iCloud Photos is disabled
If iCloud Photos is not enabled, your Photos Library may be included in an iCloud device backup instead of appearing as a separate iCloud Photos category. Inspect the backup contents before assuming that the photos are stored elsewhere. Apple’s suggested approach is to save the photos and videos to a computer before reducing the photo portion of the backup. Do not turn off that backup component until you have confirmed the exported library opens and is complete.

5. Review iCloud Drive and other categories
iCloud Drive
Open the Files app, choose Browse > iCloud Drive, and sort or inspect folders for large installers, old project exports, duplicate videos, and abandoned downloads. On a Mac, review the iCloud Drive folder in Finder. Copy wanted files to your verified archive first.
Deleting an iCloud Drive item removes it from iCloud Drive on the devices using that account. A local command such as removing a download can have a different effect: it may discard only the device’s offline copy while leaving the cloud file in place. Read the action label carefully—Delete and Remove Download are not interchangeable.
Messages, Mail, voice memos, and app data
The storage manager lists other categories that can grow quietly. Review large Messages attachments, old iCloud Mail messages with attachments, voice memos, and application data. Open the category to identify the item before removing it; a large attachment may be part of a conversation or work record that you still need.
For mail or messages that matter, save the attachment or conversation to your archive before deletion. Remove only redundant material, and remember that data synchronized through an app may disappear from other signed-in devices when you delete it. If a category’s controls are unclear, leave it untouched and use Apple’s current category-specific instructions rather than guessing.

6. Compare the available actions
| Action | Frees iCloud capacity? | Can remove synchronized copies? | Separate verified copy needed? | Cost or hardware requirement |
|---|---|---|---|---|
| Enable Optimize Storage for Photos | No; it primarily reduces local device use | No deletion | Recommended for irreplaceable items, but not a quota-reduction method | No additional cost; requires enough iCloud space for originals |
| Remove a local download or offload an app | No | No, provided you remove only the local copy | Check whether the file is still available in iCloud before removing its download | No additional cost |
| Delete unwanted iCloud Photos items | Yes, after the deletion is processed | Yes, across devices using the same Apple Account and iCloud Photos | Yes; required for anything you may want later | No hardware requirement, but deletion is potentially irreversible when the account is over its limit |
| Delete iCloud Drive files | Yes | Yes, the cloud file disappears from connected devices | Yes for wanted files | No additional cost; an external archive may require compatible hardware |
| Remove an obsolete device backup | Yes | No effect on current synchronized Photos or Drive items, but the recovery snapshot is lost | Decide that the old device and its backup are no longer needed | No additional cost |
| Turn off backup for an app | Yes, by removing that app’s iCloud backup information | It can remove the app’s recoverable backup data | Yes if the app contains unique information | No additional cost |
| Upgrade iCloud+ | Yes, by increasing the quota rather than deleting data | No deletion | Not required | Recurring charge; tier, price, and availability depend on country and current Apple terms |
7. Verify the result after each cleanup batch
- Return to Settings > [your name] > iCloud > Manage Account Storage and note which category changed.
- Open a few remaining photos, files, or messages on another signed-in device if you rely on synchronization.
- Confirm that the backup for your current device is still enabled and has the apps you intended to protect.
- Check the archive again before emptying any Recently Deleted area or deleting another batch.
There is no universal amount of space that every person will recover. The result depends on which category is full, how many duplicates or obsolete backups you have, and whether you choose deletion or a larger quota.
8. If the account is still full
Choose between review time and additional capacity
When your important data legitimately exceeds the available quota, Apple presents upgrading to iCloud+ as an option. An upgrade avoids deleting synchronized material, but it creates a recurring cost. Cleaning up takes time and may require a separate archive device; it can be the better choice when the data is valuable and the current library is already well organized. Check the price and available tiers shown for your country on the account’s upgrade screen rather than relying on an old price list.
Understand what a full account stops doing
Apple states: “If you run out of iCloud storage, your device won’t back up to iCloud, new photos and videos won’t upload to iCloud Photos, and iCloud Drive and other iCloud apps won’t stay up to date across your devices.” Until you create room or increase the quota, treat new photos and files as at risk of not being copied to iCloud. Keep a temporary local copy of new material and avoid assuming that a successful-looking local save means it is protected in the cloud.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsQuick Recap
If the storage number does not change
- Check that you deleted from the iCloud category you intended, not merely a local download.
- Reopen the storage manager after the deletion has completed and confirm that the same Apple Account is displayed.
- Look for another dominant category, such as a current device backup or Messages attachments, rather than repeatedly deleting small files.
- Do not empty Recently Deleted while over the limit unless the items are already archived; Apple warns that over-limit deletions may bypass normal recovery.
A safe stopping checklist
- You know whether the warning concerns iCloud storage or device storage.
- You have a separate, readable copy of every file, photo, or recording you intend to remove.
- You inspected current and obsolete backups before disabling anything.
- You understand whether the action deletes synchronized copies on other devices.
- You have considered the 30-day Recently Deleted behavior and the over-limit exception.
- You rechecked the storage category and backup status after each small batch.
- You will upgrade the quota instead of deleting irreplaceable material when no safe cleanup remains.
