Miami-Dade County officials are debating whether Rockstar Games should be allowed to brand county facilities as “Vice City” for the Grand Theft Auto VI promotional campaign. The proposal concerns paid advertising, installations and venue promotions—not Rockstar taking ownership or operational control of the airport, seaport or transit system. As of October 13, 2026, a reported county commission vote was still scheduled for October 20 and had not taken place.
What the proposed “GTA 6 takeover” actually is
The “takeover” label is headline shorthand for a proposed marketing arrangement. According to reporting by GTA BOOM, Mayor Daniella Levine Cava’s staff presented a proposal for Rockstar Games to pay to brand selected Miami-Dade facilities as Vice City, the fictional setting modeled on Miami in the Grand Theft Auto series.
The concepts described in an earlier report by The Miamian came from a pitch deck submitted to Rockstar on June 29 and obtained through a public-records request. The deck listed Miami International Airport, PortMiami, Metrorail stations, Tropical Park and other county buildings and public rights-of-way. GTA BOOM’s later account focused on the airport, PortMiami and Metromover stations in the pending county discussion.
Nothing in the reporting indicates that Rockstar would run these facilities, change public services or acquire county property. The issue is whether the county may sell or authorize temporary promotional branding in public spaces.

Why commissioners objected
Rene Garcia’s concern about the game’s image of Miami
Commissioner Rene Garcia was reported to have challenged the county’s proposed partnership at a recent commission meeting. GTA BOOM quoted him saying, “I feel really uncomfortable with this whole thing.” He also objected to promoting a game he characterized as depicting “Miami like a crime haven; Miami like a murder capital.” That is Garcia’s description of the game’s portrayal, not an objective characterization of Miami or an independently established description of the finished title.
Questions about county advertising policy
Commissioner Danielle Cohen Higgins was quoted referring to county policy on advertising that promotes pornography, prostitution or violence. She also recalled a previous rejection involving naming rights. The report did not provide a separate, primary policy document establishing how those rules would apply to this proposal, so the policy question remains part of the commissioners’ debate rather than a settled legal finding.

The reported value of the broader deal
GTA BOOM reported that Garcia said he had researched Rockstar’s marketing spending and cited at least $150 million. Rockstar and its parent company, Take-Two, had not confirmed that figure, according to the report. It should therefore be treated as Garcia’s reported claim, not as a verified company budget.

The same coverage said a broader county arrangement could be worth more than $1 million, a level that would trigger a commission vote under the account. The exact proposed price, term, inventory of locations and final contract language were not established in the available reporting.

What happens on October 20?
GTA BOOM reported that the Miami-Dade County Commission was expected to vote on October 20, 2026, on whether the mayor’s staff could continue negotiating with Rockstar or whether the county should withdraw. On October 13, that vote was still in the future. An official agenda result did not independently confirm the reported meeting quotes or the scheduled vote, so neither approval nor rejection should be assumed.
- Before the vote: Staff and commissioners may continue reviewing the proposed locations, creative material, policy issues and financial terms.
- At the reported October 20 meeting: Commissioners could authorize continued negotiations or direct the county to pull out, subject to the actual agenda and motion.
- Afterward: Even an approval to negotiate would not necessarily mean every airport, port or transit installation would be installed. A final agreement and operational approvals could still be required.
County proposal versus other Vice City promotions
The county-controlled facilities are only one promotional track. The October 12 report described separate city, beach, venue and private activations whose status did not depend on the county commission decision.

Why the distinction matters
Using public facilities for advertising raises different questions from branding a privately operated venue. County commissioners must weigh public-space policy, the nature of the creative campaign, revenue and the reputational concerns raised by elected officials. A private banner, chair, umbrella, sign or event can proceed under its own owner’s approvals even if the county declines its proposal.

The reported $975,000 Kaseya Center sign illustrates the scale of the wider campaign, but it does not establish what Miami-Dade would receive or what it would permit. Likewise, the reported $150 million marketing figure cannot be used to infer the county contract’s value.
What is known—and what is not
- Known from the reporting: county facilities were being considered for Vice City branding; Garcia publicly expressed discomfort; and a commission decision was reported for October 20.
- Not established: whether commissioners voted, whether the county approved a contract, the final list of installations, the campaign’s total verified budget or the duration of any county arrangement.
- Important qualification: the October meeting account was relayed by GTA BOOM from The Miamian’s coverage, while the pitch-deck details came from The Miamian’s public-records reporting.
Until the commission acts and a definitive agreement is released, “GTA 6 takeover” should be read as a description of a proposed promotional campaign—not a transfer of control over Miami-Dade facilities.
