Hyperledger Besu provided the blockchain layer for the BME Digital Bond Platform described in a 2023 LF Decentralized Trust webinar. The project presentation says the platform represented a bond and tokenized cash on-chain and supported issuance, coupons, principal repayments, and delivery-versus-payment settlement. It is a concrete example of how a regulated financial instrument’s lifecycle can be handled through a blockchain-based platform—not proof that Besu alone creates a legally valid asset or that every tokenization model meets regulatory requirements.
What the webinar covered
The 2023 LF Decentralized Trust session, titled “Hyperledger Besu and Tokenization of Real World Assets (RWA),” was a use-case discussion, not a step-by-step Besu tutorial. Speakers Jorge Antolinez Ruiz and Carlos Contreras discussed real-world asset cases associated with ioBuilders, including a collaboration involving BME, BBVA, and the Inter-American Development Bank. The official webinar summary described the Spanish collaboration as the first regulated bond registered with blockchain in Spain; the presentation deck uses the more specific description “first digital bond registered under a regulated CSD.” Those are attributed descriptions of the case, not an unqualified claim about a global first.
What RWA tokenization means in this case
Real-world asset tokenization represents an asset or financial claim in digital tokens and uses software to manage some of its lifecycle. In the BME example, the subject was a bond—not an unspecified physical asset—and the deck describes both the bond and settlement cash as tokenized. The platform’s purpose was to support the instrument’s lifecycle and related settlement workflow.

How the BME digital bond platform was described
The project presentation describes a native tokenized bond denominated and settled using tokenized cash. It says ioBuilders developed the end-to-end technology stack for issuance, management, and trading, with the bond lifecycle represented on-chain.
Lifecycle events
- Issuance: the bond is created and represented digitally.
- Coupons: the platform supports the bond’s coupon-payment events.
- Principal repayments: the platform supports repayment events over the bond’s lifecycle.
- Trading and settlement: the stack was designed to support trading and delivery-versus-payment between the tokenized security and tokenized cash.
What delivery-versus-payment means
Delivery-versus-payment (DvP) links delivery of a security to payment so the two legs are intended to settle together. In this presentation, the bond and cash were both tokenized, enabling the platform to support DvP between them. That describes the workflow the deck presents; it does not provide independent evidence about transaction speed, cost savings, or performance under particular operating conditions.
Regulated-market context
The deck says the bond was registered under a regulated central securities depository (CSD) and supervised by Spain’s securities-market supervisor, CNMV. It also presents the implementation as following existing end-to-end regulatory processes rather than depending on a new exception. That is a description of this Spanish case, not legal advice or evidence that the same approach applies automatically to another market or asset.

Besu’s role—and what it does not decide
Besu is an implementation of the Ethereum protocol. In an enterprise tokenization system, it is the blockchain execution and network layer: it runs the transactions and application logic deployed to the network. The application and platform around it handle such matters as issuance workflows, participant processes, lifecycle events, and connections to other systems.

The webinar deck attributes delivery of the full platform and technology stack to ioBuilders, but its opened presentation text does not establish every architectural detail. It does not justify treating Besu as a ready-made bond platform, nor does Besu alone determine who may hold a token, what legal rights it carries, or how a transfer is recognized under applicable rules.
A 2020 Hyperledger overview discussed Besu in both public Ethereum and private or consortium settings, and described enterprise-oriented topics including permissioning, privacy, monitoring, deployment choices, and consensus. Its explanation of IBFT 2.0 as a proof-of-authority option with immediate finality reflected the Besu 1.5-era context. These historical details should not be used as current configuration or production guidance: supported options and behavior depend on the Besu version and network design.

Italy: a Besu security-token sandbox that ended in 2021
Reply describes a separate Italian Security Token & Alternative Investment sandbox built on Besu. It covered issuance, primary placement, real-estate asset events, and secondary transfers, and was promoted by CeTIF, Reply, and Fondazione CariVerona with financial institutions participating. Reply states that the sandbox ended at the end of 2021. It is evidence of a historical pilot, not evidence of a continuing production market.
Reply’s case page gives an Italian real-estate market capitalization figure of €7.89 trillion, attributed to Reply and dated 2020. That is a historical figure from the case page, not a current valuation.

Later ioBuilders-associated work on Hedera and HashSphere
Hedera’s later case page describes Asset Tokenization Studio, developed with Hedera and ecosystem partners, and Asseto, described as developed by ioBuilders and now offered by Hashgraph. It says Asseto supports issuing, managing, and trading tokenized instruments and digital cash on private HashSphere or public Hedera networks, with configurable compliance controls, lifecycle automation, and integrations. These are later portfolio examples on different network infrastructure, not features or evidence about the BME Besu bond implementation.
Hedera’s page also reports that 30+ organizations use ioBuilders’ services and that 50+ bespoke client projects have been delivered. The page does not state an as-of date for those totals, so they should be read as publisher-reported figures without a specified reporting date.

The BME presentation offers a useful concrete case, but it does not provide a controlled comparison of platforms or measured results. When evaluating a separate project, assess its requirements and evidence across these dimensions:
- Network model: determine whether the design uses a public network, a private network, or a consortium, and who operates and governs it.
- Lifecycle coverage: check whether it handles only issuance or also servicing events such as payments, transfers, and redemption.
- Settlement design: establish whether the asset and payment legs can settle atomically or through a DvP workflow, and which form of cash is used.
- Compliance and access: identify how participant identity, eligibility, transfer restrictions, and jurisdiction-specific controls are implemented.
- Privacy and governance: ask who can read transaction data, operate nodes, validate transactions, and change the rules.
- Integration: map connections to custody, banking, settlement, reporting, and existing market infrastructure.
- Evidence maturity: distinguish a concept, sandbox, pilot, production issuance, and continuing service; they are different levels of evidence.
The central lesson of the webinar is practical: Besu can form part of the infrastructure for a tokenized financial instrument, while the platform, market participants, legal arrangements, and regulated infrastructure determine how the instrument is issued and operated. The BME bond presentation is a specific implementation account, not a general guarantee about tokenization.
