HVDC transmission and battery storage solve different parts of the surplus-renewable problem. HVDC moves electricity across geography—from a windy or sunny region to another grid area—while batteries move electricity across time by charging during surplus and discharging later. A battery cannot replace a transmission corridor when the constraint is delivering power from a remote resource, and a transmission line cannot store midday or overnight surplus for a later period.

The practical choice is therefore not a universal either-or decision. It depends on where the surplus is produced, when consumers need it, how long the energy must be shifted, the route and grid conditions, and the reliability target. In many system plans, transmission, storage and other flexibility resources are combined rather than treated as interchangeable substitutes.

Start with the bottleneck: distance or timing?

Ask two questions before comparing technologies:

  • Is power in the wrong place? If renewable generation is remote from demand, a high-capacity connection is needed to move electricity between locations or grid areas. HVDC is designed for that spatial-transfer problem.
  • Is power available at the wrong time? If generation exceeds demand now but supply will be valuable later, storage is needed to shift energy through time. A battery absorbs electricity, holds it and discharges it later.

These problems can occur together. A transmission link may bring wind power into a load centre, while batteries there shift excess output from windy hours into evening demand. Treating one asset as a substitute for the other can leave the actual constraint unresolved.

What HVDC transmission does

Moving electricity between distant areas

High-voltage direct current (HVDC) is a transmission technology for transferring large amounts of power between locations. Its value rises when renewable resources and consumers are separated by long distances, when an overhead route or cable must cross a challenging corridor, or when two grid areas need a controllable interconnection.

The European Commission Joint Research Centre (JRC) technical assessment, published in 2023 and based on underlying report JRC125030 from 2021, identifies contexts in which HVDC can be economically preferable to high-voltage alternating current (HVAC). It cites about 800 km for overhead lines and about 100 km for cables as indicative contexts where HVDC is often economically efficient relative to HVAC. These are not universal break-even distances: voltage, route, converter costs, operating requirements, permitting and the alternative network design can change the result.

Connecting different-frequency systems and controlling flows

HVDC can also be selected when connected systems operate at different frequencies or when planners need a controllable power flow between areas. That control can help manage scheduled exchanges and limit how power moves across an interconnected network. The decision still depends on the complete project, including converter stations and the network reinforcements required at each end.

Counting the complete HVDC path

Line-conductor losses are only part of an HVDC efficiency calculation. Converter stations at the terminals add losses, so a comparison that counts only the wire can overstate performance. The JRC assessment gives this sample comparison:

Technology Conductor loss in the sample Converter-station loss in the sample Total sample loss
HVAC conductors 2% — 2%
HVDC with line-commutated converters (LCC) 1% 1.4% 2.4%
HVDC with voltage-source converters (VSC) 1% 2.0% 3%

These figures are sample values from the JRC assessment, not performance guarantees for every line. The route length, power level, technology choice and operating point determine actual losses. Any published percentage should state whether it covers conductors only or the entire transmission path.

What battery storage does

Shifting surplus into later hours

A grid battery charges when electricity is abundant and discharges when supply is lower or demand is higher. It can be located near renewable generation, near a load centre, or at a network constraint where timing and local flexibility matter. Its core service is temporal: the battery changes when electricity is delivered, not the geographic distance between the generator and the customer.

Power rating and energy duration are separate decisions

A battery project has a power capability, expressed as how much electricity it can charge or discharge at once, and an energy capacity, which determines how long it can sustain that output. A system designed for a short shift may absorb a daytime surplus and discharge during an evening peak. A longer-duration design must carry energy through a longer period of low renewable output and may require a different technology or storage medium.

The UK government’s 2025 security-of-supply report distinguishes shorter-duration batteries from long-duration electricity storage, including pumped-storage hydropower. Its categories are a planning framework rather than a universal technical boundary. Do not assume that a battery suitable for a few hours can cover a prolonged renewable shortfall simply because both are described as “storage.”

Round-trip losses and operating conditions

Storage loses some energy during charging, holding and discharging. The relevant figure is round-trip performance for the defined operating conditions, not the efficiency of a single component. The JRC cautions that direct efficiency comparisons between storage and transmission are difficult when the technologies are performing different jobs. A battery’s value may come from local capacity relief, balancing or reliability even when a transmission line would move energy with a different loss profile.

HVDC and batteries compared by decision axis

Decision axis HVDC transmission Battery storage
Main function Transfers electricity between distant locations or grid areas. Absorbs electricity and discharges it later.
Best-fit constraint Remote renewable resources, long routes or cables, interconnection and controllable flows. Surplus at one time and need at a later time; balancing and supply flexibility.
Losses to count Conductor losses plus converter-station losses. Round-trip charging, holding and discharging losses.
Duration and geography Provides a path while the link and generation are available. Duration depends on storage design; shorter-duration batteries and long-duration storage serve different needs.
Primary cost drivers Route, voltage, converter stations and the alternative network build. Energy capacity, power rating, duration, use and alternative flexibility.
Typical system role Expands geographic access and manages flows between areas. Shifts supply and supports reliability when supply is low.

When HVDC is the stronger fit

Remote wind or solar must reach demand

If the best renewable resource is far from population centres, storage at the generator does not solve the delivery problem. It can delay output, but the stored energy still needs a path to consumers. An HVDC corridor can provide that path and may also connect multiple grid areas if the design supports those exchanges.

A long cable or difficult corridor dominates the project

For long overhead routes and especially long cable routes, HVDC may be considered because HVAC becomes technically or economically unsuitable in some conditions. The JRC’s approximate 800-km overhead and 100-km cable figures are useful screening indicators, not automatic selection rules. A shorter route can still favour HVDC if other technical constraints apply, while a longer route may not justify it if the required capacity, converter stations or network context differ.

Interconnection or flow control is the objective

Where two systems have different frequencies, or where planners need a tightly controlled exchange, HVDC can provide an interconnection function that a battery at one end cannot replicate. The battery may support local reliability, but it does not create a continuous transfer path between asynchronous or otherwise separated areas.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When battery storage is the stronger fit

Surplus and demand are separated by hours

For a local solar surplus followed by an evening demand peak, storage can absorb the excess and release it when required. Building a long-distance line solely to move energy between those hours would address the wrong dimension if the generation and demand are already in the same area.

The network needs fast balancing or local relief

A strategically placed battery can respond to changing supply and demand and can reduce a local constraint during selected hours. Its usefulness depends on the power rating, state of charge, dispatch rules and the number of consecutive hours it must operate. A project that needs several days of coverage cannot be assessed using only the battery’s maximum discharge power.

Generation is distributed across the network

When renewable output is spread across many sites, storage can be located near specific substations or demand centres to address local timing and reliability needs. A single HVDC corridor may be unnecessary if the binding issue is short-term balancing rather than a lack of geographic connection.

Cases where both are needed

Remote renewable energy with an evening peak

An HVDC line can deliver remote generation into a demand region, while batteries in that region can shift arrivals from high-output hours into the evening. Removing the line leaves the remote energy stranded; removing the batteries leaves the system more exposed to the timing mismatch.

Transmission congestion during renewable peaks

Storage can absorb power on one side of a constrained interface and discharge later, reducing the need to curtail output at selected times. A network expansion may still be required if the constraint is frequent, persistent or large enough that local storage cannot carry the energy volume.

Seasonal or multi-day mismatch

Shorter-duration batteries may handle daily cycles, while long-duration storage or additional transmission may be required for longer periods of low renewable output. The UK report’s distinction between shorter-duration batteries and long-duration electricity storage is important here: “battery storage” is not one uniform capability.

Efficiency: compare boundaries, not headline percentages

Efficiency only answers a useful question when the system boundary and service are identical. For HVDC, specify line-conductor losses, converter-station losses and the operating point. For batteries, specify charging, storage and discharge losses over the intended cycle. A transmission link may carry energy continuously when generation is available; a battery may deliver a smaller amount later but provide local capacity or balancing value.

The JRC explicitly warns that direct efficiency comparisons across technologies are difficult when they solve different technical problems. A lower percentage loss does not automatically identify the least-cost or most reliable system. Compare the energy that reaches the required customer, at the required time, after including curtailment, network constraints, charging cycles and backup needs.

Cost and economics: why there is no universal winner

There is no single current cost comparison that determines the answer for every route and storage duration. HVDC economics depend on route length, voltage, converter stations, cable or overhead construction and the alternative network reinforcement. Battery economics depend on both power and energy capacity, duration, cycling duty, replacement assumptions, siting and the value of flexibility.

A fair study must use the same renewable profile, demand forecast, reliability standard, planning horizon and treatment of curtailment for both options. It must also compare alternatives that can actually provide the required service. Pricing a short-duration battery against a transmission corridor intended to move remote generation is not a like-for-like exercise.

A project-level method for choosing

  1. Define the problem in one sentence. State whether the bottleneck is geographic delivery, hourly shifting, local congestion, balancing, reliability or a combination.
  2. Map generation and demand. Identify where renewable output occurs, where electricity is consumed and how often the locations are constrained from one another.
  3. Describe the time profile. Quantify the surplus pattern and the required delivery window: selected hours, overnight periods, multi-day events or another duration. Do not use a battery power rating as a substitute for an energy-duration requirement.
  4. Screen the network option. For HVDC, examine route length, overhead versus cable construction, converter stations, connection points, frequency compatibility and controllability needs. Use the JRC’s 800-km overhead and 100-km cable figures only as indicative screening context.
  5. Screen the storage option. Specify power, energy capacity, duration, charging source, discharge location, cycling pattern and the other flexibility resources available.
  6. Use complete-path losses. Include HVDC conductors and converters; include the battery’s full round-trip process. State the boundary and operating conditions beside every efficiency value.
  7. Compare total system outcomes. Include generation, network, storage, backup, curtailment and reliability effects over the same planning horizon. A project that looks cheaper as a single asset may not be cheaper once the missing network or backup capability is added.
  8. Test combinations. Model transmission plus storage, not only two isolated alternatives, where remote resources and time-shifting needs coexist.
  9. Stress the assumptions. Vary renewable build-out, demand growth, fuel availability, outage conditions, route delays, storage duration and the value assigned to reliability.
  10. Make a conditional decision. Record which option wins for the stated assumptions and which changes in those assumptions would reverse the result.

How major planning studies frame the answer

The Australian Energy Market Operator’s 2026 Integrated System Plan (ISP) is a roadmap for Australia’s National Electricity Market through 2050. It states that renewable energy connected by transmission and distribution, firmed with storage and backed up by gas presents the least-cost way to supply secure and reliable electricity through 2050 as coal plants retire and government policies are met. That is a finding for the ISP’s planning scope, assumptions and geography—not a universal conclusion for every country or project.

"The 2026 ISP reaffirms that renewable energy, connected by transmission and distribution, firmed with storage and backed up by gas, presents the least-cost way to supply secure and reliable electricity to consumers through to 2050, as coal plants retire and while meeting government policies."

— Australian Energy Market Operator, 2026 Integrated System Plan

A U.S. Energy Information Administration study summary from 2018 similarly presents HVDC as one technology that can help accommodate growth in non-dispatchable generation while recognising storage and flexible generation as other mitigation options. Because that study is older and was not a current project quotation, it should inform the framing rather than supply a present-day price.

Common mistakes to avoid

  • Calling batteries a transmission substitute. Storage can delay delivery but cannot connect a remote generator to a distant load without a network path.
  • Calling transmission storage. A line moves electricity while generation and the connection are available; it does not retain surplus for a later day or hour.
  • Quoting conductor loss as total HVDC efficiency. Converter stations must be included.
  • Comparing battery power with battery duration. A high megawatt rating does not show how many hours the system can sustain output.
  • Applying a distance rule mechanically. The JRC’s approximate thresholds are context indicators, not universal break-even points.
  • Using one grid’s least-cost finding everywhere. AEMO’s 2026 result applies to its National Electricity Market planning scope.
  • Declaring a technology winner without a project definition. Route, renewable profile, storage duration, reliability target and alternative network build are all material assumptions.

Practical decision checklist

  • Write down whether the dominant problem is place, time or both.
  • Locate the renewable resource, load centres and constrained interfaces.
  • Specify the required hours or days of shifting and the maximum discharge power.
  • For an HVDC concept, include route, cable or overhead choice, converter stations and terminal connections.
  • For a battery concept, include power, energy capacity, duration, cycling duty and discharge location.
  • Use full-path losses and disclose the measurement boundary.
  • Evaluate transmission, storage and combined portfolios against the same reliability and planning assumptions.
  • Treat any cost or least-cost claim as conditional on its geography, date and system model.

Bottom line

Choose HVDC when the central challenge is moving large quantities of renewable electricity between places, especially across long routes, long cables or selected grid interconnections. Choose battery storage when the central challenge is moving electricity from surplus hours to later hours, balancing supply or relieving a local constraint. Where renewable resources are remote and their output is also time-mismatched with demand, the technically sound answer is often a portfolio that combines transmission, storage and other flexibility—not a forced choice between two substitutes.
