A hurricane category is a five-level rating based only on a storm’s maximum sustained wind speed. Category 1 starts at 74 mph, while Category 5 begins at 157 mph. The number helps describe potential wind damage, but it is not a complete measure of danger: it does not predict storm surge, rainfall flooding, tornadoes, storm size or the conditions at your location.

Use the category as one part of a current risk picture. Check official forecasts for surge, rainfall, inland flooding and tornado threats, then follow local watches, warnings and evacuation or shelter instructions.

What a hurricane category measures

The Saffir–Simpson Hurricane Wind Scale rates hurricanes from Category 1 through Category 5 using the storm’s maximum sustained wind speed. Sustained wind means the wind averaged over the official measurement period; it is not the same as a brief gust. The National Hurricane Center describes the system as “a 1 to 5 rating based only on a hurricane’s maximum sustained wind speed.”

That narrow definition is intentional. The category communicates how intense the hurricane’s strongest sustained winds are and gives a general indication of the wind damage that may occur. It does not combine every hazard into one score, and it does not describe what every community will experience.

The five hurricane categories

The current National Hurricane Center scale uses these thresholds and damage descriptions:

Category Maximum sustained wind National Hurricane Center characterization
Category 1 74–95 mph Very dangerous winds; some damage
Category 2 96–110 mph Extremely dangerous winds; extensive damage
Category 3 111–129 mph Devastating damage
Category 4 130–156 mph Catastrophic damage
Category 5 157 mph or higher Catastrophic damage

Category 3, Category 4 and Category 5 storms are called major hurricanes in National Hurricane Center terminology. Category 1 and 2 storms are still hurricanes, not minor weather events. A lower category can produce severe consequences when a storm brings a large surge, extensive rain, a long period of onshore wind or impacts to a densely populated area.

Why the thresholds use sustained wind

Gusts can be substantially higher than sustained winds for short periods, especially near the eyewall, in rain bands or around buildings and terrain. Because gusts vary quickly from place to place, the scale uses maximum sustained wind to provide a consistent intensity measure. Forecast discussions and local warnings may separately mention expected gusts, but a gust alone does not change the official category.

What the category tells you about wind risk

The number is most useful for communicating the potential for wind-related damage. As the sustained-wind threshold rises, damage to roofs, siding, windows, power systems, trees and poorly protected structures generally becomes more likely and more severe. The National Hurricane Center’s descriptions—very dangerous, extremely dangerous, devastating and catastrophic—are broad wind-damage characterizations, not guarantees for every building.

Actual damage depends on construction quality, building codes, maintenance, nearby trees, the duration of strong winds, flying debris and whether infrastructure has already been weakened. A well-built structure and a vulnerable structure can experience very different outcomes in the same category storm. Wind exposure also varies across the storm; the strongest conditions are usually concentrated near the eyewall and in portions of the right-front quadrant, while other areas receive weaker winds.

What a category does not tell you

Storm surge and coastal water levels

Category is not a storm-surge forecast. Surge is the abnormal rise of seawater pushed toward shore by a storm, and its height depends on more than peak wind. Important factors include the storm’s size, forward speed, angle of approach, coastline shape, water depth and nearshore bathymetry. A broad, slower storm can push more water toward a coast than a compact storm with a higher peak wind speed.

The National Hurricane Center formally removed surge ranges from the Saffir–Simpson scale in 2010 because assigning one typical surge value to each category could mislead people. Two storms with the same category can produce very different water levels at different coastlines, and water can travel well inland through bays, rivers and low-lying roads.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For a coastal decision, use the current storm-surge forecast, inundation maps, local evacuation zones and instructions from emergency managers. Do not estimate surge by multiplying or matching a category number to a fixed height.

Rainfall and inland flooding

The scale does not measure rainfall. A hurricane can weaken below hurricane strength after landfall and still produce life-threatening rain. Slow-moving, stalled or repeatedly tracking storms can dump enormous amounts of water over one area, while a fast-moving major hurricane may produce less total rain at a particular location.

NOAA’s National Centers for Environmental Information reported that Hurricane Harvey produced a tropical-cyclone rainfall total of about 1,500 millimeters (60 inches) at Nederland, Texas, in 2017. That figure illustrates why wind category cannot stand in for rainfall risk. Forecast rainfall totals, soil saturation, river levels, flash-flood guidance and the condition of drainage systems are separate pieces of information.

Tornadoes

Hurricanes and their outer rain bands can generate tornadoes, particularly as they move inland or interact with nearby weather systems. Tornado risk is not included in the Saffir–Simpson rating. A lower-category hurricane can still produce dangerous tornadoes in areas far from the center.

Check local severe-weather watches and warnings, radar information and emergency instructions. A hurricane warning does not replace a tornado warning, and the two hazards may occur at different times during the same event.

Storm size and the reach of damaging winds

Category describes the storm’s highest sustained wind, not its diameter. One storm may have a small area of extreme wind; another may spread tropical-storm-force or hurricane-force winds across a much larger region. The larger storm can affect more power lines, trees, buildings and coastal water, even if its peak category is lower.

Forecast products provide wind radii or maps showing where tropical-storm-force and hurricane-force winds are expected. Those geographic details are more useful for deciding whether your home, workplace, travel route or utility network will be affected than the category alone.

Local exposure and vulnerability

The same category can mean different consequences in different places. Elevation, distance from the coast, river access, terrain, building design, mobile-home exposure, power-grid resilience and evacuation routes all change the risk. A community outside the forecast cone may still experience flooding or tornadoes, while a location near the eyewall may face extreme wind despite a small change in the storm’s track.

NOAA advises focusing on expected local impacts regardless of category. Your location’s official forecast and emergency-management guidance should take priority over a headline that emphasizes the storm’s maximum rating.

How to compare two hurricanes responsibly

Comparing categories alone can produce a false ranking. Instead, compare storms across separate risk dimensions:

  • Maximum sustained wind: the official category and the forecast trend in intensity.
  • Wind footprint: the size and location of hurricane-force and tropical-storm-force wind fields.
  • Storm surge: forecast water levels, timing, evacuation zones and the coastline’s shape and elevation.
  • Rainfall and flooding: expected totals, duration, soil conditions, rivers, drainage and flash-flood potential.
  • Tornado threat: the outlook for tornadoes in rain bands and after landfall.
  • Track and timing: where the center and hazardous weather are expected, and when conditions will deteriorate.
  • Local vulnerability: exposed structures, hospitals, transportation, power systems and available evacuation routes.

A Category 2 storm with a very large wind field and major rainfall threat may create more overall disruption than a compact Category 4 storm that affects fewer people. Conversely, a direct hit from a compact major hurricane can be catastrophic near the eyewall. There is no universal “more dangerous” answer without specifying the location and hazard being compared.

  1. Find the latest official advisory. Check the National Hurricane Center for the current position, maximum sustained wind, forecast track and intensity discussion.
  2. Read local products. Your national, state or local weather service and emergency-management office may issue separate guidance for surge, rainfall, rivers, tornadoes, wind, evacuations and shelters.
  3. Identify every relevant hazard. Note whether your location is in a surge evacuation zone, a flood-prone area, the forecast wind field or a tornado-risk area.
  4. Act on instructions early. Leave when officials order an evacuation, and use the designated route. If sheltering, move to the recommended building or interior room before dangerous conditions arrive.
  5. Keep monitoring after landfall. Wind can weaken while rainfall, river flooding, tornadoes or coastal water remain dangerous. Do not drive through flooded roads or assume that a lower post-landfall category means conditions are safe.

Common mistakes about hurricane categories

“Category 1 means minor”

It does not. Category 1 means sustained winds from 74 to 95 mph, classified by the National Hurricane Center as very dangerous. Trees, roofs, power lines and weak structures can fail, and surge or rain can cause severe impacts independent of wind category.

“Category 5 means the whole storm area has 157-mph winds”

No. Category 5 refers to the storm’s maximum sustained wind, usually near the strongest part of the eyewall. Wind speed decreases with distance from that area, although a Category 5 can still spread damaging winds across a broad region.

“The category predicts the amount of rain”

It does not. Rainfall depends strongly on storm motion, moisture, terrain and interactions with other weather systems. Use a dedicated rainfall and flood forecast.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“The category gives a surge height”

It does not. Surge depends on storm and coastal characteristics, so official inundation forecasts and evacuation zones are the appropriate sources.

“The forecast cone shows every place that will get dangerous weather”

The cone represents uncertainty in the center’s track, not the full area of wind, rain, surge or tornado impacts. Hazard maps and local advisories extend beyond the cone when conditions warrant.

Key facts to remember

  • The Saffir–Simpson scale has five hurricane categories and is based only on maximum sustained wind speed.
  • Category 1 begins at 74 mph; Category 5 begins at 157 mph or higher.
  • Categories 3 through 5 are major hurricanes, but Categories 1 and 2 can still be deadly and highly destructive.
  • The rating does not measure storm surge, rainfall flooding, tornadoes, storm size or local vulnerability.
  • Surge forecasts must account for storm characteristics and coastal geography; rainfall and inland flooding require separate forecasts.
  • Use current official advisories and local protective instructions rather than making a safety decision from the category alone.
