HTTP/3 is HTTP carried over QUIC, a secure transport protocol that runs over UDP. It can keep packet loss on one stream from stalling other streams, but that does not make every page faster. A site must offer HTTP/3, the client must discover or choose it, and QUIC must connect over UDP. If that connection fails, clients can fall back to HTTP over TCP.

Cloudflare measured HTTP/3 on 21% of requests to its network in 2025, compared with HTTP/2 on 50%. Those figures describe Cloudflare’s requests—not the entire web—and show why browser support and actual use are different measures.

What is HTTP/3?

HTTP/3 is the third major version of HTTP, the protocol used for web requests and responses. It preserves familiar HTTP semantics—such as requesting a resource and receiving a response—but carries them over QUIC rather than TCP. The IETF’s Standards Track specification, RFC 9114, was published in June 2022.

QUIC provides encrypted connections and independent streams, along with per-stream flow control and low-latency connection-establishment features. HTTP/3 uses those transport capabilities; it is not a different way of describing web pages or making HTTP requests.

How is HTTP/3 different from HTTP/2?

Aspect HTTP/2 HTTP/3
Transport TCP QUIC over UDP
Multiplexed traffic and packet loss Multiple active transactions share a TCP connection. TCP’s loss recovery does not see HTTP/2’s streams separately, so a lost or reordered packet can stall transactions on that connection. QUIC streams are independent. Loss affecting one stream need not prevent progress on others.
What performance depends on Deployment and network conditions, among other factors Deployment and network conditions, among other factors; the protocol alone does not guarantee faster pages

The packet-loss distinction is a potential advantage in some network conditions, not a universal speed guarantee. A page’s performance depends on the server, client, connection and network path; the protocol label by itself cannot predict which version will be faster for a particular visit.

Why can a browser support HTTP/3 but still use HTTP/2?

Support means a browser can use HTTP/3 when the conditions are right. It does not mean every site offers it or that every connection can establish it. Cloudflare says current major browsers support HTTP/3, yet HTTP/2 accounted for a larger share of requests measured on Cloudflare’s network in 2025.

TP-Link AC1200 WiFi Router Dual Band Wireless Internet Router (Archer A54)
  • Dual-band Wi-Fi with 5 GHz speeds up to 867 Mbps and 2.4 GHz speeds up to 300 Mbps, delivering 1200 Mbps of total bandwidth¹. Dual-band routers do not support 6 GHz. Performance varies by conditions, distance to devices, and obstacles such as walls.
  • Covers up to 1,000 sq. ft. with four external antennas for stable wireless connections and optimal coverage.
  • Supports IGMP Proxy/Snooping, Bridge and Tag VLAN to optimize IPTV streaming
  • Access Point Mode - Supports AP Mode to transform your wired connection into wireless network, an ideal wireless router for home
  • Advanced Security with WPA3 - The latest Wi-Fi security protocol, WPA3, brings new capabilities to improve cybersecurity in personal networks
  • The server must offer HTTP/3. If a site’s endpoint does not provide it, the browser cannot use HTTP/3 for that connection.
  • The client needs to discover or select the endpoint. RFC 9114 describes advertising an equivalent HTTP/3 endpoint with Alt-Svc, using the h3 ALPN token.
  • QUIC must connect over UDP. If UDP is blocked or connectivity is otherwise broken, QUIC may fail.
  • The client may fall back. RFC 9114 says that after a QUIC connectivity failure, clients should try TCP-based versions of HTTP. The resulting request can use HTTP/2 or HTTP/1.x instead.

These conditions explain how a supported browser can make a request over an older HTTP version. The cited standards and deployment documentation do not establish that any single condition is the dominant reason for HTTP/3’s adoption level across all websites.

How much of the web uses HTTP/3?

There is no whole-web percentage established by the figures below. Cloudflare’s 2025 Year in Review covers requests to Cloudflare from January 1 through December 2, 2025:

Protocol or measure Cloudflare’s reported 2025 view
HTTP/3 21% of requests to Cloudflare used HTTP/3
HTTP/2 50% of requests to Cloudflare used HTTP/2
HTTP/1.x 29% of requests to Cloudflare used HTTP/1.x
Countries or regions with more than one-third of requests over HTTP/3 15
Georgia’s HTTP/3 adoption rate in the reported view 38%

The percentages describe traffic Cloudflare measured on its network, not a census of requests to every website. The regional figures also show that HTTP/3 use varied by location in that reporting period; they do not establish a global rate.

What does HTTP/3 deployment look like for a website?

A site operator needs an HTTP/3-capable endpoint, and clients need a way to discover or select it. For example, Cloudflare’s HTTP/3 documentation describes enabling the feature through its dashboard or API. Cloudflare says the setting is available on its listed plans, subject to having an SSL certificate at its edge.

That example applies to the user-to-Cloudflare connection. It does not mean Cloudflare uses HTTP/3 for the separate connection from its edge to the site’s origin, and other providers may configure HTTP/3 differently.

Why isn’t HTTP/3 the default for every request?

A protocol can be widely supported without being available on every server or usable on every network path. HTTP/3 requires an offered endpoint and a working QUIC connection over UDP; fallback lets a browser continue with TCP-based HTTP when QUIC cannot connect. Cloudflare’s 2025 figures show that HTTP/2 still handled more requests on its network during the measured period, but they cannot establish the exact share or causes across the entire web.
