Google may ignore or misinterpret hreflang annotations when localized pages fail to link back to one another, use invalid language or region values, or publish an incomplete or inconsistent set of alternates. Check the live hreflang cluster, locale codes, implementation method, and canonical URLs. Hreflang describes relationships between localized pages; it does not make Google classify a page as a particular language or guarantee that a specific version will appear in Search.

What hreflang does—and what it does not do

Hreflang annotations tell Google that pages are localized alternatives of the same content. Google uses them as a signal about relationships between pages, not as a command to display a particular URL. Google determines a page’s language algorithmically; neither hreflang nor the HTML lang attribute determines that classification.

That distinction matters when a page is not genuinely localized for the audience its annotation names. An hreflang value cannot turn an English page into a correctly localized version, and valid annotations do not guarantee a particular Search result. See Google’s guidance on localized versions and its explanation of how Google determines page language.

Audit the hreflang cluster in this order

1. Confirm each target is the intended localized page

Open every URL named by an annotation. Verify that it serves the expected language or regional version and is an appropriate alternative to the other pages in the group. Do not assume that a correct-looking annotation makes the destination suitable.

2. Check self-references and reciprocal links

Every page in a localized group should identify itself and every other version in the group. If page A points to page B, page B must point back to page A; apply the same check to every pair of pages. Google says annotations may be ignored or not interpreted correctly if return links are missing. Compare the full hreflang set emitted by each counterpart rather than checking only one page.

3. Validate language and region values

Use a language code in ISO 639-1 format. Add a region only when needed, using an officially assigned ISO 3166-1 Alpha 2 region code. A region by itself is not a valid language identifier. Google says reserved values such as EU, UN, and UK have no effect as region codes in Search. Check Google’s locale guidance when reviewing values.

4. Inspect the implementation Google can retrieve

Google supports hreflang in HTML link elements, HTTP headers, and XML sitemaps, and treats these methods as equivalent. Inspect the live version of whichever method the site maintains. If the site publishes annotations through more than one method, compare the entries for missing pages or disagreements. Google says combining all three methods provides no Search benefit and makes management harder.

5. Compare hreflang targets with canonical URLs

Check each page’s declared canonical and, where available, the canonical URL Google selected. Make sure the hreflang entries refer to the intended indexable versions and that canonicalization is not consolidating one of those URLs to a different page. Canonicalization and hreflang are distinct signals, so a difference is a diagnostic clue to investigate—not proof on its own that hreflang was ignored. See Google’s canonicalization documentation.

6. Verify the deployed pages, not just a template

Markup can vary by locale, page type, or deployment layer. Check representative pages and every locale counterpart in the affected cluster. If the site uses XML sitemaps or HTTP headers, inspect the actual sitemap entries or response headers too. A correct template does not prove that every deployed URL emits a complete, reciprocal set.

Choosing where to publish hreflang

The three supported methods are equivalent for Google Search. Choose the one the team can maintain consistently and use to verify completeness across all localized pages.

Method Where to inspect Practical consideration
HTML Link elements in each page’s live HTML Check that each page emits its own reference and all of its localized alternatives.
HTTP headers The live response headers for each URL Verify that headers cover the intended URLs and form the same complete reciprocal set.
XML sitemap The sitemap entries for each localized URL Check that every page’s entry names itself and the other versions in the group.

Maintaining multiple implementations does not add a Search benefit and creates more places for omissions or conflicting entries to arise. Google’s localized-version documentation describes the supported methods and their requirements.

What a general checklist cannot diagnose

Without the affected URLs and their deployed signals, it is not possible to identify a specific failure. A site-level investigation needs to examine the pages’ HTML, response headers or sitemap entries, and canonical relationships. Google does not promise a fixed processing timeline or a particular result from valid hreflang annotations.
