Zoos keep tigers, lions and other big cats contained with a layered system rather than a single fence. The visitor-facing moat, wall, mesh or glass is paired with structural containment, keeper-only doors, shifting yards, locks, inspections and written operating procedures. The design is species-specific and must satisfy the facility’s jurisdiction and professional risk assessment; a dimension recommended in one country is not automatically a worldwide rule.
The goal is twofold: prevent an animal from escaping and prevent visitors or staff from reaching a dangerous animal. The Association of Zoos and Aquariums (AZA) treats public and keeper protection, staff access and door controls as connected but separate parts of tiger containment. Its 2012 Tiger Care Manual is guidance for that species, not a universal building code.
What a big-cat containment system has to do
A safe exhibit starts with a hazard analysis, not an attractive viewing feature. Designers identify how the species could climb, jump, dig, push, strike, squeeze through an opening, become entangled or reach a door mechanism. They then provide a primary barrier, a way to move the animal away from that barrier, and controls that keep people out of the danger zone during routine work and emergencies.

- Animal containment: The structure must resist the cat’s weight, impact, climbing and persistent investigation, including attempts made when food, another animal or a person is visible.
- Visitor protection: Public stand-off space, railings, glazing or a moat must prevent a hand, child, camera strap or other object from entering reach of the cat.
- Keeper protection: Staff need to feed, clean, medicate and inspect without sharing an unsecured space with the animal.
- Controlled movement: Shift yards and lockable doors let keepers move a cat between exhibit, holding and service areas before entering a space.
- Detectable failure: Wear, corrosion, loose fasteners, damaged mesh, cracked glazing and faulty locks must be found before they become an escape route.
These functions explain why the visible barrier is only one component. A moat can provide visitor separation while a rear fence, holding building and keeper-door sequence provide the actual operational security.

How the layers fit together
Visitor-facing separation
The public edge is designed for sightlines as well as safety. A dry or wet moat creates distance without placing a tall fence directly in front of the viewing area. Where a moat would consume too much land, designers may use mesh, a rock wall or selected glass viewing panels. The Central Zoo Authority of India (CZA) lists these alternatives for tiger and Asiatic-lion exhibits in its Guidelines on use of innovative exhibit design and barriers.
Public-side controls still matter around a moat. Rails, retaining edges and viewing platforms must keep visitors from falling in or leaning over a point where an animal could reach them. Glass panels need a frame and support system that remain secure if a visitor strikes them; the glazing is not intended to be the sole answer to every approach or impact scenario.
Primary animal barrier
The animal-facing barrier can be metal bars, welded wire mesh, a solid wall, rockwork, glass or a combination. Its geometry is selected for the species’ behavior and the site. Openings must prevent a cat from inserting a head, limb or tooth, while surfaces must avoid snagging claws or allowing a foothold that makes climbing easier.

Behind the display, holding rooms and shift yards create a second controlled zone. A keeper can close the exhibit, move the cat into holding, verify the door position and only then enter for cleaning or maintenance. Service corridors and gates should not give an animal a direct line to an exterior door, loading area or public path.
Doors, locks and interlocks
Keeper-access doors and animal shift doors should be capable of being locked. The AZA tiger manual specifically calls for lockable doors and safe staff access to animal areas. A lock must be verifiable, not merely assumed from a handle position; facilities commonly use visual indicators, numbered keys or an equivalent control in their local procedure.

Barrier configurations and the dimensions that are actually documented
Published dimensions are scoped recommendations. The CZA figures below apply to its Indian guidance for tigers and Asiatic lions; they are not a global minimum. The AZA mesh figures come from a tiger-specific husbandry manual published in 2012.
| Configuration or component | Documented value | Scope and purpose |
|---|---|---|
| Front V-shaped dry or wet moat | 5 m deep; 8 m horizontal top width | CZA guidance for tiger and Asiatic-lion exhibits in India; visitor-side separation and containment |
| Rear U-shaped dry moat | Configuration listed; dimensions not stated in the cited CZA passage | CZA guidance; rear containment option |
| Rear chain-link fence | 5 m high with a 1.5 m inward overhang at a 60-degree angle | CZA guidance; rear containment option |
| Fence or mesh openings | 5 × 10 cm, 7.6 × 7.6 cm or 10 × 10 cm; at least 6-gauge composition | AZA Tiger Care Manual recommendation for specified tiger-fence construction |
Moats
In the CZA example, the front barrier is a V-shaped dry or wet moat 5 metres deep with an 8-metre horizontal top width. The same guidance lists a U-shaped dry moat at the rear. A moat is not automatically safe simply because it is wide: designers must consider whether a cat can jump across a narrowing section, climb an exposed wall, use a fallen branch as a bridge or reach a visitor on a ledge. The edge, drainage, service access and any hot-wire deterrent must be included in the risk assessment.

Fences and overhangs
CZA lists a 5-metre chain-link rear fence with a 1.5-metre overhang angled inward at 60 degrees, or high rock walls, as alternatives to the rear moat. The overhang discourages climbing but does not replace sound mesh, foundations and inspection. A cat that can reach the top from a tree, rock or service structure may defeat a nominal height, so the surroundings are part of the effective dimension.
Mesh and glass combinations
Where there is insufficient room for a moat, CZA describes mesh fencing with glass viewing panels. Mesh preserves ventilation and can be robust when correctly specified; glass provides a clear sightline but concentrates maintenance and impact concerns in the panel, frame and seals. The AZA manual’s three mesh-opening examples—5 × 10 cm, 7.6 × 7.6 cm and 10 × 10 cm—must be read with its no-less-than-6-gauge recommendation and with the installation details that make those openings safe.
Material choices and the failure modes designers check
Metal bars
The AZA tiger manual describes metal bars as strong and relatively low maintenance. Bar spacing and the shape of every opening still require care: a gap can trap a limb or head, and adjacent cats may be able to bite or strike through it. Rounded or otherwise suitably finished surfaces reduce sharp contact points, but the final geometry must be reviewed for the animals and the neighboring spaces involved.

Welded wire mesh
Welded mesh can provide a continuous barrier with fewer large openings than bars. It is acceptable only when the wire, welds, anchors and surrounding frame are strong enough for the installation. The AZA manual warns that unsuitable material or poor installation can trap limbs, heads or teeth. Corrosion, a cut panel, a separated weld or a bent edge can turn a previously safe opening into an entanglement or escape hazard.
Recommended Free Tools
Glass
Glass offers the best unobstructed view but requires more cleaning and can fracture. Designers must specify the glazing, frame, edge protection, drainage and replacement method as a system. A dirty or scratched panel can lead visitors to press against it; a cracked panel requires an immediate procedure that keeps the cat and public separated while the area is secured.
Rock walls and solid construction
High rock or solid walls remove many entanglement opportunities and can blend into a naturalistic exhibit. Their joints, ledges and service penetrations still need inspection. A decorative recess can become a foothold, and a crack can admit water that weakens the structure or creates a hidden route around a gate.
Electric deterrents
CZA notes that hot wire may be used to discourage animals from entering a moat. The AZA manual cautions against relying on electric fencing alone as primary containment. Electric systems are therefore supplementary: they need their own power, alarm, testing and maintenance, while the physical barrier remains capable of containing the animal if the deterrent is switched off or fails.
Keeper access: why the double-door rule matters
Many serious incidents begin during a normal task such as opening a gate. Scottish Government guidance for lions and tigers states: “A double door must always be used to prevent the animals escaping past the keeper as the gate is opened.” The requirement appears in its Dangerous wild animals: species guidance, which also says fencing must withstand climbing or jumping and mesh must be small enough to prevent entanglement.

A double-door, or two-door, arrangement creates a small controlled vestibule. One door is closed and secured before the other is opened, so a cat cannot pass directly from its enclosure to the keeper’s route. The exact interlock, key control and emergency release depend on the facility, but the operating rule should identify who confirms each door, where the animal is, and what happens if a lock or indicator does not agree with the expected state.
Shift doors between exhibit and holding areas need the same discipline. A keeper should be able to move the cat, close and lock the door, verify the result and record the action before entering. Doors should not expose hands to an animal, leave a reachable latch on the animal side or open toward a position where the cat can force the keeper against a wall.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Inspection and operating procedures complete the design
Construction cannot compensate for an unexamined barrier. A written inspection program assigns checks at the start of a shift, after storms or maintenance, and at intervals appropriate to the material. Typical checks include:
- Mesh tension, wire gauge, welds, clamps, anchors and corrosion.
- Bar spacing, sharp edges, damaged coatings and gaps at the floor or roof.
- Moat depth, water level, drainage, erosion, fallen branches and any climbable object near the edge.
- Glass cracks, chips, frame movement, seals, cleanliness and the availability of a safe replacement panel.
- Door hinges, tracks, bolts, padlocks, interlocks, keeper-safe indicators and emergency releases.
- Electric-deterrent continuity, power, alarms and physical separation from places where people could contact it.
- Visitor rails, gates, viewing platforms and signs that keep the public outside the animal’s reach.
Staff procedures should define who is authorized to open a door, how a second person confirms the animal’s location, how keys are controlled, and how a defect is isolated. If a barrier is damaged, the safe response may be to shift the cat to holding, close an additional gate, stop public viewing and call qualified maintenance—not to improvise a repair while the animal remains nearby.
AZA’s Safety Committee Resource Center explains that its sample safety documents are educational. They are not mandatory unless applicable law requires them and do not establish a universal standard of care; each facility must apply professional judgment to its circumstances.

How to interpret standards in different jurisdictions
There is no single configuration established by the sources above. Before treating a specification as a requirement, identify four things:
- Authority: Determine whether the document is law, regulator guidance, an accreditation association’s standard or an educational example.
- Species: A tiger manual or a lion-and-tiger rule should not be generalized to leopards, jaguars or mixed-species exhibits without evidence.
- Site and behavior: Account for climbing, jumping, digging, impact, entanglement, weather, terrain, adjacent animals and the keeper workflow.
- Local approval: Have the design checked against current building, animal-welfare, dangerous-animal and occupational-safety requirements by qualified professionals.
In the United Kingdom, the Department for Environment, Food & Rural Affairs describes Standards of Modern Zoo Practice as minimum standards expected of zoos; that page was updated on 20 January 2026. The European Association of Zoos and Aquaria’s operational-document index says members are obliged to comply with listed standards, while its best-practice guidance compiles expert husbandry knowledge. Neither association material should be mistaken for the law in every country.
A practical design sequence for a new or renovated exhibit
- Define the animals and tasks. Record species, age classes, group size, known behaviors, feeding, cleaning, veterinary work and the maximum number of people who may need access.
- Map every route. Draw the public edge, exhibit, holding rooms, shift yards, service corridor, keeper vestibules, maintenance access and emergency exits. Look for a continuous path from animal to public or exterior.
- List credible failure modes. Include climbing over a fence, jumping a moat, digging below a wall, pushing a gate, reaching a latch, entangling in mesh, breaking glazing and losing power to a deterrent.
- Select a layered configuration. Combine the visitor-facing barrier with rear containment, holding capacity and lockable doors. Use a supplementary hot wire only as an additional deterrent, never as the sole physical barrier.
- Specify materials and interfaces. Set mesh opening and gauge, bar spacing, glazing and frame, foundations, overhangs, drainage and corrosion protection. The joint between materials is often the weak point.
- Design the keeper sequence. Show which door closes first, how the animal’s location is confirmed, where keys or controls reside and how two-person verification works for higher-risk actions.
- Test before opening. Inspect and document the structure, operate every lock and interlock, test alarms and power-dependent systems, and run drills for an animal in the wrong space or a damaged barrier.
- Maintain and review. Keep inspection records, correct defects promptly and reassess after storms, construction, a new animal, a change in group composition or an incident.
What the public sees—and what it does not
A moat, glass wall or mesh panel is the part visitors notice, but the decisive safety work may be behind it: a holding room that allows the cat to be shifted, a locked service door, a second gate and a keeper who follows a written check. Good exhibit design therefore balances visibility with stand-off distance, animal enrichment, escape resistance and maintainability. The most convincing naturalistic setting is safe only when its rocks, trees, water features and viewing structures have been evaluated as possible climbing aids or impact points.
The central takeaway
Big-cat exhibits are engineered as layered containment systems. Species behavior determines the hazards; jurisdiction determines which rules apply; and daily inspection and disciplined door procedures keep the engineered layers reliable. The CZA’s 5-metre moat and 5-metre fence examples, the AZA’s tiger-mesh recommendations and Scotland’s mandatory double-door wording are useful reference points within their stated scopes—not universal dimensions to copy without a site-specific professional assessment.
