Zero-trust access treats every request to an application, database, API, or other resource as untrusted until it is authenticated, authorized, and evaluated against policy. A server’s location inside a particular data center, subnet, cloud account, or corporate network does not grant access by itself.

Across multiple data centers, the model combines identity controls, policy decision and enforcement points, gateways or service proxies, network segmentation, and continuous monitoring. The same policy must follow the resource and its users or services when traffic moves between on-premises sites, private clouds, and public-cloud locations.

What zero-trust access means

Traditional perimeter security often assumes that a device or user is more trustworthy after entering a corporate network. Zero trust removes that assumption. NIST Special Publication 800-207 defines the protected object as the resource itself rather than the network segment around it. Its abstract states: “Zero trust focuses on protecting resources (assets, services, workflows, network accounts, etc.), not network segments.”

That distinction matters in a multi-data-center environment. A workload in Data Center A should not automatically reach a workload in Data Center B merely because both addresses are on an internal backbone. The same applies when an application spans an on-premises facility and a cloud region. Each request is evaluated using the identity of the user, device, application, or service; the resource being requested; and other policy attributes such as device condition or current risk.

NIST SP 800-207A describes the principle this way: “One of the basic tenets of zero trust is to remove the implicit trust in users, services, and devices based only on their network location, affiliation, and ownership.” Zero trust does not mean that firewalls, private links, or segmentation become useless. Those controls can limit paths and contain incidents, but location alone is not an authorization decision.

The control points: identity, decision, and enforcement

Authentication and authorization are separate

Authentication establishes who or what is making a request. Authorization determines whether that authenticated subject may perform a particular action on a particular resource under current conditions. A successful login is therefore not a blanket permit to access every system in every facility.

Policy decision point

In NIST’s abstract model, a policy decision point (PDP) evaluates the request against enterprise policy and returns a result such as allow, deny, or allow with restrictions. The PDP may consume identity-provider data, device posture, resource classification, service identity, and contextual signals. Its functions can be centralized, distributed, or split among several services.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Policy enforcement point

A policy enforcement point (PEP) applies the PDP’s result in the traffic path. Depending on the architecture, a PEP can be an access gateway, reverse proxy, API gateway, host agent, service-mesh sidecar, application middleware, or cloud-native authorization component. The PEP should be close enough to the protected resource to prevent an approved decision from being bypassed through another route.

How a request travels between data centers

  1. A subject requests a named resource. A human may open an application hosted in one facility, while a service may call an API hosted in another. The request should identify the target resource and intended operation rather than simply asking for entry to a network.
  2. The architecture authenticates the subject. A user identity provider, device certificate, workload credential, or service-identity system proves the requester’s identity. User and service authentication can use different mechanisms, but both must produce an identity that policy can evaluate.
  3. Policy attributes are collected. The decision may consider user role, device or asset state, application identity, service identity, requested resource, data sensitivity, time, location as a contextual signal, and recent security events. Location can inform risk; it cannot be the sole basis for trust.
  4. The PDP evaluates authorization. The PDP compares the request and its attributes with policy. It can deny the operation, permit only a specific action, require additional verification, or issue a short-lived decision. Authentication and authorization remain distinct even when one product performs both functions.
  5. A PEP enforces the result. A gateway, proxy, agent, or application component allows the permitted flow and blocks other paths. In a multi-location design, the enforcement point must apply equivalent policy whether the destination is in a second data center, an on-premises site, or a cloud environment.
  6. Events are recorded and reviewed. Access decisions, failures, resource status, and relevant identity changes are sent to monitoring systems. Telemetry can trigger a rights adjustment or step-up authentication when conditions change.

Identity layers that must work together

Human and device identity

Employee, contractor, and administrator access normally begins with a user identity. Device or asset state adds another signal: an organization may require an enrolled device, current security configuration, or a healthy endpoint before allowing a sensitive operation. A valid user account on an unmanaged or compromised device can therefore receive a different result from the same account on a compliant device.

Application and service identity

Machine-to-machine traffic needs identity controls alongside user controls. SP 800-207A discusses authentication and authorization based on application and service identities, not just network addresses. A service calling a database should present a verifiable workload identity and receive only the permissions required for that call. SPIFFE is one example of service-identity infrastructure referenced by the publication.

Resource identity and classification

Policy cannot protect a resource that has no consistent identity or ownership record. Catalog applications, APIs, databases, queues, and administrative interfaces across every facility and cloud account. Record their sensitivity, dependencies, owners, and permitted callers. This inventory lets a rule distinguish, for example, a read-only reporting API from a production control plane even when both use the same network.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Network-tier and identity-tier enforcement

NIST SP 800-207A recommends combining network-tier and identity-tier policies for cloud-native applications spanning multiple locations. Network controls can restrict which paths are reachable, while identity controls decide which authenticated subject may use an available path. Using both reduces exposure without treating an internal route as proof of authorization.

Gateways and proxies

Gateways can terminate user sessions, validate tokens, apply API authorization, and route requests to the correct data center. Service-mesh sidecar proxies or equivalent workload proxies can enforce service-to-service rules close to each application. These components are useful when the same service is deployed in several sites because policy can be expressed in terms of service identity rather than a list of changing IP addresses.

Segmentation and private connectivity

VLANs, routing domains, firewalls, private interconnects, and security groups still have operational value. They reduce accidental reachability and help contain a compromised workload. Their role is containment and path control; the authorization decision remains tied to identity, resource, and context. Avoid a design in which “inside the data-center firewall” is equivalent to “trusted.”

Choosing where decisions and enforcement run

NIST does not prescribe one universal topology. Compare designs using the following questions rather than assuming that either centralization or distribution is always superior.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Architecture question Centralized approach Distributed approach What to verify
Policy decisions A shared PDP provides one policy service and one administrative view. Regional or local PDPs can make decisions near workloads. How policies stay consistent, how updates propagate, and what happens when a site cannot reach the decision service.
Enforcement placement Traffic passes through a central gateway or broker. PEPs sit at applications, hosts, APIs, or service-mesh proxies. Whether every alternate path is covered and whether latency or a gateway outage affects operations.
Identity services One identity authority issues credentials for all locations. Regional authorities or workload issuers operate close to services. Credential lifecycle, revocation, trust relationships, and recovery during an inter-site outage.
Telemetry Events are aggregated in a central analytics platform. Sites collect locally and forward selected data. Event completeness, time synchronization, retention, and the ability to investigate a cross-site incident.

A hybrid design is common: global policy and identity governance can be centralized while enforcement and some decision caching are distributed. The important property is not the diagram but the ability to apply the intended rule consistently at each resource.

Continuous observation and changing access

Zero trust is not a one-time check at login. SP 800-207A’s implementation guidance describes monitoring resource status and access events, then using telemetry to refine rights or require step-up authentication. Examples of changing conditions include a device becoming noncompliant, a service certificate nearing expiration, an unusual request pattern, or a resource changing classification.

Design the response before deployment. Decide which signals cause an immediate deny, which require renewed authentication, and which create an investigation alert. Keep event timestamps synchronized across data centers, retain the identity and resource identifiers needed to reconstruct a transaction, and make sure operators can distinguish a policy denial from a network failure.

A practical implementation sequence

  1. Map resources and flows. Inventory applications, APIs, data stores, administration interfaces, and service-to-service calls in every data center and cloud location. Document which subjects need which operations.
  2. Establish authoritative identities. Connect workforce identity, device or asset records, and workload identity. Define ownership, credential issuance, rotation, revocation, and emergency recovery.
  3. Write resource-level policies. Express rules in terms of identities, actions, resources, and conditions. Start with explicit allow lists for high-value systems and a default-deny posture for unapproved paths.
  4. Place enforcement points. Select gateways, API proxies, host agents, application controls, or service-mesh proxies so that every route to a protected resource is covered. Check direct-IP, administrative, backup, and east-west paths, not only the main user interface.
  5. Integrate network controls. Use segmentation and firewall rules to limit reachability, then use identity-tier policy to authorize the request that remains. Keep network rules maintainable as workloads move between locations.
  6. Instrument decisions. Record authentication results, PDP decisions, PEP actions, resource status, and identity changes. Send enough context to correlate one transaction across sites.
  7. Pilot a bounded workload. Choose a service with a clear owner and manageable dependencies. Run in observation or report-only mode where safe, compare expected and actual flows, and then enforce policy in stages.
  8. Test failure and recovery. Simulate an unavailable identity provider, stale device data, an expired service credential, a disconnected site, and a failed gateway. Define whether the system fails closed, uses a narrowly scoped cache, or requires an emergency procedure for each case.

Common failure modes and fixes

“Internal” means trusted

Symptom: Any host on an inter-data-center network can reach sensitive services. Fix: Keep segmentation, but require authenticated user or service identity and resource-specific authorization at the PEP.

Only users have identities

Symptom: Service calls are permitted by source subnet or static IP. Fix: Issue workload identities, bind them to service ownership, rotate credentials, and authorize the operation rather than the address.

A central gateway becomes a single point of failure

Symptom: A gateway outage blocks unrelated locations or teams. Fix: Deploy resilient enforcement, consider local or regional decision capability, and test the behavior of cached decisions and emergency access.

Policy differs by location

Symptom: The same account receives different permissions depending on the data center. Fix: Define a common policy model, version changes, validate propagation, and document legitimate regional exceptions.

Telemetry cannot explain a denial

Symptom: Operators see “access denied” without knowing which attribute or rule caused it. Fix: Log a decision identifier, subject, resource, action, policy version, PEP, and relevant condition while protecting sensitive log content.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How to evaluate an architecture before rollout

  • Coverage: Can every user, device, application, and service be identified, including legacy systems and backup paths?
  • Consistency: Does a policy follow a resource when it moves between facilities or clouds?
  • Resilience: What happens when a site, identity authority, gateway, or telemetry pipeline is unavailable?
  • Least privilege: Are permissions limited to the required resource and operation, with short-lived or revocable credentials where practical?
  • Operability: Can administrators safely change policy, review effective access, and roll back a faulty rule?
  • Integration effort: Which applications support modern identity protocols, and where will adapters, agents, or compensating controls be required?
  • Evidence: Can the organization demonstrate why a request was allowed or denied after an incident?

What NIST’s implementation examples show

NIST’s SP 1800-35, published in June 2025, documents 19 example zero-trust implementations developed with 24 collaborators under Cooperative Research and Development Agreements. The examples combine commercially available technologies to illustrate possible architectures and integration approaches.

Those counts describe the scope of the guide, not a success rate, security ranking, or performance benchmark. They should be used as implementation models to study—such as how identity, policy, enforcement, and monitoring can be assembled—not as a universal product prescription. The underlying reference model is NIST SP 800-207, published in August 2020 and updated on NIST’s publication record in March 2021; the multi-location cloud-native guidance is SP 800-207A, finalized September 13, 2023.

Limits and realistic expectations

Zero trust does not remove the need for asset management, patching, encryption, backup protection, incident response, or network engineering. It changes how access is decided and where controls are placed. A poorly maintained identity directory, incomplete resource inventory, or unenforced alternate route can undermine an otherwise well-designed policy.

No cited NIST source provides a statistic measuring zero-trust effectiveness specifically across multiple data centers. The defensible outcome is therefore architectural: fewer implicit-trust assumptions, narrower permissions, better visibility into cross-site requests, and policy that remains attached to resources as infrastructure changes.
