AI workload scheduling can reduce pressure on the power grid by delaying flexible jobs, moving them to another data center, or coordinating them with cooling, storage and on-site power. It does not make the computation disappear: the benefit is choosing a less-congested or lower-demand time or location, and only workloads with enough timing, latency and contractual flexibility can participate.

What workload shifting means

Workload shifting is the deliberate adjustment of when or where a computing job runs. A scheduler can postpone a training run until overnight, move a batch inference queue to a facility with spare grid capacity, or pre-cool a building before a forecast peak. The objective is to change the data center’s electrical demand during a constrained period, not to reduce the number of calculations required.

Virtualization makes this possible for many cloud-style workloads. The International Energy Agency (IEA) describes the principle this way: “Additionally, workloads can be shifted over time and across data centres. Virtualisation allows scheduling based on grid conditions, prioritising times or locations with lower congestion.” The full discussion appears in the IEA’s Energy and AI report.

There are two distinct dimensions:

  • Temporal shifting: delay, pause or accelerate a job so it runs outside a local peak or during a period with more renewable output.
  • Geographic shifting: dispatch the job to another site, region or availability zone with capacity, a different power mix or less network congestion.

Both approaches require operational control over the workload and trustworthy information about electricity conditions. A data center that cannot pause a process, transfer its data or change its power draw cannot provide the same flexibility.

Why this matters as AI electricity use grows

AI is adding large, concentrated loads to an electricity system that must balance supply and demand every second. The IEA’s 2025 base case projects the following global electricity generation used to supply data centers:

Year IEA base-case data-center electricity What the figure represents
2024 460 TWh Estimated global annual generation serving data centers
2030 More than 1,000 TWh Projected global annual generation in the IEA base case
2035 1,300 TWh Projected global annual generation in the IEA base case

These are annual energy totals, while grid operators also manage short, local peaks. Two data centers can consume the same yearly energy but impose very different costs if one draws heavily during a constrained afternoon and the other runs more of its flexible work overnight. Moving a job can therefore help with peak demand, transmission congestion, reliability and renewable integration even when total energy consumption is unchanged.

A lower-demand hour is not automatically a lower-carbon or cheaper hour. The result depends on the generation mix, transmission constraints, tariffs and the load that is displaced or added. A site-specific decision needs local, time-resolved grid and price data rather than a blanket assumption that “off-peak” means “clean.”

Which AI workloads can move?

Training and other advance-scheduled jobs

Large model training is usually the clearest candidate. Teams often know the job’s start window, can checkpoint it, and can tolerate completion at a specified deadline instead of at an exact minute. A scheduler can divide a run into checkpointed intervals, pause when a demand-response event arrives, and resume when the event ends. The job still needs enough uninterrupted capacity and a deadline that leaves room for those pauses.

Batch inference and data preparation

Non-interactive inference, feature generation, simulations and data-processing queues can often be ordered by deadline. An orchestration layer can release work when a site’s power budget, local congestion signal or renewable-availability forecast meets a policy. These jobs are more flexible than an interactive request because the user is not waiting for a response within milliseconds.

Latency-sensitive inference

Real-time recommendations, control loops, voice interactions and other interactive services have strict response-time requirements. They may support limited geographic routing between nearby sites, but sending a request to a distant region can violate latency or data-residency requirements. A practical design keeps sufficient local capacity online and shifts only overflow, precomputation or asynchronous portions.

Contractual and operational constraints

Third-party service-level agreements may specify availability, response time, data location or maximum interruption. Software licensing, privacy rules and training-data access can also prevent relocation. Before declaring a workload flexible, document its deadline, maximum pause, restart behavior, data-transfer time, recovery-point objective and contractual authority to change sites.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How to schedule work for lower-demand periods

  1. Classify jobs by flexibility. Record whether each workload is interruptible, delay-tolerant, continuously running, latency-sensitive or tied to a fixed deadline. Include the maximum acceptable delay and any geographic restrictions.
  2. Measure the electrical baseline. Separate accelerator, CPU, memory, storage and cooling demand. Establish the site’s normal load, ramp rate and minimum safe operating level so a scheduler knows how much it can actually move.
  3. Collect external signals. Depending on the market, ingest hourly prices, demand-response alerts, congestion indicators, renewable forecasts, carbon-intensity data and the facility’s tariff rules. Signals must be timestamped and associated with the correct grid region.
  4. Set a policy rather than a single trigger. A policy can require a job to finish by a deadline, cap the number of simultaneous accelerators, preserve a reserve for interactive traffic and avoid a region under a transmission constraint. This prevents a low price alone from overriding reliability or service obligations.
  5. Use checkpointing and preemption safely. Save model state at known intervals, test restart integrity and account for the energy and time overhead of checkpoint writes and data movement. A job that loses progress when paused is not genuinely flexible.
  6. Schedule with forecasts, then re-evaluate. Launch work using the best available forecast, but allow the controller to slow, pause or reroute it when conditions change. Add guardrails for forecast error, telemetry loss and communication failure.
  7. Verify the outcome. Compare the counterfactual load with the measured load during the event. Track completion time, service-level performance, energy moved, demand reduction and any rebound after the event.

The scheduler should also prevent rebound peaks. If every deferred job starts at the same end time, the resulting surge can recreate the original problem. Staggered release windows and a site-level power cap help avoid that effect.

Geographic shifting between data centers

Moving a workload to another facility changes both its electrical context and its networking requirements. The receiving site must have enough accelerator capacity, storage and cooling headroom at the required time. It also needs a power system that is less constrained for the specific event; simply choosing a different building in the same congested area may provide no grid benefit.

Decision factor Questions an operator must answer
Capacity Are the required accelerators, memory, storage and network links available during the job window?
Grid condition Is the receiving location outside the relevant congestion or peak-demand constraint?
Power mix Does the destination’s generation mix support the stated cost or emissions objective at that hour?
Data movement Can datasets, checkpoints and model artifacts be transferred within the delay and bandwidth budget?
Latency Will the new path meet user-response and synchronization requirements?
Compliance Do privacy, residency, security and customer contracts permit processing in the destination region?

Geographic shifting is most useful for loosely coupled training stages, batch queues and replicated services. It is harder for tightly synchronized distributed training, because inter-site network latency can reduce scaling efficiency and add transfer energy.

Flexibility beyond software scheduling

Changing the job queue is only one part of a flexible data center. Lawrence Berkeley National Laboratory describes four complementary mechanisms in Integrating AI Data Centers with the Power Grid:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Computational load shifting: pause, defer or relocate computing tasks.
  • Facility-infrastructure control: adjust cooling, airflow and other auxiliary systems while maintaining safe equipment conditions.
  • Energy storage: use batteries or thermal storage to reduce grid draw during an event and recharge later.
  • On-site generation: supply some demand locally, subject to fuel, emissions, interconnection and operating limits.

Cooling and thermal storage

The IEA estimates cooling can represent 10% to 30% of a data center’s load. With thermal storage lasting a few hours, cooling demand can be reduced in real time and shifted to off-peak periods. This does not mean the cooling load disappears: chillers or other equipment must later restore the thermal state, and temperature, humidity and equipment-safety limits constrain the duration.

Batteries and on-site generation

Batteries can discharge during a short grid event even when computing continues, then recharge in a lower-demand window. Their duration, state of charge, round-trip losses, degradation and backup obligations determine how much dependable flexibility they provide. On-site generation can reduce grid draw but may have fuel costs, emissions limits, permitting requirements and start-up times. Neither option should be counted as a permanent reduction in electricity use.

Comparing the main approaches

Approach Best-fit workload or asset Primary constraint Grid effect
Temporal workload scheduling Checkpointed training and batch queues Deadline, pause tolerance and lost accelerator utilization Moves computing away from a selected peak window
Geographic workload shifting Replicated or loosely coupled jobs Destination capacity, network transfer, latency and data rules Moves demand away from a constrained location
Cooling control and thermal storage Facilities with controllable cooling systems Thermal comfort and equipment operating limits Reduces or delays auxiliary load for a limited duration
Battery storage Short grid events and fast response Energy capacity, state of charge, degradation and recharge Temporarily substitutes stored energy for grid imports
On-site generation Sites with permitted, dispatchable generation Fuel, emissions, interconnection and operating cost Reduces grid draw while the generator runs

Combining mechanisms can produce a smoother response: pause a flexible queue first, trim cooling demand next, and use storage for the remaining shortfall. The control system must know which resources are already committed to backup or other services.

What the 50 GW estimate does—and does not—mean

The IEA estimates up to 50 GW of data-center flexibility by 2035. This is a modeled technical potential, not today’s installed or contracted capacity and not a measured total from operating projects. The estimate combines workload shifting with cooling-load management and assumes that 25% of accelerated workloads and 10% of conventional workloads can shift during daily demand peaks.

The assumptions matter. If fewer workloads can pause, if operators lack authority to move them, or if local networks cannot accept the change, the realizable amount will be lower. Conversely, the estimate shows why even partial flexibility can matter as data-center demand grows. It should not be interpreted as 50 GW of generation that can replace new power plants.

Economic and governance trade-offs

Accelerated servers are expensive assets. Keeping them busy can improve utilization and shorten project schedules, while pausing them can delay revenue or increase the cost of meeting a deadline. A flexibility program should compare the value of avoided demand charges, congestion relief, faster interconnection or market payments with the opportunity cost of idle accelerators, extra data movement, checkpoint storage and service risk.

Authority must be explicit. The data-center operator, cloud tenant, utility and aggregator may each control a different part of the decision. Contracts should define who may interrupt a job, how much notice is required, which workloads are exempt, how performance is measured and who pays for non-performance. Tariffs and market rules also determine whether a response is compensated or merely reduces an internal cost.

IEA 4E groups flexibility services into three categories in Data Centres and Flexibility:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Market-serving flexibility: balancing supply and demand through electricity-market participation.
  • Grid-serving flexibility: managing local power-system bottlenecks such as congestion.
  • System-serving flexibility: supporting wider system stability and operational security.

Operational and economic barriers differ by data-center type, so a technically possible response is not automatically a bankable one.

How to build a responsible flexibility program

Start with a flexibility register

List every major workload and facility asset with its interruptibility, maximum delay, restart cost, location restrictions, power range and deadline. Mark hard constraints separately from preferences. This register becomes the input to scheduling and to contractual discussions.

Run a baseline and counterfactual

For each proposed event, calculate what the site would have consumed without intervention. Compare that baseline with metered demand after scheduling, including any rebound. A claim of flexibility should state the event duration, starting load, response time and measurement interval.

Pilot with non-critical queues

Begin with batch work whose deadlines have spare margin. Test pause and resume, destination failover, telemetry, alerting and rollback before exposing interactive services. Exercise failure modes such as a lost forecast, a full destination site, a failed checkpoint or a communications outage.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Coordinate with the grid and facility teams

Software engineers need the facility’s real power limits, cooling constraints and backup commitments. Grid or market teams need a reliable response envelope and notification process. Joint testing prevents a scheduler from requesting a reduction that the physical plant cannot deliver.

Expand only when service quality remains acceptable

Track completion deadlines, latency, error rates, energy moved, demand reduction, carbon intensity where measured, and financial results. Increase the participating workload share only after these metrics remain within the agreed limits over multiple operating conditions.

Common mistakes and how to avoid them

  • Calling a shifted megawatt-hour a saved megawatt-hour. Scheduling usually relocates consumption in time or space; it does not eliminate the computation.
  • Treating every AI job as interruptible. Interactive inference, synchronized training and contractual services may have little flexibility.
  • Using a regional average for a local decision. Congestion and generation mix vary by node and hour; use location-specific data.
  • Ignoring rebound demand. Releasing all deferred jobs together can create a new peak.
  • Counting backup assets twice. Batteries and generators reserved for resilience may not be available for grid services.
  • Optimizing only for electricity price. A cheap hour can still be carbon-intensive, congested or incompatible with a service deadline.
  • Assuming flexibility replaces generation. LBNL explicitly cautions that demand flexibility cannot substitute for the long-term need for new bulk power generation; it is an immediate complement while supply and networks expand.

Policy and planning context

The European Commission’s overview of energy performance of data centers says flexible facilities that adjust electricity use to grid conditions can help reduce system costs, improve stability and integrate renewable energy. Those are potential system benefits, not guaranteed outcomes for every project. Implementation still depends on local market design, measurement rules, interconnection capacity and the data center’s ability to respond.

For planners, the practical question is not whether a facility is “flexible” in the abstract. It is how many megawatts it can change, in which direction, for how long, at what notice, at which location and with what effect on customers and equipment. Publishing those parameters makes flexibility comparable with generation, transmission and storage options.

Bottom line

Workload scheduling can shift suitable AI training, batch inference and other delay-tolerant computing to less-congested hours or sites. Its value is greatest when software orchestration is coordinated with cooling, storage and facility controls and measured against a clear baseline. The approach can relieve peaks and support renewable integration, but it cannot move latency-critical work indiscriminately, guarantee lower emissions, or remove the need for long-term investment in generation and grid capacity.
