How does volcano monitoring work? Scientists combine continuous records of earthquakes and tremor, ground movement, volcanic-gas chemistry and emission rates, satellite observations, and the volcano’s known history. The goal is to detect a meaningful change from the volcano’s normal background, determine which physical process could explain it, and communicate the level of concern. No single instrument can identify an exact eruption time.
A monitoring network is therefore an interpretation system, not an alarm clock: instruments collect different kinds of evidence, observatory staff check the data and local conditions, and significant, sustained changes can support public notifications.
What volcano monitoring is designed to detect
Volcanoes produce signals before, during and after eruptions, but those signals vary greatly by volcano and may overlap with non-volcanic activity. Monitoring establishes a long-term baseline first. Continuous observations show what is normal for a particular crater, magma system, geothermal field and surrounding faults. A departure from that baseline can indicate unrest, but it must be interpreted in its geological setting.
The California Volcano Observatory notes that geothermal systems and active faults can create signals that resemble volcanic activity. An earthquake swarm, a small change in gas output or a few millimeters of motion is therefore evidence to investigate, not automatic proof that magma is rising.

“Continuous monitoring is necessary to determine the baseline, or background signal, of activity at a volcano and helps volcanologists to know what is normal.”
— U.S. Geological Survey, California Volcano Observatory, “Volcano Monitoring at California Volcano Observatory,” December 7, 2023
Scientists look for combinations: a change in earthquake rate or depth that occurs with inflation, altered gas chemistry and other surface observations is more informative than an isolated sensor reading. The same measurement can mean different things at a quiet stratovolcano, an open-vent volcano or a volcano with a vigorous geothermal system.
Seismic monitoring: listening to processes underground
What seismic sensors measure
Seismic stations record ground vibrations continuously. Their records include discrete earthquakes, earthquake swarms, volcanic tremor and other signals caused by movement or cracking in the volcanic system. Instruments can detect events too small for people to feel and preserve their timing, duration, amplitude and waveform for analysis.
Changes in magma pressure or location can stress and fracture surrounding rock. Magma and hydrothermal fluids can also move through cracks, producing or modifying seismic signals. Analysts examine where events occur, how deep they are, whether their rate is accelerating, and whether the waveforms change from brittle earthquakes to more continuous tremor.

Why one earthquake is not an eruption forecast
Earthquakes occur naturally on active faults and within geothermal systems. A single event may have no connection to an eruption. Even a swarm can have several explanations, including tectonic faulting, fluid movement or a change in volcanic pressure. The useful question is whether the pattern differs from the established baseline and whether independent observations support the same interpretation.
- Rate: Are events becoming more frequent than the volcano’s normal level?
- Location and depth: Are hypocenters migrating upward or concentrating beneath a vent, flank or other relevant structure?
- Signal type: Are waveforms dominated by discrete quakes, repeating events or sustained tremor?
- Timing: Did the seismic change begin with deformation, gas changes or visible activity?
- Context: Could a known fault, geothermal process, weather event or instrument problem explain it?
What a seismic network contributes
Multiple stations allow an observatory to locate events and compare signals across a volcano. A network also provides redundancy when snow, ash, lightning or equipment failure affects one station. Real-time telemetry sends records to the observatory, where automated systems can flag sudden changes for scientific review.
Ground deformation: measuring pressure and movement at the surface
GPS, tiltmeters and strainmeters
Deformation instruments measure how the ground moves or changes shape. Continuous GPS stations track position through time, revealing inflation, deflation or lateral displacement. Tiltmeters detect very small changes in the angle of the ground, while strainmeters measure stretching or compression over a defined distance. USGS observatories use these instruments because magma or pressurized fluids can deform the surface before, during or after an eruption.
Deformation does not directly identify the depth, volume or composition of a magma body. The same surface motion can result from hydrothermal fluids, fault slip, cooling lava, rainfall-related effects or changes in an unstable slope. Scientists compare the size, direction, rate and spatial pattern of movement with seismicity, gas data and the volcano’s structure.
Satellite measurements
Satellite radar and optical imagery extend coverage beyond ground stations. Repeated observations can map elevation or surface displacement across an entire edifice, including remote areas where installing instruments is difficult. Satellite thermal observations can reveal changes in surface temperature. These measurements are valuable for finding broad patterns and checking whether a signal seen at one ground station is local or part of a larger change.

Volcanic-gas monitoring: measuring what the magma releases
Composition and emission rate
Gas monitoring tracks both which gases are present and how much is emitted. As magma accumulates and rises, dissolved gases can separate from the melt and escape through vents, fumaroles, cracks or diffuse soil pathways. Observatories may follow sulfur dioxide (SO2), carbon dioxide (CO2), water vapor and hydrogen chloride (HCl), among other species.
The concentration of a gas in a plume is not the same as the volcano’s total output. Wind, plume height and dilution affect concentration, so scientists also estimate emission rates and record the conditions under which measurements were made. A trend in ratios between gases can provide clues about changing depth or degassing, but interpretation depends on the volcano’s plumbing and hydrothermal system.
FTIR plume spectroscopy
An FTIR (Fourier-transform infrared) spectrometer analyzes the light absorbed by a volcanic plume. Different molecules absorb specific wavelengths; the instrument uses those absorption features to quantify gas species remotely. This approach can sample a plume without requiring staff to stand directly at a hazardous vent.
Why gas data matter beyond eruption forecasts
Gas records help characterize whether activity is magmatic, hydrothermal or primarily surface-driven. They also support hazard management. Sulfur dioxide and other compounds can affect air quality, and Hawaii’s observatory uses gas observations to assess downwind volcanic air pollution known as vog. A gas increase without matching seismicity or deformation may have a different explanation from a coordinated rise in all three data streams.

How the methods complement one another
Each method observes a different part of the volcanic system. The comparison below describes what a signal can show and what can confuse it.
| Method | What is measured | Processes the signal may reflect | Collection approach | Important limits |
|---|---|---|---|---|
| Seismic monitoring | Ground vibrations, earthquakes and tremor | Rock fracture, magma movement, fluid flow or fault activity | Networked ground seismic stations with real-time telemetry | Faults, geothermal activity and instrument noise can mimic volcanic signals; patterns require interpretation |
| Ground deformation | Position, tilt, strain and surface displacement | Pressure changes, magma intrusion, fluid movement, fault slip or slope processes | Continuous GPS, tiltmeters and strainmeters | Local conditions and non-volcanic deformation can produce similar movement; sparse stations may miss spatial detail |
| Satellite observation | Wide-area elevation, displacement and surface temperature | Inflation, subsidence, thermal change or surface disturbance | Repeated radar, optical and thermal imagery | Not continuous; clouds, ash, snow, vegetation and terrain affect coverage |
| Gas monitoring | Gas species, concentrations and emission rates | Magma degassing, hydrothermal circulation and vent changes | Field sampling, plume spectroscopy such as FTIR, and other station or remote measurements | Wind and dilution alter plume concentrations; access and hazardous conditions limit sampling |
USGS summarizes the principle plainly: “No single tool or technique can adequately monitor or predict volcanic behaviors.” The practical consequence is not that one method is unhelpful; it is that confidence comes from converging evidence interpreted against a volcano-specific baseline.

Data transmission and processing
Field stations transmit measurements to an observatory through telemetry. At the observatory, software records and processes incoming streams, displays them for analysts and can flag abrupt changes. Scientists review quality controls, compare instruments and investigate whether a change is real, local, regional or caused by a telemetry or sensor fault.
Human interpretation
Volcanologists combine instrument records with visual observations, satellite imagery, weather, geology and the volcano’s eruption history. They ask whether the timing and location of the signals fit a plausible physical process. A short-lived spike may be dismissed after checking equipment and environmental conditions; a sustained, multi-method change may warrant intensified field work or a change in the stated alert level.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteNotifications
When interpreted changes have consequences for people or aviation, observatories can issue public notifications. A notification communicates the current evidence and uncertainty; it is not a guarantee that an eruption will or will not occur. Monitoring can support decisions such as restricting access, preparing emergency managers, warning about ash or gas, and updating hazard maps.

Designing a network for a real volcano
There is no universal instrument count or layout. Networks are tailored to threat potential, volcano size, location, accessibility and available monitoring coverage. Stations may be placed close to an eruptive source for detailed measurements and farther away for safer, more reliable operation and regional context.
In the Cascades, remote stations must operate through rugged terrain and winter conditions. Power, communications, snow loading, lightning, ash and difficult maintenance all affect what can be installed and how often it can be serviced. A sparse network may provide broad warning of major changes but less precise location; a dense network improves resolution at greater cost and logistical risk.
The Hawaiian Volcano Observatory illustrates how a mature network can grow over time: in 2023 it operated more than 100 field stations, after more than 100 years of instrument and network development. That figure describes HVO’s Hawaiian system, not a standard requirement for every volcano.

- Establish the baseline. Build continuous records of seismicity, deformation, gas and surface conditions during quiet and active periods.
- Verify the signal. Check multiple stations, calibration, telemetry and environmental conditions before treating a change as volcanic.
- Locate and characterize it. Determine where and when earthquakes, movement or gas changes occur, and measure their rate and magnitude.
- Compare methods. Look for temporal and spatial agreement between seismic signals, deformation, gas chemistry or output, thermal observations and visual activity.
- Use geological context. Account for faults, geothermal systems, the volcano’s plumbing, past eruptions and current weather.
- Communicate uncertainty. Report what is observed, the plausible explanations and what additional change would increase or decrease concern.
This process explains why a monitoring bulletin may change even when no eruption follows: the evidence can indicate elevated unrest, then return toward baseline without magma reaching the surface.
What monitoring can—and cannot—tell you
What it can do
- Detect changes from a volcano’s established background.
- Locate and track earthquake activity and other seismic signals.
- Measure inflation, deflation and other surface movement.
- Identify changes in gas composition and emission rate.
- Provide evidence for hazard assessments, operational decisions and public notifications.
- Reveal air-quality hazards such as sulfur-dioxide-rich vog in affected downwind areas.
What it cannot promise
- An exact eruption date or time from one sensor reading.
- A universal warning lead time that applies to every volcano.
- A certain interpretation when volcanic, tectonic and geothermal signals overlap.
- Continuous, cloud-free satellite coverage or uninterrupted operation of every remote station.
The USGS technical report Recommended Capabilities and Instrumentation for Volcano Monitoring in the United States was first posted October 4, 2024. Its existence reflects the need to define capabilities for varied U.S. settings, not a single nationwide instrument package or a guaranteed forecasting performance.
Why combined evidence is the central idea
Seismicity can show that rock or fluid is moving, but not by itself whether magma will erupt. Deformation can show pressure or volume change, but not necessarily its source. Gas can indicate degassing, yet wind and hydrothermal processes can obscure the magmatic signal. Satellites broaden the view but revisit intermittently. Combining the streams narrows the plausible explanations and exposes contradictions that a single measurement would hide.
For readers asking how volcanoes are monitored, the short answer is therefore: continuously, redundantly and in combination. Scientists listen underground, measure how the ground shifts, sample what the volcano emits and compare those records with satellite and visual observations. They interpret changes in context, then communicate a level of concern rather than a false precision about the future.
